“XTML” is almost certainly a typo for XHTML. XHTML was an older, stricter form of HTML. Although classic XHTML templates can still be useful for learning or visual inspiration, many were built before responsive layouts, modern accessibility practices, and current browser standards.
This guide preserves the useful idea behind the historical roundup—finding free website starting points—but treats “free” carefully. A download may still require attribution, restrict client work, exclude working forms, or contain separately licensed images and fonts. For a new business, portfolio, or landing page, a current HTML5/CSS template is usually a safer starting point than an unmaintained XHTML design.

That original list should not be treated as a current catalog of 45 verified downloads. Links can disappear, licenses can change, and designs made before responsive web design may fail on phones or require obsolete JavaScript. The practical modern replacement is to choose from current HTML/CSS collections, then verify the exact template, license, dependencies, and included assets before using it.
What XHTML/CSS means
XHTML is an XML-compatible formulation of HTML with stricter syntax rules. Historical XHTML templates are often easy to read, but may use fixed-width layouts, obsolete doctypes, deprecated markup, outdated scripts, and image-based design elements.
CSS controls presentation; it is not a template format by itself. A usable website template normally contains HTML files, CSS files, images, fonts, and sometimes JavaScript or framework files.

For a new project, look for semantic HTML5, responsive CSS, keyboard-friendly interaction, visible focus states, and current dependencies. An XHTML template is not automatically cleaner, faster, or more standards-compliant than a modern HTML template.

The following sources are useful starting points, but their licenses and template quality differ. Read the individual template terms rather than relying only on a directory’s headline.

What “high quality” should mean
A polished screenshot is not enough. Evaluate each template against these practical criteria:
- Responsive behavior: Check mobile, tablet, desktop, and intermediate widths.
- Clean structure: Look for understandable folders, semantic headings, labeled forms, and meaningful landmarks.
- Keyboard usability: Menus, dialogs, carousels, and forms should work without a mouse and show visible focus.
- Readable design: Check color contrast, text size, spacing, and responsive navigation.
- Complete dependencies: Confirm that images, fonts, icons, JavaScript, and vendor files are included or legally replaceable.
- Maintainability: Replacing the logo, colors, typography, text, and images should not require rewriting the entire layout.
- Performance: Inspect image sizes, third-party requests, unused libraries, and unnecessary animation.
- Clear licensing: Confirm attribution, commercial use, client work, redistribution, and included-asset terms.
- Trustworthy delivery: Prefer the creator’s live demo, download page, or repository over scraped mirrors.
Do not assume that “responsive” means accessible, that “HTML5” means semantic, or that a live demo proves a contact form actually works.

Pure HTML/CSS versus Bootstrap

How to choose the right template
- Choose a pure HTML/CSS template for a small, mostly static site where simplicity and low dependency count matter.
- Choose a Bootstrap template when you want familiar responsive utilities, components, and documentation.
- Choose a minimal design when performance and maintainability matter more than a large feature set.
- Choose a multi-page layout for separate services, portfolio, blog, and contact pages.
- Choose a one-page layout for a simple profile, product, campaign, or event.
- Use a template with Sass or SCSS only if you understand its build process or want systematic theme customization.
- Avoid templates built around abandoned plugins, unmaintained frameworks, hard-coded third-party assets, or unexplained external requests.
How to customize and launch one
- Download it from the creator’s official page or repository.
- Read the license, README, and any asset notices before editing.
- Unzip it into a working directory and open the main HTML file locally.
- Identify the CSS, JavaScript, image, font, and vendor directories.
- Replace demo text, logos, images, testimonials, and contact details.
- Update the page title, description, favicon, canonical information where appropriate, and social-sharing metadata.
- Check every navigation link and remove unused pages and dependencies.
- Test at mobile, tablet, desktop, and intermediate widths.
- Test keyboard navigation, focus states, headings, labels, contrast, and reduced-motion behavior.
- Optimize images and remove unnecessary third-party requests.
- Confirm whether forms actually submit. A static form usually needs a server-side endpoint or form-processing service.
- Run HTML, CSS, and accessibility checks, then deploy to a static host or your chosen server.
License checklist
Before using any template for a business or client, answer each question in writing:
- Is commercial use allowed?
- Is client work allowed?
- Must the author’s attribution remain?
- Can the design be modified?
- Can the files be used on multiple domains?
- Is redistribution or resale prohibited?
- Are included photographs, fonts, icons, illustrations, and videos covered by the same license?
- Does the license apply to the free download or only to a paid version?
- Are support, updates, source Sass/SCSS, and working forms included?
“Free download,” “free personal use,” “free commercial use,” “free client work,” and “free without attribution” are different permissions.
When a paid license may be worthwhile
Paying can make sense when you need attribution removal, client-work permission, support, updates, source Sass/SCSS, working form processing, or access to multiple templates.

Colorlib’s terms explain the difference between free attribution-required templates and paid options. Start Bootstrap separates its free MIT-licensed products from paid products. Check the current product page and license before relying on any price or promotion, since commercial offers change.
Common problems after downloading
- The download link leads to a dead page, unrelated product, or third-party mirror.
- The “free” version requires visible attribution.
- Commercial use is allowed but client work is restricted.
- The demo uses premium images or features absent from the download.
- Old jQuery or plugins fail in current browsers.
- CSS breaks at intermediate viewport widths.
- The navigation works only when JavaScript loads.
- Images are oversized and slow the page.
- A contact form looks complete but has no processing endpoint.
- Placeholder text, stock images, fake testimonials, analytics, or tracking remain in production.
- Third-party fonts and scripts create privacy, availability, or licensing concerns.
Final recommendation
Choose the simplest current template that meets the project’s needs, not the design with the most impressive screenshot or the highest position in an old listicle. For a new site, prefer a maintained HTML5/CSS or Bootstrap template with a clear license, responsive behavior, understandable files, and no unnecessary dependencies. Treat classic XHTML templates as learning material or rebuilding references unless you have verified their code, assets, license, and behavior yourself.
