These figures come primarily from the accessible Devran 224HS product data sheet. A December 2017 Rexnord/Falk paint specification repeats the approximately 212 g/L mixed VOC, 75% volume solids, and nine-hour dry-hard value at 70°F.
VOC: what the reported 212 g/L means
The commonly quoted Devran 224HS VOC figure is approximately 212 g/L (1.8 lb/gal), measured using EPA Method 24. That is a reported coating-test value, not a guarantee of a particular worker’s exposure or of indoor air quality. EPA explains that Method 24 is used to determine volatile matter, water content, density, volume solids, and weight solids in surface coatings; it does not replace a job-specific exposure assessment.
The number should not be applied indiscriminately to every Devran 224HS container. The PDS reports different values for a particular 224FN3501 formulation and for material containing T-10 thinner, including figures below 100 g/L in a cited TBAC-exempt condition and below 250 g/L in a cited TBAC non-exempt condition. Adding thinner can increase VOC. Color and regional formulation can also change the result.
For that reason, a specification should identify the exact product code, color, region, mixing instructions, and permitted thinner—then compare the current product data sheet with the applicable local or state VOC rule. “Low VOC” in an industrial-coatings context does not mean solvent-free, odor-free, noncombustible, or automatically suitable for an occupied building.

Its documented purpose is the protection of prepared industrial and architectural substrates where adhesion, abrasion resistance, humidity resistance, and chemical resistance are more important than decorative simplicity. Examples include:
- Structural steel, piping, tanks, machinery, and industrial equipment
- Chemical, fertilizer, petroleum, power-generation, pulp-and-paper, mining, and water-treatment facilities
- Water and sewage treatment areas exposed to demanding service conditions
- Concrete floors and other masonry areas, subject to proper curing and preparation
- Commercial kitchens, restaurants, schools, correctional facilities, and other high-use architectural areas
Public specifications continue to reference Devran 224HS or an equivalent. For example, a 2024 Ontario Northland bridge-rehabilitation specification lists it as one possible epoxy topcoat over zinc primer, while a JEA coating-system sheet identifies it in a structural-steel system. A February 10, 2026 Bureau of Reclamation solicitation specifies Devran 224HS or an equivalent multipurpose, surface-tolerant, rust-inhibitive epoxy for interior carbon-steel surfaces of turbine-bearing heat exchangers. These references demonstrate specification-level use; they do not prove universal current manufacture, stock, or approval for every service.
Performance claims—and their limits
The PDS reports excellent adhesion, salt-spray, abrasion, humidity, and chemical resistance. It lists resistance to splash and spillage from various acids, alkalis, salts, oils, greases, detergents, fuels, solvents, sewage, and other chemicals. It also reports a pencil hardness of 3H after a seven-day cure at 77°F (25°C).

Those statements must be read with the test conditions. The chemical-resistance results were based on a system of two Devran 224HS coats at 4 mils dry film thickness per coat. They are not proof that one coat, a thinner film, a different primer, a different substrate, prolonged immersion, elevated temperature, or every listed chemical will produce the same result.

This does not automatically qualify the product for continuous immersion, thermal cycling, pressure equipment, or a particular process chemical. Select the complete coating system—primer, intermediate, topcoat, thickness, cure, and exposure—and obtain written confirmation for unusual or regulated service.
Epoxy also has a known exterior limitation: sunlight can cause color change, early dulling, and loss of gloss even when protective performance remains. Where exterior appearance and color retention matter, the PDS suggests a compatible urethane finish. Confirm compatibility and recoat timing in the current regional documentation rather than adding an arbitrary topcoat.
Surface preparation requirements
Preparation is likely to determine the result more than the nominal product performance. The substrate must be dry, clean, sound, and free of oil, grease, curing compounds, laitance, loose paint, mortar spatter, mill scale, rust, and other contamination.
New steel
- For immersion service, the PDS recommends near-white blast cleaning to SSPC-SP 10 / ISO Sa 21⁄2.
- For non-immersion service, it recommends commercial blast cleaning to SSPC-SP 6 / ISO Sa 2.
- The recommended blast profile is approximately 1.2–2.5 mils (38–63 microns).
Measure the profile and confirm cleanliness before coating. A coating that is applied over mill scale, flash rust, oil, salts, or poorly prepared weld areas may fail regardless of its laboratory resistance.
Previously painted surfaces
Test the existing coating for lifting or incompatibility. Remove cracked, peeling, or poorly bonded material; abrade glossy or aged epoxy surfaces; and clean the remaining coating with the cleaner specified by the current PDS. Scraping, sanding, or removing old paint can create lead dust, so the age and history of the existing coating must be considered before mechanical preparation.
Concrete and masonry
Poured concrete should cure for at least 30 days. Slick, glazed, or laitance-contaminated concrete requires acid etching or abrasive blasting as appropriate. The surface must then be clean, dry, and free from conditions that could drive moisture or vapor through the coating. A generic “concrete floor paint” preparation routine is not sufficient for a chemically cured industrial epoxy.

Galvanized steel
Clean galvanized steel thoroughly. Depending on the service and condition, the PDS calls for priming or abrasive blasting. Galvanized surfaces can be difficult to coat reliably without removing contaminants and creating an appropriate bonding surface.
Film thickness and coverage
The PDS recommends approximately 4–8 mils dry film thickness (DFT), corresponding in the reproduced document to roughly 5.3–10.7 mils wet film thickness (WFT). The exact wet target depends on the product’s current solids content and the selected color.

At the theoretical rate of approximately 1,203 square feet per gallon at 1 mil DFT:
- 4 mils requires roughly 301 theoretical square feet per gallon.
- 6 mils requires roughly 201 theoretical square feet per gallon.
- 8 mils requires roughly 150 theoretical square feet per gallon.
These are mathematical coverage values, not a purchase guarantee. Rough blast profiles, porous concrete, overspray, hose and equipment losses, application waste, and uneven film build reduce practical coverage. Measure WFT during application and DFT after cure rather than relying only on estimated gallons.
Brush and roller application may require multiple coats to achieve hiding and the specified film thickness. A practical inspection kit can include a non-shed epoxy roller, an epoxy paint mixing drill paddle, and a wet film thickness gauge. These are general tool categories, not manufacturer-approved products; select them for compatibility with the coating and the inspection plan.
How to mix Devran 224HS
- Condition the components to approximately 60–80°F (16–27°C) where the product instructions permit.
- Power-mix the base component separately until uniform.
- Power-mix the converter separately.
- Add the converter slowly to the base while continuing agitation.
- Continue mixing until the two components are thoroughly combined.
- Allow approximately 15 minutes of induction time.
- Re-stir before application.
- Add solvent only after the components have been thoroughly mixed, and only when the current label or PDS permits it.
The supplied kits are described as 2-gallon and 10-gallon packages containing the correct component ratio. Do not guess at a partial-kit ratio, substitute a converter, or add thinner before combining the components. Incomplete mixing, incorrect proportioning, or premature application can cause soft film, poor adhesion, gloss variation, solvent entrapment, or failure to cure.
Application methods and cure
Devran 224HS can be applied by airless spray, brush, or roller according to the PDS.

At approximately 6 mils DFT and 70°F (21°C), the PDS reports about 6 hours to minimum recoat and 9 hours to dry hard, with maximum recoat limits also dependent on temperature. The table should be treated as a scheduling reference, not a promise. Substrate temperature, air temperature, humidity, ventilation, film thickness, thinning, and additives all change drying and recoat behavior.
The reported pot life is approximately 6 hours at 77°F (25°C) and 50% relative humidity. A large mixed mass may heat and lose working time faster than a small batch. Never use the nominal pot life to justify applying material that has thickened, gelled, overheated, or changed appearance.
For cold-weather work, the PDS identifies a cold-weather additive for substrate temperatures of approximately 25–40°F (-4–5°C). Because additives and solvents affect cure, VOC, recoat windows, and application behavior, the exact current regional label and PDS must control. Do not coat a cold substrate merely because the air temperature appears acceptable.

Devran 224HS is a solvent-containing industrial epoxy. The PDS identifies it as combustible and requires users to read the label and safety data sheet before use. Work planning should address ventilation, ignition-source control, vapor and spray-mist exposure, chemical contact, waste, confined spaces, and the hazards of surface preparation.
Personal protective equipment is not a substitute for engineering controls or a job hazard assessment. If the current SDS and applicable rules require them, evaluate chemical-resistant coating gloves and organic-vapor respirator cartridges only through the proper respiratory-protection program, including cartridge selection, medical evaluation, fit testing, change schedules, and required protective clothing. Spray application may require controls beyond those suitable for brush or roller work.
Before beginning:
- Read the current product label and SDS for the exact product code and region.
- Eliminate or control ignition sources and provide ventilation appropriate to the solvent and space.
- Confirm that the substrate and surrounding materials can tolerate the preparation and solvent exposure.
- Check local VOC limits and disposal requirements.
- Use respiratory and skin protection selected by a competent safety professional.
- Do not use an old coating without assessing possible lead or other hazardous contamination.
Do not infer suitability for potable-water immersion, food contact, residential interiors, or a named chemical solely from the general resistance list. A historical Canadian reference records acceptance for construction coatings on hard, smooth, level surfaces, but its acceptance date is October 30, 2001; it should not be treated as a current, universal certification.
Is Devran 224HS still available?
Availability is uncertain and channel-dependent. The accessible PDS is a reproduced technical document rather than a current manufacturer-hosted product page. However, engineering and government specifications continue to name Devran 224HS or an equivalent, including the 2024 Ontario Northland specification and the 2026 Bureau of Reclamation procurement document.

That combination means the product remains relevant in professional specifications, but it does not establish that every color, package size, or regional formulation is currently manufactured or stocked. Before committing to a project, contact an authorized industrial-coatings distributor or manufacturer channel and request:
- The current regional PDS and SDS
- Confirmation of the exact product code, color, kit size, and component ratio
- Current VOC and volume-solids data for that formulation
- Primer, topcoat, immersion, chemical-resistance, and temperature compatibility
- Written confirmation of any project specification or approved-equivalent requirement
If the original product cannot be sourced, a two-part high-build epoxy coating may be an alternative category to investigate—but it is not automatically equivalent to Devran 224HS. Compare chemistry, solids, VOC, surface tolerance, corrosion performance, immersion rating, film thickness, cure schedule, and approvals before substituting it.
Bottom line
