If Photoshop will not accept a dragged file, first open Photoshop normally and drop a small local JPG or PNG directly into the application window. On Windows, disable Run this program as an administrator; on Windows 11, avoid dropping files onto the Photoshop taskbar icon. On macOS, check Photoshop’s file access under System Settings > Privacy & Security. If ordinary in-app behavior is still broken, reset Photoshop preferences after backing them up.
Identify what is not dragging
“Drag and drop” can describe several different Photoshop workflows. Use the symptom that matches your problem:

Run the 60-second test
- Launch Photoshop normally rather than using an administrator shortcut.
- Open a blank document, or leave Photoshop on its Home screen.
- Copy a small JPG or PNG to your desktop.
- Drag that file directly into the Photoshop window—not onto the taskbar icon.
- If it fails, try File > Open and select the same file.
The result narrows the cause:
- Direct dragging works: Photoshop can accept drops. The original source, file location, taskbar target, or file type is the likely problem.
- File > Open works but dragging fails: investigate Windows privileges, macOS permissions, the source application, or the operating-system shell.
- Neither method works: test another local image, then continue with permissions, preferences, plug-ins, and update checks.
- Only one file fails: the file may still be downloading, stored as a cloud placeholder, damaged, or in a format that needs a compatible importer.
Windows: stop running Photoshop as administrator
A common Windows cause is a privilege mismatch: Photoshop is running with elevated administrator privileges while File Explorer or the source application is running normally. Windows can block drag-and-drop communication between applications operating at different User Account Control levels. Adobe documents this type of UAC-level issue in its Windows troubleshooting guidance.
- Close Photoshop.
- Right-click the Photoshop shortcut and choose Properties.
- Open the Compatibility tab.
- Clear Run this program as an administrator.
- Choose Apply, then OK.
- Restart Photoshop and repeat the local JPG/PNG test.
If you launch Photoshop through a custom shortcut, inspect that shortcut as well. You may also need to check the Photoshop executable’s compatibility settings. Do not disable User Account Control globally as a first-line fix. Running Photoshop normally is safer and usually sufficient for ordinary file drops.

Windows 11 taskbar drops
Dropping a file onto an application’s taskbar button is different from dropping it into the application window. Adobe community documentation has described limitations with dragging files onto Photoshop in the Windows 11 taskbar. This does not mean Windows 11 disables every form of drag-and-drop.
Use one of these dependable alternatives:
- Open Photoshop first and drop the file directly into its window.
- Use File > Open.
- In File Explorer, right-click the file and choose Open with, then select Photoshop.
If the Windows shell itself appears stuck, restart Photoshop and Windows Explorer before making broader system changes.

macOS privacy controls can prevent Photoshop from accessing files in protected locations such as Desktop, Documents, external drives, or cloud-synced folders. Adobe includes permissions among its Photoshop troubleshooting checks.

- Open System Settings.
- Choose Privacy & Security.
- Search for Full Disk Access, or open the relevant Files and Folders privacy section.
- Check whether Photoshop has the access needed for the folder containing the file.
- Quit and reopen Photoshop, then test a local file from a permitted folder.
Menu names and locations vary by macOS version. Full Disk Access is powerful, so grant only the access needed. It is a targeted diagnostic—not a permission every Photoshop installation automatically requires.
If a file on an external or cloud drive fails but a file on the local desktop works, the storage location or its offline availability is more likely than Photoshop’s drag-and-drop system.
If you mean moving a layer
Dragging a file into Photoshop and dragging a layer within Photoshop are separate workflows. If the problem is moving or reordering a layer:

- Select the intended layer in the Layers panel.
- Confirm that the layer is not locked. Click the lock control if necessary.
- Activate the Move Tool.
- To reorder a layer, drag it between layers in the Layers panel rather than onto an unintended control.
- Check that the Layers panel is visible and that the workspace has not been rearranged.
Test the same operation in a new document. If it works there, the original document may have a locked layer, unusual document state, or another layer-specific restriction. If the interface is broadly abnormal, restore the standard workspace with Window > Workspace > Essentials. Adobe’s workspace restoration instructions cover this process.
Reset Photoshop preferences safely
Reset preferences when drag-and-drop fails across multiple files or documents, especially after an update or preference migration. A reset can resolve unexpected behavior caused by damaged settings, but it is not guaranteed.
Back up custom workspaces, shortcuts, actions, brushes, and color settings first. Adobe warns that resetting preferences can remove customized settings.

Use the launch shortcut
- Close Photoshop.
- Launch it while holding Alt + Ctrl + Shift on Windows or Option + Command + Shift on macOS.
- When Photoshop asks whether to delete the Adobe Photoshop Settings file, choose Yes.
- Test drag-and-drop before restoring old settings.
Reset from Photoshop
- Windows: Edit > Preferences > General, then choose Reset Preferences On Quit.
- macOS: Photoshop > Settings > General, then choose Reset Preferences On Quit.
Adobe’s current preference-reset instructions were updated February 23, 2026. Adobe also provides guidance for backing up and restoring preferences.
Advanced manual reset
If the normal reset does not work, quit Photoshop and rename or move—not immediately delete—the settings folder so you can restore it:
- Windows:
C:Users<username>AppDataRoamingAdobeAdobe Photoshop <version>Adobe Photoshop <version> Settings - macOS:
/Users/<username>/Library/Preferences/Adobe Photoshop <version> Settings
The user Library folder is hidden by default on macOS. In Finder, hold Option while opening the Go menu to reveal Library. See Adobe’s preference-file locations for version-specific details.

Later-stage isolation tests
Use these only if drag-and-drop failure occurs alongside freezes, crashes, blank previews, flickering, or serious interface instability:
- Update Photoshop: install the current supported release and check Adobe’s basic troubleshooting guidance and known issues. Adobe states that technical support and security fixes cover the current Photoshop version and the prior version; exact version numbers change over time.
- Skip optional plug-ins: hold Shift while launching Photoshop and choose to skip optional or third-party plug-ins. If the problem disappears, isolate the plug-in rather than reinstalling Photoshop.
- Test the GPU: open Preferences/Settings > Performance, temporarily clear Use Graphics Processor, restart Photoshop, and retest.
- Try a new administrator user account: this helps distinguish an account-level permission or profile problem from a Photoshop-wide problem.
- Use operating-system safe mode: if the issue disappears there, a startup utility, shell extension, driver, or third-party extension may be interfering.
Reliable workarounds
- Use File > Open for files you want to open as documents.
- Use File > Place Embedded or File > Place Linked when adding an asset to an open document.
- Copy and paste from the source application if it supports that workflow.
- Download or save browser and cloud assets locally before importing them.
- Use Finder or File Explorer as an intermediate step instead of dragging directly from a browser or cloud interface.
Do you need to buy or upgrade Photoshop?
No—not to repair this problem. A new subscription or upgrade normally will not fix an administrator-mode conflict, Windows taskbar limitation, macOS privacy permission, or damaged preference file. Troubleshoot the existing installation first.
If you separately need legitimate desktop access, check Adobe’s official Photoshop page for current plans, trial terms, and region-specific pricing. Prices and promotions change, and a trial may convert to a paid subscription unless canceled before it ends.
