Adobe’s June 2024 Terms of Use update created a legitimate clarity problem. Users feared the wording gave Adobe broad access to their work or permission to train generative-AI systems on confidential files. Adobe denied owning customer work or training generative AI on ordinary customer content, promised clearer language, and published revised terms on June 18, 2024.
Adobe’s current General Terms, dated October 3, 2025, still say that local and cloud content will not be used to train generative-AI models—with an important exception for content voluntarily submitted to Adobe Stock. They also preserve limited access for service operation, support, security, moderation, legal compliance, and enforcement. In other words, “not used for generative-AI training” does not mean “never processed” or “never accessible.”
The short version
- The uproar began in early June 2024 after users were prompted to accept terms containing broad language about Adobe accessing, viewing, or listening to customer content.
- Adobe said the language was intended to describe operational, support, security, legal, and moderation needs—not to claim ownership of users’ work or train generative AI on ordinary customer files.
- On June 10, Adobe promised plainer terms and an explicit AI-training clarification. Revised terms published on June 18 added that Adobe would not use local or cloud content to train generative-AI models, except content submitted to Adobe Stock under its separate contributor agreement.
- Current terms retain limited access rights and separately address generative-AI features, business-managed profiles, and Adobe Stock submissions.
The practical question is therefore not simply whether Adobe “owns” a Photoshop file. It is where the file is stored, which features are enabled, what processing a feature requires, who controls the account, and whether the work may be disclosed to a third-party service under the user’s client or employer obligations.

What triggered the backlash in June 2024?
Adobe customers reported being asked to accept updated Terms of Use that said Adobe could access, view, or listen to content through manual or automated methods, including for content review and moderation. The wording appeared broad enough to alarm photographers, illustrators, filmmakers, journalists, agencies, and other professionals handling confidential or client-owned material.
Contemporary coverage described fears that Adobe had granted itself expansive rights over user projects, particularly amid the rapid expansion of generative AI. The concern was not limited to copyright ownership. Users were asking several different questions at once: could Adobe inspect their files, could employees review them, could the files be used to train AI, and could such access conflict with an NDA?
Contemporaneous reporting captured the reaction, while Adobe’s own statements provide the clearest record of its explanation and subsequent changes.
Ownership, licensing, access, and AI training are different issues
Adobe did not say that it owned customers’ creative work. Adobe’s statements and terms distinguish the user’s ownership of content from the license Adobe receives to provide its services. A service provider may need permission to store, transmit, display, synchronize, process, or support a file without owning the underlying copyright.
That distinction does not make every broad license harmless. The scope of a license still matters, especially for work covered by confidentiality agreements. “Adobe does not own my file” answers the ownership question; it does not by itself answer who may process the file, when human review is possible, or whether a particular feature sends data to Adobe’s servers.

The same separation applies to AI:
- Feature processing: An AI-powered tool may analyze an image, document, audio file, or video to perform the requested operation.
- Service operations: Adobe may process content or file-derived data for syncing, previews, support, security, abuse detection, or technical functions.
- Generative-AI model training: This is the narrower question of using content to train a generative model. Adobe specifically addressed this category in its revised terms.
- Human access: Adobe’s terms describe limited circumstances involving support, moderation, security, legal matters, fraud, and enforcement.
Adobe’s response
June 6: clarification of the access language
In its June 6 clarification, Adobe said the update was intended to explain when access might be necessary to operate its applications and services. Its examples included opening and editing files, generating previews and thumbnails, delivering cloud-based functions such as Photoshop Neural Filters, Liquid Mode, or background-removal tools, responding to support requests, detecting fraud and security problems, addressing unlawful or technical issues, enforcing its terms, and moderating submissions.
Adobe also said it had not trained generative-AI models on customer content and did not claim ownership of customer work. It described Firefly as trained on licensed content, including Adobe Stock material, and public-domain content whose copyright had expired.
This explanation addressed why access might exist, but it did not immediately eliminate the concern that the original wording was too broad or too difficult for ordinary users to interpret.
June 10: promise of more precise terms
On June 10, Adobe executives Scott Belsky and Dana Rao said Adobe had never trained generative AI on customer content, taken ownership of customer work, or accessed content beyond legal and operational requirements. They promised clearer wording, plainer language, concrete examples, and an explicit reassurance about AI training in a follow-up announcement.
June 18: revised terms add an explicit no-training policy
Adobe published revised terms on June 18. The key change was explicit language stating that Adobe would not use local or cloud customer content to train generative-AI models, except for content a user voluntarily submits to the Adobe Stock marketplace under the separate Adobe Stock Contributor Agreement.

The revision was a formal change to the terms, not merely a public statement. It narrowed the specific fear that ordinary customer files would be used for generative-AI training, while leaving the broader operational and access provisions in place.
What Adobe’s current terms say
As of August 18, 2026, Adobe’s published General Terms of Use are dated October 3, 2025. They state that Adobe will not use local or cloud content to train generative-AI models, subject to the Adobe Stock exception. That wording should be quoted accurately in any summary: saying simply that Adobe “never trains on user content” omits the exception.

The policy also concerns generative-AI model training. It should not be expanded into a claim that Adobe never analyzes files, never uses machine learning in product features, or can never access content. Cloud services may need to process content to provide previews, synchronization, document analysis, automated editing, moderation, or other functions.
Limited access remains possible
Adobe’s terms describe circumstances in which it may access, view, or listen to content. These include providing support, preventing fraud, addressing security, legal, or technical issues, enforcing the terms, and moderating content or submissions. “No generative-AI training” therefore does not mean “no human access.” It also does not mean every Adobe application handles a local file in the same way.
Business profiles change who controls the account
The current terms separately address business-managed profiles. If an organization provides the Adobe entitlement, Adobe may give that organization the ability to access, use, remove, retain, or control the associated business profile and content. Adobe may also provide personal information to the business under the applicable business agreement.

An employee using an employer-managed Adobe account is therefore not in the same position as an individual subscriber. Adobe’s no-training policy does not prevent an employer or account administrator from managing business content under the organization’s agreement.
Generative features have additional terms
Adobe maintains separate product-specific terms for generative-AI features. The current Adobe Generative AI Product Specific Terms are dated April 23, 2026. They apply when users submit prompts, reference images, documents, audio, video, or other inputs to generative features.
That is a different event from merely saving a file locally. A user who invokes a cloud AI function should review the feature’s processing terms and documentation rather than assume that the general desktop application’s behavior applies. Adobe also publishes Generative AI User Guidelines covering prohibited or problematic uses.

There is no useful universal yes-or-no answer. A file saved locally is not automatically uploaded to Adobe simply because it is opened in a desktop application. But local storage does not guarantee that no data leaves the device.
Cloud-connected features may transmit the file or derived information to Adobe services. Depending on the application and configuration, exposure can increase through generative AI, Neural Filters, background removal, fonts, Libraries, synchronization, collaboration, document previews, account validation, or other online functions. The exact behavior must be checked for the specific product and feature.

Local storage reduces cloud exposure, but it does not guarantee that no data leaves the device when cloud-connected features, syncing, fonts, libraries, collaboration, or AI tools are used.
What does this mean for NDA-protected work?
An NDA may restrict a designer, photographer, journalist, studio, or agency from uploading or disclosing client material to a third-party service. Adobe’s terms may authorize processing for specified service purposes, but that does not automatically resolve the user’s separate contractual obligations.
This is a workflow and contract question, not proof that Adobe breached an NDA. Before using sensitive material, check the client agreement, employer policy, Adobe’s current General Terms, the applicable generative-AI terms, and the product documentation. When cloud processing is unnecessary, keep source files local and avoid activating cloud-connected AI features on confidential material.
A practical privacy checklist
For personal users
- Know whether a file is local, a cloud document, synced, shared, or stored in Document Cloud.
- Check which AI or online features are enabled before applying them to private material.
- Do not treat Adobe’s no-training statement as a promise that files are never processed.
- Read the current terms when Adobe changes them, rather than relying on summaries of the 2024 controversy.
For freelancers and agencies
- Confirm that client contracts permit third-party cloud processing.
- Keep confidential source files local when cloud storage and collaboration are not required.
- Separate ordinary editing from workflows that send prompts, reference images, documents, or other inputs to generative features.
- Document which Adobe account, storage location, sharing settings, and features were used for each client project.
For organizations and enterprise users
- Determine whether staff use personal profiles or employer-managed Business Profiles.
- Review administrator controls, retention, access, and removal rights under the applicable business agreement.
- Use organization-approved settings for cloud documents, sharing, collaboration, and AI features.
- Do not assume Adobe’s policy automatically applies to third-party AI models offered through Adobe products.
Third-party models require separate scrutiny
Adobe’s 2025 announcement about Creative Cloud Pro described access to Firefly alongside third-party AI models. That means a user should not automatically assume that Adobe’s no-training policy describes every model available through an Adobe product. Data retention, processing, and training practices may depend on the specific provider, feature, and terms that apply.
Adobe’s Creative Cloud Pro announcement is useful context, but it is not a substitute for checking the current terms and documentation for the particular third-party feature.
What the 2024 response did—and did not—resolve
Adobe’s response substantially addressed the specific fear that ordinary local and cloud customer files would be used to train generative-AI models. The June 18 revision made that position clearer and placed it in the formal terms, with Adobe Stock submissions as the stated exception.
It did not turn Adobe into an entirely offline tool, eliminate all content processing, or make every Creative Cloud, Document Cloud, and generative-AI workflow equivalent. Limited access for operational, support, security, moderation, legal, and enforcement purposes remains part of the picture. Business-account control and third-party model terms add further distinctions.
