The simplest adult fish costume starts with an oversized hoodie or turtleneck, felt scales attached in overlapping rows, and a reinforced tail. Add a soft hood fin for an easy build, or use a wire-stiffened fin on a shoulder harness when you want a larger silhouette. You can sew the structure, glue the decoration, or combine both methods.
Choose the costume style before cutting
Your base garment determines how much work, weight and mobility the finished costume will have. Try it on over the clothing you expect to wear, and keep the face, arm openings, knees and feet unobstructed.

Materials
For the scaled garment
- Oversized hoodie or turtleneck
- Felt sheets or felt yardage in two or three colors
- Cardstock or a manila folder for the scale template
- Scissors, pins, needle and thread
- Tacky or fabric glue if you are making a no-sew version
- Googly eyes, glitter glue or other fabric-safe decorations
For a soft tail or hood fin
- Batting for padding
- Interfacing or another stiffener for the tail
- Matching felt and thread
For a wire-stiffened harness fin
- Transparent vinyl
- Sheer organza or gauze
- 16-gauge galvanized wire
- Wire clippers
- Vinyl or sturdy fabric for the shoulder harness and, if needed, a chest strap
How many felt scales do you need?
Use one scale template and test it on the garment before cutting the entire batch. An adult large hoodie example used approximately 90 scales, but the actual number changes with the hoodie size, scale dimensions, overlap and the area you cover. Count your test row and multiply by the number of rows, then cut a few extras for gaps or mistakes.

Make the scale-covered hoodie
- Fit and mark the base. Put on the hoodie or turtleneck over normal clothing. Mark the torso area that will receive scales, leaving the neck, cuffs, arm openings and any pocket you want to use clear.
- Draft one scale. Draw a rounded fish-scale shape on cardstock or a manila folder. Cut it out and pin or temporarily place several copies on the garment to check the visual size and coverage.
- Cut several colors. Trace the template onto felt in two or three colors. Alternating colors, a gradual color shift or a contrasting line down the side can suggest a lateral line without making the pattern difficult to assemble.
- Attach from the bottom upward. Start at the lowest planned row. Place each scale so its top edge overlaps the row below, then work upward. This direction hides the attachment points and makes the rows read like real scales.
- Secure each row. Sew the scales, glue them with tacky or fabric glue, or sew the areas that take stress while gluing decorative pieces. Allow glue to cure fully before wearing the costume.
- Finish the details. Add a large felt eye, gills, glitter or a contrasting fin color. Keep decorations away from the face and any area that rubs against the arms.
Add a reinforced felt tail
- Draw the pattern. Sketch a two-lobed fish tail on paper, sized to the wearer’s back. Check that the outer points will not catch on chairs, doorways or other people.
- Cut two felt pieces. Place interfacing or another stiffener between them. The stiffener keeps the tail from collapsing when the wearer walks.
- Sew the perimeter. Stitch around the edge, leaving no loose stiffener exposed. A sewing machine is quick, but a strong hand stitch also works.
- Attach it inside the back hem. Position the tail at the center back or inside back hem. Reinforce the attachment with several passes of stitching so the weight is distributed through the garment rather than one small patch of felt.
Make a soft hood fin
For a simpler fin, cut two matching felt fin shapes. Sew around the edge, add a modest amount of batting, close the opening and hand-sew the fin to the hood seam. Keep the padding light enough that the hood remains comfortable and the fin does not pull backward.
Build a large wire-stiffened back fin
A dramatic fin needs its own support rather than relying on a hoodie seam. Draft the shape on paper and size it conservatively: a fin that is too wide or tall can catch on surroundings, shift the wearer’s balance or make walking difficult.

- Make the pattern. Hold the paper fin against the intended wearer. Check shoulder clearance, head movement, arm swing and walking space before cutting fabric.
- Cut the fin layers. Cut two transparent-vinyl pieces and one piece of sheer gauze or organza. The gauze supplies color and texture while the vinyl provides a cleaner, more rigid surface.
- Sandwich and sew. Place the gauze between the vinyl layers. Sew channels through the sandwich for the wire framework.
- Install the wire. Insert one length of 16-gauge galvanized wire along the lower edge and at least five crosswise wire spines. Clip and finish the wire ends so no sharp point can contact the wearer.
- Make the harness. Sew a vinyl shoulder harness that carries the fin’s weight. Add a chest strap if the fin twists, lifts or slides while the wearer walks.
- Test before final attachment. Wear the harness over the planned clothing and move through doorways, sit down and raise both arms. Reduce the fin’s size or add support if it interferes with any movement.
No-sew construction: what glue can and cannot do
Glue is suitable for felt scales, eyes, glitter and other decorative elements. Apply tacky or fabric glue to clean, dry surfaces and let it cure according to the product directions. Do not rely on glue alone for a tail or large fin that must retain its shape. Use interfacing, batting, stitching or a harness for those structural pieces, even if every scale is glued.

- Try on the completed garment with the shoes and layers you will actually wear.
- Confirm that the tail does not strike the backs of your legs or snag furniture.
- Keep fins clear of the face, arm openings and feet.
- Cover or turn away every wire end.
- Check that vinyl, glue and glitter do not rub against exposed skin if the wearer is sensitive.
- Carry a few spare felt scales and adhesive for quick repairs.
Published costume instructions report about 90 scales for an adult large hoodie, but comfort, durability and wear time have not been established in controlled testing. A short movement test in the finished costume is therefore the best way to find problems before an event.
