The story of the elusive man who made these fascinating pastel postcards of Calcutta

Frank Clinger Scallan’s six painted Calcutta postcards turn streets, crowds and monuments into atmospheric scenes. Here is what is known about the elusive artist, his uncertain biography and his wider work.

Frank Clinger Scallan made the unusual Calcutta postcards: painted, pastel-toned views in which crowded streets and ordinary encounters matter as much as famous buildings. Six cards identified in a 2017 account by Sujaan Mukherjee are signed with his name. Scallan (born in Calcutta in 1869 or 1870 and deceased in November 1950) remains a remarkably elusive figure, despite a career spanning painting, engraving, writing and government service.

Who made the pastel Calcutta postcards?

The artist was Frank Clinger Scallan, an Anglo-Indian painter and writer associated with Calcutta. His name survives on a six-card series featuring city streets, monuments and suburban life. Unlike the photographic cards that dominated the period, Scallan’s images use painted color, atmospheric skies and animated groups of people.

The surviving record is thin. A 2017 feature by Sujaan Mukherjee assembled the cards and the scattered biographical clues, while a reference summary gives Scallan’s life as 1870–November 1950. The feature itself gives his birth as 1869 or 1870, so the earlier date should not be treated as certain.

Who was Frank Clinger Scallan?

A Calcutta childhood and the Survey of India

Scallan was reportedly born in Calcutta, attended the Calcutta Boys’ School and joined the Survey of India. The account says he served there for nearly 40 years. That long technical career helps explain why a figure with substantial artistic output left so little conventional biography.

Training in Paris, but an uncertain chronology

The available account says Scallan spent significant time in Europe and apparently studied under the French painter and sculptor Jean-Paul Laurens at the Académie Julian in Paris. The chronology is explicitly unclear, and much of the information is attributed to Frank Anthony’s Britain’s Betrayal in India. It is safer to describe the Paris training as reported rather than fully documented.

Recognition and later life

Frank Anthony’s account, as reported in the feature, records a silver medal at the Calcutta Fine Art Exhibition in 1924. Scallan later wrote historical articles and died in November 1950 at about 80. The surviving notes do not provide a complete account of his commissions, exhibitions or personal life.

Are the Scallan postcards photographs or paintings?

They are illustrated, painted designs reproduced as postcards, not straightforward photographs. A catalogued Jain Temple – Calcutta example is described as a vibrant painted postcard, made circa 1910, printed in halftone and measuring 13.80 × 8.80 cm. It has a divided back and lists Thacker Spink & Co., Kolkata, as publisher.

That description identifies the physical object; it does not prove that every card in the six-card group was produced in exactly the same year or process. Scallan may or may not have used photographs as references, and the surviving evidence does not settle that question.

The subjects move from major civic landmarks to roads and a suburban lane. People are not merely decorative scale figures: they animate the streets and create the sense of a city being lived in. Mukherjee observes that “Indians and Europeans seem to share space on his vibrant canvases without indication of social hierarchy.” That visual treatment is one reason the cards stand apart from more official-looking views.

The comparison is about emphasis, not an absolute rule. Photographic cards could include people, and Scallan’s work could draw on photographic references; the distinction lies in how the final image interprets the city.

Why the postcard format helps date the cards

Postcards changed materially between 1902 and 1904. Before the transition, the back generally carried the address while the message occupied the picture side; after it, a divided back allowed address and message to share the reverse. A divided-back Scallan card therefore belongs to the later convention. The Jain Temple example’s circa-1910 cataloguing is consistent with that format, but it should not be projected automatically onto every card in the series.

What else did Scallan make?

Prints, paintings and a scientific society seal

His etchings and engravings include City Gateway in Lahore, Kashtaharini Temple in Munger, Kashmiri Beggar, Lahore and A Ballygunge Tank. His General Post Office painting was reproduced for the Calcutta Historical Society journal Bengal and Past.

In 1910 he designed the Astronomical Society of India’s official seal: Scorpio above an observatory among palm trees, encircled by lotus flowers. The commission shows that his work extended beyond souvenir imagery into institutional design.

Illustrator and author

Scallan contributed poetry and illustrations to Indian Ink (1914), a wartime fundraising volume. It included his etching A Study in “High Life” – A Beggar on Horseback. His illustrations also appeared in Charles Hilliard Donald’s The Adventures of Bairam Khan, published in Lahore in 1930.

Libraries, postcard dealers, auction catalogues and collections of Indian art or historic postcards are more likely places to encounter an original than a mass-market print. Before reproducing an image commercially, confirm the scan’s ownership and reproduction rights; an old postcard’s age does not by itself establish that a particular scan is unrestricted.

Why these six cards still matter

Calcutta’s postcard history is often represented by the photographs of Johnston and Hoffman, Thacker, Spink & Co. prints, or oleographs from Raphael Tuck and Sons. Scallan’s series offers a different visual argument. Its pastel color and theatrical weather make the city feel observed and imagined at once, while its attention to workers, passers-by and mixed crowds resists reducing Calcutta to a checklist of imperial buildings.

That combination explains both the cards’ fascination and their maker’s elusiveness: the images are vivid and widely legible, but the documentary trail behind Frank Clinger Scallan remains fragmentary.
