Johnny Miller’s Unequal Scenes uses aerial photographs to make the physical divisions within cities visible. In Mumbai, the images place dense informal settlements close to business districts, high-rises, roads, rivers and wetlands. They show how sharply different urban environments can meet—but an aerial view alone cannot tell us the income or circumstances of every person who lives there.
What Unequal Scenes shows in Mumbai
Unequal Scenes is Miller’s ongoing aerial-photography project about divided cities. His project statement describes the work as a way to make familiar built environments newly visible and prompt reflection on how cities reproduce inequality.
The Mumbai gallery draws attention to places where contrasting land uses sit close together. Around the Mithi River and Bandra Kurla Complex, for example, it shows the business district alongside dense settlements. Other images and descriptions identify Dharavi, Mahim Nature Park, mangroves, the National Stock Exchange area, and settlements near roads and high-rise buildings.

These are specific locations and visual relationships, not a complete portrait of Mumbai’s neighborhoods. The photographs make proximity legible: a river, road, fence or strip of wetland may run between very different patterns of development. They do not, on their own, explain how those boundaries formed or what daily life is like on either side.
How Miller selected and planned locations
In a 2018 interview with Scroll.in, Miller said he drew on census data, maps, news reports and conversations to identify places to photograph. For Mumbai, he referred to slum maps prepared by architect P. K. Das. He also said he used Google Earth to understand the geography and plan flights.

Miller described weighing practical and safety considerations before flying, including air law, air and personal safety, battery life, range, weather, camera angle and time of day. Those are considerations he discussed in that interview, not a current or exhaustive guide to drone regulations or flight planning. Rules and permissions depend on where and when a flight takes place.
Why the straight-down view matters
Miller has said he finds straight-down, or “nadir,” images effective because they can make boundaries such as roads, fences and wetlands stand out. In a 2017 first-person essay for The Guardian, he wrote: “Even the angle of these images seems important. People tell me the shots that look vertically down (the ‘nadir view’), without any horizon, are the most impactful.”

That is Miller’s account of an artistic choice and of what viewers told him, not the result of a controlled study. The visual effect is easy to understand: without a horizon, the image can read almost like a map, drawing attention to building density, land use and the line between neighboring spaces.

A photograph can document visible form: where buildings cluster, how roads or waterways cut through an area, and how closely different kinds of development sit together. It can invite questions about access, planning and unequal investment. But appearance is not proof of an individual resident’s income or circumstances.

Miller has explicitly described the project’s juxtapositions as metaphors. In the Scroll interview, he cautioned: “Unequal Scenes has always been about creating visual juxtapositions that work as metaphors – so I’m sure there are some rich people in the slums I photograph, and some poor people in the nice-looking buildings,” The image may suggest a structural contrast without sorting every person in view into a simple category.

How the project extends beyond Mumbai
Mumbai is one part of a project about divided cities, rather than a stand-in for every city or neighborhood. The recurring approach is to use aerial views to place contrasting built environments in the same frame, so viewers can see their proximity and the boundaries between them. The meaning of any particular image still depends on its location and context.
Miller said in 2018 that he hoped the photographs would prompt conversation: “This is really what I intended and desired to happen – that the photos would spark conversations, and through these conversations we could begin to understand the scope of the problem, and through that understanding we could develop solutions.” The photographs are an invitation to look and ask questions, not a substitute for the fuller evidence needed to answer them.
How to read the images carefully
- Notice the boundary: Is the visible divide a road, river, fence, wetland or another feature?
- Compare urban form: Look at building density and shape, and at the proximity of different land uses, without treating appearance as a measure of each resident’s wealth.
- Ask what context is missing: Aerial photographs do not establish local history, household circumstances or residents’ own views.
- Keep claims tied to the place: A view of one part of Mumbai cannot stand for the whole city.
The Mumbai gallery displays a 40% estimate for the share of the city’s population living in slums and attributes it to architect P. K. Das. The page does not identify the estimate’s publication year, methodology or underlying study, so it should not be treated as a current, independently verified statistic.
