“Budding Beauty” does not identify one work on its own. The strongest documented entertainment reference is a stage adaptation of Natsumi Itsuki’s manga Hanasakeru Seishōnen; the phrase also appears in a separate 1962 U.S. copyright-catalog entry for a Tussy commercial print. Neither reference establishes a painting titled Budding Beauty.
What does “Budding Beauty” refer to?
In entertainment coverage, The Budding Beauty is a subtitle used for a stage production based on Natsumi Itsuki’s manga Hanasakeru Seishōnen. Actor Yuki Kubota’s Japan Music Entertainment biography also lists an earlier Hanasakeru Seishōnen ~The Budding Beauty~ stage credit. These records connect the phrase to the manga’s stage adaptations, but the title alone does not specify which production.

What is The Budding Beauty in The Oriental Blue Wind?
A Crunchyroll News report dated December 21, 2011 identifies Hanasakeru Seishonen: The Budding Beauty in The Oriental Blue Wind as the second stage play based on Itsuki’s manga. It reports that the production ran from February 16 through February 27, 2011. Those are the dates of that production, not evidence of a current performance or release.

Is it a painting?
The documented uses here do not establish a painting with this title. A separate record in the U.S. Catalog of Copyright Entries for 1962 lists a Tussy “Budding Beauty” commercial print. That entry shows another historical use of the phrase, but by itself does not identify the print as a painting or connect it to Hanasakeru Seishōnen.
