Start with the CDC’s Public Health Image Library (PHIL) and NIH/NCI Visuals Online: the CDC identifies both as sources of free public-domain health-related images. Search for the movement or health topic you need, then check the rights statement on the individual image record before using it. A federal agency’s name alone does not guarantee that every image on its website is unrestricted.
Where to find free health exercise illustrations
CDC Public Health Image Library
CDC’s Public Health Image Library (PHIL) is a practical first stop for health and exercise imagery. CDC describes the collection as free to access and suitable for education and health communication; its catalog includes exercise-tagged records, including an item identified as public domain. Search for the specific activity or concept, then open the image record to check its rights status and available file details. The collection’s general description does not mean every image is an exercise illustration or has the same reuse terms.
NIH/NCI Visuals Online
CDC also lists NIH/NCI Visuals Online as a source of free public-domain health-related images. Check its current catalog for the illustration you need and verify the terms shown for that particular asset before publication; an exercise-specific inventory or count is not established here.

Other federal illustrations
Some public-domain exercise images are available through Wikimedia Commons records that identify their source as a U.S. federal agency—for example, an exercise illustration derived from an NIH/NIAMS source and National Park Service exercise-fitness pictograms. Treat these as leads, not as blanket permission: review the individual Commons record and, where possible, confirm terms with the original source.
How to choose an illustration that communicates clearly
A free file is useful only if it supports the health message accurately and readers can understand it. CDC notes that visuals can make complex health information easier to comprehend and reinforce messages, but they are not self-explanatory: “Visuals can’t speak for themselves. People can interpret visuals, just as they do words, in different ways.”

- Fit the message. Choose a pose or sequence that actually depicts the movement or concept described. Do not let the image imply an instruction or health benefit that the accompanying information does not support.
- Check legibility. Look for a clear heading, labels, and caption. Make sure readers can distinguish the pose or steps without having to guess.
- Consider the audience. Ask whether the intended readers can understand the movement and visual presentation. Explain the image in nearby text rather than assuming it will be interpreted the same way by everyone.
- Check file suitability. PHIL describes its collection as print quality, but confirm the specific file’s dimensions and format for your screen or print use.
- Confirm rights and credit. Read the item-level rights statement and note any required attribution, link, permission, or disclaimer before incorporating the image.

Check rights before you reuse an image
Use the specific image record, not the name of the host website, to decide whether and how an image can be reused. PHIL distinguishes public-domain images from copyright-protected ones. Its guidance says permission for a protected image must come from the content provider; PHIL cannot grant rights it does not own.

CDC also warns that its sites may include third-party images or materials created by contractors or grantees. Rights can differ from one item to another and may vary by jurisdiction. For material from a CDC site, follow the item’s terms as well as the agency’s general copyright and reuse guidance. That guidance calls for agency attribution and a clear disclaimer that reuse does not imply government endorsement; do not use agency logos or marks in a way that suggests endorsement.
For PHIL public-domain images, PHIL asks users to credit CDC and, when known, the photographer, and to link back to PHIL when using an image electronically. Follow the record and relevant agency instructions where they apply. If the record is unclear, do not assume unrestricted permission; CDC directs users to contact the relevant site with questions about specific materials. These U.S. agency guidelines do not establish reuse rights in every country, so check local terms for publication outside the United States.

A practical reuse workflow
- Search the collections. Look in PHIL or NIH/NCI Visuals Online for the exercise or health context you need. Keep the image title, source, and stable item-page link with your notes.
- Read the individual rights statement. In PHIL, check whether the record identifies the image as public domain or copyright-protected. For a protected image, seek permission from the content provider.
- Prepare the credit and disclaimer. For PHIL public-domain material, credit CDC and the named photographer when available, and link to PHIL for electronic use. For CDC public-domain material, attribute the agency and make clear that reuse does not imply CDC, HHS, or government endorsement.
- Resolve uncertainty before publishing. If the record does not make the applicable terms clear, contact the relevant site rather than inferring permission from federal-government provenance.
Catalog contents, individual rights statements, and agency guidance can change. Check the current record and terms when you obtain an image and again when preparing to reuse it.
