Photo texture or PBR material: which should you choose?
A photograph is a single flat image: it can work as a painting reference, a graphic element, or a surface image, but it does not by itself provide separate surface-property maps. A PBR set supplies distinct maps for material properties. For example, the FreePBRTextures listing includes albedo, normal, and roughness maps; the CraftPBR listing also describes metalness and height maps.
For painting or illustration, start with a photograph when the visible grain, holes, and color variation are what you need to study or incorporate.
