For projects covered by the 2010 ADA Standards for Accessible Design, a ramp run normally cannot be steeper than 1:12 (8.33%), its cross slope cannot exceed 1:48 (2.08%), and it must be at least 36 inches wide between finished surfaces. Those numbers are only the starting point. A usable, code-compliant route also needs correctly sized landings, turning space, handrails where required, edge protection, slip-resistant drainage, and door maneuvering clearance. Stairs have separate dimensional rules and do not replace the continuous accessible route required for wheelchair users.

This guide uses the U.S. Department of Justice 2010 Standards as the federal reference point. Whether a particular project is covered, which edition applies, and what additional requirements govern depends on the building, alteration, funding, state, and local jurisdiction. Confirm the design with the authority having jurisdiction and a qualified accessibility professional before construction.

What the ADA ramp slope actually means

Running slope is the vertical rise divided by the horizontal run, expressed as a ratio or percentage. A 1:12 ramp rises 1 inch for every 12 inches of horizontal travel, or 8.33 percent. Cross slope is measured perpendicular to the direction of travel; it controls side-to-side tilt and is limited to 1:48, or about 2.08 percent.

The 1:12 figure is a maximum, not a design target. The ADA Standards’ advisory to §405.2 says: “To accommodate the widest range of users, provide ramps with the least possible running slope and, wherever possible, accompany ramps with stairs for use by those individuals for whom distance presents a greater barrier than steps, e.g., people with heart disease or limited stamina.” A gentler ramp is easier to propel, brake, and traverse, particularly in wet conditions or when a user is carrying something.

Walking surfaces versus ramps

An accessible route can combine compliant walking surfaces with ramps and other components. Ordinary walking surfaces have running slopes no steeper than 1:20 (5 percent). Once the route is steeper than 1:20, it is treated as a ramp and must meet the ramp provisions. Calling a steep walk a “sidewalk” does not avoid those requirements.

Existing-site slope allowances

For existing sites, buildings, and facilities, space limitations can trigger a narrow allowance for steeper short runs. A run may be steeper than 1:12 but no steeper than 1:10 for a rise of up to 6 inches, or steeper than 1:10 but no steeper than 1:8 for a rise of up to 3 inches. A slope steeper than 1:8 is prohibited under that table. These allowances are not a general option for new construction and do not eliminate requirements for width, landings, handrails, edge protection, or a safe surface.

How much horizontal space a ramp needs

Calculate each run before drawing the plan. Multiply the rise in inches by 12 to find the minimum horizontal run at 1:12. For example, a 24-inch rise needs at least 288 inches (24 feet) of ramp run, not counting landings. A 30-inch rise—the maximum permitted in one run—needs 360 inches (30 feet). If the available footprint is shorter, changing direction with a landing can fit the route into a tighter plan, but it does not reduce the total run required.

Rise in one run Minimum run at 1:12 Planning implication
3 inches 36 inches May qualify for the existing-site 1:8 allowance only when that exception applies; a gentler slope is preferable.
6 inches 72 inches Existing-site allowance can reach 1:10 for this rise, subject to all applicable conditions.
12 inches 144 inches (12 feet) Full 1:12 run required; provide landings at both ends.
24 inches 288 inches (24 feet) Usually requires a switchback or straight run with intermediate landings.
30 inches 360 inches (30 feet) Maximum rise for a single run; a landing is required before another run.

The U.S. Access Board’s ramp guide recommends specifying a maximum running slope of 7.5 percent and a maximum cross slope of 1.5 percent for exterior ramps. Those are design recommendations intended to accommodate construction variation, not the ADA’s base legal limits of 8.33 percent and 2.08 percent.

Ramp width, rise, and landing dimensions

Clear width

Each ramp run needs at least 36 inches of clear width. Measure the unobstructed passage between finished surfaces, handrails, guards, and other projections—not the nominal framing dimension. A wider route can improve passing, turning, snow removal, and comfort, but it does not permit a steeper slope.

Maximum rise per run

A ramp run may rise no more than 30 inches before a landing. A long route therefore uses multiple runs, each separated by a landing. Breaks are also useful for rest and for controlling drainage.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Top and bottom landings

Provide a landing at the top and bottom of every run. A landing must be at least as wide as the widest connecting ramp run and at least 60 inches long in the direction of travel. Where a ramp changes direction, the clear landing must be at least 60 by 60 inches. Do not let a handrail, guard, planter, light pole, sign, or door swing reduce that clear area.

Check doors independently. A landing beside a door needs the maneuvering clearance required for that door’s approach. A ramp can meet its slope and landing dimensions yet still fail if a wheelchair user cannot pull, push, or approach the door without entering the sloped area.

Handrails and edge protection

When handrails are required

Ramp runs with a rise greater than 6 inches require handrails. The Standards generally require handrails on both sides of ramps and stairs, subject to stated exceptions. A short curb ramp and a low-rise run may therefore be treated differently from a long ramp, but the project should be checked against the exact applicable exception rather than assumed exempt.

Handrail height and continuity

Handrail gripping surfaces must be 34 to 38 inches above the ramp surface, stair nosings, or walking surface. Keep the gripping surface continuous through runs and landings where the Standards require continuity, return ends safely to a post, floor, or wall, and leave the required clearance so fingers can wrap around the rail. Coordinate wall-mounted rails with trim, corner guards, and paint buildup so the finished clearance—not the rough framing—matches the requirement.

Edge protection

Where a ramp or landing has a drop-off, provide edge protection as required by the Standards. A curb, barrier, or extended floor surface helps keep wheels and canes from slipping off the side. Edge protection must not create a projection that narrows the 36-inch clear width or blocks a turning landing.

Surface, drainage, and exterior durability

Accessible travel depends on more than geometry. Walking surfaces must be stable, firm, and slip resistant. Avoid loose gravel, deeply textured coatings, abrupt ridges, and joints that catch small front casters. Keep transitions flush or within the permitted limits, and detail expansion joints so they do not become a wheel or cane trap.

Water management is especially important outdoors. Cross slope should move water toward drainage without exceeding 1:48. Place drains outside the principal wheel path where possible, use grates that do not snag mobility devices, and prevent ponding at the bottom landing. Snow, ice, leaves, and paint overspray can make a mathematically compliant ramp hazardous; specify maintenance access and a finish that remains slip resistant when wet.

Construction tolerance

Build to a margin below the maximum. The Access Board’s 7.5 percent exterior recommendation leaves room for paving tolerances, settlement, and measurement differences. Verify the finished slope with a calibrated level or inclinometer as a preliminary check, but do not treat one device reading as proof of compliance. Confirm the completed dimensions, landings, handrails, and doors against the governing construction documents and inspection requirements.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Designing switchbacks and constrained sites

When a straight run will not fit, use parallel runs connected by a level landing. Keep the 60-by-60-inch turning area clear, and orient the landing so a user can turn without backing toward an edge. A switchback usually provides a more compact footprint than a single straight ramp, but it adds guard, drainage, lighting, and wayfinding details.

For a narrow site, first map the accessible route from the public way or parking area to the entrance. Then reserve the required run lengths and landings before placing stairs, landscape walls, mechanical equipment, or furniture. Do not use a landing as storage or a queue; a temporary obstruction can make the route unusable even when the permanent design is correct.

Ramps and stairs: choosing the right combination

Ramps support wheeled travel but consume substantial horizontal space. Stairs require far less run and may be easier for people who can walk but have limited stamina for a long detour. The ADA advisory therefore encourages providing stairs alongside ramps wherever possible, while preserving a continuous accessible route that does not depend on the stairs.

Design factor Ramp Stairs
Wheelchair and wheeled mobility Can provide the accessible route when slope, landings, width, and related details comply. Stairs alone do not provide a wheelchair-accessible route.
Travel distance Longer because of the maximum slope; intermediate landings may be needed. Shorter vertical connection for many ambulatory users.
Footprint Requires substantial horizontal area, often with switchbacks. More compact, but needs compliant risers, treads, handrails, and nosings.
User experience Useful for wheelchairs, scooters, walkers, and carts; gentler is better. Can be preferable to users for whom distance is a greater barrier than steps.
Code strategy Plan as part of the continuous accessible route. Provide as a complementary circulation component, not as the accessible route by itself.

ADA stairway requirements that affect design

Risers and treads

Stair flights must have uniform riser heights from 4 to 7 inches and uniform tread depths of at least 11 inches. Open risers are not permitted. Uniformity matters: a single unexpected riser is a significant trip hazard, especially where lighting or contrast is poor.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Handrails and stair edges

Apply the applicable handrail provisions, including the 34-to-38-inch gripping-height range and safe end returns. Detail nosings so they are stable and visually legible without creating a projection that catches a foot. Coordinate contrasting edge treatments, lighting, and finish materials with the final construction so a painted stripe does not wear away or become slippery.

Stairs are not an accessible-route substitute

Meeting the 4-to-7-inch riser and 11-inch tread rules makes a stair flight safer for many pedestrians; it does not make the flight usable by a wheelchair user. If the route connects different levels, provide the compliant ramp or another permitted accessible means of vertical circulation as required by the project’s scope and jurisdiction.

A practical design and inspection sequence

  1. Confirm scope. Identify whether the work is new construction, an alteration, an existing-site constraint, or another project category, and determine which federal, state, and local provisions apply.
  2. Survey levels and route. Measure finished-floor elevations, property lines, drainage, door thresholds, utilities, and the connection to the public way. Record both rise and available horizontal run.
  3. Set the slope. Use 1:12 as the maximum ADA ramp slope, preferably less. Check cross slope at 1:48 or less, and consider the Access Board’s 7.5 percent and 1.5 percent exterior recommendations.
  4. Divide the rise. Keep each run at or below 30 inches of rise. Calculate run length from the actual rise, then add top, bottom, and intermediate landings.
  5. Reserve clearances. Draw the 36-inch minimum clear width, 60-inch landing lengths, 60-by-60-inch turning areas, door maneuvering clearances, and handrail/edge-protection zones on the same plan.
  6. Coordinate stairs. If stairs are provided, use uniform 4-to-7-inch risers, treads at least 11 inches deep, closed risers, and the required handrails. Keep the stair route distinct from the accessible ramp route.
  7. Detail construction. Specify stable, firm, slip-resistant surfaces, controlled joints, drainage, lighting, guards, handrail returns, and durable finishes. Account for the thickness of coatings and paving.
  8. Verify the finished work. Measure the completed slope, width, rises, treads, landings, rail heights, thresholds, and door clearances. Correct construction that has drifted outside the drawings before opening the route.

Common design mistakes and fixes

  • Using 1:12 as a goal: Redesign with a gentler slope where the site allows, especially outdoors.
  • Measuring only the centerline: Check cross slope and clear width at multiple points, including beside rails and guards.
  • Forgetting landings: Add the required top and bottom landing, then test every turn and door approach with the clear dimensions shown.
  • Stopping at the ramp: Continue the review through the entrance, threshold, corridor, and destination; accessibility is a route, not a single component.
  • Assuming a stair is an accessible route: Retain a compliant ramp or other permitted accessible connection for wheelchair users.
  • Allowing drainage to create hazards: Regrade, relocate grates, and prevent ponding while staying within the cross-slope limit.
  • Relying on a preliminary tool reading: Use an inclinometer or level to find problems, then verify all dimensions through the project’s formal inspection process.

Which rules apply to your project?

The 2010 ADA Standards are the federal reference used here, but they are not the only possible requirement. The U.S. Department of Justice identifies the 2010 Standards as revised standards adopted in 2010 and provides guidance on which version applies. State and local building codes can add requirements, and a historic building, public right-of-way, housing project, or privately funded alteration may have a different compliance path. Have the design professional document the project’s coverage, any existing-site constraint, and the reason for every requested exception before construction begins.
