Architectural Timber Fire Performance: What Internal and External Products Must Prove

Architectural timber may satisfy fire requirements, but a board’s fire class is not approval for a complete wall. This guide explains the evidence needed for internal linings and external cladding, including England’s limited 9 mm allowance, Australia’s NCC 2022 conditions, assembly testing, cavities, treatments and aging.

Sometimes—but never by timber species or product name alone. An architectural timber board, lining or cladding can satisfy fire requirements only when the applicable jurisdiction, building conditions, installation details and supporting test evidence all match. A reaction-to-fire class for a board is not proof that a complete wall is safe, and it is not the same as fire resistance.

This guide explains how to assess internal and external timber products using England’s guidance and Australia’s NCC 2022 as clearly separate examples. Your building-control authority will require the code edition, building use, height, boundary distances and tested assembly that apply to the actual project.

What “fire performance” means for architectural timber

Fire terminology is often used as if it described one property. It does not. Three separate questions must be answered.

Reaction to fire

Reaction to fire describes how a material contributes to ignition and fire growth when exposed to heat. European classifications such as Euroclass B or E are reaction-to-fire results for a defined specimen and test arrangement. The result can change when the same timber is profiled, fixed differently, installed vertically instead of horizontally, combined with a substrate or tested with joints and cavities.

Fire resistance

Fire resistance concerns an element’s ability to maintain functions such as load-bearing capacity, integrity and insulation for a stated period. A timber lining can have a reaction-to-fire classification without providing the fire-resistance period required of a separating wall, floor or structural member.

Installed-system performance

A wall or façade is a system: boards, joints, fixings, cavity, insulation, sheathing, membranes, openings and cavity barriers all interact. External-wall tests and assessments therefore address the assembly, not merely the visible board. England’s Approved Document B FAQ says the tested form, fixing, orientation and combinations of materials must be compared with the proposed installation.

Why a product certificate does not automatically approve your design

Fire classifications are valid only within their field of application. A report may cover a particular density, thickness, profile, substrate, fixing pattern, joint width, cavity depth or orientation. Changing one of those variables can invalidate a direct comparison.

  • Form: flat plank, lapped board, open slat and deeply profiled products expose different surface areas and edges.
  • Thickness: thicker boards can delay burn-through, but thickness alone does not define a compliant wall.
  • Joints and gaps: gaps can admit flames and hot gases into a cavity; tight joints can behave differently from open-jointed screens.
  • Substrate and cavity: plasterboard, sheathing, insulation, membranes and cavity barriers alter heat transfer and fire spread.
  • Orientation and fixing: a vertically mounted test does not automatically cover a horizontal or ceiling installation.

Ask the manufacturer or test laboratory to identify the exact field of application. If your design falls outside it, obtain a competent fire engineer’s assessment or a test covering the proposed configuration before relying on the classification.

Internal architectural timber: what must be demonstrated

Internal timber appears as wall and ceiling linings, acoustic slats, feature panels, screens, doors and built-in joinery. The required evidence depends on the room, escape routes, occupancy, building height and whether the timber forms part of a fire-separating or load-bearing element.

Start with the building’s internal-surface requirements

Determine the required reaction-to-fire class for the specific room or circulation space under the adopted building regulations. Corridors, stairs and protected escape routes commonly have tighter limits than private rooms, while assembly, care and sleeping uses can impose additional controls. Confirm whether the timber is a decorative finish over a tested lining or is itself the exposed lining.

Check the complete lining build-up

For a panel or slatted acoustic system, document the visible timber, backing fabric, adhesive or clips, battens, void, insulation and wall or ceiling substrate. A laboratory result for a solid plank does not establish performance for slats mounted over an absorbent backing with an air space. If the timber is fixed over plasterboard, verify that the report covers the same board type, thickness and fixing arrangement.

Separate surface classification from fire separation

An internal panel may meet a reaction-to-fire requirement while the wall behind it still needs a specified integrity and insulation period. Services, recessed lighting, sockets and access panels must not compromise that separating construction. Where the timber is part of a door, shaft enclosure or compartment wall, use evidence for the complete rated element rather than a decorative-panel certificate.

External timber cladding in England: the limited 9 mm allowance

England’s Approved Document B FAQ describes a narrow allowance for timber cladding at least 9 mm thick when the external surface is at least 1,000 mm from the relevant boundary. The allowance has a specific experimental basis, not a blanket approval for every façade.

“The allowance for timber cladding at least 9mm thick was based on experiments that were conducted on timber in plank form, forming a flat and homogeneous timber surface, over a plasterboard substrate, with heating primarily from the outermost surface.”

That wording limits what can be inferred. The experiments used flat, homogeneous plank timber over plasterboard, with heat applied primarily to the outside face. A slatted rainscreen, open joint, deep profile, different substrate or different cavity is not automatically covered. The FAQ directs designers to consider the cladding’s form, orientation, cavity and substrate and to show that the external wall satisfies Requirement B4, which addresses external fire spread.

Boundary distance is only one condition

The 1,000 mm distance is measured in the context specified by the guidance and does not remove other obligations. Building height, wall geometry, openings, combustible insulation, cavity barriers and proximity to adjoining buildings can all affect the design. Confirm the current edition of Approved Document B and any local or project-specific requirements with building control.

Research findings are not regulatory amendments

The Building Safety Regulator published a 2025 study of timber-cladding fire hazards. OFR Consultants conducted the work, and the regulator states that its findings and recommendations do not represent government policy. The study examined thickness, orientation, thermal modification and fire-retardant treatments at several scales.

In the reported SBI tests, the tested untreated slatted arrangements achieved Euroclass E. A tested fire-retardant-treated slatted arrangement achieved Euroclass B when new. Those results apply to the study specimens and their test configurations; they are not universal ratings for all slatted timber, treatments or weathered façades.

The summary also reports faster fire spread for aged thermally modified timber than for new thermally modified timber in the tested work. The study did not establish whether thermal modification, aging or an interaction between them caused the difference, and it recommends further investigation. Do not use the finding as a general prediction for every thermally modified product.

Australia: a separate code route, not an international shortcut

Australia’s NCC 2022 Volume One generally requires Type A and Type B external walls and integral components to be non-combustible, subject to specified provisions and concessions. The rules are not interchangeable with England’s guidance.

C2D13 fire-protected-timber concession

NCC 2022 Volume One, C2D13, permits fire-protected timber where an element is required to be non-combustible only when the listed conditions are met. The concession includes:

  • an effective-height limit of 25 m;
  • sprinkler protection complying with Specification 17;
  • non-combustible insulation in relevant cavities;
  • cavity barriers complying with Specification 9; and
  • the specified separation and other construction conditions.

Check the edition adopted by your state or territory and any variations before applying C2D13. A timber façade outside those conditions cannot rely on the concession simply because it is fire treated.

Deemed-to-Satisfy and verification pathways

The Australian Building Codes Board advisory note explains that external cladding is part of an external wall and identifies AS 1530.1 as the test used to determine combustibility under the referenced NCC definitions. It also describes Verification Method CV3, which uses AS 5113 external-wall-system testing. CV3 is an alternative verification pathway with additional requirements; passing a test is not an automatic approval for every building or façade.

How to verify a timber product before specification

  1. Identify the governing rules. Record the country, state or territory, code edition, building classification and use, effective or overall height, boundary distances and whether the project follows a Deemed-to-Satisfy or performance-based route.
  2. Define the timber’s role. State whether it is an internal lining, acoustic treatment, ceiling, screen, external cladding, balcony lining, soffit or part of a fire-separating element. Note whether it is structural.
  3. Request the full report, not a marketing summary. Obtain the test standard and edition, classification, specimen dimensions and density, conditioning, orientation, fixing, substrate, cavity, joint details and the field of application.
  4. Draw the proposed build-up. Show board thickness and profile, gaps, battens, membranes, insulation, sheathing, cavity barriers, flashings, windows and penetrations. Compare every layer with the tested specimen.
  5. Check treatment and service life. Record the fire-retardant chemistry, application method, coating limits, weather exposure, recoating interval and any restrictions on cutting or drilling. Ask how the classification is maintained in service.
  6. Resolve deviations before construction. Have a competent fire engineer, laboratory or building-control professional assess changes in profile, density, fixing, orientation, cavity or substrate. Do not assume a small visual change is technically insignificant.
  7. Transfer the evidence to building operations. Keep the report, installation drawings, product batch information and maintenance instructions in the building’s fire-safety records. Ensure future repairs use materials and methods within the assessed scope.

Compare timber options on the same end-use basis

Comparison axis Questions to answer
Regulatory route Which jurisdiction and code edition apply? What are the building use, height, boundary conditions and chosen compliance pathway?
Test scope Is the evidence for a product or a complete assembly? Which standard, specimen, classification and field of application are stated?
Configuration Is the product flat, lapped, profiled or slatted? What are the thickness, orientation, joint gaps, cavity depth, substrate, insulation, fixings and barriers?
Durability What treatment, weather exposure, aging evidence and maintenance or recoating obligations apply?
System behavior How are external flame spread, internal lining hazard, fire resistance, compartmentation and openings addressed together?

Treatments, aging and maintenance pitfalls

Fire-retardant treatment can improve a tested result, but “fire treated” is not a stand-alone compliance statement. The treatment may depend on retention, moisture content, application depth, machining limits or a maintenance coating. Confirm that the report covers the finished product after profiling, cutting and installation.

Weathering can change surface condition and moisture behavior. The 2025 English study’s aged thermally modified specimens spread fire faster than new specimens in its tests, but the cause remained unresolved. Treat that result as a reason to demand aging evidence and a maintenance plan, not as proof that every aged product will fail.

Building managers should document inspections, damaged boards, recoating, replacement products and any work that changes cavity barriers or joints. A classification that depends on maintenance is only retained when those conditions are actually managed.

Common failure modes and how to correct them

“The board is Euroclass B, so the façade complies.”

Why it fails: the classification may cover a different profile, substrate or fixing. Correction: obtain assembly evidence or a documented field-of-application assessment for the installed wall.

“The 9 mm rule approves any timber cladding.”

Why it fails: England’s allowance is tied to flat plank timber over plasterboard, outside-surface heating and the stated boundary context. Correction: compare the proposed façade with that experimental basis and address Requirement B4 and all other wall conditions.

“Fire-retardant treatment removes the need for cavity barriers.”

Why it fails: cavities can support concealed flame spread independently of the exposed board. Correction: detail and verify cavity barriers, insulation and junctions under the governing code.

“A research result is a new regulation.”

Why it fails: the Building Safety Regulator’s 2025 timber study says its findings and recommendations are not government policy. Correction: use the adopted regulations for compliance and the research to inform risk assessment and future evidence needs.

What building control will usually need to see

  • the applicable code edition and identified compliance route;
  • architectural drawings showing timber locations, profiles, joints, cavities and openings;
  • complete fire-test reports and classification certificates with field of application;
  • details of substrates, insulation, membranes, fixings and cavity barriers;
  • fire-resistance evidence for any separating or load-bearing element;
  • treatment, durability and maintenance documentation; and
  • an engineering assessment for deviations or a performance-based design, where required.

For a real project, obtain agreement early: replacing a tested flat plank with an open-jointed slatted façade late in design can require new testing, a revised assessment or a different material strategy.

Bottom line

Internal and external architectural timber products can meet fire-performance requirements, but only as part of a defined, evidenced design. Start with the local code and building conditions; distinguish reaction to fire from fire resistance; then verify that the product, treatment and complete assembly match the tested scope. England’s 9 mm allowance and Australia’s 25 m fire-protected-timber concession are limited provisions, not general permissions. If the configuration, aging condition or maintenance regime differs from the evidence, seek a competent assessment before specifying or installing the timber.
