Polished concrete can be a lower-impact flooring choice when the concrete slab is already needed for the building and polishing allows the design to avoid a separate floor finish. That advantage is conditional, not automatic. The result depends on the concrete mix, slab quantity, transport distance, polishing specification, maintenance, service life, and what flooring assembly it replaces.

For a defensible decision, compare the complete floor build-ups over their life cycles rather than treating “polished concrete” as a sustainability label. A project-specific assessment should cover extraction, manufacture, transport, construction, use, maintenance, replacement and end of life.

In a typical building, the structural slab may be required whether or not it will be visible. If that slab is finished by polishing and used as the occupied floor, the design can avoid a separate layer such as tile, timber, carpet, adhesive, underlay or a resin finish. Avoiding that additional material, its manufacturing and its installation is the clearest environmental opportunity.

This is different from claiming that concrete itself has low embodied carbon. Cementitious materials can contribute substantially to concrete’s upfront impact, and a new slab poured solely to create a polished appearance may have a very different result from an existing structural slab that would have been built anyway.
The right question is therefore not “Is polished concrete sustainable?” It is “Compared with the realistic alternatives for this building, does exposing and polishing this slab reduce whole-life impacts while still meeting the required performance?”
The strongest opportunity: design out a separate finish layer
MPA The Concrete Centre’s Concrete Futures Remixed 2020 reports an approximate saving of around 20 kgCO₂/m² when floor finishes are designed out using polished concrete floors. The figure is attributed to WRAP research and is reported by the Concrete Centre; it is an indicative industry figure, not a universal saving or a project-specific life-cycle assessment. See the publication at Concrete Futures Remixed 2020.
Whether a project approaches that outcome depends on what is being removed. A thin finish with a long service life may have a different impact from a multilayer build-up that includes a screed, adhesive, underlay and regularly replaced covering. The quantity of concrete, its mix, the distance from the producing plant and the energy and materials used to achieve the specified surface also remain part of the calculation.

Use the 20 kgCO₂/m² number only as a cited, approximate reference point during early design. Do not multiply it across a project and present the result as a verified saving unless a project-specific assessment confirms the assumptions, floor area, baseline finish and life-cycle modules.
Concrete mix choices can change the result
The cementitious component is a major contributor to concrete’s embodied carbon. Where the required strength, durability, curing and construction programme allow, the design team can investigate secondary cementitious materials such as ground granulated blast-furnace slag (GGBS), fly ash and limestone. These are specification options, not automatic upgrades: availability, local supply, setting behaviour, colour, finishing requirements and performance must be checked for the actual project.
A lower-carbon mix should not be selected by carbon number alone. The Portland Cement Association’s Lower Carbon Concrete: Voluntary Guidelines for Developing a Protocol calls for life-cycle assessment across relevant stages and consideration of transport and performance. Its guidance is available at PCA’s lower-carbon concrete guidelines.

Specify the functional requirements first—such as load, abrasion, moisture conditions, slip expectations, colour consistency and repair tolerance—then test whether a proposed mix can meet them. A carbon reduction that compromises durability can create greater impacts through repairs or early replacement.

Compare the complete floor assembly, not just the surface
Two floors can look similar while having different impacts because their structural slabs, toppings, adhesives, coatings and replacement cycles differ. Compare the options at building or project level so that reducing one impact does not shift it elsewhere.
| Comparison point | Questions to answer for a polished concrete option | Questions to answer for the alternative |
|---|---|---|
| Upfront embodied carbon | What are the impacts of the structural slab, any topping, polishing materials and protective treatment? | What are the impacts of the slab plus screed, covering, adhesive, underlay, grout or coating? |
| Material avoided | Can the structural slab remain exposed without adding a separate finish layer? | Which layers are essential for the required appearance and performance? |
| Mix, quantity and source | What cementitious materials, concrete volume, producing plant and transport distance are assumed? | What are the material quantities, manufacturing locations and delivery routes? |
| Construction | What preparation, polishing stages, consumables, water and waste are included? | What installation energy, site waste, adhesives and ancillary materials are included? |
| Use and maintenance | What cleaning, resealing or repair assumptions apply over the study period? | How often is the covering cleaned, refinished or replaced? |
| Durability and replacement | How long is the specified floor expected to perform in the actual traffic and exposure conditions? | What service life and replacement interval are assumed, and on what evidence? |
| End of life | What happens to the slab and any surface treatment when the building is altered or demolished? | Can the finish be removed, reused or recycled, and what disposal assumptions are used? |
The comparison period matters. A floor that avoids replacement during a long study period may perform differently from one assessed only on initial installation. State the assumed study period and include all replacement and maintenance events that the assessment treats as relevant.
Use EPDs as evidence, not as a green badge
An environmental product declaration (EPD) is a life-cycle-based disclosure of a product’s impacts under stated rules. It does not mean the product is automatically sustainable, and EPDs from different products are not comparable unless their product category rules, declared units, system boundaries and life-cycle modules align.

The Concrete Centre explains that a manufacturer-specific EPD for the plant supplying the project generally gives the most accurate measure of the as-built concrete product. A sector-average declaration may be useful early in design, but it can hide differences in mix and production. Read the guidance on EPDs and EN 15804.

Declarations also have validity dates. The Concrete Centre states a five-year EPD expiry period; check the actual issue and expiry dates before relying on a declaration for procurement or certification. Record the producing plant, declared unit, life-cycle modules, verification status and any data-quality limitations in the project file.
Ask for the EPD that matches the concrete being ordered, not a marketing sheet for a different mix or facility. If the mix changes during procurement, update the calculation rather than carrying forward the earlier figure.
A practical specification process
- Define the floor brief. State the required appearance, colour variation tolerance, abrasion and impact resistance, moisture conditions, cleaning regime, accessibility needs and expected traffic. Do this before choosing a lower-carbon mix.
- Confirm the slab strategy. Establish whether the slab is structurally required, whether it can remain exposed, and whether a topping or additional levelling layer is needed. A finish-saving claim is strongest when the structural slab is already part of the design.
- Set the concrete performance requirements. Document strength, durability exposure, curing, programme and finish constraints. Invite mix proposals that use GGBS, fly ash or limestone only where they satisfy those requirements.
- Collect project-specific data. Request the proposed mix proportions, concrete quantity, producing plant, transport assumptions, mix-specific or manufacturer-specific EPD, declaration validity and declared life-cycle modules.
- Describe the polishing system. Identify the preparation, polishing stages, densifiers, sealers or other treatments that are actually specified. Include their quantities, manufacturer data and maintenance assumptions where they affect the assessment.
- Model the alternative floor build-up. Use the same floor area, functional performance, study period and life-cycle boundaries for polished concrete and each realistic alternative. Include manufacture, transport, installation, maintenance, replacement and end of life.
- Check performance and resilience. Confirm that the selected mix and finish can tolerate the building’s use. The Portland Cement Association warns against reducing carbon without accounting for strength, durability and resilience.
- Verify at procurement and handover. Compare delivered concrete and documentation with the assessed specification. Keep the final EPD, batch information, installed quantities and maintenance instructions so the as-built result can be documented.
How the decision changes by project situation
| Project situation | What usually deserves priority | Evidence needed before approval |
|---|---|---|
| New building with a required structural slab | Test whether the slab can serve as the finished floor and eliminate a separate covering. | Structural and finish requirements, polishing specification, mix data and a comparison with the planned finish assembly. |
| Existing sound slab being refurbished | Assess whether polishing extends the useful life without major overlay or replacement materials. | Condition survey, repair scope, expected service life and impacts of any alternative refurbishment. |
| New slab proposed mainly for visual effect | Check whether the additional concrete quantity outweighs the avoided finish layer. | Whole-assembly LCA with the true structural and architectural baseline. |
| High-wear or demanding exposure | Prioritize durability, repairability and safe performance over a headline carbon figure. | Project-specific performance evidence, maintenance plan and replacement assumptions. |
| Region with limited supplementary materials | Compare locally available mixes and transport effects rather than assuming a generic low-carbon recipe. | Plant-specific EPD, supply-chain distance and confirmation of material availability. |
Common mistakes that weaken an environmental claim
- Calling concrete “green” without a baseline. A polished slab may avoid a finish, but the concrete still has impacts. State what assembly it replaces.
- Using the 20 kgCO₂/m² estimate as a guarantee. The figure is approximate, attributed to WRAP and reported by the Concrete Centre in 2020. It is not a universal project result.
- Comparing unlike EPDs. Check declared units, life-cycle modules, product rules, geography, plant and validity dates before comparing numbers.
- Ignoring transport and quantity. A mix with a lower reported production impact may require longer transport or a larger volume. Include both.
- Reducing cementitious content without performance checks. Strength, durability, resilience, curing and programme constraints can change the appropriate mix.
- Leaving maintenance out. Cleaning products, refinishing, resealing, repairs and replacement of an alternative covering can materially affect a whole-life comparison.
- Assuming end of life is impact-free. Alterations, demolition, surface removal and waste treatment belong in the declared assessment boundary where applicable.
- Promising universal cost or aesthetic benefits. Cost, availability, appearance and maintenance depend on the slab, region, installer, specification and building use; they require project evidence.
Why “low carbon” needs a complete definition
Mike Ireland, president and chief executive officer of the Portland Cement Association, said in the American Cement Association’s December 2, 2024 release: “The definition of ‘low carbon’ is becoming increasingly subjective, with little attention paid to either upstream and downstream impacts or short-term and long-term strength, durability, and resiliency concerns.” The statement appears in the association’s announcement of the lower-carbon concrete guidelines.

That warning applies directly to polished floors. A single production-stage carbon value cannot answer whether a floor is the better design if it omits the avoided finish, transport, maintenance, durability or future replacement. Use “lower carbon” only with a stated baseline, boundary, date, geography and performance requirement.

The Concrete Centre’s 2020 publication quotes Max Fordham advising: “Clients should ask for a whole-life assessment at the start.” Early assessment matters because slab thickness, reinforcement, mix, floor build-up and service requirements become harder and more expensive to change after the design is fixed.
What a credible project claim should say
A defensible specification might state that the project uses the required structural slab as the finished floor, avoids a separately specified floor covering, and selects a mix supported by current, plant-specific evidence. It should identify the comparison floor, assessment boundary and assumed service life rather than implying that all polished concrete floors have the same impact.
If those details are not available, use narrower language: polished concrete may reduce impacts when it eliminates an added finish layer, subject to the concrete mix, transport, performance, maintenance and end-of-life assumptions. That wording is more accurate than a blanket sustainability claim and gives the client a clear list of information to obtain.

Polished concrete is most likely to be an environmentally sound choice when a structural slab is already required, the slab can meet the finished-floor brief, and the design genuinely avoids another floor assembly. Confirm the result with a whole-life comparison using the actual mix, producing plant, transport, polishing specification, maintenance plan and alternative floor build-up. Treat the approximate 20 kgCO₂/m² figure as an attributed reference—not a promise—and use current EPDs and project-specific performance evidence before making a procurement or sustainability claim.
