To waterproof a bathroom lawfully in Australia, you must follow the National Construction Code (NCC) provisions adopted in your state or territory, use a compliant waterproofing system, and match the detailing to the building class and shower configuration. For a house, the main references are the NCC Housing Provisions Part 10.2 and, where that compliance route applies, AS 3740. The cited shower detail requires a waterproof floor, waterproof shower walls to at least 1800 mm above the floor substrate, waterproof junctions and penetrations, and carefully detailed membrane terminations. Those dimensions apply to the specific shower arrangement described in the provision; they are not a universal instruction to coat every bathroom surface.
This is a code-compliance guide, not a substitute for the adopted NCC text, approval documents, or project-specific waterproofing documentation. Confirm the applicable edition and any state or territory variations before work begins.

What “Australian Standards” means for bathroom waterproofing
Australian bathroom waterproofing is governed by two connected layers. The National Construction Code (NCC) sets the minimum performance and construction requirements adopted through state and territory legislation. Referenced standards, including AS 3740, provide design and construction requirements where the selected NCC compliance pathway calls for them.
The Australian Building Codes Board (ABCB) describes the NCC as “a performance-based code which sets the minimum required level for the safety, health, amenity, accessibility and sustainability of certain buildings.” The NCC is not adopted on one identical timetable nationwide. Each state and territory decides when an edition takes effect and may modify provisions. ABCB national guidance for houses is therefore an overview, not a jurisdiction-specific approval.

Check the edition that applies to your project
The ABCB editions register reports NCC 2022 Amendment 2 as adopted from 29 July 2025, superseding Amendment 1 from that date. ABCB information says jurisdictions may consider NCC 2025 adoption from 1 May 2026, while each jurisdiction determines its own timing. NCC 2025 material identified by ABCB is preview material, so do not assume that one NCC 2025 status applies throughout Australia.
Before you specify a membrane or start demolition, ask the relevant state or territory building administration, certifier or building surveyor which NCC edition, amendments and local variations govern the approval date and site. Keep that confirmation with the project documentation.
First identify the building class and compliance route
The house provisions are not a universal rule book for every residential project. Start by identifying the building class and the compliance pathway being used.
| Project type | Primary NCC material identified in the guidance | How to use it |
|---|---|---|
| House | Volume Two, Housing Provisions Part 10.2; AS 3740 may apply depending on the selected option | Compare the adopted Housing Provisions and any applicable AS 3740 route with the actual shower, floor and threshold design. |
| Class 2 or Class 3 building | NCC Volume One, Specification 26 and AS 3740 | Use Specification 26 to identify which elements need waterproofing or water resistance, then apply the AS 3740 design and construction requirements that govern the project. |
| Class 4 part of a building | NCC Volume One, Specification 26 and AS 3740 | Do not import a house detail without checking the Volume One provisions and the approved design. |
For a house, the NCC 2022 framework restores some construction details to the Housing Provisions and also provides an AS 3740 route subject to the stated provisions. The applicable approval documents and adopted code text control if they differ from a general guide.
What the cited Housing Provisions require in a shower
Part 10.2 describes requirements by shower-area configuration. The most commonly quoted dimensions below are from the cited provision for a shower with a hob, step-down or level threshold. They must be read together with the rest of the provision and the approved design.

| Element | Cited requirement for the specified shower configuration |
|---|---|
| Shower floor | Waterproof, including the hob or step-down. |
| Shower walls | Waterproof to not less than 1800 mm above the floor substrate. |
| Wall junctions and joints | Waterproof at least 40 mm on either side of the junction. |
| Wall-to-floor junction | Waterproof. |
| Penetrations in the shower area | Waterproof. |
A preformed shower base follows the stated shower requirements except that the floor requirement in clause (1)(a) does not apply to the base itself. That exception does not remove the other applicable wall, junction and penetration requirements.
Why the configuration matters
A hob, a step-down, a level threshold and a preformed base change how water is contained and where a membrane must terminate. Do not reduce the code to “waterproof every bathroom surface” or copy a detail from a different shower. The provisions distinguish waterproof and water-resistant elements and address shower areas, areas outside showers, walls beside vessels, laundries and WCs separately.
Membrane termination and threshold details
Membrane edges are part of the waterproof system. In the cited details:
- At a hob: the membrane runs over the top of the hob, down its outside face and terminates at least 50 mm onto the floor.
- At a shower waterstop: the membrane comes to the top of the finished floor.
- Under a framed shower screen: the membrane terminates at least 5 mm above the finished tile surface in the cited waterstop detail.
These are configuration-specific termination instructions. A membrane should not simply stop at a convenient tile edge, and a tile, grout line or silicone bead should not be treated as a substitute for the specified waterproof seal.
Floor-level openings in a whole-floor waterproofing detail
Where the whole wet-area floor is waterproofed, the cited detail for a floor-level opening includes a waterstop and a membrane termination that forms a waterproof seal to the waterstop and perimeter flashing. The opening, flashing, waterstop and membrane must be treated as one coordinated detail; changing one component can alter the compliance of the assembly.

Choose materials by classification and system compatibility
The cited Housing Provisions identify several materials as deemed waterproof, including:
- stainless steel;
- flexible waterproof sheet flooring with waterproof joints;
- membranes complying with AS/NZS 4858; and
- waterproof sealant.
The same provisions list separate water-resistant substrates for walls and floors. “Water-resistant” is not interchangeable with “waterproof”: the required classification depends on the element and its location.
What an AS/NZS 4858 membrane does—and does not—prove
An AS/NZS 4858-compliant membrane is a recognised waterproof material category. The product classification alone does not establish that the bathroom is compliant. Compliance also depends on the membrane system, compatible primers and sealants, substrate preparation, junction treatment, falls and drainage, penetrations, threshold detailing and installation in accordance with the product documentation and adopted code.

A product purchase cannot by itself certify a bathroom.
A practical compliance workflow before waterproofing
- Confirm the project jurisdiction and approval date. Obtain the state or territory’s adopted NCC edition, amendments and variations for the work. Record the response from the building surveyor, certifier or relevant administration.
- Confirm the building class. Establish whether the work is in a house or in a Class 2, Class 3 or Class 4 context. Use Volume Two house provisions only where they apply.
- Identify the compliance pathway. For a house, determine whether the approved design uses the Housing Provisions, an AS 3740 pathway, or another permitted option. For larger classes, check Volume One Specification 26 and AS 3740.
- Draw the shower configuration. Mark whether the shower has a hob, step-down, level threshold or preformed base. Show the finished floor, floor substrate, screen position, waterstop, doors, penetrations and floor-level openings.
- Mark the required waterproof zones. On the drawing, identify the shower floor, the 1800 mm wall height where that cited detail applies, the 40 mm junction widths, the wall-to-floor junction and every penetration.
- Detail the membrane termination. Show the 50 mm return onto the floor at a hob, the waterstop termination and the 5 mm clearance above finished tile under a framed screen where that detail applies.
- Specify a complete system. List the membrane or sheet, primers, reinforcing components, sealants, waterstop and perimeter flashing where required. Verify that each component is compatible and covered by the relevant documentation.
- Prepare the substrate. The substrate must be suitable for the specified system and ready for the required junction, penetration and drainage details. Resolve movement, gaps, damaged surfaces and service penetrations before membrane application rather than hiding them under a coating.
- Install and document the work. Follow the selected system’s instructions and the approved detail. Photograph junctions, penetrations, waterstops and terminations before they are covered, and retain product identification and installer records.
- Have the work checked at the required stage. Arrange the inspection or certification required by the approval and local process before tiling conceals the membrane. Rectify any departure while the work remains accessible.
How to read the key dimensions on site
The dimensions are measured from particular reference points, so a tape measure alone is not enough unless the reference surface is clear.

1800 mm wall height
The cited requirement is at least 1800 mm above the floor substrate in the specified shower configuration. The reference is not automatically the top of the finished tile, the top of a hob or the visible shower screen. Mark the substrate datum on the approved detail before the wall lining and tile build-up are installed.
40 mm either side of a junction
The cited shower provision requires wall junctions and joints to be waterproof at least 40 mm on either side of the junction. This concerns the waterproofed zone around the junction, not a 40 mm bead of sealant applied after tiling.
50 mm at a hob
At the cited hob detail, the membrane passes over the top, down the outside face and terminates at least 50 mm onto the floor. Verify which side is the outside face on the construction drawing and keep the membrane continuous through the change in level.
5 mm beneath a framed screen
In the cited waterstop detail, the membrane terminates at least 5 mm above the finished tile surface beneath a framed shower screen. This small clearance is tied to that screen and waterstop arrangement; it should not be copied to an unrelated threshold.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Common mistakes that create compliance risk
- Using the wrong code class: applying a house detail to a Class 2, 3 or 4 project without checking Volume One Specification 26 and AS 3740.
- Assuming one national adoption date: treating NCC 2022 Amendment 2 or NCC 2025 information as automatically applicable in every jurisdiction.
- Waterproofing only the visible shower wall: omitting the floor, wall-to-floor junction, wall junction widths or penetrations required by the selected detail.
- Stopping the membrane at the tile edge: ignoring the hob, waterstop or floor-level opening termination shown in the provision.
- Confusing water-resistant with waterproof: selecting a substrate classification that does not match the element’s location.
- Treating a membrane certificate as a completed bathroom certificate: overlooking substrate preparation, compatible components, junctions, drainage and installation quality.
- Changing the shower layout late: moving a screen, door, hob, drain or penetration after the waterproofing detail has been approved.
- Covering the work before inspection: tiling before the required inspection or photographic record makes defects harder to verify and repair.
- Relying on sealant as the primary barrier: a surface bead cannot replace a continuous membrane, sheet joint, waterstop or properly detailed penetration.
When a bathroom is outside the cited shower example
The 1800 mm, 40 mm, 50 mm and 5 mm figures belong to the cited Part 10.2 shower arrangements. A bathroom with a different threshold, a preformed base, a wet-room floor, a vessel beside a wall, a laundry zone or a WC may be governed by different provisions. The Housing Provisions distinguish those locations rather than prescribing one blanket waterproofing envelope.

If the design changes from a hob to a level entry, from a framed screen to an open shower or from a local shower floor to a whole wet-area floor, have the waterproofing drawing rechecked. The change can affect membrane extent, waterstop placement, floor-level openings and the applicable compliance pathway.

What to give your waterproofing contractor and certifier
A clear package prevents the installer from having to infer the code detail. Provide:
- the building class and project address;
- the state or territory and the confirmed adopted NCC edition;
- the approved bathroom plan and sections;
- the shower configuration and finished floor levels;
- locations of hobs, step-downs, screens, doors, drains, waterstops and floor-level openings;
- the selected compliance pathway and any referenced AS 3740 requirements;
- the membrane and accessory documentation, including AS/NZS 4858 classification where claimed; and
- the inspection, photographic and certification requirements for the project.
Ask the installer to identify every penetration and junction before application, not after tiling. Ask the certifier or building surveyor to confirm the inspection stage and the records required for the approval.
House projects versus larger residential buildings
For a detached house, the ABCB guide directs readers to NCC Volume Two, Housing Provisions Part 10.2 and the relevant AS 3740 option. For Class 2 and Class 3 buildings and Class 4 parts, NCC Volume One requires building elements to be waterproof or water resistant in the locations listed in Specification 26 and to comply with AS 3740. Specification 26 establishes which elements need which level of protection; AS 3740 supplies the design and construction requirements.
That distinction matters for apartments, boarding or accommodation buildings and Class 4 parts. A detail that appears adequate for a house shower does not independently resolve the Volume One requirements, fire or service interfaces, or the approved documentation for a larger building.
Final pre-tiling checklist
- The adopted NCC edition and jurisdictional variations are recorded.
- The building class and compliance route are confirmed.
- The shower threshold type is shown on the drawing.
- The waterproof floor and wall extents are marked for that configuration.
- Wall junctions, wall-to-floor junctions and penetrations are detailed.
- Hob, waterstop, framed-screen and floor-opening terminations match the selected detail.
- The membrane and accessories have the required classification and documented compatibility.
- Substrate preparation, drainage and service penetrations have been checked.
- Inspection and photographic records are complete before the membrane is concealed.
Australian bathroom waterproofing is therefore a coordinated code, design and installation task. Confirm the local NCC adoption first, then make the shower configuration, membrane system and threshold details agree with the approved documents before any tile is laid.
