A balanced lighting plan starts with what happens in each room, not with a fixture count. Draw the room, mark daylight and furniture, assign ambient, task and accent jobs, then give those layers separate controls. The result is comfortable general light, useful illumination where work occurs and optional emphasis for art or architecture—without glare, harsh shadows or a single switch that is wrong for half the room.
What a balanced lighting plan actually does
Balanced lighting combines several sources that perform different jobs. Ambient light makes the room generally usable. Task light puts concentrated illumination on a counter, desk, book or mirror. Accent light directs attention to artwork, shelving, a textured wall or an architectural feature. A room may need two layers or all three; the layers are a planning framework, not a mandatory fixture count.

Planning by activity is more reliable than planning by room label. A living room may need soft conversation light, a reading light and low-level light for watching a screen. A kitchen needs clear light on food-preparation surfaces as well as safe general illumination. The same ceiling fitting can be ambient in one position and accent light in another if its beam and aim change.
Robert Hoshyla, partner at Orsman Design, described the idea to Lutron this way: “Lighting is about using the home as a canvas, calling attention to the life that happens inside and accentuating the home’s most exciting features.” That approach keeps the plan tied to how residents use the space.

Plan the room before buying anything
1. Measure and draw the existing conditions
Sketch every wall and record windows, doors, ceiling changes, built-ins, radiators, vents and fixed plumbing. Mark the direction and approximate reach of daylight at the times the room is normally occupied. Add furniture, because a lamp beside a chair, a pendant above a table and a ceiling fitting blocked by a tall cabinet all depend on the final layout.

Graph paper at a 1:50 scale is a useful planning aid recommended in the Philips residential lighting plan. It is a template rather than a technical requirement: any consistent scale that lets you move furniture and fixtures around will work. Keep one copy showing the existing room and another for proposed light locations.
2. List activities, users and visual priorities
Write down what people actually do in each zone: cook, read, work at a screen, sew, exercise, apply makeup, sort laundry, entertain or move through the space at night. Note who uses the area and whether anyone needs stronger contrast, a lower glare source or controls that can be reached from a seated or bedside position.
Mark objects worth highlighting, such as paintings, a fireplace, a collection, a stair wall or a distinctive ceiling. Daylight, surface colors, furniture height and personal preference all alter the final result, so the list is more useful than a generic “living-room plan.”
3. Draw activity zones
Outline the counter run, desk, reading chair, bed, dining table, mirror, shower, laundry bench and circulation paths on the plan. Put a short note beside each zone describing the desired light: broad and even, focused and shadow-free, low and calming, or directional for display. This makes missing task light visible before any wiring is installed.

Ambient light: comfortable general visibility
Ambient light lets people enter, move and use the room without hunting for a bright spot. It can come from a central pendant, several recessed fittings, wall sconces, cove light or light bounced from a ceiling. Aim for an even impression rather than a single bright pool surrounded by dark corners. Surface reflectance, ceiling height, daylight and fixture distribution change how even a source appears, so avoid promising a universal lumen-per-square-foot target.
Task light: illumination at the work
Task light belongs at the activity, not merely somewhere overhead. Put it above or beside a counter, desk, vanity, reading chair or hobby bench. Aim the beam across the work surface instead of along the user’s direct line of sight. Overlapping coverage can reduce hard shadows when a person’s hands or head block one source.

A nearby adjustable floor or table lamp often works better for a movable reading chair than a fixed ceiling spot. For a desk, place the source so the writer’s or mouse hand does not cast a shadow across the work. Screens and glossy surfaces need particular care: a bright source reflected toward the eyes is a glare problem even when the desk itself is well lit.
Accent light: deliberate emphasis
Accent light is selective. Use a narrow or adjustable beam on artwork, a textured wall, open shelving or an architectural detail, and keep it independent from the general circuit when possible. A wide source can wash a large wall; a narrower beam concentrates light on a smaller target. The fixture category matters less than its distribution and aim.

Map switches, dimmers and zones
On the plan, draw each circuit or control group and label it by function rather than fixture type: “general,” “counter,” “reading” or “art.” Separate controls let a person use only the layer required for an activity. A multi-use room might have a general circuit, a task circuit and an accent circuit; a small bedroom may need only general and bedside task controls.
Place switches where a person naturally enters, exits or settles into the room. Bedrooms benefit from a control reachable from the doorway and another at the bed. Long hallways and stairs commonly need switching at both ends or at the relevant exits; exact requirements depend on local rules. Consider a dimmer where the activity changes from cleaning to relaxing, but verify that the LED lamp, driver and dimmer are a compatible combination. LEDs are not automatically dimmable, and incompatible parts can flicker, fail to reach a low level or produce audible noise.
Choose fixtures by the job they must perform
| Choice | Best question to ask | Practical consequence |
|---|---|---|
| Portable lamp or fixed fitting | Will the furniture or activity move? | A floor or table lamp can follow a chair or desk; a fixed directional fitting suits a stable counter or built-in. |
| Wide ambient source or narrow beam | How large is the area that must be covered? | Wide distribution supports general use; a narrow beam needs deliberate aiming and can leave spill or dark gaps. |
| One switch or separate zones | Do different activities happen at different times? | Separate circuits avoid turning on every source and make a shared room more comfortable. |
| Ceiling task light or nearby lamp | Where will shadows and reflections fall? | A nearby adjustable lamp can place light beside the user instead of directly above the head. |
| Bulb and driver options | What output, color appearance, base, fixture rating and dimming behavior are required? | Choose for the actual fitting and activity; no single bulb specification suits every room. |
For recessed fittings, confirm the product’s insulation-contact rating before installation. A fitting that is not approved for the way insulation is arranged can overheat or require a different construction detail. Follow the manufacturer’s instructions as well as local electrical and building requirements.
Select brightness and color appearance without rigid rules
Use lumens to compare light output, not watts. Watts describe energy use and do not directly tell you how bright an LED will appear. Compare the lamp’s stated lumen output, beam spread, color appearance, dimmability, base and compatibility with the fixture and control.

These are typical-use labels, not universal prescriptions. Warmth, wall color, daylight and personal preference affect the result. If adjacent rooms are visible at once, avoid abrupt changes unless the contrast is intentional. Sample the lamp in the actual fixture and room before committing to a large purchase.
Room-by-room lighting plans
Kitchen
Start with the counters and food-preparation surfaces. Under-cabinet task lights can put the beam at the front of the work area, where an overhead source may leave the user’s body between the light and the counter. Cover the sink, cooktop, island and any secondary preparation surface that people use regularly.
Add ambient light for circulation and for activities away from the counters. Keep the counter circuit separate from general illumination so a person can prepare food without lighting the entire room. Check that cabinet doors, range hoods and tall appliances will not block the beam or create a bright reflection.

Living room
Plan for at least the activities you identified during the survey: conversation, reading, entertaining and media viewing often need different levels. Put a reading lamp beside the chair rather than aiming a ceiling spot at the reader’s head. Floor and table lamps are especially useful when seating may move.
Use a low or dimmed ambient setting for screen viewing and a separate circuit for artwork or architectural accents. Keep bright sources outside the main reflection angles of the television and avoid placing an unshaded lamp where it shines directly into a seated person’s eyes.
Bedroom
Provide general illumination for dressing and cleaning, then add a reading source at each bed position that can be operated without lighting the whole room. Bedside task lights should be aimed at the book, not across the pillow or toward the other occupant. A doorway control plus bedside controls makes arrival, bedtime and nighttime movement easier.
Desk, studio or hobby area
Put focused light at the work surface and position it opposite the dominant hand when that reduces shadows. An adjustable desk lamp lets the user move the beam as the project changes. Keep the source out of the direct reflection path of a monitor, glossy paper or painted surface; change height and angle before increasing brightness.

If the area also serves as a guest room or craft table, put the task source on its own control. A broad ambient layer can remain comfortable when the focused source is unnecessary.
Bathroom, laundry and dressing area
Match light placement to the task: a mirror needs illumination on the face from suitable sides or from a source designed for that position, while a laundry bench needs light across the folding surface. Under-cabinet or other localized task lighting can be useful in bathrooms, laundries and dressing rooms.
Use fittings approved for the relevant wet or damp location and follow the electrical rules for your jurisdiction. Color appearance is particularly noticeable around skin, clothing and paint, so test the chosen lamp before installing several identical fittings.
Hallways and stairs
Prioritize safe, continuous visibility and controls that can be reached at the points people enter and leave. Avoid a single bright fitting that leaves the steps or landing in deep shadow. Long passages may need switching at both ends; the exact arrangement is governed by local code and the building’s wiring plan.

Stand or sit where the user will be and look toward the proposed fixture. A source in the direct field of view can feel harsh even when the room is otherwise bright. Move the source higher, farther to the side, behind the user or onto a lighter surface that reflects light gently. For worktops, aim across the surface and overlap sources where hands or cabinets would otherwise block the beam.
Check reflective finishes at the same time. Glossy paint, polished stone, glass shelves and screens can mirror a lamp into the user’s eyes. Re-aiming, adding diffusion or changing the fixture position generally solves the problem more effectively than simply adding more light.
Use the lighting plan when selecting paint and finishes
Paint color is perceived under the light that reaches it. Review color samples in the room’s actual daylight and in the evening settings you intend to use. A warm lamp can make a cool paint appear less blue; a high, cool source can make a warm color look less mellow. This is a reason to test samples under the planned layers rather than judging them under a store’s unknown lighting.

Decide whether a wall is a background for ambient light or a feature for accent light. An accent beam can reveal texture, brush marks and unevenness that broad general light hides. Conversely, a broad, diffused source can make a painted surface read more evenly. Coordinate fixture positions with the painter’s access so final fittings, shelves and artwork do not force a beam onto an unintended patch.
Installation and safety checks
Before work begins, confirm the following:
- Local electrical and building requirements for the property’s jurisdiction.
- Fixture instructions, including clearances, driver location and insulation-contact rating for recessed products.
- Whether the existing circuit, switch box and dimmer are suitable for the proposed load and control method.
- Wet- and damp-location ratings in bathrooms, laundry areas, outdoors or near sinks.
- Access for replacing lamps, servicing drivers and cleaning lenses.
- That switch locations, ceiling penetrations and cable routes will not conflict with structure, plumbing or finished paintwork.
YourHome’s code and standards advice is specific to Australia. Elsewhere, use the local authority’s requirements and a licensed electrician where required; do not treat an Australian wiring arrangement as universal.
Common planning mistakes and fixes
Using a fixture-count rule
Rules such as “three fixtures per room” ignore ceiling height, daylight, surface reflectance and activity. Design from the zones on the plan. YourHome gives examples in which some fittings can block or absorb 50% or more of the light and in which up to six downlights may be needed to illuminate an area that one pendant covers. Those are source-specific examples, not a universal spacing or quantity rule.
Putting every source on one switch
One switch forces a choice between too little light for a task and too much light for relaxing. Separate ambient, task and accent groups where the room’s activities justify them. Add dimming only after confirming compatibility.
Assuming every LED dims
Check the lamp or integrated fixture marking, the dimmer’s compatibility list and the driver requirements. Replace an incompatible pairing rather than accepting flicker or a limited dimming range.
Lighting the person instead of the work
A ceiling source directly over a reader, cook or craft worker can cast a head or hand shadow. Shift the source beside the user, use overlapping coverage or choose an adjustable lamp.
Choosing a bulb before choosing the fixture
Base size, enclosed-fixture limits, lumen output, beam shape, color appearance and dimming all need to fit together. Select the bulb and fixture as a system, not as unrelated purchases.
A practical review checklist
- Draw the room, openings, daylight, furniture and fixed features to a consistent scale.
- List every activity, user need and object that may deserve emphasis.
- Outline the zones and assign ambient, task or accent work to each one.
- Place task sources at counters, desks, chairs, beds, mirrors and benches.
- Check beam direction, shadow paths, reflections and likely glare from each user position.
- Group fixtures by function and mark switch or dimmer locations.
- Choose lamps and fixtures by lumens, distribution, color appearance, base, rating and compatibility.
- Review wet-location, insulation-clearance and other jurisdiction-specific requirements.
- Test representative lamps and paint samples in the finished room’s daylight and evening settings.
- Walk through the room in each mode—work, relax, entertain and night—and revise the drawing before installation.
The decision in one sentence
Plan lighting around people and surfaces, give ambient, task and accent sources distinct jobs, and make the controls flexible enough to use only the light a moment requires. That method produces a balanced room without relying on a misleading universal fixture count or a single bulb specification.
