“BCA compliant signage” is not one universal sign package. In Australia, the current national code is the National Construction Code (NCC), while “BCA” is legacy terminology. The signs required for a project depend on the NCC edition adopted by the relevant state or territory, the building class and use, whether the building must be accessible, and the particular exits, sanitary facilities, fire doors and warning systems present.

The Australian Building Codes Board (ABCB) describes the NCC this way: “The National Construction Code (NCC) is a performance-based code which sets the minimum required level for the safety, health, amenity, accessibility and sustainability of certain buildings.” A sign marketed as compliant is not proof that it satisfies the provisions applying to your building. Use the process below to establish the applicable rules and produce a project-specific sign schedule.
What “BCA compliant” means for building signage
The Building Code of Australia (BCA) terminology remains common in specifications, facilities schedules and supplier catalogues, but the national code framework is now the NCC. The NCC only becomes legally effective through adoption by each state and territory. Adoption can include variations, transitional arrangements and administrative requirements, so a national provision is a starting point rather than a certificate for every project.

A sign schedule also cannot be determined from the building address alone. The certifier or design team needs the building classification, occupancy, floor layout, number and type of exits, accessible facilities, fire and smoke door arrangements, and the date and edition of the code adopted for the work. Alterations and additions can trigger a different assessment from a new building. If a project is outside the NCC’s scope or is also governed by another instrument, additional signs may be necessary.
For that reason, treat “BCA compliant” as a request to check the applicable NCC and other laws, not as a design specification. Document the decision for each sign: the obligation it satisfies, the clause or standard used, the required wording or symbol, its location, its tactile or visual construction, and the inspection evidence retained.
First establish which legal instruments apply
Before ordering signs, identify the authority having jurisdiction and the compliance path accepted for the project. The same building can be subject to more than one instrument, and the boundaries matter.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errors- NCC provisions: Volume One accessibility, egress, emergency visibility and fire-safety requirements are the usual starting points for larger or more complex buildings.
- Disability (Access to Premises—Buildings) Standards 2010: these Premises Standards contain separate access provisions. Determine whether they apply to the work and how they interact with the NCC assessment.
- Disability Standards for Accessible Public Transport 2002: transport premises and facilities can have tactile-sign rules with explicit application boundaries. A transport facility should not be assessed solely against an ordinary building sign schedule.
- State, territory, local-government and workplace rules: planning approvals, heritage controls, occupational safety rules, health regulations or local policies may add identification, warning or wayfinding signs. The available national material does not provide a complete inventory of every industry-specific obligation.
Record the jurisdiction, adopted NCC edition, building class, use, project type and any concession or performance solution. Ask the building surveyor, certifier or access consultant to confirm the scope before a manufacturer interprets the word “compliant.”

Accessible facilities and wayfinding signs
When braille and tactile signs are required
NCC 2022 Volume One D4D7 requires braille and tactile signage in buildings required to be accessible for specified sanitary facilities and for spaces containing hearing augmentation. The provision also addresses information for particular accessible unisex facilities, ambulant accessible facilities, inaccessible pedestrian entrances and sanitary-facility banks that do not include an accessible unisex facility. Buildings within the scope of the accessible adult change facility provision can require additional directional signs.
This is more specific than putting a tactile plaque on every room. The schedule should identify the facility or route named by the clause, show where the sign is approached and read, and note any exception in the provision. An accessible toilet sign, an ambulant facility sign, a directional sign and a sign identifying an inaccessible entrance may have different locations and wording. Do not assume that a wheelchair symbol alone satisfies a requirement that calls for text, braille or tactile characters.
Exit-door tactile information
Exit doors covered by the applicable exit-sign provisions also require braille and tactile “Exit” and “Level” information with a floor number or descriptor. The exact exit arrangement and any exceptions must be checked against the building’s NCC assessment. This requirement is separate from the illuminated or photoluminescent exit sign that helps people see the escape route in an emergency; one sign does not automatically replace the other.
Specification 15 technical controls
NCC Specification 15 sets the technical details for required braille and tactile signs. It addresses position, tactile-character placement, luminance contrast, illumination and braille form. The following figures are technical code requirements from the reviewed NCC provision, not market statistics:

| Element | Requirement in the reviewed NCC Specification 15 | Design implication |
|---|---|---|
| Tactile and braille location | 1200–1600 mm above the floor or ground | Coordinate the mounting height with door hardware, skirtings, projecting objects and the approach path. |
| Single line of tactile characters | 1250–1350 mm above the floor or ground | Use the single-line range where the sign layout has one line of tactile text; verify the clause’s measuring point. |
| Luminance contrast | At least 30% in the specified sign/surface and character/surface relationships | Assess the actual sign, characters and mounting surface, not a catalogue colour name. |
| Lighting | Signs that must be read are to be illuminated sufficiently to maintain the required contrast | Check the installed lighting and shadows at the sign, including after-hours conditions where relevant. |
| Braille | Grade 1 (uncontracted), raised and domed, positioned below the text as specified | Approve a sample for dot form, spacing, alignment and durability before production. |
Contrast is assessed under the sign’s actual lighting conditions. A colour pairing that appears high-contrast in a brochure can fail after installation if glare, shadow, nearby finishes or low illumination reduce readability. Keep the approval sample, measured contrast information and installation photographs in the project record. Specification 15 and any referenced Australian Standards still need to be read in full; a short product description cannot capture every exception or measurement rule.
Exit signs and emergency visibility
NCC Part E4 deals with visibility in an emergency, exit signs and warning systems. The required approach depends on the building’s use, floor area, travel distance to an exit and other context. There is no single exit-sign layout that can be copied from one building to another.
Where exit signs are required, they must be visible while the building is occupied and follow the applicable compliance path. That can include AS/NZS 2293.1 or, for photoluminescent exit signs, NCC Specification 25 where that path applies. The selection affects the sign’s construction, charging or emergency-lighting arrangement, placement and inspection regime. A generic photoluminescent arrow or an illuminated box purchased without a design assessment is not automatically acceptable.
Recommended Free Tools
Prepare an egress drawing showing every required exit, decision point and change of direction. Check sightlines from normal occupant positions, obstructions caused by partitions or decorations, visibility during a power failure, and whether the sign remains identifiable when the building is occupied as intended. Coordinate emergency lighting, fire detection, smoke control and evacuation diagrams rather than treating the exit sign as an isolated graphic.

Fire and smoke door warning signs
NCC 2022 D3D28 prescribes signs for specified fire and smoke doors. The wording and placement change with the door type and its hold-open arrangement, so the phrases below must not be applied to every door in a building.
| Door context | Prescribed wording identified in the provision | Key controls |
|---|---|---|
| Specified automatic hold-open doors and doors discharging from a fire-isolated exit | “FIRE SAFETY DOOR — DO NOT OBSTRUCT” | Confirm that the door is within the specified category and install where the required users can see it. |
| Specified self-closing doors | “DO NOT OBSTRUCT”, “DO NOT KEEP OPEN” and “FIRE SAFETY DOOR” | Use the wording associated with the relevant self-closing-door condition; do not substitute a generic “fire door” label. |
The signs use capitals at least 20 mm high and must contrast with the background. The 20 mm figure is a technical minimum from NCC 2022 D3D28, not a recommendation for every warning sign. Confirm the exact arrangement, mounting position and any exception in the current clause. A sign cannot cure a blocked, wedged-open, damaged or incorrectly rated fire door; the physical door assembly and management procedures must also comply.
How to create a project sign schedule
Use an auditable sequence instead of selecting signs from a general catalogue.
Recommended Free Tools
- Define the project: record the state or territory, local approval authority, NCC edition, building class, use, new work or alteration status, floor areas and occupancy assumptions.
- Map the building: mark every pedestrian entrance, accessible entrance, sanitary-facility bank, accessible unisex facility, ambulant facility, hearing-augmentation space, adult change facility, exit, fire-isolated exit and fire or smoke door.
- Assign each obligation: for every location, cite D4D7, Specification 15, Part E4, D3D28 or the other instrument accepted for the project. Note whether the sign is identification, directional, tactile, emergency, fire-door or another category.
- Resolve wording and symbols: copy the required words exactly where the provision prescribes them. Determine whether text, a symbol, tactile characters, braille, a floor descriptor or an arrow is required.
- Design the sign: set tactile and braille position, character size, contrast, illumination, mounting height, edge clearances and fixing method. Check that door swings, handrails and wall protection do not make the sign inaccessible.
- Verify the product: request material, braille, tactile, contrast and illumination information from the manufacturer. Treat “compliant” in advertising as an assertion to verify, not as evidence.
- Coordinate services: reconcile the sign plan with emergency lighting, fire engineering, access paths, evacuation diagrams, security hardware and interior finishes.
- Inspect and record: measure installed locations, review contrast in actual lighting, test emergency visibility where applicable, photograph each sign and retain approvals, certificates and any certifier comments.
- Manage changes: reassess signs if partitions, doors, room names, occupancy, lighting or fire strategies change. A revised layout can invalidate a previously approved sign location.
Comparing sign options without making unsupported claims
When a client asks for “the best compliant sign,” compare the obligation and design evidence rather than suppliers. The useful axes are:

| Comparison axis | Questions to answer |
|---|---|
| Obligation | Is the sign for an accessible facility, an inaccessible entrance, an exit, a fire or smoke door, a hearing-augmentation space or another regime? |
| Code and edition | Which NCC edition, state or territory variation, Premises Standards provision or transport rule is being applied? |
| Building context | What class, use, floor, travel path, occupancy and door arrangement make the sign necessary? |
| Wording and symbol | Does the design reproduce prescribed wording, the required floor descriptor, directional arrow or approved symbol? |
| Tactile and braille construction | Are characters raised correctly, is braille grade 1 and domed, and is it positioned below the text as required? |
| Installation | Is the mounting height within the applicable range, readable from the approach and clear of obstructions? |
| Contrast and lighting | Does the installed sign achieve the required contrast under its real lighting, including emergency conditions where relevant? |
| Referenced standard | Does the applicable path call for AS/NZS 2293.1, NCC Specification 25 or another referenced standard? |
This method allows two products to be compared fairly without claiming that either is universally compliant. A tactile restroom plaque, an illuminated exit sign and a fire-door warning label serve different legal functions and should not be ranked as interchangeable products.
Installation checks and common failure points
Pre-installation checklist
- Confirm the approved sign schedule matches the latest architectural, access and fire plans.
- Check that room names, floor numbers and exit destinations are final before tactile or braille production.
- Approve a physical sample, including tactile edges, braille dots, substrate, finish and fixing.
- Verify the measured mounting point rather than relying on a nominal centreline shown in a catalogue.
- Review contrast and glare with the actual wall finish and lighting switched on.
- Ensure a sign does not project into a circulation path or conflict with a door, closer, handrail or protective rail.
Typical failures and remedies
- Using the old BCA label as the only specification: identify the adopted NCC edition and state or territory variation, then obtain a clause-by-clause schedule.
- Putting braille on every door: map the specific D4D7 facilities and spaces first; add tactile signs where the provision requires them.
- Assuming one exit sign suits every building: reassess Part E4 using use, floor area and travel distance, then select the applicable AS/NZS 2293.1 or photoluminescent path.
- Applying fire-door wording indiscriminately: classify the door and use the D3D28 phrase and placement for that condition.
- Checking colour but not installed contrast: evaluate luminance contrast with actual illumination, shadows and surrounding finishes.
- Leaving sign selection until handover: late changes can force door, wall or lighting alterations and can leave no compliant mounting location.
What a final compliance record should contain
A durable record lets a certifier, facilities manager or future designer understand why each sign exists. Include the jurisdiction and adopted code edition; building classification and use; marked-up plans; a numbered sign schedule; clause references; approved wording and symbols; tactile, braille, contrast and illumination specifications; product data and samples; installation measurements; emergency-visibility or lighting checks where applicable; photographs; and approvals or performance-solution documents.
Update the record when a tenancy, room name, partition, door hardware, lighting system or fire strategy changes. Signage is part of the building’s safety and access system, so maintenance inspections should check legibility, damage, obstruction, illumination and contrast rather than merely confirming that a plaque remains on the wall.

Bottom line for designers, builders and owners
There is no nationally guaranteed “BCA sign set.” Start with the current NCC and the state or territory adoption, then test the building against accessibility, egress, emergency-visibility and fire-door provisions. Apply the detailed Specification 15 controls to tactile and braille signs, use the correct E4 pathway for exit visibility, and reserve D3D28 wording for the fire and smoke doors it actually covers. A project-specific schedule, verified installation and documented approval are what make a signage package defensible.
