As at 13 October 2026, the current national code is NCC 2022 Amendment 2. It took effect on 29 July 2025 to align the National Construction Code (NCC) with changes to the Disability (Access to Premises—Buildings) Standards 2010. That alignment is separate from the livable housing provisions introduced in NCC 2022 for houses, townhouses and individual apartment units.
The edition that governs a project still depends on its state or territory, building class, approval pathway and transitional provisions. Confirm those details with the relevant building and plumbing authority before relying on any provision. NCC 2025 remains a preview unless the jurisdiction has adopted it for the project.

What are the disability access changes in the BCA?
“BCA” is the legacy name many practitioners still use for the building provisions now contained in Volumes One and Two of the National Construction Code (NCC). The national position has two distinct parts:
- NCC 2022 livable housing: new minimum design provisions for Class 1a homes and Class 2 sole-occupancy apartment units.
- NCC 2022 Amendment 2: a procedural amendment published on 29 July 2025 to align the NCC with the updated Premises Standards that commenced on the same date.
These mechanisms should not be merged into one “2025 housing update”. Livable housing is a dwelling-design package. The 2025 amendment concerns alignment between the NCC and federal access-to-premises requirements that apply to covered buildings and facilities.

Current NCC and Premises Standards timeline
| Date | Event | What it means for a project |
|---|---|---|
| 1 May 2023 | NCC 2022 commenced | The edition containing the new livable housing provisions became the national reference point, subject to state and territory adoption. |
| 1 May 2025 | NCC 2022 Amendment 1 adopted | Projects must be checked against the adopting jurisdiction’s transition and application rules. |
| 29 July 2025 | NCC 2022 Amendment 2 published and commenced | The ABCB describes this as a procedural amendment aligning the NCC with changes to the Disability (Access to Premises—Buildings) Standards 2010. |
| 1 May 2026 | Possible NCC 2025 adoption date considered by jurisdictions | This is not proof of nationwide commencement. Verify whether the relevant state or territory adopted NCC 2025 and which transition provisions apply. |
| 13 October 2026 | Current status in the ABCB FAQ | NCC 2022 Amendment 2 is identified as the current NCC version, while local adoption details remain jurisdiction-specific. |
The Australian Building Codes Board (ABCB) states that adoption can differ between jurisdictions. A project approved under one state or territory’s arrangements may therefore be governed by different commencement or transition rules from a similar project elsewhere.

NCC 2022 introduced livable housing requirements in Volumes One and Two. They apply to Class 1a buildings, such as houses and townhouses, and to Class 2 sole-occupancy units, meaning individual apartments within a residential building. The provisions are based on the silver standard in the ABCB’s Livable Housing Design Guidelines. A voluntary “Beyond Minimum” level describes features that go further than the mandatory baseline.
The policy intent is to make a dwelling easier to enter, move through and adapt as a resident’s abilities change. It addresses people with disability, older people and anyone who may acquire a temporary or permanent mobility limitation. It is still a minimum code: compliance does not guarantee that every resident, visitor or support worker can use a dwelling without additional design, equipment or personal assistance.
Class 1a houses and townhouses
For a Class 1a project, determine first whether the state or territory has adopted the relevant livable housing provisions and whether a transition or exemption applies. The design team then needs to coordinate the applicable NCC clauses with the site, dwelling layout and construction details. The code provisions are intended to establish a usable entry and internal arrangement that can accommodate changing needs, rather than to prescribe a single house plan.
“Beyond Minimum” is not a second mandatory code tier. Treat it as an optional design target only when the owner, brief or planning condition calls for it, and record that decision separately from the compliance assessment.

Class 2 sole-occupancy units
Part G7 sets out livable housing features for an individual Class 2 unit. In practical terms, the requirements address:
- a level, step-free entrance to the unit from an accessible part of the floor;
- internal doors and corridors arranged to facilitate movement through the unit;
- an accessible sanitary compartment on the entry level;
- a shower designed to facilitate independent use; and
- walls prepared for later grabrail installation, reducing the need to remove existing wall linings when the bathroom is adapted.
Part G7 explains why its provisions do not repeat the ABCB Standard’s step-free path from a parking space or the site boundary for a Class 2 unit. Part D4 and the Premises Standards deal with that broader access connection. The result is an overlap that must be coordinated, not assumed away: the unit’s internal livable-housing route and the building’s common-area access route are separate compliance questions.
Check the building’s classification, the unit’s location and any state variation before treating a Part G7 requirement as universally operative. A unit in a building with different access arrangements, a project under a transition provision, or a jurisdiction with a variation may require a different assessment path.
What changed on 29 July 2025?
The ABCB published NCC 2022 Amendment 2 on 29 July 2025 as a procedural amendment. It aligned the NCC with recent changes to the federal Disability (Access to Premises—Buildings) Standards 2010, which also took effect on 29 July 2025 following the Premises Standards Review 2021.

“Procedural” is important. The current official material establishes the date, the alignment and the relationship between the instruments; it does not provide a complete list of revised doorway widths, sanitary dimensions, circulation clearances, signage rules or other technical measurements. Do not infer those details from the announcement. For a clause-by-clause design or certification decision, use the post-29 July 2025 consolidated legal text and the amendment instrument applicable to the project.

The federal compilation of the Premises Standards dated 23 November 2024 remains useful for understanding the Standards’ purpose and general structure, but it predates the July 2025 change. It cannot by itself prove the complete text in force after that date.
Purpose and scope of the Premises Standards
The stated objects of the Premises Standards include providing “dignified, equitable, cost-effective and reasonably achievable access” to buildings, facilities and services for people with disability. The Standards contain the access code for covered buildings and include provisions for accessible adult change facilities.
They operate alongside, rather than replace, the NCC’s technical provisions. A building can satisfy a minimum NCC pathway and still need project-specific design review to address the actual users, circulation patterns, operational equipment, maintenance arrangements and wayfinding requirements.

Which rules apply to a particular project?
Use three filters before selecting a clause or drawing a detail: jurisdiction and date, building class and use, and the code route being tested.
| Question | Why it matters | Evidence to record |
|---|---|---|
| Which state or territory administers the work? | Adoption dates, local variations and transition rules can differ. | Authority guidance, adoption instrument and project approval date. |
| What is the building class and use? | Class 1a housing, a Class 2 unit and a public or commercial building do not share the same provisions. | Classification decision, plans and occupancy description. |
| Is the question about a dwelling, premises access, or both? | Livable housing provisions address the dwelling; Part D4 and the Premises Standards address broader access to buildings and facilities. | Compliance matrix showing each route and responsible consultant. |
| Which edition and amendment govern? | NCC 2022, Amendment 1, Amendment 2 or a locally adopted NCC 2025 edition may apply depending on timing and jurisdiction. | Written edition and transition determination. |
How to establish the applicable edition step by step
- Identify the jurisdiction. Record the state or territory in which the building work, building approval and plumbing work occur. Do not rely on a national commencement date alone.
- Confirm the approval and construction dates. Ask the administering authority which edition and amendment apply to the relevant application, permit, certificate or stage, including any saving or transition rule.
- Classify the building and spaces. Separate a Class 1a house or townhouse from a Class 2 sole-occupancy unit and from common areas or another building use.
- Select the compliance route. Mark whether the issue is NCC livable housing, Part D4 access, the Premises Standards, plumbing requirements, or a combination.
- Check local variations. Review state or territory amendments, referenced documents and administrative requirements. Where building and plumbing rules are administered separately, check both authorities.
- Use current legal text. For work affected by the July 2025 alignment, obtain the consolidated Premises Standards and amendment material that was in force for the project date.
- Document the decision. Put the edition, clauses, variations, assumptions and transition basis in the access or compliance report so a certifier can reproduce the reasoning.
- Recheck before approval. If the project scope, classification, approval date or jurisdiction changes, repeat the determination rather than carrying forward an earlier code citation.
Design and documentation checklist
The following checklist helps teams turn the requirements into coordinated work without substituting generic dimensions for the governing text.

- Brief: Ask the owner whether the target is mandatory minimum compliance, the voluntary Beyond Minimum standard, or a user-specific accessibility outcome.
- Site and common areas: Map the accessible approach, entries, lifts, corridors and shared sanitary facilities separately from the apartment’s internal route.
- Unit planning: For a Class 2 unit, test the level entry, internal doors, corridors, entry-level sanitary compartment, shower arrangement and future grabrail zones as one connected path.
- Structure and services: Coordinate wall reinforcement, waterproofing, plumbing locations, electrical outlets and ventilation before linings are installed. The aim is to avoid destructive rework when a grabrail or other adaptation is later required.
- Drawings: Identify the NCC edition, Part G7 or other applicable provisions, premises-access provisions and any variations directly on the compliance drawings or schedule.
- Specifications: State the required performance and referenced standard, then ensure nominated products and construction details are consistent with the approved design.
- Site inspections: Verify that level changes, door and corridor layouts, bathroom wall preparation and accessible facilities were built as documented; do not assume a compliant drawing guarantees compliant construction.
- Handover: Provide the owner with the access assumptions, adaptation zones and maintenance information so future changes do not unintentionally remove the intended capability.
Common mistakes and how to correct them
Calling every change a “new BCA disability rule”
This collapses two different measures. Correct the report by naming the NCC 2022 livable housing provisions separately from the 29 July 2025 Premises Standards alignment.
Assuming NCC 2025 applies everywhere
NCC 2025 was presented as a preview, with jurisdictions considering adoption from 1 May 2026. Replace a national assumption with a written jurisdiction-specific adoption and transition check.

The dates 1 May 2023, 1 May 2025 and 29 July 2025 describe national NCC milestones. They do not remove the need to verify how a state or territory adopted each milestone for the project.
Inventing technical changes from the July 2025 announcement
The alignment announcement does not establish a complete list of changed dimensions. Remove unsupported numbers and consult the post-29 July 2025 consolidated text and amendment instrument before specifying a detail.
Checking the apartment but not the building route
Part G7’s internal unit provisions do not replace the access path through parking, the boundary, common areas or other facilities. Add Part D4 and Premises Standards checks where they apply.

Treating minimum compliance as a complete accessibility assessment
The NCC sets minimum technical provisions. For a particular resident, workforce or public use, commission an access assessment that considers the users, operations, equipment, wayfinding and management arrangements in addition to code compliance.
What each project role should verify
Architects and access consultants
Set the code basis at concept stage, distinguish dwelling and premises routes, and record unresolved jurisdiction or transition questions before documentation is issued. If the brief seeks more than the minimum, identify those outcomes as project requirements rather than presenting them as mandatory NCC clauses.
Builders
Use the approved edition and drawings for procurement and site work. Escalate any change that affects level entries, circulation, sanitary compartments, shower construction, wall preparation or shared accessible facilities; a substitution that appears equivalent may not satisfy the documented performance.
Certifiers and building surveyors
Confirm classification, jurisdiction, adoption instrument and transition basis, then test the cited NCC and Premises Standards pathways. Where a submission relies on the 2025 alignment, require the applicable current legal text rather than an undated summary.
Owners and project managers
Ask for a one-page determination naming the jurisdiction, building class, NCC edition, amendment, transition rule and access routes assessed. Keep that record with approvals and update it if the project changes.
Practical bottom line for a live project
Start with jurisdiction and building class, not with a copied “BCA accessibility checklist”. For houses and apartment units, assess the NCC 2022 livable housing provisions where adopted. For broader building access, assess Part D4 and the Disability (Access to Premises—Buildings) Standards. Treat 29 July 2025 as the commencement date of the procedural alignment, but do not claim technical dimension changes that the official alignment notice does not enumerate. Finally, verify whether the local authority has adopted NCC 2025 before using it.
