Bellevue Hospital’s Ambulatory Care Building is an outpatient component of the NYC Health + Hospitals/Bellevue campus at 462 First Avenue in Manhattan. Bellevue’s official history records that the building opened in 2005 and was designed by Pei Cobb Freed. It is not a separate hospital; it operates alongside Bellevue’s inpatient, emergency and trauma facilities.

The building’s exact number of stories is unsettled in Bellevue’s own published histories: one current page says six stories, while an older page says four. The safest description is therefore “the Ambulatory Care Building” or “Ambulatory Care Pavilion,” without treating either floor count as definitive.

What the Bellevue Ambulatory Care Building is

The Ambulatory Care Building is a dedicated outpatient facility within NYC Health + Hospitals/Bellevue, New York City’s public hospital at 462 First Avenue, New York, NY 10016. Bellevue describes the pavilion as one element of a larger medical campus that also includes a main patient-care facility and emergency and trauma services. The building should therefore be understood as part of Bellevue Hospital rather than as an independent institution.

“Ambulatory care” generally refers to care delivered without an overnight hospital admission. In practical terms, the building provides space for scheduled clinics and related outpatient services, while other Bellevue structures handle inpatient stays, emergency treatment and intensive hospital care. Bellevue’s location page lists ambulatory care among the services available at the institution; it does not present the pavilion as a separately licensed hospital.

When it opened and who designed it

Bellevue’s official history places the opening in 2005. The same timeline credits the internationally renowned architecture firm Pei Cobb Freed with the design. The institutional entry reads: “2005 – Bellevue opens a state-of-the-art ambulatory care building and combined multidisciplinary ICU Unit designed by the internationally renowned architectural firm of Pei Cobb Freed.” That sentence refers to two developments in the same historical entry: the ambulatory care building and a combined multidisciplinary intensive care unit. It should not be read as saying that the ICU is located inside the ambulatory building.

Where it is on the Bellevue campus

Street address

The hospital campus address is 462 First Avenue, New York, NY 10016. Because Bellevue is a multi-building medical complex, an appointment notice may identify a clinic, floor or entrance in addition to the hospital’s street address. The public location page is the appropriate place to confirm the institution and its listed services before traveling.

Relationship to other Bellevue facilities

The ambulatory building serves a different operational role from Bellevue’s emergency and trauma center and inpatient areas. A patient coming for a scheduled clinic visit should follow the appointment’s department and building instructions rather than assume that the emergency entrance is the correct destination. Bellevue’s historical facility description identifies inpatient care, emergency and trauma services, and the Ambulatory Care Pavilion as parts of the wider campus; those are campus-wide capabilities, not a claim that every service is housed in the ambulatory building.

For historical context on how the pavilion fits into the campus, Bellevue maintains an additional history page at HHC Bellevue — About Bellevue — History.

What services and clinics are associated with the building

The available official material establishes the building’s ambulatory function and documents adult primary care activity there. It does not provide a complete, current tenant directory for every room or floor. Clinic assignments can change, so a historical reference to a department should not be treated as a promise that the same department occupies the same space today.

Adult Primary Care Clinic

A Bellevue announcement dated October 4, 2018, says the Adult Primary Care Clinic was expanded on the Ambulatory Care Building’s second floor. The project added 12 patient exam rooms and 2,200 square feet, bringing the clinic to 13,300 square feet. Bellevue said the expansion was intended to support co-location of adult primary care services, improve access and continuity of care, and shorten appointment waits.

Those figures describe the 2018 expansion project. They are not a current measurement of the building or a guarantee that the clinic’s layout, floor assignment or room count remains unchanged. What is not established by the published pages

The reviewed Bellevue pages do not publish a current, building-wide list of every specialty, nor do they provide a building-specific total for exam rooms, daily visits or staffing. They also do not establish that all ambulatory services listed for Bellevue’s hospital campus are physically located in this pavilion. For a specific appointment, rely on the department named by Bellevue rather than inferring location from the building’s general description.

How to interpret the conflicting story counts

Bellevue’s official pages disagree about the pavilion’s height. The current Bellevue history page calls it a “6-story modern Ambulatory Care Pavilion.” An older Bellevue history page describes a “4-story modern Ambulatory Care Pavilion.” Neither page explains whether the difference reflects a correction, a change in what is being counted, a renovation or a historical labeling error.

Because both statements come from Bellevue-hosted material and no resolving source is provided, a definitive answer to “How many stories is the Bellevue Ambulatory Care Building?” would overstate the evidence. Use the following wording when accuracy matters: Bellevue’s official histories list conflicting counts of four and six stories, so the published record does not establish a settled number.

  • Works with Latex Paint, Oil-Based Paint & Stains – Premium synthetic filaments hold more paint, reduce streaks, and provide a clean finish with latex paints, oil coatings, and wood stains.

This discrepancy also illustrates why a clinic’s historical floor reference should be handled carefully. The 2018 announcement places Adult Primary Care on the second floor at that time; it does not resolve the total-story disagreement or prove that the department remains there.

Planning a visit to the building

Confirm the destination before leaving

  1. Check the appointment message for the clinic name, building designation and floor.
  2. Verify the campus address as 462 First Avenue, New York, NY 10016, using Bellevue’s official location page.
  3. If the appointment materials do not specify a building or if the information appears inconsistent, contact the scheduling department listed in your notice. Do not assume that a general Bellevue address identifies the correct entrance for every outpatient service.
  4. Allow time to navigate a large hospital campus. The ambulatory building is one component of Bellevue, not the entire facility.

Do not substitute emergency access for a scheduled clinic visit

The Bellevue campus includes emergency and trauma services, but those services have a different purpose from scheduled ambulatory appointments. Use emergency services for urgent medical needs; use the clinic instructions for routine visits. The existence of an emergency department on the same campus does not establish that it is the check-in point for the Ambulatory Care Building.

Use dates when citing building information

If you are writing a report, preparing an architectural reference or comparing hospital facilities, attach the date to every time-sensitive detail. The opening and architect are historical facts from 2005. The room and square-footage figures belong to the 2018 Adult Primary Care expansion. The building’s current clinic configuration and total story count are not resolved by the cited pages.

Why the building matters in Bellevue’s history

The 2005 opening marked a major outpatient investment within a hospital founded to provide broad public medical services. Bellevue’s history presents the ambulatory building alongside a combined multidisciplinary intensive care unit, showing that the campus expansion addressed both scheduled outpatient care and complex hospital treatment. These functions are complementary but operationally distinct: ambulatory clinics are designed for visits that do not require an overnight stay, while intensive care and inpatient services support admitted patients.

The 2018 Adult Primary Care project demonstrates how the building continued to be adapted for access. Bellevue’s announcement linked the added rooms and floor area to bringing adult primary care services together, improving continuity and reducing waits. Since that announcement is a dated project report, it is best used to understand the building’s documented development rather than to describe today’s exact layout.

What can be stated confidently

  • The Ambulatory Care Building is part of NYC Health + Hospitals/Bellevue at 462 First Avenue in Manhattan.
  • Bellevue’s history records a 2005 opening and identifies Pei Cobb Freed as the design firm.
  • The facility is outpatient/ambulatory space within a larger campus that also provides inpatient, emergency and trauma care.
  • Bellevue documented a 2018 expansion of Adult Primary Care on the building’s second floor, adding 12 exam rooms and 2,200 square feet to reach 13,300 square feet.
  • Bellevue’s official pages conflict on whether the pavilion has four or six stories, so no definitive floor count should be published without a newer authoritative clarification.
