The Belmont Blue Line project is a street-level canopy and station-area modernization in Chicago’s Avondale neighborhood, designed by Ross Barney Architects and completed in 2019. Called the Belmont Blue Gateway by the Chicago Transit Authority (CTA), it added an 85-foot architectural steel canopy and upgraded the bus, pedestrian and station surfaces around the Blue Line terminal.
It is not a reconstruction of the subway platform, and it should not be confused with the separate Belmont station serving the Red, Brown and Purple Lines. The canopy project made the rail entrance more visible and weather-protected, while proposed elevator work remains a separate accessibility question that the available project records do not resolve.

What the Belmont Blue Line project actually is
“Belmont Blue Line Station” can refer to two different places in Chicago conversations. This article concerns the Blue Line terminal in Avondale and its new entrance canopy, not the Belmont station on the Red, Brown and Purple Lines. CTA also uses the name Belmont Blue Gateway for the canopy-led improvement project.
Ross Barney Architects designed a prominent steel canopy at street level. The work formed part of CTA’s Your New Blue program and included improvements beyond the roof itself: bus arrival and departure areas, lighting, paving, signage and station surfaces. The result is a gateway between neighborhood streets, buses and the rail entrance rather than a rebuilt subway station.

CTA announced the project’s start and reported completion in 2019. The agency described the broader investment as the first major renovation of the facility since it opened nearly 50 years earlier. That history explains why the project addressed the public-facing arrival sequence and surrounding pavement instead of treating the canopy as an isolated object.

A rail station entrance is both infrastructure and a public address. At Belmont, the canopy gives a previously ordinary street-level approach a recognizable threshold. It shelters people as they move between sidewalk, bus stop and rail entrance, while its scale makes the station easier to identify from the surrounding streets.
The location has an unusually strong transfer role. CTA identified the station as an intersection of two busy bus routes, and its older project material named the #77 Belmont and #82 Kimball/Homan routes. The station also connects travelers with O’Hare International Airport, the Kennedy Expressway and Divvy bike sharing. These links mean that the canopy serves more than rail passengers beginning or ending a Blue Line trip; it is part of a multimodal transfer point.
CTA reported more than 5,400 daily bus-to-rail transfers in its 2019 accessibility statement. That is an agency figure from that period, not a current ridership count. It does, however, show why a protected and legible transfer space was a meaningful design problem.

How Ross Barney Architects shaped the gateway
An 85-foot visible threshold
The architect describes the canopy as 85 feet long. Its job is not simply to cover a doorway. It establishes a continuous, highly visible edge along the station approach, helping riders understand where the transit complex begins and where bus and pedestrian movements converge.

Lighting as orientation
LED lighting is one of the project’s named design choices. Lighting gives the canopy an evening presence and helps distinguish circulation areas from the surrounding street. The available project description does not provide a measured energy reduction, operating-cost saving or illumination level, so those benefits should not be quantified.
Materials selected for durability and civic presence
Ross Barney Architects identifies architectural steel, concrete and polycarbonate panels among the principal materials. The panels are described as having high recycled content, but the architect does not publish a percentage. Steel supplies the long-span structural expression, concrete anchors the pedestrian realm, and translucent or lightly filtering polycarbonate can admit daylight while maintaining a weather barrier. Those material roles are design readings; the project record does not claim a specific thermal or acoustic performance for the panels.
Wayfinding and the public face of the station
Because the project included signage and wayfinding as well as construction, the canopy works as part of a system rather than as a standalone sculpture. A rider approaching from a bus stop needs to recognize the rail entrance, find the correct circulation path and move through the station without confusing the bus-side and rail-side functions. The broader package’s paving, surfaces and signs support that sequence.
What was built around the roof
The completed work covered several layers of the station approach:

- Canopy: a new architectural steel structure forming the principal street-level gateway.
- Bus operations: improved arrival and departure areas for the routes serving the station.
- Lighting: upgraded fixtures, including the project’s specified LED lighting.
- Ground plane: renewed paving and station surfaces to create a more coherent pedestrian approach.
- Information: updated signage and wayfinding to clarify transfers and station entry.
This scope is important when describing the project accurately. The work modernized the approach and interface between modes; it was not a full excavation, platform replacement or reconstruction of the underground station.
Wheelchair access: what CTA proposed and what remains unconfirmed
The canopy project and vertical accessibility are separate matters. CTA’s All Stations Accessibility Program included Belmont and proposed two elevators: one connecting street level with the unpaid side of the mezzanine, and another connecting the paid mezzanine with the platform. CTA also proposed an additional exit at the south end of the platform.
CTA explained that subway depth and location, adjacent buildings and streets, excavation requirements and utility conflicts make this kind of work difficult. The sources documenting the canopy do not establish that the elevators or the additional exit were funded, scheduled or completed. Therefore, the 2019 canopy should not be described as making the station wheelchair accessible, and no current accessibility status can be inferred from the gateway renovation alone.
CTA described ASAP as “a comprehensive plan to make our entire rail system 100% vertically accessible.” That sentence states the program’s goal, not a claim that every station had already achieved it. Anyone planning a trip who needs step-free access should verify current conditions directly with CTA before traveling.
Budget, schedule and the difference between project and program
Ross Barney Architects lists the canopy project at $17 million and identifies its length as 85 feet. CTA’s public announcements discuss the work as part of Your New Blue, a wider program of station improvements. The two descriptions are compatible when read carefully: the architect’s page supplies project-level figures, while the agency frames the renovation within a broader capital program.

CTA reported completion in 2019. Historic statements about the budget, transfer activity, jobs or business participation should remain tied to that period rather than presented as current operating or ridership data.
Project team and specialized roles
The canopy depended on a large consultant and construction team. Ross Barney Architects identifies the following participants:
| Participant | Documented role |
|---|---|
| Simpson Gumpertz & Heger | Structural engineering |
| Luftwerk | Lighting consultant |
| Thirst | Wayfinding |
| EXP | Design-build firm and architect/structural engineer of record |
| Facet Engineering | Electrical engineer of record |
| Walsh Group | Erector and general contractor |
| Cast Connex Corporation | Castings |
| AAA Engineering | Electrical engineering |
| Infrastructure Engineering Incorporated | Civil engineering |
The list shows why a modest-looking entrance can require many disciplines. Structural calculations govern the steel and castings; electrical and lighting specialists coordinate illumination; civil engineers address paving and drainage; and wayfinding designers connect the physical gateway to the rider’s decisions.
Jobs, contracting and CTA’s stated outcomes
In its 2019 completion announcement, CTA reported more than 200 jobs connected with the project, including more than 89 direct, on-site opportunities. The same announcement reported 33.4% disadvantaged business enterprise participation. These are CTA’s project figures and should not be generalized to all Your New Blue work or to current employment.
CTA President Dorval R. Carter Jr. described the result this way: “This one investment has created new jobs and business opportunities, while also providing residents and visitors with a safer, modern, more efficient travel environment with a one-of-a-kind experience that is only available here in the Avondale community.” The statement links the physical improvements to the agency’s economic-development and neighborhood goals, while the documented construction scope remains the canopy and station-area package.

How to compare Belmont with a station rebuild
Belmont is best understood as a gateway modernization. When comparing it with another transit project, use the distinctions below rather than treating every station renovation as equivalent:
| Comparison point | Belmont Blue Gateway | What a full station reconstruction would imply |
|---|---|---|
| Primary object | Street-level canopy and approach | Replacement or major alteration of station structures, platforms or systems |
| Transit integration | Bus-to-rail interface, pedestrian approach and bike connection | Potentially includes rail systems, platforms and vertical circulation as a larger package |
| Documented accessibility work | Elevators and a south exit were proposed separately; completion is not established | Accessibility features would need their own confirmed scope and completion record |
| Materials named by the architect | Steel, concrete, polycarbonate panels and LED lighting | Would depend on the specific reconstruction project |
| Completion record | CTA reported completion in 2019 | Must be verified project by project |
This distinction prevents two common errors: calling Belmont a completely rebuilt station and assuming that a new, highly visible entrance proves that underground accessibility work is finished.

1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsWhat riders and neighbors gained
For riders, the most immediate change is a clearer and more protected transfer environment. People arriving by bus can identify the rail gateway, move across renewed paving and read updated signs under a substantial canopy. People approaching from the neighborhood encounter a civic marker rather than an anonymous station edge.
For the surrounding Avondale community, the project gives a heavily used transportation node a more deliberate public identity. Its value is partly practical—weather protection, lighting, circulation and surfaces—and partly representational: the station announces its importance at the street. The project’s documented materials and lighting choices support that identity without requiring claims about unmeasured energy performance.
Accurate ways to describe the project
A precise short description is: “Ross Barney Architects’ 2019 Belmont Blue Gateway is an 85-foot street-level steel canopy and station-area upgrade at Chicago’s Blue Line terminal.” Add that CTA’s package improved bus areas, lighting, paving, signage and surfaces. If discussing accessibility, say that CTA proposed two elevators and an additional south exit through its accessibility program, but the available records do not confirm implementation.
Avoid calling it the Belmont Red/Brown/Purple station, a full subway reconstruction, or proof that the station is currently vertically accessible. Also avoid turning the architect’s high-recycled-content description into a numerical percentage or claiming a measured LED energy saving that the project record does not provide.
