The New Generation Bendigo Library is an adaptive refurbishment, not a new building. MGS Architects reorganised the existing 1984 library around a new internal street, two entrances and a daylight-responsive lantern, reconnecting the busy interior with Bendigo’s public gardens and Town Hall. Its documented link to Dulux is the 2014 Dulux Colour Award for Commercial Exterior; the project sources do not identify the exact colours, paint system or product codes.

That distinction matters. The library’s visual impact comes from the relationship between colour, circulation, daylight and civic context, rather than from a published paint specification that can be copied room by room.
An existing library became a more public civic interior
Bendigo’s central library occupied an important site in the city’s historic centre, facing public gardens. Instead of replacing the 1984 building, the project team refurbished its fabric and added a 280-square-metre extension. The result is a library arranged for several kinds of public use: reading and research, children’s activities, meetings, exhibitions, volunteering, food and informal social time.

MGS Architects describes approximately 4,000 square metres of functional area over two levels. ArchDaily gives a more precise gross-floor-area breakdown of 4,010 square metres: 3,730 square metres of refurbished space plus the 280-square-metre extension. Those figures describe the same completed project but use different rounding and measurement conventions.
The clients were the City of Bendigo and Goldfields Library Corporation. ArchDaily reports a total project cost of $9.5 million and a construction cost of $7.8 million for the work. The costs are historical project figures, not current construction prices or a guide to the cost of repainting another library.
The internal street is the project’s organising move
Two entrances create a through-route
The refurbishment introduces an internal street between two new entrances. Rather than treating the library as a single deep room with a front door, the design creates a route that can be crossed, entered and understood from more than one direction. Activity inside the building is placed on a visible civic path, making the library feel connected to the gardens and Town Hall instead of turned away from them.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsFor an existing building, this is a powerful way to improve orientation without demolishing the whole structure. A central route can act as address, meeting place and wayfinding device at once. It also gives colour and light a longer visual field: surfaces are encountered while people move between entrances, rather than seen only from a fixed desk or reading area.
Connection to the gardens and Town Hall
The sequence of entrance, internal street and surrounding civic spaces is central to the project’s identity. The library is not presented as an isolated service box. Its circulation links daily library activity with the public gardens outside and the Town Hall nearby, extending the civic setting into the building.

This connection is especially significant in a refurbishment. New construction can establish its relationship to a site from the start; an existing library must make that relationship legible through openings, routes, thresholds and views. The Bendigo scheme uses the internal street as the spatial device that joins those pieces.
How the lantern changes the experience of daylight
Above the internal street, a lantern creates a shifting field of light as the day progresses. The project descriptions do not publish illumination levels, glazing specifications or a technical daylight schedule, so the lantern should be understood as an architectural daylight element rather than a quantified energy-performance claim.
Its value is experiential and organisational. Daylight gives the internal street a changing character, helps visitors recognise the principal route and makes the centre of the refurbished building feel active. As the sun moves, the light field changes rather than remaining visually static. That change supports the architects’ stated ambition for a library that would be “light-filled and inspirational, with the aim of encouraging creativity and productivity in the community,” a statement attributed to Joshua Wheeler and Eli Giannini by Elevate Aluminium/AWS Australia.
For painting and refurbishment work, the lesson is that colour cannot be separated from the light that reveals it. A hue seen under a lantern at midday will not read exactly as it does beside an artificial-light fitting in a deeper room. In a comparable project, samples should be reviewed at different times of day and at the actual viewing distance, especially along a circulation route where visitors experience colour while moving.
What Dulux’s award establishes—and what it does not
MGS Architects lists the library as the recipient of the 2014 Dulux Colour Award for Commercial Exterior. That is the verified Dulux connection in the project record. It establishes recognition for the building’s exterior colour treatment in a commercial category; it does not identify a Dulux product, colour code, finish level or complete paint schedule.

No source available for the project names the exact palette. Describing a particular blue, red, neutral or branded coating as the Bendigo library colour would therefore be speculation. The same caution applies to claims about primers, protective systems, gloss levels, durability warranties or the number of coats.

The award is still useful to designers and painters because it shows that colour was treated as part of the building’s architectural identity. In an adaptive reuse project, exterior colour can help a familiar but dated structure announce its new public role. It can mark entrances, strengthen the building’s presence beside a garden or Town Hall and make a refurbishment visible from outside without erasing the existing building.
Why a colour award matters in an adaptive refurbishment
- It signals a change of identity. A 1984 civic building can look purposeful and contemporary without pretending to be a completely new structure.
- It works at urban scale. Exterior colour is read by people approaching the site, not only by library users standing close to a wall.
- It supports wayfinding. When colour is coordinated with entrances and the internal street, the building’s public route can be easier to recognise.
- It rewards composition, not a single swatch. The award records a designed exterior effect; it is not evidence that one paint can or one colour explains the result.
A library planned for more than book storage
The refurbishment brought a broad set of public services together. MGS and ArchDaily describe meeting spaces, a café, a volunteer resource centre, a children’s library and “cubby house,” gallery spaces, upgraded research facilities and extended internet access. There are also areas intended for quiet reflection, alongside places designed for conversation and group activity.
That mix changes the painting brief. A single uniform finish throughout would not communicate the difference between a quiet research zone, a children’s area, a café edge and a gallery or meeting room. The project’s published descriptions do not provide a room-by-room colour schedule, but the programme demonstrates why a civic interior needs a coordinated system rather than an isolated feature wall.
Children’s spaces and informal use
The children’s library and cubby house give the building a family-oriented destination within the larger civic route. The City of Greater Bendigo’s current visitor information also lists a children’s area, native aquarium, café, performance space, lounging areas and meeting and activity rooms for hire. These listings show the range of uses visitors can expect today; they do not establish that every fit-out element is unchanged from the 2014 opening.

Research, meetings and quiet reflection
Upgraded research facilities and extended internet access support focused work, while meeting rooms and gallery spaces support collective and cultural activity. The design challenge is to let these uses coexist without making the building feel fragmented. The internal street provides a shared address, while individual rooms can have their own acoustic, lighting and colour requirements.

Early public response was unusually strong
MGS Architects reports nearly 55,000 visits during the first month of operation, a 26% increase in visits and an increase of more than 230% in memberships. The figures describe the opening period and are attributed to the architect; they are not current usage statistics.
The opening response is consistent with the project’s spatial strategy: a library that combines everyday services with visible social and cultural activity can attract people who may not have visited the former building regularly. Marg Allan, identified by MGS as the City of Bendigo Project Director, summed up the response by saying, “The thing I am most proud of is the community response.”
At the official opening, Deputy Premier Peter Ryan was quoted by MGS saying, “In the first ten days, 20,000 people have visited the library, with 700 new members…that is just amazing. It is a wonderful community accomplishment. The government is thrilled to support it.” That statement is an opening-period observation, not a long-term attendance series.

Start with the building’s public sequence
Before choosing colours, map how people approach, enter and move through the building. At Bendigo, the important sequence runs from the civic setting to two entrances, along the internal street and toward the library’s varied services. A repainting scheme should reinforce that sequence rather than treat each wall as an unrelated surface.

Test colour with the available daylight
A lantern or skylight can alter colour perception throughout the day. Prepare large sample panels, place them where the finish will be viewed and inspect them in morning, midday and late-afternoon conditions as well as under the intended electric lighting. Small cards can hide shifts in undertone, sheen and contrast that become obvious on a long wall.
Separate evidence from reconstruction
If a historic project is being used as a reference, distinguish documented facts from visual interpretation. The Bendigo sources confirm the Dulux award and the architectural role of colour, but they do not provide a product schedule. A specification for a new job should therefore be based on current substrate conditions, exposure, cleaning requirements, slip or impact risks and the client’s approved samples—not on an assumed Bendigo paint code.
Coordinate high-traffic and specialist areas
Cafés, children’s rooms, meeting spaces and gallery areas place different demands on a coating system. Colour selection, sheen and maintenance planning should be coordinated with cleaning frequency, touch-up visibility, glare control and the way artwork or displays will be lit. The library’s programme is a reminder that a civic palette must serve many users at once.
The 2026 amenities work is a separate project
Greater Bendigo also planned an amenity-renewal project for the library in 2026. That work concerns public toilets and family facilities, with stated aims of improving safety and access and meeting current National Construction Code requirements. The City’s project information gives a six-to-nine-month duration subject to approvals and contractor mobilisation, while a March 2026 media release expected completion by the end of July 2026.
A Victorian Government grant of $412,586 is identified for the amenity renewal. The available municipal sources do not establish whether the work was complete as of the date of this article, so it should not be described as finished. It is also separate from the 2014 refurbishment and its Dulux Colour Award.
Why the Bendigo example still stands out
The project’s achievement is not simply that a library received a bold exterior treatment. It made an existing civic building more legible and more inviting by aligning four decisions: reuse of the 1984 structure, a through-route between new entrances, a lantern that makes daylight visible and a stronger relationship with the gardens and Town Hall.
Dulux’s 2014 Commercial Exterior Colour Award recognises one part of that integrated result. The project record supports a clear conclusion for anyone planning a similar refurbishment: colour has the greatest impact when it is designed with movement, daylight, public uses and urban context. Without the original specification, the responsible reference is the architectural strategy—not an invented palette or product list.
