For most paper crafts and bookbinding, start with a neutral-pH PVA adhesive specifically labeled for paper or bookbinding. For conservation repairs where future release matters, consider a reversible adhesive or conservation materials such as starch paste or methyl cellulose. There is no single best choice for every paper and project: match the product to the intended use, moisture tolerance, working time, flexibility, and preservation needs.
Choose by project, not by glue family
“PVA” or “paper glue” alone does not establish that an adhesive is neutral-pH, reversible, or suitable for conservation. Those properties depend on the exact formulation. Compare the claims for the specific product you plan to use, and do not treat a product page as an independent performance test.

|---|---|---|---|
| Neutral-pH PVA for paper or bookbinding | General paper projects, collage, and bookbinding | H.B. Fuller identifies Fullabond Bookbinding as a neutral-pH PVA for books and paper products. Lineco Neutral pH Adhesive is described for bookbinding and paper crafts. H.B. Fuller; Jerry’s Artarama | Confirm the product is intended for paper, and check its own label for pH, acid-free, flexibility, and other relevant claims. |
| Starch paste or methyl cellulose | Conservation-style repairs where future release or careful handling matters | Evasol says its neutral, buffered, reconstitutable adhesive can be mixed with starch paste or methyl cellulose. JWB lists conservation adhesives for paper and book-binding restoration. Evasol; JWB | Check preparation and working time, support requirements, and whether the material is appropriate for the object. |
| Reversible conservation adhesive | Paper and book restoration where reversibility is a treatment consideration | JWB describes Evacon-R as reversible and used in paper and book-binding restoration. University Products describes its white neutral-pH conservation adhesive as water-reversible, flexible, and clear after drying. JWB; University Products | Verify the particular formulation and its suitability for the substrate and treatment. |
| General craft paper glue | Everyday art and craft work | Bostik describes a PVA paper glue for crafts that dries with a clear glue line. Bostik technical data sheet | “Paper glue” does not by itself establish archival suitability or reversibility. |
| Industrial bookbinding adhesive | Production or specialist bookbinding | Fullabond Bookbinding is one example of a product intended for book and paper binding. H.B. Fuller | Confirm application method, equipment, scale, and availability through the supplier. |
What to compare before buying
- Intended use: Prefer a product explicitly made for paper or bookbinding over one intended for unrelated materials.
- Reversibility: If future removal is important, look for a product specifically described as reversible and confirm what that means for its use. Do not assume all PVA adhesives can be reversed.
- pH and preservation claims: Check claims on the exact product. “PVA” does not automatically mean neutral-pH, acid-free, archival, or non-yellowing.
- Working time and moisture: Consider how long you need to position pieces and how much moisture the paper can tolerate. The cited sources do not provide a controlled comparison across adhesive types.
- Dry finish and flexibility: Check whether a visible glue line is acceptable and whether the product’s stated dried flexibility suits the project.
- Application scale: A product made for production binding may require different application methods or equipment than a craft adhesive.
When the paper is valuable or fragile
For a significant artwork, document, or book, the choice is not simply about getting a strong bond. The adhesive and repair method can affect future treatment. Do not apply a permanent adhesive to valuable or fragile material on the assumption that it is archival. Conservation suppliers describe reversible and restoration-oriented options, but the suitability of a product depends on the material and treatment. For an important object, consult a qualified paper conservator before repairing it.

What the product claims do—and do not—tell you
H.B. Fuller describes Fullabond Bookbinding as “a neutral pH PVA adhesive designed for the binding of books and paper products where acid free bonds are a benefit.” That is a statement about this named product, not a comparative test or a claim about all PVA adhesives. Likewise, University Products’ reversibility, flexibility, and drying-finish claims apply to its named conservation adhesive, not every white glue.
The cited product information does not establish a head-to-head ranking for bond strength, paper distortion, drying time, or aging. Performance can vary with the formulation, paper coating and weight, moisture, application, and project design. Use manufacturer or supplier claims as product-specific guidance, not as proof of a universal winner.

A practical selection sequence
- Identify the job: Decide whether you are making a craft project, binding a book, or repairing an object that needs conservation treatment.
- Set the preservation requirement: Decide whether a durable bond is enough or whether future release is important.
- Shortlist by label: For ordinary paper work, look for neutral-pH PVA made for paper or bookbinding. For restoration, compare products explicitly described as reversible or intended for conservation.
- Check handling and finish: Review the specific product’s working, moisture, flexibility, and dried-appearance claims against the paper and technique.
- Escalate significant repairs: If the material is valuable or fragile, get a conservator’s advice before applying adhesive.
