The best glue for laminated paper depends on what is being joined: plastic-film laminated paper, porous paper, or decorative laminate attached to a board. For plastic-film laminate, investigate a contact cement whose manufacturer lists both surfaces, and test a scrap first; ordinary paper PVA is not a safe default for plastic or some coated papers.
Choose glue by the materials and process

Why identifying the laminate matters
“Laminated paper” can mean paper sealed under plastic film, paper laminated to paper, or decorative laminate attached to a core or board. Those constructions do not necessarily call for the same adhesive. Identify both surfaces being joined and consider whether the work needs heat or moisture resistance and whether a press is available.
Ordinary PVA paper glue is intended for porous materials, not every glossy plastic surface. Bostik specifically says its PVA paper glue is unsuitable for plastics and some coated papers, including polyethylene-laminated paper. Conversely, Wilsonart describes a purpose-made PVA for cold-press laminate-to-substrate applications; that specialized use does not establish that ordinary craft PVA will stick to plastic film.
Contact cement for compatible laminate surfaces
Contact cement is a reasonable category to investigate when bonding plastic-film laminate to a compatible backing. Super Glue Corporation lists laminates and Formica among suitable materials, while Pioneer lists laminated plastic. These product listings are not proof that either product will bond every consumer laminating film or every backing. Confirm the exact materials on the selected product label and test a scrap.

Application instructions vary by formulation. Super Glue Corporation directs users to clean and dry the surfaces, coat both, wait 10 minutes before pressing, and allow 24 hours for optimum strength. Pioneer directs users to apply adhesive evenly to both surfaces, let it dry for 15–30 minutes without excessive drying, then join with uniform pressure; it says maximum strength takes 24 hours. These are product-specific directions, not universal timings. Always follow the chosen product’s current label and safety information.
Specialized laminate-to-board applications
Decorative laminate bonded to a wood or board substrate is a different job from gluing a plastic-film-covered sheet in a craft project. Wilsonart describes 3100 PVA Cold Press Adhesive as formulated for laminate-to-substrate cold-press work, with approximate press times of 30–60 minutes. Use it only for an application covered by the manufacturer’s directions; do not treat it as evidence that ordinary PVA works on all laminated paper.

UNIDO technical guidance also distinguishes adhesive choices by core material and process. It identifies epoxy or two-component contact glue as options for laminate board fixed to metal and recommends contact glue where a press is unavailable or impractical. These are technical application examples, not universal instructions for document repair.
How to choose and apply an adhesive
- Identify both surfaces. Determine whether the laminate is plastic film, decorative sheet, or paper, and identify the backing or substrate.
- Check the exact product label. Confirm that the manufacturer lists the materials you are joining and that the product suits the required heat and moisture resistance and available process.
- Test a scrap. Use a spare piece of the actual laminate and backing. A general material listing does not guarantee a bond to every film formulation.
- Prepare the surfaces as directed. Follow the chosen product’s instructions for cleaning, drying, and any surface preparation. Do not transfer sanding or other preparation advice from one product to another.
- Apply and join as directed. Follow that product’s own coating, open-time, pressure, and pressing instructions. Do not assume another adhesive’s timing applies.
- Allow the specified strength-development time. Avoid stressing the bond until the selected manufacturer’s stated cure or strength period has passed.
- Follow safety information. Read the label for ventilation, handling, and other precautions before using the adhesive.
Common mistakes to avoid
- Using ordinary PVA on plastic film: Bostik excludes plastics and some coated papers, including polyethylene-laminated paper, from its paper-glue use.
- Assuming every laminate is the same: Plastic-film paper, porous paper-to-paper work, and decorative laminate-to-board work are distinct applications.
- Relying on a broad compatibility phrase: A manufacturer listing “laminates” or “laminated plastic” does not prove compatibility with every consumer film or backing.
- Mixing instructions between products: Surface preparation, open time, pressure, and cure vary. Follow the selected adhesive’s label.
