Bushfire-Prone Buildings and the 90% Claim: What a National Policy Would Need to Prove

A 2020 Architecture & Design headline claimed 90% of buildings in bushfire-prone areas were not built to survive fires. The underlying source is not disclosed, so the figure cannot be treated as a verified national statistic. Here is what a credible policy would need to define, fund and measure.

The “90%” figure should not be treated as a verified national statistic. Architecture & Design published that figure in a headline on 11 November 2020, but the accessible page does not identify the underlying study, location, building population, collection date, definition of “built to survive,” or proposed policy mechanism. The headline establishes that a serious policy argument was published—not that nine out of every ten buildings in bushfire-prone areas fail a common Australian test.

A useful national policy could still be designed, but it would first need a transparent baseline, a measurable performance target, clear responsibility between governments, realistic retrofit pathways and evidence that the requirements reduce losses without making housing unaffordable or impossible to insure.

What the headline establishes—and what it does not

The source is an Architecture & Design article dated 11 November 2020. The retrieved page exposes the title and publication metadata, but not the article body or the source of its central estimate. There is no named researcher, dataset, survey method, map, sample size or calculation behind the 90% number in the available material.

That distinction matters. A headline can accurately report that someone made an estimate while still leaving readers unable to test the estimate. Until the underlying evidence is identified, the responsible wording is “a 2020 Architecture & Design headline claimed 90%,” not “90% of Australian buildings are not built to survive bushfires.”

The page also does not disclose what “national policy” means. It could refer to a building-code change, a planning rule, a national retrofit program, a funding agreement, a disclosure requirement, a data standard or another instrument. Those options have different costs, legal responsibilities and likely results.

Why a 90% estimate cannot be interpreted without definitions

A percentage is meaningful only when its numerator and denominator are clear. At least five questions must be answered before the figure can be compared with any official target or used to set a requirement.

Which places are included?

“Bushfire-prone areas” may describe a formally mapped hazard zone, a broader rural–urban interface, communities that have experienced a fire, or properties judged exposed by an insurer or local authority. Each boundary produces a different building count. A national estimate would need a published map or a reproducible rule for assigning each address to the population.

Which buildings are counted?

The denominator could include detached houses only, all residential buildings, public facilities, farms, industrial premises, temporary structures or vacant properties. A result for houses cannot be presented as a result for every building unless the study actually counted every category.

What does “built to survive” mean?

Survival is not a single engineering outcome. A policy might require resistance to wind-borne embers, limit entry points for burning debris, protect openings, reduce ignition around the structure, maintain structural stability for a specified exposure, or provide a defensible evacuation window. Those are different performance objectives. A building could meet one and fail another.

What is the reference date?

Construction rules, mapping and the building stock change over time. A survey conducted before a code revision cannot be used to describe today’s stock without saying so. The 2020 publication date is not evidence that the underlying observations were made in 2020.

How was compliance assessed?

Inspectors might have reviewed plans, visited properties, inferred construction from age, or used a statistical model. Each method has error and coverage limits. A credible estimate would publish its sampling frame, exclusions, uncertainty and validation method.

“Built to survive” needs a measurable performance target

Policy makers should replace the slogan with a testable statement. A standard might specify the hazard intensity considered, the parts of a building covered, the time period for maintenance, and the consequence of partial failure.

  • Hazard definition: identify whether the target concerns embers, radiant heat, direct flame contact, wind, smoke, or a defined combination.
  • Building scope: state whether the requirement applies to new construction, existing buildings, extensions, renovations, public assets, or all of these.
  • Performance level: describe the expected outcome, such as preventing ignition under a stated test condition or maintaining a specified structural function.
  • Maintenance period: explain which elements require inspection or replacement and how often compliance must be checked.
  • Evidence method: specify whether compliance is shown by a product test, engineering calculation, certified design, inspection record or another accepted method.

Without those details, “survive” can imply a guarantee that no building standard can honestly provide. A standard can reduce risk under defined conditions; it cannot promise that a structure will remain safe in every fire.

What a national policy could do

A national approach does not necessarily mean one identical rule for every property. It could establish common definitions, minimum performance outcomes and shared data while allowing jurisdictions to apply them through their own planning and building systems.

Set a common evidence and terminology framework

The first step would be a public specification for hazard zones, building categories, test methods and reporting. That would make estimates from different states, councils or research groups comparable. It would also prevent a headline percentage from being treated as a national baseline when it was actually drawn from one locality or building type.

Define minimum outcomes for new work

New construction is the clearest place to require documented performance because designs, materials and approvals are being decided before work begins. A policy could set an outcome-based baseline and identify accepted ways to demonstrate compliance. The rule would need to say which authority checks the design and what happens when evidence is incomplete.

Create practical pathways for existing buildings

Most existing buildings cannot be rebuilt to the same specification as a new project. A retrofit framework would need a risk-prioritised sequence, approved evidence methods and a way to handle buildings where full compliance is technically or financially impossible. It should distinguish urgent risk reduction from improvements that are desirable but less consequential.

Coordinate planning, building control and emergency management

Construction requirements alone do not answer where development should occur, how access and evacuation are managed, or how public warnings operate. A national framework would need an explicit division of responsibilities so that a building approval is not mistaken for a guarantee of safe evacuation or community protection.

Support compliance rather than relying only on penalties

Small owners, community organisations and local authorities may lack the money or technical staff to interpret a complex standard. Grants, technical guidance, accredited assessors and simple documentation could improve uptake. Enforcement still matters, but a rule that cannot be understood or afforded will produce uneven protection.

Policy options and the questions each must answer

Policy option Primary coverage Questions that must be answered
Common national performance framework Definitions, hazard classes and minimum outcomes Who maintains the framework, how are test methods updated, and how are regional hazards represented?
Requirements for new construction New homes and other new buildings Which projects are covered, who certifies compliance, and how are planning and building approvals coordinated?
Existing-building retrofit program Buildings already in exposed areas Which properties are prioritised, who pays, what evidence is accepted, and how is maintenance verified?
National data and disclosure system Building attributes, hazard exposure and upgrade status What data are collected, who can access them, how is privacy protected, and how are errors corrected?
Funding and technical-assistance package Owners and councils that cannot meet requirements alone How is eligibility determined, is support recurrent or one-time, and how is value measured?

These options are not mutually exclusive. A performance framework without funding may leave vulnerable owners behind; funding without a common measurement system makes it difficult to show whether risk is actually falling.

  1. A defined population: the proposal says which jurisdictions, hazard zones and building types are included.
  2. A baseline: the current level of compliance is measured with a disclosed method, not only a headline percentage.
  3. A performance target: the desired building outcome is expressed in testable terms.
  4. An implementation owner: the document names the government body, regulator or assessor responsible for each step.
  5. A funded pathway: costs, grants, workforce capacity and timing are addressed for both new work and retrofits.
  6. Evaluation: the policy states what will be measured, when results will be reviewed and how the rules will change if they do not work.

If any of these is missing, the proposal may still be a useful starting point, but it is not yet a complete national program.

What the 90% claim would need to become reliable evidence

The estimate could be checked if its underlying source were published with enough detail to reproduce the calculation. That disclosure should include:

  • the study’s author or commissioning organisation;
  • the date or period when observations were collected;
  • the geographic boundary and the map used;
  • the building types and number of properties assessed;
  • the precise pass/fail definition for “built to survive”;
  • the inspection, modelling or survey procedure;
  • excluded properties and missing data;
  • uncertainty or a confidence interval; and
  • the denominator used to calculate 90%.

It should also show whether the number is a national estimate, a regional result or an extrapolation. A small survey can identify a serious local problem without supporting a national percentage.

What owners and practitioners can responsibly infer now

The available evidence does not establish that a particular building is unsafe, compliant or non-compliant. It also does not identify a nationally applicable retrofit checklist or prove that any specific material, design or product would ensure survival.

Owners, designers and managers should therefore avoid using the headline as a substitute for the rules that apply to their property. The relevant planning authority, building regulator or qualified professional can explain which hazard mapping, approval pathway and inspection evidence govern a project. Those requirements may differ by jurisdiction and by whether the work is new construction, an alteration or maintenance.

For a building assessment, request the assumptions in writing: the hazard classification, the performance objective, the evidence supporting each measure and the inspection or maintenance obligations. Keeping those records makes later review possible and prevents a broad public statistic from being mistaken for a site-specific assessment.

Why a national policy cannot be judged by a single percentage

Even a well-supported baseline would not, by itself, show that a policy works. A lower share of buildings failing a checklist could reflect new construction, demolition, changed mapping, improved inspections or a change in the definition. Conversely, a stable percentage could conceal meaningful improvements in the highest-risk properties.

Evaluation should track several outcomes separately: compliance with the stated standard, completion of priority retrofits, inspection quality, maintenance over time and losses in comparable events. It should also report who benefits and who faces the cost. A policy that raises paper compliance while excluding low-income owners or remote communities would leave an important part of the risk unresolved.

The information still missing from the 2020 headline

The source page does not identify the proposed national mechanism, the responsible institutions, current jurisdictional requirements or evidence of effectiveness. It supplies no attributable quotation from a regulator, standards body, researcher or government document. Those omissions prevent a factual comparison of policy designs and prevent the 90% figure from being presented as independently verified.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

That limitation is not a reason to dismiss the underlying concern. It is a reason to demand a better-defined claim. Public debate is more useful when readers can see exactly which buildings are counted, what “survival” means, who must act and how success will be measured.

Bottom line for readers

The 90% statement is an unverified figure appearing in an Architecture & Design headline from 11 November 2020, not an established national measurement. A national policy could help only if it turns the concern into a transparent system: shared definitions, measurable building outcomes, clear jurisdictional responsibility, workable retrofit support and independent evaluation. Until the underlying source and method are disclosed, treat the number as a prompt for scrutiny rather than a fact on which to base a building decision.
