Can Safety Window Film Make School Windows Safer? Lessons From Victoria’s 2006 Programme

A 2006 Victorian school programme used safety glazing and window film across about 1,600 schools. Here is what film can do, where it falls short and how to evaluate a current system.

Yes, but only for a specific glazing problem. Safety window film can help hold broken glass together and reduce the spread of shards after accidental impact. A properly engineered film system may also delay forced entry when the film is bonded to the frame with an approved attachment. It does not, by itself, make a school secure, stop an intruder or provide bullet resistance.

The often-cited Bekaert example comes from a 12 October 2006 report about Victoria, Australia. That report described a large programme to bring school glazing toward human-impact safety requirements. It is useful historical evidence of how film was used alongside replacement safety glass, not proof that a current Bekaert product meets any particular school’s security level.

What the Victorian school programme actually involved

Architecture & Design reported in 2006 on Victoria’s Schools Glass Rectification Programme. The programme addressed the risk of people colliding with hazardous glazing, a different objective from defending a school against deliberate attack.

The report said approximately 1,600 schools and approximately 140,000 square metres of glass were involved. Schools either replaced panes with safety glazing or applied safety window film where the assessment required it. Bekaert Specialty Films was reported to have supplied more than half of the window film required for the project.

Those figures describe the 2006 project as reported at the time. They are not a current school count, a current market-share figure or an independently audited measurement of injury reduction. The article referred to Australia’s AS 1288 human-impact standard, with reference to AS 2208. Anyone planning work now should have the applicable requirements confirmed for the jurisdiction, building type and project date rather than assuming those historical references are still the complete rule set.

Safety glazing and security glazing solve different problems

Calling a pane “safer” without defining the hazard leads to expensive mistakes. Safety glazing is primarily intended to reduce injury when a person accidentally strikes glass. Security glazing is selected for resistance to intentional attack and for the time it can create for people to respond.

Objective Typical hazard What the system is expected to do Evidence to request
Basic human-impact safety A pupil, staff member or visitor walks or falls into a pane Reduce dangerous breakage and contain fragments Compliance with the current local safety-glazing standard for the glass and location
Enhanced impact or containment Repeated impact, larger panes or a higher-consequence location Keep broken pieces together and limit fallout Test data for the complete glass, film, attachment and frame assembly
Forced-entry resistance Someone strikes, cuts or pries at a window Resist or delay penetration long enough for detection or response A test classification or report matching the intended attack method
Ballistic protection Firearm projectiles Meet a defined ballistic-resistance level Ballistic test certification for the exact construction
Blast mitigation Pressure wave and flying fragments from an explosion Reduce fragment hazards and manage pressure effects A blast-engineering assessment covering glazing, frames and anchorage

The National Glass Association’s Technical Services Division states in its 2024 school-security guidance, FB71-24: “Security glazing tends to be defined as glass that resists intentional attack to provide safety and/or time for reaction.” That definition explains why a product that improves fragment retention may still be unsuitable where a school needs a tested forced-entry or ballistic system.

How safety film changes broken-glass behavior

Safety film is a thin layer applied to an existing pane. When the glass breaks, the film can hold pieces together instead of allowing a loose shower of fragments to fall into a classroom, corridor or playground. A clear film can therefore improve the consequences of a breakage event without replacing the pane.

Retention is not the same as structural strength. The pane can still crack, flex or detach from its frame. The result depends on the glass type and thickness, frame condition, building construction, film chemistry, application quality and the way the film is attached at the perimeter.

For example, current guidance from 3M says its Safety & Security Window Film used with its Impact Protection Attachment sealant can help keep broken glass in a frame and can help delay forced entry. The same manufacturer states that the film is not bullet-resistant and does not stop intruders, and that the attachment is required in specified applications. Those are product-specific statements; they should not be transferred automatically to Bekaert films or to every film installation.

What film can and cannot do in a school

Potential benefits

  • Contain fragments after accidental breakage, reducing the area exposed to loose shards.
  • Improve the performance of some existing glazing without removing every pane immediately.
  • When paired with a tested perimeter attachment, add delay against certain forms of forced entry.
  • Allow a phased programme in which the highest-risk panes are addressed first.

Important limits

  • Film does not make ordinary annealed glass equivalent to every type of laminated or security glass.
  • It does not guarantee that a pane will remain in its frame under a severe impact.
  • It is not a substitute for a tested ballistic product and should not be described as bullet-resistant without the relevant certification.
  • It cannot prevent an intruder from entering through a door, wall, roof or an unprotected adjacent pane.
  • It cannot, on its own, eliminate blast risk. The Royal Canadian Mounted Police guidance stresses that glazing is only one part of blast protection and discusses frame anchorage and other measures.

Choose the performance level by threat, not by product name

Accidental human impact

Start with locations where people could walk or fall into glass: doors, sidelights, low-level panes, circulation routes and areas beside play spaces. The question is whether the existing pane and its markings, dimensions and position meet the current safety-glazing rules. Replacement safety glass may be the most direct remedy. Film may be considered where the assessment and the film system provide the required fragment-retention performance.

Forced entry

If the concern is a person deliberately breaking a window, specify the attack scenario. A film that retains fragments may slow access, but delay depends on the attachment to the frame and on what happens at the glass edge. Ask for test evidence on the complete assembly, not just a film thickness or a laboratory result for a different frame.

Ballistic threat

Ballistic protection is a separate engineering requirement. A clear safety film with fragment-retention claims should not be represented as stopping bullets. The school must define the weapon and ammunition threat, required protection level, acceptable visibility and the tested glazing construction.

Blast and severe external hazards

Blast design requires more than a surface layer. Pressure, frame anchorage, mullions, walls and the direction of expected fragments all matter. Use a qualified security or façade engineer to coordinate the glazing with the rest of the building envelope.

A practical process for evaluating a film proposal

  1. Document the hazard. Record whether the project addresses accidental impact, vandalism, forced entry, ballistic risk, blast or several hazards. Note the rooms, occupancy, access routes and consequences of failure.
  2. Survey every relevant opening. Identify glass type, thickness, pane size, edge condition, glazing bead, frame material, opening hardware and nearby doors or transoms. Photograph defects and signs of frame movement.
  3. Set the required performance. Use the current local standards and a threat assessment to decide whether you need basic safety glazing, enhanced containment, forced-entry resistance, ballistic protection or blast mitigation. The National Glass Association describes these as distinct categories.
  4. Match the exact system. Obtain technical data for the proposed film, compatible glass, primer or attachment, sealant, edge treatment and frame. A result for one pane construction cannot be assumed for another.
  5. Check the attachment method. Confirm whether a perimeter attachment is required, which surfaces receive it, how corners and joints are treated, and whether the existing frame can transfer the load.
  6. Verify testing and certification. Ask for the test standard, specimen dimensions, glass build-up, frame type, mounting method, impact or attack sequence and pass/fail criteria. Reject marketing language that does not identify a test or classification.
  7. Confirm current compliance. Have the designer or building surveyor check the requirements in force for the school’s jurisdiction. The 2006 Victorian references are historical and may not be sufficient for a new installation.
  8. Use qualified installation. Require installers to follow the film manufacturer’s preparation, curing, edge-sealing and attachment instructions. Poor cleaning, trapped contamination or an incomplete perimeter bond can undermine the intended performance.
  9. Inspect and record the work. Keep batch information, product data sheets, installer credentials, photographs of concealed edges, test documents and warranty terms. Schedule inspections for lifting edges, failed sealant, frame corrosion and damaged panes.

Why the frame and installation can decide the outcome

A window is an assembly, not just a sheet of glass. Current manufacturer guidance warns that glass type and thickness, frame quality, building construction and installation details affect results. If the pane breaks but the frame releases, a film may remain attached to a piece of glass that has already fallen out. If the film is not bonded at the perimeter where the design requires it, the system may provide retention but little delay against entry.

Compatibility also matters. Some plastics, coatings, laminated interlayers, paints, gaskets and sealants can react with a film adhesive or prevent a reliable bond. Existing frames may be loose, corroded or too shallow for the specified attachment. A competent survey should identify those conditions before the school orders material.

Maintenance staff need a simple inspection plan. Look for bubbles that extend to the edge, lifting or peeling, cracked panes, failed sealant, frame movement and damage caused by cleaning tools. Film is not a reason to ignore a broken pane: once glass or its frame is compromised, isolate the area and arrange repair under the school’s safety procedures.

What can be established about Bekaert today

The historical report names Bekaert Specialty Films as a supplier to the Victorian programme and attributes more than half of the required film supply to that company. A Ghent University-hosted academic document identifies clear Armorcoat safety window film as a Bekaert Specialty Films product and describes the fragment-retention role of film.

Those sources do not establish present ownership of the Bekaert brand, current product availability, current specifications, a current affiliate programme or compliance with a particular school’s requirements. They also do not independently measure the programme’s injury outcomes. Treat the Bekaert reference as a record of a 2006 supply role, then evaluate any current product under its present technical documentation and test evidence.

Planning procurement without confusing retail claims and tested performance

A school can buy film as a physical product, but a retail listing is not evidence that the item is certified for school security. Before purchase, obtain the manufacturer’s current data sheet, installation instructions, compatibility list, warranty and test reports. Confirm that the documents identify the exact film, attachment and glass/frame assembly proposed for the school.

For a multi-building campus, the more useful first purchase is often a glazing assessment. A qualified assessor can map panes, rank hazards, identify where replacement glass is preferable to film, and specify attachment and installation requirements. The assessment should also coordinate windows with locks, doors, alarms, lighting, evacuation routes and emergency response; film addresses only the glazing component.

Questions a school board should put in writing

  • Which hazard is this system designed to address, and which hazards are outside its scope?
  • What exact glass, frame, attachment and installation method were tested?
  • What performance classification or test report applies to this configuration?
  • Does the proposal rely on a perimeter attachment, and is the existing frame suitable for it?
  • Which current local standards and approvals govern the work?
  • What inspection, cleaning and replacement procedures apply after installation?
  • What happens if a pane breaks, the film edge lifts or the frame moves?

Safety window film can be a practical part of a school glazing strategy when the hazard is defined and the complete system is specified. The Victorian programme shows that film was used alongside replacement safety glazing at substantial scale. It does not show that film alone delivers school-wide security. The reliable decision is the one that links a documented threat to tested glazing, sound frames, correct attachment and qualified installation.
