Replacing part of the clinker in cement is one of the most practical ways to reduce concrete’s embodied CO2. Fly ash, slag cement, natural and calcined pozzolans, silica fume, ground-glass pozzolan, limestone and newer alternative binders can lower emissions, but none is a universal drop-in replacement. The right choice depends on the source, transport distance, applicable standards, required strength and durability, curing conditions, supply continuity and a product-specific environmental product declaration (EPD).

For a structural project, treat a substitute as a qualified constituent in a validated mixture—not as a generic “green cement” label. Ask for current technical data and an EPD, then verify the proposed mixture with the engineer of record and preconstruction testing.

Why reducing clinker lowers cement CO2

Portland cement is made by heating limestone and other raw materials to produce clinker, then grinding that clinker with smaller quantities of other constituents. The kiln requires substantial heat, and the limestone releases process CO2 as it is chemically converted to lime. Replacing a portion of clinker with a supplementary cementitious material (SCM) or another approved constituent can therefore reduce the emissions assigned to a unit of cement, provided the replacement does not create larger impacts elsewhere.

Clinker substitution is one lever among several. The International Energy Agency’s 2025 cement-sector reporting says direct CO2 emissions intensity has remained broadly unchanged since 2015, even though total emissions recently fell as production declined. Its 2018 roadmap described a scenario for cutting direct cement-sector CO2 emissions 24% below then-current levels by 2050. That older figure is a scenario, not a present-day performance guarantee, but it illustrates why material efficiency, alternative fuels, clinker substitution and carbon capture are considered together.

“Lower carbon” does not mean zero carbon. The result must be calculated for the actual cement or concrete product, declared unit, manufacturing route, electricity mix, transport assumptions and project baseline.

What counts as a cement substitute?

In most projects, the substitute replaces only part of the clinker or Portland cement. SCMs react with cement hydration products, contribute to strength, or improve durability; some are mainly used in small quantities to refine the pore structure. A blended cement is manufactured with more than one principal constituent, while a performance-based concrete mixture may combine a conventional cement with an SCM added at the concrete plant.

Alternative binders aim to replace a larger share of conventional clinker chemistry. Their maturity ranges from established commercial products to pilot-stage technologies, so code recognition, local production and long-term field evidence must be checked individually. A cement substitute is suitable only when its measured performance meets the project specification.

Available materials and their practical trade-offs

Material or system How it reduces clinker demand Important project considerations
Fly ash Used as an SCM in blended cement or concrete. Source chemistry, fineness and seasonal supply affect setting, strength development and durability. Future availability may be influenced by changes in coal-fired power generation.
Slag cement Ground granulated blast-furnace slag replaces part of cement. Can support durability and later-age strength, but early-age strength, curing temperature and regional supply require verification. Availability is linked to iron and steel production.
Natural pozzolan Reactive volcanic or other siliceous material supplies pozzolanic activity. Performance varies sharply by deposit and processing. Confirm the applicable specification and test the exact source.
Calcined clay Heat-activated clay provides a reactive aluminosilicate constituent. Clay mineralogy, calcination quality, water demand, color and local kiln capacity govern performance and cost.
Silica fume Highly reactive silica replaces a small cement fraction and densifies the paste. Often increases water demand and cohesion; admixture dosage, finishing and curing are critical. It is not interchangeable with a high-volume SCM.
Ground-glass pozzolan Finely milled suitable glass supplies reactive silica. Glass composition, grinding, alkali-silica-reaction control and collection logistics must be documented.
Limestone Finely ground limestone can replace part of clinker in cement. Replacement level, particle grading and compatibility with other constituents determine strength and durability.
Volcanic ash or rice husk ash Regionally available ashes can provide pozzolanic activity after suitable processing. Quality consistency, contaminants, processing energy and standards acceptance are source-specific.
Alternative binders Some systems seek to avoid a substantial share of conventional clinker process emissions. Commercial maturity, raw-material supply, codes, durability evidence and contractor familiarity vary widely.

The categories above are not interchangeable. ASTM’s standards catalogue covers coal ash and natural pozzolan, silica fume, ground-glass pozzolan and blended SCMs separately because each material requires its own definition, test methods and acceptance criteria.

LC3: limestone calcined clay cement

LC3 stands for limestone calcined clay cement. It combines limestone with calcined clay so that a relatively abundant, low-grade clay can contribute reactive material while limestone fills and reacts within the cement system. The LC3 Project states that the process can reduce CO2 emissions “up to 40%.” That is the project’s stated potential, not a guaranteed saving for every formulation, plant, transport distance or baseline.

To evaluate an LC3 proposal, obtain the producer’s formulation, calcined-clay source and process data, then compare its EPD with the incumbent cement on the same declared unit and life-cycle boundary. Confirm that the local building code and project specification recognize the cement type, or document an approved performance-based route. Concrete trials should measure setting, heat development, early and later strength, shrinkage, permeability and finishing behavior under expected site conditions.

How to select a substitute for a real project

Use the following decision axes before naming a preferred material:

Decision axis Questions to answer
Carbon result What is the clinker-replacement percentage, and what is the product’s global-warming-potential result in its current EPD? Is the comparison made against the same cement or concrete baseline?
Local source and transport Where is the SCM quarried, processed or recovered? What inbound distance, transport mode and handling losses are included? A distant low-carbon material can lose part of its advantage.
Standards and acceptance Which ASTM, EN, CSA or local specification applies? Is the material listed as an accepted constituent, or will the project need a performance-based approval?
Mixture performance Can the proposed mixture meet required compressive strength, flexural strength, permeability, freeze-thaw resistance, sulfate or chloride exposure, shrinkage and fire requirements?
Construction behavior How will setting time, slump retention, pumping pressure, finishing window, curing temperature and form-stripping schedule change?
Supply and cost Can the supplier provide the required volume for the entire placement schedule? Are storage silos, separate batching bins or revised admixture controls needed?

Do not choose the material with the largest advertised replacement percentage by default. A lower replacement that is consistently available and performs in the required exposure may deliver a better whole-project outcome than a theoretically larger reduction that causes delays, rejected loads or premature repairs.

Qualify the source and mixture before construction

ASTM C1709-22 is a guide for evaluating alternative SCMs. ASTM also notes that SCM performance is commonly verified in the specific concrete mixture before construction. That means a certificate for the material alone is not enough: cement chemistry, aggregate, water, admixtures, batching sequence, curing and weather can change the result.

  1. Define the performance brief. Record strength at each acceptance age, exposure classes, permeability or diffusion limits, temperature limits, shrinkage criteria, finish requirements and placement method.
  2. Obtain source documentation. Request the current technical data sheet, certificate of analysis, applicable material standard, production location, batch consistency data, safety information and EPD.
  3. Run laboratory trial mixtures. Test the proposed cement-SCM combination at the intended water-to-binder ratio and admixture dosage. Include at least one control mixture so changes can be quantified.
  4. Measure fresh and hardened properties. Check slump or flow retention, air content, setting, temperature rise, bleeding, finishability, early strength, specified-age strength and durability indicators relevant to the exposure.
  5. Conduct a field or preconstruction placement. Reproduce delivery time, pumping, formwork, curing method and ambient conditions. Record any adjustment to admixture dosage or finishing sequence.
  6. Write acceptance limits into the specification. Identify the approved source, allowable substitutions, testing frequency, curing requirements and procedure for a source change.

For structural work, the engineer of record and the governing jurisdiction decide whether the mixture is acceptable. A supplier’s sustainability claim cannot override a code requirement or a project-specific durability design.

How to use EPDs without making a false comparison

An EPD is an independently verified summary of a product’s environmental impacts. It is useful only when two declarations describe comparable products under compatible rules. Check all of the following before comparing numbers:

  • Product type: cement, cementitious binder, ready-mix concrete or another declared product.
  • Declared unit and strength class, if applicable.
  • Life-cycle modules and system boundary, including raw materials, manufacturing, transport, use and end of life.
  • Product category rules (PCR), version and program operator.
  • Manufacturing plant, electricity assumptions and transport distances.
  • Publication, verification and expiration dates.

The American Cement Association says North American cement PCR v4.0 was published on July 2, 2025. Older EPDs are not automatically invalid because a newer PCR exists; an individual declaration may remain valid for up to five years. Check the document itself for its validity period, PCR and verifier rather than applying a blanket date rule.

Specification and procurement workflow

  1. Set a carbon target that can be audited. Define a maximum GWP per cubic metre or per unit of strength, the life-cycle stages included and the reference baseline.
  2. Survey regional supply. Contact cement terminals, ready-mix producers, SCM processors and recyclers within the project’s delivery radius. Ask about annual capacity, lead times, storage and backup sources.
  3. Write performance-based language. State required properties and testing rather than naming a material solely because of its marketing category. Where a prescriptive standard is required, list the permitted constituent and grade.
  4. Require submittals before ordering. Review the EPD, PCR, technical data, certificates, source location, mixture proportions and trial results as one package.
  5. Protect continuity. Require advance notice of source or formulation changes and define retesting triggers. A substitute that cannot be delivered for the final pours is not a project solution.
  6. Track delivered performance. Record batch tickets, test results, curing conditions and rejected loads. Preserve the documentation for commissioning, future maintenance and carbon reporting.

Construction effects designers should anticipate

Strength development

Some SCM mixtures gain strength more slowly at early ages but match or exceed the specified later-age strength. That can affect form removal, post-tensioning, traffic opening and commissioning. Set acceptance ages and schedule allowances before work begins.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Workability and finishing

Silica fume, fine glass powder and some calcined materials can increase cohesion or water demand. Slump-retaining admixtures, revised batching order and a documented finishing window may be necessary. Adding water on site can erase both performance and carbon assumptions.

Curing and temperature

Hydration rate changes with cement chemistry, SCM percentage and temperature. Cold weather may delay strength; high-volume reactive systems can require different temperature controls. Specify curing duration and protection based on trial data, not on the conventional cement schedule.

Durability

Well-designed SCM mixtures can reduce permeability and improve resistance to selected exposures, but the benefit is not automatic. Chloride ingress, sulfate attack, alkali-silica reaction, carbonation, freeze-thaw cycling and shrinkage must be evaluated for the actual materials and exposure class.

Common mistakes and how to avoid them

  • Treating “up to” as a guaranteed reduction: preserve the qualifier and verify the actual product EPD.
  • Comparing unlike EPDs: align product type, declared unit, boundary, PCR and date before ranking values.
  • Assuming all fly ash, slag or pozzolan behaves alike: qualify the specific source and test the proposed mixture.
  • Ignoring transport and storage: include source-to-plant distance, handling and backup supply in the project assessment.
  • Substituting without code review: confirm current standards and jurisdictional acceptance before specification.
  • Changing suppliers mid-project without retesting: require documented equivalence and repeat the tests triggered by the change.
  • Using a carbon target that conflicts with durability: never reduce binder or curing controls below what the exposure and service life require.

The practical conclusion is straightforward: clinker substitution is a credible, available pathway to lower embodied CO2, but the winning material is the one that has a verified carbon result, a dependable local supply, code acceptance and demonstrated performance in the actual mixture and exposure. Treat those checks as part of design—not as paperwork after a product has been selected.
