Designing for circularity means making whole-life decisions that keep buildings, components and materials useful for as long as possible. Start by asking whether an existing building or component can meet the need, then design the retained or new asset for durable use, changing requirements, efficient resource use, disassembly and credible recovery routes. Operational energy matters, but so do the emissions and waste embodied in materials, products and construction.
This is a project-planning approach rather than one universal building code. Local regulations, safety rules, procurement conditions, technical capacity and material markets determine which choices are legal and feasible on a particular site.

What does circular design mean in architecture?
The European Commission describes circular building design as an approach focused on durability and adaptability, waste reduction and high-quality waste management. Its suggested approach is aligned with the voluntary Level(s) framework, not a binding requirement in every jurisdiction. Read the Commission’s explanation in Designing buildings in the context of the circular economy.
A circular project seeks to avoid unnecessary construction, retain the value of existing assets, use resources efficiently and keep options open for adaptation, reuse and recovery. Recycling has a role, but it is not automatically the first or highest-value response. Reuse keeps a product or component in service, while recycling processes material into another use; the practical and environmental result depends on condition, contamination, transport, processing energy, safety and the next available use.

The UK National Design Guide describes the circular economy through three principles: designing out waste and pollution, keeping products and materials in use, and regenerating natural systems. Its guidance says: “They follow the principles of whole life carbon assessment and the circular economy, reducing embodied carbon and waste and maximising reuse and recycling.” That is UK government guidance, not a universal code, so apply it alongside the rules for the project’s location.
Begin with the need and the assets that already exist
The most consequential circular decision can occur before a site is cleared or a material is specified: determine whether the client’s need can be met without a wholly new building. Retaining, extending or changing an existing structure can preserve component value and local character while avoiding new extraction and construction. The UK National Design Guide specifically links reuse and adaptation of existing buildings with reduced resource consumption and response to local context.

Test the brief before choosing a new-build solution
- Define the required capacity, functions, performance, accessibility, safety and service life rather than assuming a particular building type.
- Survey existing buildings, foundations, façades, services, interiors and site infrastructure. Record condition, dimensions, ownership, hazardous materials, code constraints and likely remaining life.
- Compare retention, partial adaptation, extension, relocation of components and new construction against the same functional brief.
- Include temporary or shared use where it can satisfy the need and avoid locking in excess floor area.
Do not declare renovation superior by default. Existing structures may require intensive strengthening, remediation or services upgrades, while a new building may deliver a longer service life or materially better operational performance. Make the choice with a whole-life assessment, not with embodied-carbon assumptions alone.
A practical four-part framework for project decisions
The Ellen MacArthur Foundation and Arup’s Circular Buildings Toolkit, published 15 March 2022 and described as a live, updated resource, organizes decisions into four moves. The toolkit says it uses a high-level framework to “build nothing, build for long term value, build efficiently, and build with the right materials.” Treat this as a planning sequence, not a legal hierarchy or a guarantee of environmental benefit.

How do durability and adaptability work together?
Durability is not simply a product label. The European Commission’s 2022 study, Circular economy principles and how to design buildings, explains that longevity, adaptability, waste generation and resource efficiency are shaped by material quality, spatial and component assembly, workforce skills, environmental context, operating conditions and maintenance. These are linked delivery conditions.
Design for a realistic service life
- Specify performance and expected service life for the exposure conditions, not an abstract “permanent” material.
- Protect vulnerable components from moisture, ultraviolet light, abrasion, corrosion, pests and incompatible cleaning regimes.
- Provide inspection access and replaceable wear layers so a failed finish or fitting does not require demolition of adjacent work.
- Assign maintenance responsibilities, intervals, access equipment and compatible replacement products before handover.
Make change possible without wholesale demolition
Map likely changes in occupancy, room sizes, equipment, acoustic needs, energy systems and accessibility. Separate short-lived layers such as finishes, furniture and services from longer-lived structure where feasible. Allow routes, zones and connection points for future services, and avoid geometry that makes a modest change require extensive cutting or hazardous disturbance. Adaptability has to be affordable and safe to execute; an unused theoretical option is not a circular outcome.
How can a building be designed for reuse?
Reuse planning starts with information and a credible next user. A component is only reusable if its condition, dimensions, performance, ownership, removal method and market are understood well enough for another project to specify it.
Plan component value during concept design
- Map layers and lifespans. Identify structure, envelope, internal partitions, services, finishes and furniture, then record expected replacement cycles and dependencies.
- Use accessible assemblies. Favor connections and interfaces that can be inspected, repaired and separated without damaging components, while meeting structural, fire, acoustic, moisture and seismic requirements.
- Standardize where it helps. Repeated dimensions, interfaces and component families can simplify maintenance and future reuse, but do not impose a system that conflicts with local skills, availability or performance needs.
- Protect components during construction. Sequence work, storage and handling to prevent damage, contamination and loss of warranties.
- Write recovery requirements into contracts. Require inventories, selective removal, segregation, testing, chain-of-custody records and named destinations where these are feasible.
- Verify the next use. Check whether a component can satisfy the receiving project’s code, warranty, insurance, performance and aesthetic requirements; otherwise identify recycling or other recovery routes.
Design for disassembly without claiming a universal best connection
Design for disassembly is an approach, not a promise that every bolted, dry or modular connection is automatically better. The right assembly depends on loads, fire and moisture protection, movement, acoustics, tolerances, installation sequence, local technical rules and the skills available to remove it safely. Document how components are joined, what tools are needed, which elements must be removed first and how temporary stability is maintained.

Build efficiently and reduce waste before it is created
Efficiency concerns quantities and process as much as operational performance. Coordinate structure, envelope and services before fabrication; use accurate quantity take-offs; order to verified dimensions; and plan storage, cutting and returnable packaging. Prefabrication or modularization can reduce site waste in some contexts, but transport, tolerances, replacement parts and future alteration must be assessed rather than assumed.
Separate unavoidable hazardous or contaminated streams from clean materials. Record construction and demolition waste by type and destination, and investigate causes of off-cuts, rework and damage. A waste contractor’s recycling rate is not a substitute for designing out excess material or preserving a component for direct reuse.

Evaluate materials against the project’s required performance and the entire life cycle: extraction, manufacturing, transport, installation, maintenance, replacement, operation and end of use. Reused products may retain more value than materials sent for recycling, but condition testing, cleaning, transport and compliance can change the result. Recycled content can reduce demand for virgin feedstock, yet it does not by itself make a product durable, repairable or recoverable.
Keep the assembly legible. Avoid unnecessary composites, permanent adhesives or inseparable layers when they prevent repair or recovery, but do not reject them categorically where they are needed for safety, weathering or long service life. The 2025 Circularity in the Built Environment: A Reading Guide identifies design for disassembly and material reuse as relevant approaches; project requirements and local technical constraints still govern the specification.

RESET’s Embodied Circularity Standard illustrates an important terminology distinction: its “Embodied Circularity” assessment addresses raw-material inflows and end-of-life outflows, while “Reuse” describes products or materials reused from other projects. Do not treat a favorable circularity accounting result as proof that an existing product was reused, or vice versa.
How should whole-life carbon affect material choices?
Whole-life carbon combines embodied emissions from materials and construction with operational emissions over the assessment period, plus relevant maintenance, replacement and end-of-life effects. Circularity and operational energy performance therefore need to be evaluated together, especially when comparing renovation with new construction.
| Decision axis | Questions to answer |
|---|---|
| Retained asset and component value | What structure, envelope, services or finishes remain in useful service, and what work is required to retain them? |
| Embodied and operational carbon | How do construction, replacements, energy demand and end-of-life scenarios compare over the stated study period? |
| Durability, adaptability and maintenance | Will each option withstand local exposure and changing use, and can it be inspected and repaired? |
| Reuse, recovery and end-of-life | Are removal, testing, storage, resale, take-back, recycling or disposal routes actually available? |
| Quantities, waste and lifespans | What are the material quantities, expected replacement cycles and construction or demolition waste streams? |
| Local delivery conditions | Do codes, procurement rules, workforce skills, transport distances and markets support the proposed solution? |
There is no universal winner between renovation and new build, or between two materials. State the assessment boundary, service-life assumptions, energy model, maintenance plan and end-of-use scenarios so decision-makers can see which conditions drive the result.

Level(s), Putting circularity into practice (European Commission, 2021) is a voluntary reporting framework. Its Macro-objective 2 addresses resource-efficient and circular material lifecycles through four indicator areas:
Best Value
- 2 Inch Angled Paint Brush for Precision Cutting-In – Designed for clean, sharp lines around trim, baseboards, ceilings, corners, and detailed edge work. The perfect size for control and coverage.
- Value 3-Pack for Pros & DIY Projects – Includes three professional 2-inch angled sash brushes — ideal for contractors, remodelers, and homeowners tackling multiple rooms or repeat paint jobs.
- Smooth Results on Walls, Trim & Cabinets – Great for interior wall painting, cabinet edges, furniture projects, and trim work where a smooth finish and crisp control matter most.
- Works with Latex Paint, Oil-Based Paint & Stains – Premium synthetic filaments hold more paint, reduce streaks, and provide a clean finish with latex paints, oil coatings, and wood stains.
- Works with Latex Paint, Oil-Based Paint & Stains – Premium synthetic filaments hold more paint, reduce streaks, and provide a clean finish with latex paints, oil coatings, and wood stains.
| Level(s) indicator area | What to assemble |
|---|---|
| Bill of quantities, materials and lifespans | Quantities, material descriptions, component locations, expected lifespans and replacement assumptions |
| Construction and demolition waste | Predicted and actual waste by stream, prevention measures and destinations |
| Design for adaptability and renovation | Scenarios for changed use, access, services, partitions and future upgrades |
| Design for deconstruction | Assembly logic, connection details, removal sequence, component identification and recovery routes |
Using these indicators can expose missing information and make options comparable. It does not, by itself, certify a building as circular or establish that a claimed reuse route will occur.
What is a material passport or building logbook?
A material passport is a structured record of component identity, composition, dimensions, performance, hazards, location, ownership, maintenance and removal information. A digital building logbook can hold this and other project data across design, construction, operation and alteration. The 2022 EU study notes that Level(s) data and related information could potentially be stored in a Digital Building Logbook; the 2025 EU reading guide lists passports and digital tools as useful resources.

Set information requirements at procurement, use consistent identifiers, link records to drawings and update them after substitutions, repairs and renovations. Treat the system as decision support, not an outcome: a passport does not create a reuse market, prove safety, guarantee availability or ensure that a recovered component will be reused.
Policy, standards and project responsibility
Guidance is developing unevenly. An OECD report section based on the OECD Global Survey on Whole Life Carbon of Buildings (2024) reports that 11 of 15 responding governments (73%) selected a regulatory measure concerning reuse of existing materials, and 9 of 15 responding cities and countries (60%) selected standards for voluntary initiatives. These are percentages of survey respondents, not all governments or cities worldwide; respondents could select all applicable options.
Before design freeze, confirm the current local building code, fire and structural rules, product conformity requirements, waste classifications, procurement conditions, heritage controls, warranties and carbon-accounting method. Obtain competent testing and approvals for reused products where required. A voluntary framework can organize evidence, but it does not replace statutory compliance.
Quick Recap
A project workflow that keeps circular decisions actionable
- Set goals and boundaries: define functions, assessment period, carbon scope, safety requirements and decision gates.
- Survey existing assets: create a condition, quantities, materials and hazards record before options are compared.
- Test “build nothing” and adaptation: evaluate retention, shared use, extension and partial replacement against a common brief.
- Map layers and change scenarios: identify lifespans, likely alterations, maintenance access and service routes.
- Develop assembly and material options: compare durability, repairability, disassembly, quantities, waste and local supply.
- Run whole-life assessments: document embodied and operational assumptions, replacements and end-of-use routes.
- Procure for outcomes: include inventories, substitutions control, waste reporting, selective removal and information handover in contracts.
- Operate and update: maintain the building, record changes in the logbook and review recovery opportunities before renovation or demolition.
Common failure modes and how to correct them
- Starting with a product catalogue: return to the functional brief and existing-asset options before selecting materials.
- Calling a building circular because it is recyclable: document direct reuse, repair and adaptability first, then specify realistic recycling routes.
- Designing disassembly without an owner: assign responsibility for inventories, maintenance data, selective removal and updates.
- Ignoring operations: test whether maintenance access, cleaning, replacement and occupant behavior support the intended service life.
- Assuming a passport guarantees reuse: verify condition, compliance, storage, transport, buyer demand and receiving-project requirements.
- Using a voluntary framework as a code: check current local legal and technical requirements with the relevant authorities and qualified professionals.
