Citylights is the renamed redevelopment of Paris’s 1975 Pont de Sèvres Towers, a complex originally designed by Badani and Roux-Dorlut. Dominique Perrault’s transformation did more than update an office complex in the developing Trapèze district: it made the façade part of the lighting apparatus. Recessed LEDs sit between layers of glass inside folded aluminum “bracelet” modules, producing reflected rather than directly exposed light.

The project is best understood as a design case study, not as a measured environmental-performance report. Its documented ambition was discreet, precise illumination that respected residents and the Seine riverbanks. The available account describes the visual effect and intent, but does not publish energy, glare, skyglow, biodiversity, or other post-occupancy measurements, nor does it report a formal DarkSky certification.
From Pont de Sèvres Towers to Citylights
The starting point was the Pont de Sèvres Towers, completed in 1975 and designed by Badani and Roux-Dorlut. By the time Dominique Perrault redesigned the complex, the buildings stood in an area of Paris undergoing major change: the Trapèze district on the Seine’s western bank was being developed as a mixed urban neighborhood rather than a detached enclave of offices.

Perrault’s intervention renamed the complex Citylights and sought to reconnect its large-scale towers with that urban setting. The lighting is not an accessory applied after the architecture. It is embedded in the aluminum façade design, so the building’s profiles, glazing and reflective surfaces determine how the light is seen from outside.
That distinction matters in a dark-sky discussion. A conventional façade treatment can place bright fixtures on a roofline or wall and aim them outward. Citylights instead uses the façade assembly as an optical sequence: the light source is concealed, nearby surfaces are illuminated, and those surfaces return a softer visual signal to the city.
How the layered façade produces indirect light
The case study describes folded modules called “bracelets.” They encircle about one-third of the façades, at different heights, creating horizontal bands that wrap around portions of the towers. Each module combines four functional layers:
| Layer | Documented role |
|---|---|
| Folded metal apron | Forms the pronounced aluminum geometry visible on the façade and provides a surface that can catch and reflect light. |
| Extra-clear single-glazed outer skin | Creates the exterior glass layer through which the illuminated assembly is read. |
| Double-glazed window | Forms the inner window layer of the bracelet zone. |
| Recessed LED system | Sits between the glass layers and illuminates the lintels and metal façade rather than shining directly at passersby. |
The LEDs are recessed in the space between the glazing layers. Their first task is to illuminate the lintels and the metallic façade. Those surfaces then reflect light toward the mullions, the vertical members that divide the window bays. In other words, the visible glow is produced by a chain of surfaces rather than by an exposed point source.
This is an indirect-lighting strategy. The observer sees luminous reflections and highlighted architectural lines, while the diode itself is hidden inside the façade. The folded geometry gives the light a defined place to land, and the different bracelet heights prevent the illumination from reading as one uninterrupted, uniformly bright outline.

Why conceal the light source?
A visible LED can create a sharp point of brightness, especially when viewed from a lower street position or across the river. Recessing the LEDs behind glass and metal allows the designers to use the lintels and aprons as intermediate reflectors. The stated design intent was a discreet and precise effect; the case study says passersby are not dazzled. That is a description of the project’s reported visual effect and intention, not an independently measured glare study.
What the viewer actually reads
From the city, the façade is read through bands, reflections and vertical accents. The architecture appears to emit a controlled shimmer instead of presenting a row of bare lamps. Architectural Record characterizes these luminous reflections as bringing a human scale to the towers in their urban setting. The “human scale” comes from making the vast complex legible through smaller elements—lintels, mullions and folded bands—rather than flooding the entire envelope with light.

The project team’s stated goal was to illuminate Citylights without treating the surrounding city as an afterthought. The brief called for lighting that was discreet and precise, with explicit consideration for residents and the ecosystem of the Seine’s riverbanks.
- Discreet: the architecture should glow without turning the towers into a glaring billboard.
- Precise: light should be tied to selected façade elements instead of spread indiscriminately across every surface.
- Resident-aware: the effect should remain comfortable for people living, working or walking nearby.
- River-aware: the design should acknowledge the ecological sensitivity of the Seine’s banks.
These are design intentions, not a published list of performance results. The case study does not provide a numerical assessment of how much light reaches the river, how residents perceive the installation over time, or how the scheme compares with an unlit façade.
Reading Citylights through contemporary dark-sky principles
DarkSky International and the Illuminating Engineering Society’s Five Principles for Responsible Outdoor Lighting provide a useful contemporary lens. Their guidance, updated September 30, 2026, summarizes the goal as: “Light where you need it, when you need it, in the amount needed, and no more.” The principles are useful, targeted, low-level, controlled and warmer-colored where possible.

Applying that lens to Citylights helps clarify what the documented design addresses and what remains unknown. It does not certify the project or establish formal compliance with every principle.
| Principle | How the Citylights design can be understood | What is not established |
|---|---|---|
| Useful | The lighting gives the large complex an urban identity and makes selected façade elements legible at night. | The sources do not state a quantified safety, wayfinding or occupancy need for each illuminated band. |
| Targeted | Recessed LEDs direct their first illumination onto lintels and metal aprons, with reflections toward mullions. | No photometric distribution or measured spill-light map is reported. |
| Low level | Concealed sources and reflected light support the stated aim of a discreet effect. | No luminance, illuminance or comparative brightness values are supplied. |
| Controlled | The layered assembly creates physical control over where the light interacts with the façade. | Operating schedules, dimming settings, sensors and curfews are not described. |
| Warmer-colored where possible | The case study explains the optical construction but does not specify LED color temperature or spectrum. | Color data and a short-wavelength assessment are not available in the cited account. |
DarkSky’s Approved Luminaires guidelines, version 3.1 updated October 2025, translate the Five Principles into criteria for outdoor luminaires intended to limit impacts on people, wildlife and plants. Those guidelines can inform a new project’s specification and verification process. They should not be used to infer that Citylights received an approval or certification.
Why the façade assembly is central to the lighting concept
In many buildings, architecture and lighting are separate packages: the façade is designed first, and fixtures are attached later. Citylights reverses that sequence in the bracelet zones. The fold, the apron, the outer skin, the inner window and the LED recess are conceived as one assembly.
Material layering as optical control
Each layer performs a different optical job. The metal apron provides a shaped reflector. The extra-clear outer glass preserves visual continuity while allowing the illuminated zone to be seen. The double-glazed window maintains the inner envelope. The cavity between layers protects the LED equipment from being an exposed object on the exterior and gives the designers a controlled depth in which to place it.
Reflections instead of direct beams
Because the LEDs illuminate the lintels and metal first, the viewer receives secondary reflections. This can soften the apparent source and make the brightness follow the geometry of the building. The approach is not the same as pointing a floodlight at the tower; it is closer to using the tower’s own surfaces as a luminous graphic.

Partial, varied bands
The bracelets encircle one-third of the façades and occur at different heights. That partial distribution is significant. It avoids treating every square metre of the envelope as a light box and gives the towers a rhythm of horizontal markers. The available description does not state the exact number of modules, their spacing, or the operating sequence, so those details should not be assumed.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What this case study can—and cannot—prove
Citylights demonstrates a way to integrate lighting into a high-rise façade while pursuing a restrained visual effect. It shows how a recessed source, layered glazing and reflective metal can make architectural detail carry the light. It also documents a stated concern for residents and the Seine riverbanks.
It does not establish a quantified reduction in energy use, carbon emissions, skyglow, ecological disturbance or glare. No named statistic about the project’s lighting performance is provided. There is also no reported formal DarkSky certification. Those limits are important because an attractive indirect-lighting detail is not, by itself, proof of environmental performance.
A practical framework for evaluating a similar façade
Architects, lighting designers and building owners can use Citylights as a conceptual reference, then test a proposed scheme with project-specific evidence.

Pick the symptom - the matching free tool is one click away.
- Define the nighttime purpose. Decide whether the light is for orientation, identity, safety, architectural interpretation or another documented need. Remove elements that serve no clear purpose.
- Map the receiving surfaces. Identify which lintels, fins, aprons or mullions will receive light. A section drawing should show the source, cavity, glazing and reflection path.
- Hide or shield the source. Recess LEDs, use baffles or select optics so observers do not see a bare high-intensity point from normal viewing positions.
- Model spill light. Check views from streets, apartments, bridges and the river. Measure vertical and horizontal illuminance where residents, pedestrians and habitat may be affected.
- Set brightness limits. Specify luminance or illuminance targets, maximum levels and dimming steps rather than relying on visual judgment alone.
- Specify controls. Document start and stop times, seasonal changes, curfews, occupancy logic and maintenance overrides. A controlled fixture that runs all night at full output is not a controlled lighting strategy.
- Choose spectrum deliberately. Select a color temperature and spectral distribution appropriate to the setting, and assess short-wavelength content where people or wildlife may be sensitive.
- Verify after installation. Commission the system at night, record readings and photographs from representative viewpoints, and adjust aiming, output and schedules.
Applying the idea at residential scale
A homeowner cannot reproduce Citylights’ custom glazing assembly with a standard wall fixture, but the underlying lesson is transferable: put light on the surface that needs to be seen, not into the eyes of observers or the sky.

This is an adjacent residential application, not a Citylights component. Citylights uses a custom recessed LED system between glass layers; a wall light has different optics, shielding, maintenance and exposure conditions.
Questions to ask before calling a project “dark-sky”
The label should follow evidence, not merely an indirect visual effect. Ask for the fixture’s photometric files, mounting orientation, shielding information, spectral data, control schedule and commissioning records. For a façade, request views from nearby residences and public spaces, plus measurements of spill light at sensitive boundaries.
Also separate three claims that are often conflated: a designer’s dark-sky intention, compliance with a local lighting ordinance, and certification under a recognized program. Citylights is documented as a project with a discreet, precise lighting ambition. The available case study does not document the latter two outcomes.

The enduring lesson is not a particular LED product or a numerical efficiency claim. It is the decision to make the façade responsible for shaping the light. By placing LEDs in the cavity, illuminating lintels and metal aprons, and letting those surfaces reflect toward mullions, the design turns construction detail into lighting control.
That move also changes how a large office complex meets its surroundings. Instead of adding an independent luminous object to the skyline, the project uses selected bands to give the towers a legible nighttime scale. The effect is described as luminous reflection rather than glare, aligned with the stated intention to respect residents and the Seine’s riverbanks. Any new project seeking the same balance must add the missing layer of proof—photometric testing, operating data and ecological assessment—rather than assuming that a carefully layered façade guarantees it.
