Short answer: Australia does not currently have one national rule saying every new home must withstand every future climate hazard. Protection depends on the site, the mapped hazard, the building class, the state or territory rules that give the National Construction Code (NCC) legal effect, and the design choices made above the minimum code. New homes do have important requirements for thermal performance, and conditional bushfire provisions apply in designated areas. Flood-resilient design is guided by national engineering and emergency-management material, but much of that guidance is not mandatory.

For a new house, the safest process is to establish the site’s bushfire, flood, heat, cyclone and access risks before committing to a design; confirm the locally adopted NCC edition and planning controls; then document both compulsory measures and voluntary improvements for recovery after an event.

What “climate-resilient housing” means in Australia

Climate resilience is the ability of a home and its occupants to avoid, withstand, adapt to and recover from hazards such as bushfire, flood, extreme heat, severe wind and prolonged power disruption. It includes more than the walls and roof. Site selection, drainage, access for emergency services, evacuation options, water and energy systems, materials, detailing and the ability to dry or repair the building all affect the result.

Washable and reusable for multiple projects.

There is no single Australian rating that combines all of those factors. A house can perform well in a thermal assessment yet be exposed to floodwater, or satisfy a bushfire provision while having poor access if a road is cut. A seven-star thermal result is therefore not a disaster-proof certification.

The National Construction Code is a performance-based code. The Australian Building Codes Board describes it as setting the minimum required level for the safety, health, amenity, accessibility and sustainability of certain buildings. The code becomes enforceable through state and territory legislation, so adoption dates, local variations and planning instruments matter to an actual project.

Minimum rules, guidance and better-than-code design

  • Minimum code: legally enforceable provisions that apply to the building class, site and jurisdiction.
  • Planning controls: overlays and approvals that can restrict where and how a home is built, including hazard mapping and floor-level requirements.
  • Non-mandatory guidance: engineering or emergency-management recommendations that can improve performance but do not automatically create a legal obligation.
  • Voluntary resilience: additional detailing, materials, systems and site work selected by the owner and design team for a particular risk profile.

The distinction matters. Compliance means a proposal meets the rules that apply to it; it does not mean the home will remain undamaged in an event beyond the assumptions used for the design.

How national policy has changed—and what is enforceable now

In June 2024, building ministers agreed to add climate resilience as an objective for the Australian Building Codes Board from 2025. The decision allows the Board to investigate possible future requirements and consult governments, industry and communities about practical, cost-effective changes. It did not create a new, universal resilience standard for every dwelling.

In October 2025, ministers agreed to pause further residential NCC changes after NCC 2025 was finalised. That later decision should be read alongside the 2024 objective: climate resilience remains a policy consideration, but the ministerial announcements are not a substitute for checking the provisions legally adopted for a particular state, territory and project.

The Climate Change Authority’s 2025 Home Safe report is advisory rather than regulatory. It argues that NCC requirements should better align with projected climate impacts and gives broader cyclone protection as an example. Its recommendations should not be presented as current obligations.

What to verify before signing a design contract

  1. Ask the state or territory building regulator which NCC edition and transition rules apply on the intended approval date.
  2. Check local planning maps for bushfire-prone land, flood overlays, coastal or wind exposure and any minimum floor or setback controls.
  3. Confirm the building classification and whether a state variation changes the national wording.
  4. Have a qualified building designer, engineer or other relevant professional document the site’s hazard assumptions.

Bushfire: existing protections are conditional

NCC Part G5 contains additional construction requirements in designated bushfire-prone areas for specified building classes. The provisions address the ways a fire can threaten a building, including embers, radiant heat and direct flame. Some buildings whose occupants may not be able to evacuate readily have additional requirements.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Part G5 is not an identical checklist for every detached house in Australia. Whether it applies, and which provisions are triggered, depends on the mapped designation, the building class, the state or territory adoption and the particular application. A project team should therefore avoid saying simply that “all new homes are bushfire-proof” or that one national construction detail applies everywhere.

Questions for a bushfire-site design

  • Is the allotment inside the jurisdiction’s designated bushfire-prone area, and what map version was used?
  • What building class and state variation apply to the proposed dwelling?
  • How will the roof, openings, external walls, subfloor and attached structures resist ember entry, radiant heat and flame exposure under the applicable provisions?
  • Can occupants and emergency services reach and leave the property if a road is blocked?
  • Which landscape, vegetation-management and water-supply responsibilities sit outside the building approval?

Construction measures reduce vulnerability; they do not remove the need for evacuation planning or guarantee survival in an extreme fire. Site access, defendable space where permitted, reliable communications and a clear decision to leave early remain part of household safety.

Flood: planning for water, drying and future rainfall

Australian climate guidance indicates that more intense heavy-rainfall events are expected in the future, increasing flood risk in some locations. Australian Rainfall and Runoff, including Book 1, Chapter 6 on planning and building for flood risk under future climate scenarios, sets out a way for regulators, local governments, industry and other decision-makers to consider that risk. The guidance was updated in 2024 and endorsed by Engineers Australia, but it is not itself mandatory.

Local flood studies and planning schemes determine the controls that apply to a lot. They may address the design flood level, freeboard, fill, setbacks, flow paths, basement restrictions, structural actions and access. A house outside a mapped overlay is not automatically risk-free: maps have limits, catchments change and intense rainfall can overwhelm local drainage.

NEMA’s practical flood-resilient options

The National Emergency Management Agency (NEMA) presents actions for new houses and retrofits. They are design options, not a universal specification or a promise that damage will be prevented. Depending on the hazard and construction system, examples include:

  • Flexible waterproof membranes to reduce water absorption and help protect framing.
  • Water-resistant wall materials and linings in areas likely to be inundated.
  • Closed-cell insulation that does not retain water in the same way as absorbent products.
  • Solid-core doors and corrosion-resistant hardware.
  • Details that allow the structure and finishes to drain and dry after inundation.

The right assembly depends on flood depth, velocity, duration, contaminants, structural loads, termite and moisture management, and the applicable code. A membrane or lining selected without an engineer’s review can trap water or fail at joints. Specify compatible systems, protect services where feasible, and plan how damaged materials will be removed and replaced.

Flood decisions before construction

  1. Obtain the council’s current flood information and identify the design flood, predicted levels and flow path for the lot.
  2. Ask whether future-rainfall allowances are included in the relevant study or whether an additional assessment is needed.
  3. Set finished-floor and service levels using the approval authority’s requirements and professional advice.
  4. Keep critical electrical equipment, communications, heating and cooling controls and essential storage above likely water levels where the design permits.
  5. Select water-tolerant materials for vulnerable zones and provide a realistic drying and clean-up sequence.
  6. Check vehicle and pedestrian access during a flood, not only when the site is dry.

Heat and energy: what the seven-star requirement does—and does not do

NCC 2022 requires new homes to achieve the equivalent of seven stars out of 10 under the Nationwide House Energy Rating Scheme (NatHERS). NatHERS estimates the heating and cooling energy needed to keep a design comfortable in its climate. The result is influenced by orientation, glazing, shading, insulation, thermal mass, air leakage and construction details.

NCC 2022 also introduced a separate Whole-of-Home rating for predicted annual energy use. It considers heating and cooling, major fixed appliances, and energy generated and stored on site. A strong thermal score and a strong Whole-of-Home result answer related but different questions: one concerns the envelope’s passive thermal performance, while the other estimates the home’s broader energy demand and supply.

The Australian Government estimates that the newer requirements save an average of $183 a year on power bills for new homes. The published figure does not state a year for that estimate; it notes that the change took effect on 1 October 2023. It is an average estimate, not a guaranteed saving for every household, because weather, tariffs, occupancy, appliance choices and actual construction affect bills.

Designing for heat beyond the rating

  • Orient living spaces and windows to capture useful winter sun while limiting unwanted summer gain.
  • Use external shading that can be adjusted for seasonal sun angles.
  • Give roof, wall and floor insulation continuous coverage and resolve thermal bridges at junctions.
  • Use glazing appropriate to the local climate rather than treating a star number as a substitute for window design.
  • Provide safe, controllable natural ventilation where outdoor conditions permit, with a plan for smoke or extreme-heat days when windows must stay closed.
  • Consider backup power for essential cooling, medical equipment and communications if outages are likely.

These choices can improve comfort and reduce energy demand, but they do not address floodwater, ember attack or cyclone impact. Each hazard still needs its own assessment.

Cyclone, severe wind and other hazards

The material available for this question does not establish a single new national cyclone standard for all homes. Wind classifications, terrain, topography, tie-downs, openings, roof geometry and local provisions must be checked for the site and the adopted code. The Climate Change Authority’s recommendation for broader cyclone protection is a policy proposal, not a current blanket requirement.

Other risks can be equally important: coastal inundation, erosion, landslip, smoke, extended heat, power loss and isolation after a disaster. A resilience brief should list the hazards that are plausible at the exact site, rank their consequences and identify which controls are legal requirements, approval conditions, professional recommendations or owner-selected enhancements.

A practical resilience brief for a new Australian home

Give the design team a written brief before plans are developed. It should record evidence and decisions rather than rely on a generic “resilient home” label.

Questions to ask each consultant

  • Which assumption in your design depends on a map, climate dataset or code edition, and how current is it?
  • Which recommendation is mandatory, and which is an optional improvement?
  • What event intensity or water level has been considered, and what is outside the design basis?
  • How will the proposed materials be inspected, maintained and repaired?
  • What happens if power, road access or communications are unavailable for several days?

Common mistakes and how to avoid them

Calling seven stars a disaster rating

NatHERS and Whole-of-Home address thermal and energy performance. They do not certify bushfire, flood, cyclone or evacuation safety. Keep those assessments separate in the project documentation.

Treating a policy announcement as a law

The 2024 climate-resilience objective and the 2025 pause on further residential NCC changes describe policy direction. They do not replace the locally adopted code. Obtain written confirmation from the responsible regulator or certifier.

Using a generic flood product without assembly design

A waterproof membrane, water-resistant lining or closed-cell insulation can be useful in the right location, but compatibility, joints, fixings, services and drying paths determine whether a system works. NEMA’s examples are not warranties and do not prove suitability for every flood.

Ignoring where the house is built

Better materials cannot fully compensate for a flow path, unsafe access or a site that is repeatedly inundated. Hazard information should inform decisions to build, buy, rebuild, relocate or add risk-reduction measures.

Assuming there is a national statistic proving resilience

The official material considered here does not provide a directly attributable national percentage of new Australian homes built to withstand all future climate hazards. Any such number needs a clearly defined hazard set, geography, year and source before it can be used responsibly.

What a buyer or owner should expect at handover

Request the final NatHERS and Whole-of-Home documentation, approvals, engineering certificates, product schedules and maintenance instructions. Keep records of the adopted code edition, hazard maps, flood or bushfire assessments, critical levels, waterproofing details and service locations. Ask which elements require periodic inspection—such as seals, gutters, drainage, shutters, pumps, batteries or vegetation management—and who is responsible for them.

For an existing design, a qualified professional can identify affordable changes before construction locks in difficult details. For an already built home, improvements should be prioritised by hazard and consequence: first life safety and evacuation, then water entry and structural exposure, then continuity of essential services and finally repairability and comfort upgrades.

The bottom line for building in a warmer Australia

New Australian homes are not automatically built to withstand every disaster. They are built to the minimum requirements that apply to their class, location and jurisdiction, with substantial variation between hazards and places. Bushfire provisions can be compulsory in designated areas; flood-resilient construction is supported by national guidance and local controls; and NCC 2022 sets a seven-star-equivalent thermal requirement plus Whole-of-Home energy assessment. A genuinely resilient result comes from combining those baselines with site-specific hazard information, professional design, safe access and materials chosen for both impact and recovery.
