Cockburn council refused a request for $140,000 ex GST to support two Fremantle Biennale events, including Seven Fathoms, a proposed commission for the Omeo shipwreck off Coogee. The refusal was a decision about sponsorship, not a ban on holding an event: the City of Cockburn said any application would be assessed through its regular approvals process. Organizers said the commission depended on major City support, but the broader 2025 Biennale went ahead.
What Cockburn council decided
At its 10 December 2024 meeting, Cockburn council resolved not to support allocating municipal funds to the Fremantle Biennale event planned for Cockburn. The request was for $140,000 ex GST across two financial years: $70,000 in 2024/25 and $70,000 in 2025/26. It covered Vespers and Seven Fathoms as part of the November 2025 Biennale. The officer recommendation had proposed recognizing Cockburn as a Partner Sponsor. The council resolution register records the request and the outcome.

No. The City of Cockburn described the refusal as a financial decision about sponsorship, not a decision to prohibit an event. It said an event application, if made, would be considered through the regular approvals process. That distinction matters: declining to sponsor an event is not the same as denying a permit. The City’s statement does not establish that an application was submitted or that permission was granted. The City’s response sets out its position.
Why was Seven Fathoms at risk?
A commission conceived for the Omeo wreck
Fremantle Biennale artistic director and CEO Tom Muller told PerthNow that Seven Fathoms was developed specifically for the Omeo shipwreck at Coogee Beach. The planned work was described as a light show involving 250 drones and illuminated underwater divers. Muller said it needed major support from Cockburn and could not proceed without the City on board. That was the organizer’s assessment of the commission’s funding needs, rather than a council finding about whether an event could legally take place. PerthNow’s 26 December 2024 report covered the planned installation and the funding decision.

The related sailing-boat work
The same report said a sailing-boat artwork was planned to travel down the Swan River, stopping at Point Heathcote in Melville, Rocky Bay in East Fremantle, Bathers Beach in Fremantle and finally Coogee. After Cockburn declined funding, organizers said the boats would finish in Fremantle and Seven Fathoms would be cancelled. This describes the announced plans following the refusal; it does not establish whether the commission was later presented in another form or location.
How the funding request fit with other reported contributions
PerthNow reported that the City of Melville had committed $40,000, the Town of East Fremantle $10,000 and the City of Fremantle $92,500 for the event, with those figures confirmed by Muller. The report also said Muller had personally contributed $42,700 toward Seven Fathoms. These are reported commitments and contributions, not a complete audited budget. PerthNow separately reported organizers’ expectation of a $2 million economic benefit; that was a forecast for the planned festival, not a measured result.

The Fremantle Biennale still took place in 2025
Cockburn’s funding decision affected the proposed Coogee commission, but it did not mean the whole Biennale was cancelled. A City of Fremantle meeting attachment dated 25 February 2026 records that the festival ran from 13 to 30 November 2025, engaging 284 artists and attracting 60,157 visitors. That retrospective confirms the broader festival took place; it does not say whether Seven Fathoms was rescheduled or presented elsewhere. The City of Fremantle meeting record contains the retrospective figures.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What remains unknown about Seven Fathoms
The available reporting and later festival record do not establish whether Seven Fathoms was eventually shown somewhere else. The careful conclusion is that organizers said the Coogee commission would be cancelled after Cockburn refused sponsorship, while the evidence cited here does not settle its later fate. It would be inaccurate to turn the funding refusal into a claim that Cockburn prohibited the event, or to imply the entire Biennale did not go ahead.
