Combustible cladding is not just a panel made from a flammable material; it is any facade build-up whose components or cavities can contribute to fire growth or spread. Since the 2017 Grenfell Tower fire, facade design has become a documented life-safety system. In England, designers must consider the complete wall assembly, legal height and use restrictions, test evidence, construction quality, handover records and inspection throughout the building’s life.

A product marked A1 or A2-s1,d0 may be suitable only in the form and configuration covered by its classification. It does not automatically make every facade using that product safe or compliant.

What combustible cladding means

Cladding is the visible weathering layer of a building envelope, but a facade is a much larger assembly. It can include panel skins, cores, insulation, membranes, rails, brackets, fixings, sealants, cavity barriers, windows, balconies and the supporting substrate. Any of these parts can affect fire behaviour.

“Combustible cladding” therefore describes a risk in the wall system, not only the outer finish. A metal-faced panel may contain a polymer core; insulation behind a non-combustible sheet may burn; a cavity can provide a route for flames; and gaps around windows or balconies can bypass otherwise well-detailed barriers. The relevant question is how the installed wall behaves as a whole when exposed to fire.

This distinction matters for architects, facade engineers, contractors, building owners and residents. Selecting a panel from a catalogue is only one decision. The project also needs evidence that the proposed build-up, fixings, joints, cavities, openings and interfaces correspond to an appropriate test or assessment, and that the installed work matches the documented design.

Why the Grenfell fire changed facade design

On 14 June 2017, fire spread through Grenfell Tower, a 24-storey residential building. The Building Safety Act explanatory notes record 71 confirmed fatalities. Dame Judith Hackitt’s independent review said that “the fire appeared to be accelerated by the building’s exterior cladding system” and reported widespread use of aluminium composite materials that did not meet limited-combustibility guidance.

The event triggered extensive testing of cladding on other high-rise buildings, the Hackitt review and a fundamental reappraisal of how building regulations, procurement and professional responsibility work together. The failure was not treated as an isolated product problem. It exposed weaknesses in design decisions, information management, testing interpretation, construction verification and accountability after occupation.

The lasting design lesson is that a facade is a fire-spread system. Flames can travel over a surface, through a combustible core, within a cavity or around openings. Heat can ignite adjacent insulation, membranes or balcony materials. A cavity barrier that is missing, poorly fitted or interrupted by services may not perform as intended. Fire safety therefore depends on interactions between components and on workmanship, not on a marketing description for one product.

Is combustible cladding banned on high-rise buildings?

There is no single worldwide ban covering every building and every combustible material. Requirements depend on jurisdiction, building height, use, storey level, construction and the exact legal wording in force. In England, the strongest restrictions apply to relevant buildings within the scope of the Building Regulations, while other buildings and situations may be subject to different provisions or exemptions.

England’s Building Safety Act and the Building Safety Regulator

The Building Safety Act 2022 was enacted to learn the lessons of Grenfell and address systemic weaknesses identified by Hackitt. It created a Building Safety Regulator and introduced stronger accountability for fire and structural safety across the lifecycle of higher-risk residential buildings. New rules for construction, refurbishment and occupation took effect in stages between October 2023 and April 2024.

The lifecycle approach changes the design question from “Can this product be specified?” to “Can the building’s safety case be demonstrated, maintained and audited?” Design decisions, changes made during construction, inspection results, handover information and later alterations all need a traceable record. Responsibility does not end when the scaffold comes down.

External walls are within the Fire Safety Order

The Fire Safety Act clarified that the Fire Safety Order applies to a building’s structure and external walls, including cladding and balconies. Responsible persons must manage the risks associated with those elements in occupied buildings.

The Fire Safety (England) Regulations 2022 add specific checks for multi-occupied residential buildings over 11 metres: quarterly checks of fire doors in common parts and annual best-endeavours checks of flat entrance doors. These checks do not replace a competent assessment of the external wall, but they illustrate the move toward recurring, documented safety management rather than a one-time completion certificate.

Approved Document B and Regulation 7

Approved Document B is England’s statutory fire-safety guidance. The government’s current page identifies the consolidated 2019 edition incorporating later amendments and confirms that BS EN 13501 remains the applicable European fire-classification standard.

Regulation 7 states that materials becoming part of an external wall, or a specified attachment, of a relevant building must generally achieve a minimum European Classification of A2-s1,d0 or A1 under BS EN 13501-1:2018. The exact scope, exemptions, height thresholds, building uses and conditions must be checked against the regulation and guidance for the project. A broad statement such as “all combustible cladding is banned” is therefore inaccurate.

RICS describes the high-rise rule as broadly applying to buildings with sleeping accommodation where a storey is above 18 metres, while stressing the importance of the precise legal wording. Treat 18 metres as an indicator for checking the rules, not as a substitute for a project-specific legal review.

How to read A1, A2-s1,d0 and other classifications

Reaction-to-fire classes describe how a material or assembly responds when exposed to fire. They are not a universal safety label that follows a product into every installation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Classification What it indicates How to use it in facade design
A1 The highest reaction-to-fire class in the European system, associated with products that make no significant contribution to fire. Confirm that the classification applies to the exact product form and intended use, including any coatings, cores, fixings or backing layers.
A2-s1,d0 A limited-contribution-to-fire class with the s1 smoke-production rating and d0 rating for flaming droplets or particles. Check that the complete wall arrangement falls within the classification and any permitted field of application.
Other classes Lower reaction-to-fire performance may be permitted in some buildings or locations, depending on the applicable rules. Do not assume that a class acceptable in one height, use or jurisdiction is acceptable in another.

Approved Document B’s FAQ warns that reaction-to-fire performance is a function of the system tested. The same material can receive different classifications when its form, fixings, orientation, substrate, joints or combination with other materials changes. A test report must therefore be read together with its field of application, not reduced to a single letter-and-number label.

Why a product’s rating does not rate the whole facade

A panel tested without the project’s insulation, cavity, rails and window interfaces does not establish how the completed wall will perform. Configuration is decisive.

Variables that can change performance

  • Material form: thickness, density, perforations, folded edges, surface finish and any applied coating can alter the tested result.
  • Fixings and support: brackets, rails, fasteners and adhesive lines affect how components remain in place as temperatures rise.
  • Orientation and substrate: a horizontal or vertical test arrangement, and the board or wall behind the product, can change heat exposure and failure behaviour.
  • Joints and interfaces: open joints, sealants, window reveals, parapets and balcony connections can create paths for flame and hot gases.
  • Cavities and barriers: cavity depth, ventilation paths and the continuity of cavity barriers influence concealed fire spread.
  • Adjacent materials: insulation, membranes, flashings and attachments can contribute fuel even when the outer sheet has a high rating.

When the proposed installation differs from the tested arrangement, the variation should be assessed by competent professionals using the test report’s field of application and any appropriate engineering assessment. Substituting a “similar” core, changing a fixing pattern or omitting a barrier is not a minor administrative change; it can invalidate the evidence on which compliance depends.

A practical design workflow for a fire-safe facade

  1. Define the building profile. Record jurisdiction, height, storey levels, use, sleeping accommodation, occupancy, balconies, refurbishment status and any higher-risk classification.
  2. Identify the governing rules. In England, review the Building Regulations, Regulation 7, Approved Document B, the Fire Safety Order and Building Safety Act duties. Obtain equivalent requirements for projects in Scotland, New South Wales or another jurisdiction.
  3. Set a wall-performance brief. Specify reaction-to-fire targets, fire-spread objectives, cavity-barrier locations, opening interfaces, weathering, thermal movement, structural attachment and maintenance access together.
  4. Collect complete evidence. Obtain classification reports, fire-test reports, assessments, drawings and installation limits for the proposed panel, insulation, membranes, rails, fixings, joints and substrates.
  5. Compare the evidence with the actual detail. Check dimensions, orientations, support spacing, cavity sizes, barrier types, window and balcony interfaces, penetrations and tolerances. Record every deviation for competent review.
  6. Control substitutions. Require a formal design-change process. A replacement product should not be accepted solely because its datasheet uses the same classification.
  7. Verify construction. Inspect cavity barriers, fire-stopping, fixings, joints and interfaces before they are concealed. Photograph and record locations, batch information and approved deviations.
  8. Hand over and maintain. Give the building owner a coordinated wall build-up, certificates, inspection records, maintenance instructions and responsibilities for future alterations.

What happens to buildings that already have combustible cladding?

Existing buildings require a risk-based investigation rather than an automatic assumption that every panel must be removed immediately. The assessment should establish the installed materials and configuration, the building’s height and use, fire-spread routes, cavity barriers, escape and firefighting provisions, and the condition of the facade.

Where risk is identified, possible responses include closer interim management, targeted opening-up and inspection, replacement of combustible components, installation or repair of cavity barriers, removal of unsafe attachments, or a broader recladding project. The appropriate action depends on competent assessment and the applicable legal and funding route. Residents should receive clear information about identified risks, temporary measures and the programme for permanent work.

England: Cladding Safety Scheme

England’s Cladding Safety Scheme is a government route for addressing fire-safety risks associated with cladding on residential buildings. Homes England updated its guidance in July 2026, so building owners and advisers should check the current eligibility criteria, application process and evidence requirements at the time of a claim. Eligibility is not a substitute for a technical assessment, and a building may need other regulatory or funding routes depending on its circumstances.

Scotland: a separate statutory framework

Scotland does not simply apply England’s Building Safety Act or Approved Document B. The Housing (Cladding Remediation) (Scotland) Act 2024 commenced on 6 January 2025. The Scottish Government describes restrictions on combustible cladding for high-risk buildings and on the highest-risk metal-composite material on all buildings. Scottish projects must follow the Scottish legislation and guidance applicable to their building, not assumptions imported from England.

New South Wales: registration duties

New South Wales illustrates a different response. Owners of certain buildings with combustible external cladding must register them under laws introduced after the Lacrosse Building and Grenfell fires. The relevant rules began on 22 October 2018. Registration creates an authority record and supports assessment and remediation; it does not by itself prove that a facade is safe or compliant.

Who is responsible for an unsafe facade?

Responsibility is distributed across the building lifecycle. The client sets requirements and procurement constraints; architects and facade engineers develop and coordinate the design; manufacturers provide accurate product and test information; contractors install the system; building-control and regulatory bodies perform their statutory roles; and owners and responsible persons manage the occupied building.

Contracts can allocate tasks, but they cannot make unsupported test evidence valid. Each party needs a defined scope, competent personnel and records showing what was decided, checked and built. The Building Safety Act’s accountability model reinforces this principle by requiring clearer responsibility for fire and structural safety rather than allowing critical decisions to disappear into a chain of substitutions and undocumented changes.

Inspection, maintenance and future alterations

Fire performance can deteriorate or be defeated after completion. Replacement windows, satellite equipment, signage, lighting, balcony enclosures, penetrations and repair patches may interrupt barriers or introduce new combustible components. Water ingress, corrosion and movement can also affect fixings and joints.

Owners should maintain an accessible facade register showing the wall build-up, materials, test evidence, barrier locations, inspection dates, defects, repairs and responsible contacts. Planned inspections should focus on openings, balconies, parapets, service penetrations, damaged panels and areas where later work has disturbed the original construction. Any alteration should pass through the same evidence and approval process as the original design.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How coatings and painted finishes fit into the fire strategy

A painted or coated finish is part of the facade specification, but applying a low-combustibility coating to a combustible core does not automatically change the classification of the panel or wall. Coatings can affect surface reaction, adhesion, weathering and maintenance, and they may fall outside the tested configuration if applied on site.

For refurbishment or repainting, identify the existing substrate and the approved coating system, then confirm whether the proposed preparation and number of coats match the relevant fire and durability evidence. Do not use decorative work to conceal damaged panels, missing barriers or uncertain materials; those conditions require a competent facade and fire-safety assessment.

Questions a project team should resolve before approval

  • Which jurisdiction, height, use and storey thresholds govern this building?
  • Is the evidence for the complete wall, or only for an individual product?
  • Do the tested form, fixings, orientation, substrate, joints, cavities and adjacent materials match the construction drawings?
  • Where are cavity barriers and fire-stopping located, and how will they be inspected before concealment?
  • Who approves substitutions and records deviations?
  • What information will the owner receive for inspection, maintenance and future alterations?
  • If the building already exists, which assessment, notification, registration or remediation route applies?

The state of facade design now

Post-Grenfell facade design is an auditable process rather than a catalogue selection. The safe approach combines jurisdiction-specific rules, whole-wall fire evidence, configuration control, competent review, construction verification and planned management after occupation. A1 or A2-s1,d0 can be an important requirement, but the classification only has meaning within the tested assembly and its permitted application.

For new work, that means designing the wall and its records together. For existing buildings, it means identifying the actual build-up, controlling interim risk and completing proportionate remediation. The central professional duty is straightforward: demonstrate how the facade resists fire spread, prove that the built wall matches that demonstration, and keep the information current for the people responsible for the building’s entire life.
