There is no single drop-in replacement for Portland cement that suits every concrete application. The practical low-carbon route is usually to use less clinker—through blended cements, supplementary cementitious materials (SCMs), or a limestone-calcined-clay cement such as LC3—or to reduce the cement content of the concrete mix. Alkali-activated and geopolymer binders can suit particular projects, but they remain application-specific technologies that require testing and a clear standards pathway.

For a defensible specification, compare the whole concrete mix rather than a marketing percentage: match strength and durability, check the life-cycle boundary and baseline behind every carbon figure, confirm local code acceptance, and verify that materials can be supplied reliably in the project region.

Why “replace cement” is not one technical decision

Concrete is a performance system, not simply a bag of cement. A conventional mix uses Portland cement as the hydraulic binder, but the binder can be changed in several ways: part of the clinker can be replaced inside a blended cement; SCMs can be added to the cement or concrete; limestone and calcined clay can be combined in LC3; or a different chemistry can be used in an alkali-activated material (AAM) or geopolymer. A fifth route is to lower the total cement demand through mix optimisation and admixtures.

Those routes are not interchangeable. They have different raw materials, reaction chemistry, curing behaviour, supply chains, maturity and rules for demonstrating compliance. A lower number on a cement product does not automatically mean a lower-impact building element if the concrete needs a higher strength class, extra material, longer curing, or a different construction process. The meaningful comparison is the mix that will actually be batched, placed and kept in service.

The Institution of Structural Engineers groups these technologies under “beyond Portland cement” options, while the American Cement Association describes blended cements as a way to reduce clinker and the associated footprint. Their categories overlap in everyday language, but a specifier should record exactly which product and chemistry is being proposed.

The main low-carbon pathways at a glance

Approach What changes in the binder or mix Evidence and documented claims Qualification for a project decision
Blended cement, including portland-limestone cement (PLC) Part of the Portland-clinker content is replaced with limestone or another permitted constituent. The American Cement Association says blended cement types can have lower footprints, depending on clinker substitution and the materials used. In the United States, PLC shipments exceeded portland cement shipments in mid-2023. The actual reduction depends on the cement formulation, source materials and the concrete design; verify the product declaration and applicable standard.
Supplementary cementitious materials Fly ash, slag, silica fume, limestone or calcined clay is used in a blended cement or concrete mix, often with admixtures. SCMs can reduce clinker use, but the result depends on source material, proportions, performance requirements and local supply. Confirm consistent quality, availability and the specified strength and durability performance for the project.
LC3 (limestone calcined clay cement) Limestone and calcined clay are combined to replace a substantial share of clinker. The LC3 Project reports potential CO2 reductions of up to 40% and says LC3 can substitute up to 50% of clinker while offering similar or better performance characteristics than ordinary Portland cement. Those are project claims, not a guarantee for every formulation or region. Demonstrate performance and follow the current local acceptance route.
Alkali-activated materials and geopolymers A non-Portland binder chemistry is activated, commonly using an alkaline system and a reactive source material. The Institution of Structural Engineers describes low-calcium geopolymer cement as an emerging technology with significant research and development still needed. BSI Flex 350 v2.0:2024 provides a performance-based assessment, testing and monitoring framework for alternative binder systems. Application-specific evidence, testing, supply controls and a code-compliant specification are essential.
Lower-cement ready-mix design SCMs and chemical admixtures are combined with mix optimisation to reduce cement-related emissions per cubic metre. The manufacturer of ECOPact states that its range delivers at least 30% lower CO2 emissions per cubic metre than standard CEM I concrete in the same strength class, using an A1–A3 comparison against a 2020 local industry average. This is a manufacturer claim with a defined baseline and life-cycle boundary. Obtain the local mix data, EPD and availability before relying on it.

1. Blended cement: reduce clinker before changing the whole chemistry

Portland-limestone cement

Clinker is the energy- and process-intensive part of ordinary Portland cement. Portland-limestone cement reduces the proportion of clinker by incorporating limestone within the cement. Other blended cements use industrial by-products or other mineral additions. The American Cement Association explains that lower clinker content can lower the cement footprint, but the result depends on how much clinker is replaced and on the characteristics of the substitute material.

PLC is not an experimental concept in the United States. The American Cement Association reports that PLC shipments exceeded portland cement shipments in mid-2023. That market signal says more about availability and adoption in that geography than about every country: standards, cement designations and producer offerings differ by jurisdiction.

What to verify in a blended-cement specification

  • Identify the exact cement type and governing standard, not merely the phrase “blended cement.”
  • Obtain the producer’s current technical data and environmental product declaration (EPD), including the declared clinker or constituent content.
  • Check that the cement is permitted for the exposure class, curing regime and construction method in the project specification.
  • Use trial batches or documented mix data to confirm the required strength development, finishing window and durability indicators.

2. Supplementary cementitious materials: use available mineral resources intelligently

SCMs can be incorporated at the cement plant or added in the concrete mix. The commonly cited materials in the guidance are fly ash, ground granulated slag, silica fume, limestone and calcined clay. They do not behave as one uniform category. Their reactivity, particle size, chemistry and supply consistency affect water demand, strength development and durability.

Why the source matters

A percentage substitution has meaning only when the source and proportion are known. Two ashes, slags or calcined clays can have different chemical compositions and performance. The American Cement Association and the Institution of Structural Engineers both stress that suitability and emissions reductions depend on the material source, mix proportions, performance needs and local supply. A design that works with one producer’s material may not transfer unchanged to another.

SCMs in practice

SCMs can be used to lower clinker while retaining a familiar Portland-based system. They are often paired with chemical admixtures to achieve the required workability at a lower water-to-binder ratio. The correct question is not “What percentage can be substituted?” but “What blend meets the specified strength, durability, placement and curing requirements with a verified environmental profile?”

Availability also matters. Some by-products are tied to other industrial processes and may be scarce or variable in a particular region. Calcined clay can broaden the raw-material base, but the clay still needs to be characterised and processed consistently. Ask the supplier how the proposed source will be secured for the full construction programme, not just for a laboratory trial.

3. LC3: limestone-calcined-clay cement

What LC3 is

LC3 combines limestone with calcined clay. Calcination activates suitable clay at a lower process burden than producing the same amount of Portland clinker, while limestone participates in the cement system. The LC3 Project presents the technology as using abundant limestone and low-grade clays, which can make it attractive in regions where those materials are available.

How much carbon can it save?

The LC3 Project reports that LC3 can reduce CO2 emissions by up to 40%. That figure belongs to the project’s technology description; it is not a universal reduction for every plant, fuel mix, clay quality, replacement level or concrete design. Compare a declared LC3 cement or concrete mix with a clearly identified reference product and the same functional performance.

What performance claim is actually being made?

The project states: “LC³ or ‘limestone calcined clay cement’ can substitute up to 50 % of clinker and has similar or better performance characteristics than Ordinary Portland Cement (OPC).” This is the project’s statement about the technology. It should be read as a qualified technical claim, not permission to assume that every LC3 formulation is automatically equivalent to every OPC mix. The proposed cement still needs product documentation, mix testing and acceptance under the rules governing the project.

Standards status is jurisdiction-specific

The Institution of Structural Engineers’ concrete technology tracker recorded LC3 as not then BS 8500 compliant and said it would require demonstration through an equivalent concrete performance concept or BSI Flex 350. The tracker also cautions that using such a route alone does not establish equal performance. Because standards change, check the current edition of BS 8500 or the relevant local standard with the approving authority before writing LC3 into a contract.

4. Alkali-activated materials and geopolymers

Why they are different

Alkali-activated materials and geopolymers seek to form a cementing matrix without relying on the conventional Portland-clinker reaction. The precursor may be an industrial residue or a deliberately processed mineral, and an alkaline activator is part of the system. This can open carbon-reduction opportunities where suitable precursors and activators are locally available, but it also introduces additional chemistry and quality-control requirements.

The Institution of Structural Engineers describes low-calcium geopolymer cement as an emerging technology with significant research and development still needed. That maturity assessment matters: an alternative binder can be technically promising while still lacking a routine supply chain, a familiar design code or enough long-term project evidence for a particular use.

Use a performance route, not a name alone

BSI Flex 350 v2.0:2024 is a performance-based code of practice for alternative binder systems. BSI says it covers the background and properties of typical systems and recommends testing and monitoring to demonstrate application-specific performance. Its intended users include engineers and designers, specifiers, contractors, producers and end users. The document’s purpose is to help engineers use low-carbon technologies, including geopolymer and alkali-activated materials.

For a geopolymer or AAM proposal, define the required performance first, then build the evidence package around it. That package may include constituent controls, batching tolerances, curing records, strength results, durability testing, compatibility with reinforcement and a plan for monitoring production. The exact tests and acceptance criteria must come from the governing standard, approving body and project specification.

5. Reduce cement demand with mix design and commercial low-carbon concrete

Why the concrete mix is the right comparison unit

A cement label alone does not tell you how much binder is used per cubic metre, whether the concrete meets the same strength class, or what happens during production and delivery. Mix optimisation can reduce binder demand while maintaining the required workability and performance. SCMs and admixtures are common tools, but the result has to be verified at the concrete level.

ECOPact as a documented example

Holcim describes ECOPact as a low-carbon concrete range that uses SCMs and admixture technology. The company states that it can provide at least 30% lower CO2 emissions per cubic metre than standard CEM I concrete in the same strength class. Its stated comparison uses A1–A3 life-cycle emissions and a 2020 local industry average as the baseline. Holcim also says the range can be placed, pumped and finished like conventional concrete and is offered across strength classes.

Those figures and placement statements are manufacturer claims. For a real project, request the local product data, the applicable EPD, the mix identification, the strength class and confirmation that the quoted product is available for the required pour dates. Do not compare the “at least 30%” figure with the LC3 Project’s “up to 40%” figure as if they were a head-to-head ranking: they refer to different products, baselines and evidence owners.

How to compare a proposed alternative

  1. Define the function. Record the strength class, exposure and durability requirements, design life, section dimensions, reinforcement conditions, curing arrangements and placement method. Include finish and programme requirements where they are contractually important.
  2. Name the comparison product. A percentage reduction is incomplete without the reference cement or concrete, the strength class and the geography. Write the reference into the design note rather than accepting “up to” language on its own.
  3. Set the life-cycle boundary. Check whether the number covers cement, concrete or an entire building element, and whether it is limited to A1–A3 production stages. ECOPact’s published comparison, for example, is per cubic metre, same strength class, A1–A3, against a 2020 local industry average.
  4. Check the evidence owner and date. Distinguish a producer claim from a project-wide study, a code of practice from a product EPD, and a technology potential from a verified mix result. Keep the declaration version and validity period in the project records.
  5. Confirm the standards pathway. Ask the cement or concrete producer and the approving engineer which national standard, equivalent-performance concept or project-specific approval applies. BSI Flex 350 v2.0:2024 can inform an alternative-binder assessment, but it does not remove the need to satisfy the authority and specification for the project.
  6. Validate the actual mix. Use representative materials and production equipment for trial batches. Check fresh properties, strength development, curing sensitivity and the durability tests required for the exposure. For an unfamiliar binder, include monitoring during production, not just a one-time laboratory result.
  7. Secure supply. Confirm source, lead time, batch consistency, backup materials and the supplier’s ability to deliver the required volume. A theoretically low-carbon binder that cannot be supplied consistently can create programme and quality risks.
  8. Document the decision. Keep the mix designation, constituent proportions, EPD or carbon declaration, test results, acceptance route and site-control plan together so that substitutions cannot be made informally.

Performance questions that cannot be answered by a carbon percentage

Strength development

Alternative binders and high-SCM mixes may develop strength on a different schedule from a conventional CEM I mix. The relevant question is whether the specified strength is achieved at the specified test age and whether that timing fits stripping, loading and programme decisions. Do not infer early-age behaviour from a carbon claim.

Durability and exposure

Durability depends on the actual binder, water-to-binder ratio, curing, detailing and exposure. Require the tests and acceptance criteria appropriate to the structure rather than treating “similar performance” as a blanket approval. The LC3 Project’s performance statement and BSI’s performance-based approach both point toward application-specific verification.

Placement, pumping and finishing

Fresh-concrete behaviour is a project constraint. Holcim states that ECOPact can be placed, pumped and finished like conventional concrete, but that statement applies to the company’s range and local mixes. For other blended, LC3 or geopolymer systems, obtain producer guidance and validate the actual fresh properties with the placing contractor.

Carbon accounting: keep unlike numbers apart

“Up to 40%” for LC3 and “at least 30%” for ECOPact cannot be placed on a single league table. The first is the LC3 Project’s potential technology reduction; the second is a manufacturer’s per-cubic-metre claim against standard CEM I in the same strength class, with A1–A3 emissions benchmarked to a 2020 local industry average. They have different products, baselines, regions and scopes.

Ask every supplier for the declared unit, functional performance, geographic scope, reference product, life-cycle modules, data year and verification status. If one declaration covers cement and another covers ready-mixed concrete, convert neither into a direct ranking without a transparent calculation. If the decision concerns a wall, beam or slab, compare the complete concrete quantity needed to meet the design, not only the binder’s percentage.

Carbon-credit accounting is also developing. Verra has released a geopolymer cement methodology, but the existence of a methodology does not by itself prove that a particular concrete mix qualifies or that its claimed reduction is comparable with an EPD. Treat credit eligibility and product carbon data as separate checks.

Availability and maturity by pathway

Most established: blended cement and SCM routes

Blended cements and SCM-based mixes use supply chains that many concrete producers already understand. The American Cement Association’s mid-2023 U.S. shipment figure for PLC shows substantial adoption in that market. Even so, a U.S. shipment trend does not establish availability in another country, and local standards may use different designations or limits.

Growing but qualification-dependent: LC3

LC3’s limestone and calcined-clay concept can be attractive where suitable clay and production capacity exist. The practical hurdle is not only making the powder; it is qualifying the local materials, proving the concrete performance and securing approval under the project’s current standard. The standards position reported by the Institution of Structural Engineers is a reminder to check the jurisdiction rather than rely on a global label.

Emerging and project-specific: AAMs and geopolymers

Alternative binder systems can be appropriate for a carefully controlled application with an experienced producer and an agreed performance route. The Institution of Structural Engineers’ description of low-calcium geopolymer cement as an emerging technology, together with BSI’s emphasis on testing and monitoring, means that early engagement among the designer, producer, contractor and approving authority is essential.

Common specification mistakes

  • Calling every non-CEM I product “alternative cement.” State whether the proposal is PLC, another blended cement, an SCM concrete, LC3, an AAM or a geopolymer.
  • Comparing percentages with different baselines. Preserve the reference product, strength class, location and life-cycle modules beside the number.
  • Assuming a laboratory result is a construction approval. Translate the result into the tests, monitoring and acceptance route required for the actual project.
  • Ignoring supply continuity. Check the specific quarry, clay, ash, slag, activator and producer rather than assuming a generic material will remain available.
  • Choosing a cement before defining performance. Start with the structural and durability requirements, then select the lowest-impact mix that satisfies them.
  • Relying on a product name instead of current documentation. Request the current EPD, technical data, standard designation and local availability for the planned pour.

A practical decision framework

When a conventional Portland-based specification is required

Start with PLC or another compliant blended cement, then evaluate SCM additions and admixture-based mix optimisation. These routes can reduce clinker while staying within a familiar standards framework, provided the resulting concrete meets the project requirements.

When local limestone and suitable clay are available

Investigate LC3 with the cement producer and approving engineer. Ask for the proposed clinker-replacement level, local test data, EPD or equivalent carbon declaration, and the exact route to demonstrate compliance under the current jurisdictional standard.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When an industrial by-product is abundant locally

Evaluate an SCM-based mix or, where technically justified, an alkali-activated system. Secure evidence on chemistry, variability, durability and production controls; do not assume that a by-product’s existence guarantees a reliable concrete-grade supply.

When the project needs a ready-mix solution now

Request available low-carbon mixes from local producers and compare them on the same strength class, volume, placement method and life-cycle boundary. A product such as ECOPact may be operationally familiar according to its manufacturer, but the local declaration and mix must control the decision.

What a robust submittal should contain

  • Product name, producer, plant and governing cement or concrete standard.
  • Binder and SCM constituents with proportions or permitted ranges.
  • Strength class, exposure class, durability requirements and curing assumptions.
  • EPD or equivalent verified carbon declaration, with declared unit, baseline, geography, data year and life-cycle modules.
  • Fresh-concrete, strength and durability test results for representative materials.
  • Placement, pumping, finishing and temperature-control instructions.
  • Supply plan, batch controls, contingency material and delivery schedule.
  • Approval route, inspection points and monitoring records required by the engineer or authority.

Bottom line: choose the lowest-impact mix that can be proved

The best concrete alternative to unsustainable cement is rarely a single new ingredient. In the near term, the dependable strategy is usually to reduce clinker with PLC, other blended cements or SCMs, and to reduce total cement demand through a verified mix design. LC3 offers a potentially large reduction—up to 40% according to the LC3 Project—where limestone, calcined clay, production capability and approval align. Alkali-activated and geopolymer binders can expand the options, but their emerging status makes performance testing, monitoring and standards compliance non-negotiable.

Specify by evidence: same function, same strength and durability, transparent life-cycle boundary, current local standard, reliable supply and a mix-level carbon declaration. That method prevents a headline percentage from becoming a performance or procurement risk.
