Crest Apartments is a 64-apartment permanent supportive-housing development in Los Angeles designed by Michael Maltzan Architecture for formerly homeless veterans. Its plan combines private efficiency apartments with on-site services, shared indoor rooms and a landscaped courtyard system. The architect announced a grand opening in May 2017; a project cutsheet lists 2015 as the completion date, so those milestones should not be treated as the same event.

The project is notable less for a single object-like building than for how its long, arcing form, terraces, corridors and landscape make a dense site feel communal. Reported sustainability features include LEED for Homes Platinum, solar-thermal hot water, water-management planting and permeable paving. Those are design specifications and certifications, not a post-occupancy study of actual savings or resident outcomes.

In this model, a resident’s home is paired with services located on the property. The project descriptions identify shared rooms and service areas, but they do not establish how frequently every service is delivered today or what long-term outcomes residents have experienced. The physical program and the intended housing model are documented; current performance requires separate, up-to-date reporting.
Who designed Crest Apartments, and who was it for?
Michael Maltzan Architecture designed Crest Apartments for Skid Row Housing Trust. The architect places the project on a busy thoroughfare near two freeways, transit and neighborhood resources. That location creates a practical challenge: the development has to add housing density while giving residents places that feel sheltered, legible and connected to daily services.
The groundbreaking announcement described 35 percent of the units as reserved for veterans. At the May 2017 opening, the architect described the project as having 23 apartments reserved for homeless veterans. With 64 apartments in total, 23 is approximately 35 percent, but the two figures should remain attributed to their respective announcements rather than presented as a newly calculated official statistic.
The architect’s project page describes the building this way: “The building’s arching form stretches the length of the site, creating a sheltered courtyard with tiered terraces above that include open-air outdoor corridors and an expansive ground level landscape zone.” That description captures the central design move: circulation, outdoor space and landscape are treated as part of the supportive-housing environment, not leftover space around a block of units. How the building organizes a difficult urban site
An arcing bar and a protected court
Crest stretches along the length of its site in an arcing form. Instead of presenting a flat edge to the neighborhood, the curve bends around a sheltered courtyard. This gives the development a recognizable shared center while helping buffer residents from traffic on the surrounding thoroughfare.
Terraces and open-air corridors
Above the courtyard, the design steps into tiered terraces. Open-air corridors run through these levels, turning the route to an apartment into a sequence of exterior spaces with views toward the courtyard and landscape. The arrangement gives residents and visitors more than one type of shared realm: a ground-level zone for movement and gathering, elevated terraces and the corridors that connect the homes.
A landscaped ground level
The ground plane is designed as a generous landscape zone rather than only as access and parking. Paths, planting and gathering areas help connect the building’s entrances and shared rooms. The result is a circulation system that can support informal encounters without requiring every social interaction to take place indoors.

What spaces and services are provided?
The project news lists a residents’ lounge, communal kitchen, laundry room, conference room and outdoor community garden. Morley Builders’ project account also lists a health clinic; because that item appears in the builder’s description, it should be attributed to Morley Builders rather than treated as an independently verified statement about current operations.

These rooms support the practical side of permanent supportive housing. A communal kitchen and lounge provide shared amenities beyond a small efficiency apartment. Laundry space places a routine household function on site, while a conference room can accommodate meetings between residents, service providers and property staff. The garden adds an outdoor activity and gathering setting.
None of those facilities, by themselves, proves that services are consistently staffed or that residents achieve a particular health, employment or housing outcome. They show how the project was programmed and what kinds of support the building was designed to accommodate.

The different dates can describe different milestones in a development’s life. A construction document may record substantial completion in 2015, while the formal opening and resident-facing launch occur in May 2017. The available project materials do not provide a fuller schedule explaining the interval, so it is more accurate to report both statements than to choose one and discard the other.

What happened to operations after 2023?
A 2024 project cutsheet records a later ownership and oversight change. It says that, after the City of Los Angeles placed the property under a health-and-safety receivership in March 2023, LA Family Housing took over an ownership interest and began overseeing operations and compliance monitoring.

What makes Crest Apartments sustainable?
The architect reports that Crest achieved LEED for Homes Platinum. Morley Builders lists a set of water, energy, daylighting and materials measures. These features indicate the project’s intended environmental strategy; they are not a substitute for measured post-occupancy energy, water, indoor-air or health results.

How the landscape expands the supportive-housing program
SWA Group is identified as the landscape designer. The American Society of Landscape Architects’ 2022 Professional Honor Award record explains the landscape as a way to create more varied, generous shared space around the housing.
The landscape strategy reworks areas that are often single-purpose or fully impervious. A fire lane and parking areas use geoweb ground reinforcement together with plants, gravel, decomposed granite and concrete pavers. This combination allows circulation and emergency access to coexist with more permeable, usable open space.

That distinction matters in a supportive-housing project. A fire lane still has to function as infrastructure, but it can also contribute to the landscape system when its surface and edges are designed for infiltration and everyday use. Likewise, the courtyard, terraces and garden provide several degrees of privacy and sociability instead of forcing residents into one large communal room.
What permanent supportive housing means at Crest
Permanent supportive housing combines a stable home with voluntary or coordinated support services intended to help residents maintain housing and address other needs. At Crest, the documented expression of that model is an individual efficiency apartment plus on-site social-service space and communal areas.

A useful comparison should examine more than unit counts or architectural appearance. Crest supplies clear information on several dimensions, while leaving post-occupancy results unresolved.

Its 64 apartments and veteran-focused program provide a clear social purpose, while its terraces and open-air corridors make that purpose visible in the architecture.
The project also shows why dates and performance claims need careful wording. The cutsheet’s 2015 completion date and the architect’s May 2017 grand opening describe different milestones. LEED Platinum and the listed water, energy and materials features describe design intent and reported specifications. They do not, without measured follow-up, establish current environmental performance or resident outcomes. The 2024 cutsheet’s receivership and LA Family Housing handover likewise document a historical operational transition, not a definitive statement about conditions today.
