Yes, windows can be designed and protected for cyclone winds, but “cyclone proof” is not a universal rating. Performance depends on the complete installed opening—glass, frame, seals, hardware, fixings, surrounding structure, dimensions, exposure and workmanship—matched to the wind loads and rules for the actual site. Specify a documented assembly and verify its test scope with the authority or engineer responsible for the project; never treat glass thickness or a marketing label as proof by itself.

“Cyclone proof” is a useful search phrase but an imprecise technical description. A 10 December 2024 decision of the Supreme Court of Vanuatu, Namen v Alain, recorded Justice William Kenneth Hastings saying: “I heard no evidence of an objective or independent standard for cyclone proof glass.” The statement concerned the evidence presented in that dispute; it was not a finding that building standards or tested products do not exist anywhere. It is a warning that the phrase alone cannot define a performance requirement. Read the decision in its jurisdictional context at the Supreme Court of Vanuatu judgment.
The same case involved 6.38 mm and 10.38 mm glass in a particular contract dispute. The court did not turn either thickness into a general cyclone design rule. A thicker pane can still fail if its dimensions, edge support, frame, anchors or installation are unsuitable. Conversely, a tested laminated assembly may be appropriate at a different thickness when the project loads and configuration match the test.

For design and procurement, replace the vague question “Is this cyclone-proof?” with three precise questions:
- What wind pressure and other loads apply at this address, for this building height, terrain, opening size and exposure?
- Which complete window or door configuration has been tested for those demands?
- Do the supplied frame, glazing, seals, hardware, fixings and installation details exactly match the documented configuration?
Why the whole installed assembly matters
A laboratory result belongs to a defined assembly, not to an abstract pane of glass. The frame must transfer loads to the building, seals must control air and water paths, and anchors must remain attached to the substrate. Larger openings, corner zones, upper floors and exposed coastlines can impose different demands from sheltered, small openings on the same project. The surrounding wall and its connections also have to remain sound; a strong window cannot compensate for a weak wall or poorly installed anchor.
Suppliers and designers should document at least:
- Glazing: glass type, thickness, lamination or interlayer, pane dimensions, edge support and any insulating construction.
- Frame and hardware: material, reinforcement, mullions, hinges, locks, operating force and the tested opening size.
- Seals and drainage: gaskets, weather seals, weep paths and the air- and water-control details used in testing.
- Fixings and substrate: anchor type, spacing, embedment, corrosion protection and the wall construction receiving the load.
- Installation: packers, tolerances, perimeter sealing and the installer’s method statement.
Impact resistance, pressure resistance, air infiltration and water penetration are different properties. A product that survives a missile-impact protocol is not automatically rated for the project’s ultimate wind pressure, and a pressure result does not by itself establish thermal performance, acoustic control or operating convenience.
Start with the local design brief, not a product brochure
Requirements vary by jurisdiction and by site. Before selecting a window, identify the country or territory, the applicable building code and edition, the design wind speed or pressure method, terrain and shielding category, topography, building importance, height, opening dimensions and whether the location lies in a corner or other high-suction zone. A qualified local designer, engineer or building official should confirm the values and the responsibility for checking them.

Do not import a rating from another region without checking its meaning. Test protocols, pressure definitions, pass/fail criteria and installation assumptions may differ. Ask the supplier to state the standard’s edition and the exact test report number, then have the project professional confirm that the report addresses the local rule.
Evidence to request from a window or door supplier
Request the following before signing a purchase order:
- Applicable requirement: the design pressure, impact requirement (if any), air and water criteria, and the local code or standard citation.
- Complete test report or certificate: laboratory name, date, protocol, specimen dimensions, pressure cycles or ultimate loads, impact details and pass/fail results.
- Configuration schedule: profile series, reinforcement, glass build-up, hardware, seals, mullions, maximum width and height, and permitted fixing pattern.
- Installation evidence: anchor type and spacing, substrate assumptions, perimeter details and installer qualifications or inspection records.
- Traceability: a way to identify delivered components and confirm they are the tested or approved configuration.
A verbal statement that a window is “hurricane” or “cyclone” rated is not a substitute for these documents. The Vanuatu judgment illustrates how conflicting verbal assurances and written specifications can leave a project without objective evidence; the legal outcome there applies only to that dispute.
How published test figures should be read
AS 2047 report described by Paarhammer
Paarhammer states that a Wood-Alu composite window was tested at a NATA-accredited facility under AS 2047-2014. Its published account lists N6 and C4 ratings for general locations and N5 and C3 for corner locations, with ultimate-limit-state pressure results of +5900 Pa and −5900 Pa. The company says C4 is the highest ultimate-strength pressure rating for general windows and cites 5300 Pa for compliance. These are the manufacturer’s reported results for that product and test configuration, not a universal rating for every Wood-Alu window or every cyclone site. Read the product account at Paarhammer’s cyclone-window page, then verify the current standard, edition and configuration with the project professional.

The same page describes tests for structural deflection, operating force, air infiltration, water penetration and ultimate strength. Those categories help a specifier see what was examined; they do not establish that every project will receive the same result.
Miami-Dade protocols described by Blaurock
Blaurock International says its line uses laminated safety insulating glass with a PVB interlayer and steel-reinforced uPVC frames, and reports testing under Miami-Dade PA201, PA202 and PA203 protocols. It also associates its claims with conditions from 2017 Hurricane Irma, including a stated 295 km/h (185 mph) wind figure. These are the company’s claims about its product line. They should not be presented as independent verification or as a generic certification for other frames, glass builds or installation methods. See the stated scope at Blaurock International’s product page.
Comparing permanent and temporary protection routes
| Approach | What it protects | Evidence and decisions needed | Practical trade-offs |
|---|---|---|---|
| Custom-rated window or door assembly | Glazing and frame remain part of the everyday building envelope. | Complete report for the exact glass, frame, size, anchors and installation; local pressure and impact requirements. | Always available and visually integrated, but usually requires early design coordination and higher upfront cost. |
| Permanent shutters | A separate barrier reduces windborne-debris exposure and can shield the opening when deployed. | Shutter type, attachment to the structure, deployment method, storage (if removable), and local approval. | Can be retrofitted, but needs inspection, maintenance and a plan for safe, timely operation. |
| Temporary plywood boarding | A short-term barrier installed before a storm, when the building and local guidance permit it. | Panel dimensions, screw locations, frame or wall strength, ladder safety and authority instructions. | Low equipment cost, but labour-intensive; panels need dry storage, labelling and enough warning time for installation. |
| Safety/security film | Can help hold fragments together if glass breaks. | Film specification, edge retention and compatibility with the window; it is not a tested cyclone assembly by itself. | May reduce loose shards, but does not replace structural glazing, shutters or rated fixings. |
Choose the protection path according to who can deploy it safely, how often the building is occupied, available storage, maintenance access, appearance, ventilation needs and budget. A shutter that cannot be closed before dangerous winds arrive is not an effective operational plan.
Designing a rated window or door package
1. Define exposure and opening schedule
Map every opening by floor, orientation, width, height and corner proximity. Record adjacent roofs, balconies and overhangs that may alter exposure. Give the engineer a schedule rather than a single “typical” window; one oversized or corner opening may govern the design.

2. Set performance targets
List structural pressure, impact or missile resistance where required, air leakage, water penetration, deflection limits, operating force and any acoustic or thermal targets. Keep each target separate so that satisfying one is not mistaken for satisfying all.
3. Match a tested configuration
Select a profile, reinforcement, glass build-up, hardware and seal arrangement covered by the report. If the project needs a larger size, different mullion, alternate glass or different anchor spacing, obtain an engineering assessment or a new test basis; do not assume the result scales automatically.
4. Detail the connection to the building
Show anchor locations, edge distances, embedment, packers, corrosion protection, perimeter sealant and the substrate’s capacity on the drawings. Coordinate the window installer with the structural and cladding trades so that membranes, flashings and drainage remain continuous.
5. Inspect and record installation
Check delivered profiles and glass against the schedule, photograph concealed anchors before closing finishes, and record any approved substitutions. Commission operable hardware and confirm that locks, stays and emergency egress functions work without excessive force.

Temporary plywood boarding: a controlled pre-storm procedure
Bunnings New Zealand’s preparedness guide describes a plywood method for temporary protection. Local authorities may prescribe different details, so follow the instructions for your location and never work at height in unsafe wind or weather.
- Plan and measure in calm conditions. Measure each window and door, decide where panels can bear on the frame or surrounding structure, and confirm that screws will not damage concealed services or compromise the weather seal.
- Cut and label panels. Cut exterior-grade plywood to fit the opening and mark each panel with its opening number and orientation. Numbering makes reinstallation faster after removal.
- Pre-drill and store hardware. Mark screw positions consistently, keep self-tapping screws with the corresponding panel, and store the boards flat and dry where they can be reached without moving hazardous objects.
- Install before conditions deteriorate. With a stable ladder and a second person where needed, hold the board in position and fix it to the frame or approved fixing points with the specified screws. Do not improvise anchors into weak trim.
- Inspect coverage. Confirm that the panel is secure, does not obstruct required drainage or ventilation, and does not create a fall hazard. Remove it only when local officials say conditions are safe.
The guide lists a cordless drill, hammer, ladder, pencil, tape measure, nails, plywood and screws as typical tools and materials. Treat that list as a preparation aid, not as proof that any thickness, screw spacing or fixing pattern is suitable for your building. Have a qualified person adapt the method to the frame and wall construction.

Cyclone doors do not automatically require one universal glass type. Whether impact-resistant or laminated glass is required depends on the local code, windborne-debris zone, door location, size and the tested door assembly. A laminated pane with a PVB interlayer can retain fragments after breakage, but the interlayer, frame, bite, hardware and anchors must be tested together. An impact rating for a fixed window cannot simply be transferred to a hinged door.
Ask for the impact protocol, missile size and speed, number and location of impacts, cyclic-pressure sequence and specimen dimensions. Confirm that the offered door’s threshold, hinges, lock points and sidelights match the documented test. If the project is outside the test’s governing jurisdiction, obtain a local equivalency determination rather than assuming that a familiar protocol is accepted.
Common specification mistakes and their fixes
- Using thickness as the specification: replace “10 mm cyclone glass” with a complete tested build-up and maximum dimensions.
- Quoting a wind speed without a design pressure: have the engineer convert the applicable code inputs into pressures for each opening and explain positive and negative directions.
- Ignoring corners and upper levels: schedule corner openings separately and verify suction zones and edge conditions.
- Testing glass but not fixings: require evidence for the frame-to-wall connection and installation substrate.
- Mixing components after testing: obtain written approval before changing glass, reinforcement, locks, seals or anchors.
- Assuming film is structural protection: use film only for its documented fragment-retention benefit; do not call it a cyclone-rated barrier.
- Leaving deployment to the last minute: prefit and label shutters or plywood, train responsible people and include weather-safe access in the emergency plan.
- Failing to maintain hardware: inspect seals, hinges, locks, shutter tracks, corrosion and screw holes before each cyclone season.
Procurement checklist for owners, designers and installers
- Project address, jurisdiction, code and edition identified.
- Design pressures and impact requirements documented for every opening group.
- Supplier’s report names the laboratory, protocol, specimen size and pass/fail criteria.
- Glass, frame, reinforcement, seals, hardware and fixings match the tested schedule.
- Installation drawings show anchors, substrate, perimeter sealing, drainage and tolerances.
- Responsibility for engineering review, installation inspection and substitutions is written into the contract.
- Air, water, thermal, acoustic, aesthetic and operating-force requirements are assessed separately from cyclone resistance.
- Permanent shutters or temporary boards have an owner, storage location, inspection routine and safe deployment procedure.
- Handover includes reports, product identification, maintenance instructions and photographs of concealed work.
What a defensible specification sounds like
Instead of writing “supply cyclone-proof windows,” specify the jurisdiction and design basis, identify each opening group, state required positive and negative pressures, list impact and air/water criteria, name the accepted test standard and edition, and require the supplier to submit the report for the exact configuration. Add the approved glass and frame schedule, anchor details, installation method, inspection hold points and a process for engineering any change. This wording gives the contractor something measurable to deliver and gives the owner evidence to retain.
Sources and limits of the available evidence
The Vanuatu decision is a jurisdiction-specific legal record about evidence in one dispute, not a worldwide building-code ruling. The pressure and rating figures above are manufacturer-reported product results. The Irma wind figure and Miami-Dade protocol description are also manufacturer claims. No independent publisher’s general failure rate or universal cyclone-window statistic establishes how every product performs. For a real project, the local authority and a qualified design professional remain the decision-makers on code compliance and site-specific loads.
