For an Australian building in wind Region D, the right window is not chosen from a universal “cyclone-rated” label. The designer must calculate the wind actions for the site and building, then verify that the complete window assembly—frame, glass, hardware, dimensions and fixings—has evidence for those conditions. In NCC 2022, Regions C and D are treated as cyclonic areas for Specification 4, while most external-wall windows are covered through AS 2047.
“Category D” is often used informally for this situation, but wind Region D is the precise AS/NZS 1170.2 term. Confirm the terminology, NCC edition and any state or territory variation with the project designer and building certifier before ordering.

What “Category D” means for window selection
AS/NZS 1170.2 classifies Australian sites into wind regions. Region D is the highest regional wind category and covers areas exposed to severe tropical-cyclone wind actions. The National Construction Code (NCC) uses a related but specific definition: NCC 2022 Specification 4 identifies wind Regions C and D as cyclonic areas for its purposes. Western Australia has a stated variation that also includes Region B2. Read the local adopted code rather than assuming that a map or supplier brochure uses the same boundaries.
The classification is only the starting point. A Region D site does not automatically have one standard window size, glass thickness or frame material that is compliant everywhere. Wind pressure changes with the building’s height, shape, location, terrain, shielding, openings and the position of each window. Corner and edge openings can experience different actions from windows in the middle of a wall.

Specification 4 defines the code context; it does not name a purchasable “Region D window.” The project’s structural design must establish the pressure and load requirements for every relevant opening.

Which Australian glazing standard applies?
NCC 2022 Part B1 directs most windows and glazed assemblies in external walls to AS 2047, subject to the code’s listed exceptions. Other types of glazing follow AS 1288 or another applicable pathway. Establishing the correct standard is essential because a certificate for one standard or product category is not automatically evidence for another.

The complete scope and exceptions are set out in NCC 2022 Part B1 Structural provisions. A window supplier should be able to state which pathway applies to the proposed opening.
Why a “cyclone-rated” label is not enough
Marketing terms can hide important differences. A test report may apply only to a particular frame series, glass build-up, sash size, hardware set or fixing pattern. Changing a window from fixed to awning, increasing its width, selecting a different glass laminate or installing it in a different wall can change its structural performance.

Ask for evidence that matches all of the following:
- the required positive and negative design pressures for that opening;
- the window or door operating type and opening configuration;
- the exact width, height, panel arrangement and aspect ratio;
- the frame material, reinforcement and connection details;
- the glass type, thickness, make-up and retention system;
- locks, hinges, rollers, stays and other hardware that resist the design actions; and
- the proposed fixing method and the supporting wall construction.
If the supplier’s document covers a smaller test specimen than the window on the plans, request an engineering assessment or a tested configuration that does cover the specified dimensions. Do not infer compliance from a similar-looking product.
How to specify a Region D window step by step

Obtain the project wind design
Ask the project’s structural designer for the design pressures or actions at each opening, including any separate pressures for corners, edges and internal zones. The designer should account for site location, building geometry, height, terrain and shielding under the applicable wind standard and code.

Identify the opening’s code pathway
Confirm whether it is an external-wall window or framed glazed door under AS 2047, or an assembly such as a skylight, out-of-plane window, frameless door, heritage unit or one-off window requiring the AS 1288 pathway or another NCC provision.

Define the configuration before requesting quotes
Record the nominal opening, frame dimensions, number of sashes or panels, fixed and operable sections, sill and head details, glass make-up, hardware and intended operation. A supplier cannot reliably match evidence to an unspecified opening.

Request the compliance evidence
Ask for the relevant test report, engineering certificate or product documentation and have the supplier identify the maximum tested dimensions, pressure ratings, glass options and fixing assumptions. Check the document’s date, standard edition and any limitations.

Check the glass and frame as one assembly
Window performance depends on interaction between the glass, beads, seals, mullions, transoms, sash and frame. A strong glass specification does not compensate for an under-strength frame or inadequate retention, and a robust frame does not validate unapproved glass.

Coordinate the installation details
Have the designer and certifier review anchors, screws, brackets, packers, sub-sills, jambs, head fixings and the substrate. The wall must be capable of receiving the specified loads. Follow the tested or engineered installation detail rather than substituting a convenient fixing pattern on site.

Obtain final approval before fabrication
Give the certifier the pressure schedule, assembly documentation and installation details. Resolve any mismatch between the drawings, supplier evidence and site conditions before the order is released, because changing a fabricated cyclone window later can be costly.

What to compare when evaluating suppliers
Use a written comparison so that different quotes are measured against the same requirements. The lowest price is not meaningful if one quote omits reinforcement, hardware, fixing engineering or the required glass.

Ask the supplier to identify anything that is “by others,” such as structural support, lintels, sill flashings or site-specific engineering. Those items still form part of the compliant opening even when they are not supplied with the window.

Do not assume that every Region D building must have a particular screen. The NCC material reviewed describes permanently installed screens for openings bounding a strengthened area in a specific Northern Territory provision for certain Region C residential buildings occupied by aged or infirm people. That targeted rule is not a blanket Region D prescription.

Where a local authority or project brief does require debris protection, obtain the exact provision and have the designer specify the screen, its impact capability, attachment and relationship to the window. Ordinary insect mesh, removable flyscreens and generic shutters should not be represented as meeting a wind-driven-debris requirement without supporting evidence.
The applicable jurisdiction, building class, occupant use and code edition can change the answer. Confirm those details with the certifier instead of transferring a Northern Territory provision to another state or to a different building type.
Common specification mistakes and how to avoid them
- Using “Category D” as a product grade. Treat Region D as a wind-region classification, then obtain the project-specific pressure schedule.
- Accepting a certificate for a different size. Check the tested dimensions and configuration against every window on the drawings.
- Specifying glass alone. Require evidence for the glass, frame, beads, hardware and fixings as a complete assembly.
- Ignoring installation. A tested unit can fail to perform if anchors, spacing or supporting construction differ from the documented detail.
- Applying AS 2047 to every glazed opening. Check the NCC exceptions, including skylights, out-of-plane glazing, frameless doors, heritage units and site-built windows.
- Using roof-cycle figures as window performance data. Historic NCC 2016 high-wind material includes cyclonic load-cycle provisions for metal roof assemblies; those figures are not window tests. See NCC 2016 Part 3.10.1 High Wind Areas for the separate roof context.
- Assuming a screen solves structural compliance. A debris screen, where required, is an additional, specifically documented measure; it does not replace a compliant window assembly.
Documents to keep with the building records
Retain the wind-pressure schedule, window and door schedule, supplier test reports or engineering certificates, glazing specifications, shop drawings, fixing details, installation instructions, photographs of concealed anchors where practical, and the certifier’s approval. These records help demonstrate what was actually specified if a replacement, renovation or insurance question arises later.
When repainting or renovating around the openings, avoid changing the frame, beads, hardware, drainage paths or fixings without checking the approved details. A cosmetic change should not be allowed to become an unrecorded structural substitution.
Practical decision guide
- If the opening is a conventional external-wall window or framed glazed door, start with an AS 2047 assembly matched to the project pressure.
- If it is a skylight, out-of-plane window, frameless door, heritage unit or site-built window, ask the designer to confirm the AS 1288 or other applicable NCC pathway.
- If a supplier cannot provide configuration-specific evidence, pause the order and request engineering or a different tested system.
- If debris protection is mentioned, identify the exact state or territory rule and building-use condition before selecting a screen.
- Have the certifier sign off the complete opening—including installation and supporting construction—before fabrication and installation.

Neither page endorses one universal Region D product; they establish the compliance framework that the project-specific design must satisfy.
