A 7-star home is not created by adding one high-performing product. In Australia, the result comes from an integrated design that controls solar gain, heat loss, air movement and whole-of-home energy use, then passes the applicable state or territory compliance pathway. Orientation, shading, glazing, insulation, construction details, ventilation, thermal mass and equipment must be considered together and modelled for the site.
Under the current national framework, NCC 2022 Amendment 2 (effective 29 July 2025) retains a minimum thermal-performance level equivalent to 7 stars under NatHERS and adds a Whole of Home energy-use requirement. The legal requirement depends on how your state or territory has adopted and varied the NCC, so confirm the edition, transition rules and building class with the relevant building authority before documentation or construction.

What “7 stars” means in practice
NatHERS stars are a predicted thermal-performance rating for a dwelling in its local climate. The assessment considers how the proposed building envelope responds to outdoor conditions and estimates the energy needed to maintain acceptable indoor comfort. A higher score generally indicates that the home should require less mechanical heating and cooling, but the score is not a promise of identical bills or comfort in every household.
The NCC 2022 housing framework changed the national baseline from the previous six-star minimum. It combines two related but distinct checks:

- Thermal performance: the dwelling must meet the applicable NatHERS-based minimum, described nationally as equivalent to 7 stars.
- Whole of Home energy use: fixed and regulated energy loads, equipment choices and on-site generation are assessed as part of the compliance approach.
These requirements apply through state and territory adoption of the NCC. They can differ by building class, local variation and transitional arrangement. The ABCB identifies NCC 2022 Amendment 2 as the current edition and says jurisdictions may consider NCC 2025 adoption from 1 May 2026; each jurisdiction sets its own timing. Do not assume that a national publication date is the date your building permit must meet.
Start with the site, climate and brief
A star target is meaningful only in relation to the block and the people who will use the home. Before selecting products, record the climate zone, slope, neighbouring buildings, vegetation, prevailing breezes, views, privacy constraints and likely occupancy patterns. A compact plan with limited external surface area may behave very differently from a highly articulated plan of the same floor area.

Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Orientation is more than the front elevation
Orientation includes the position and size of windows, glazed doors, courtyards and shaded outdoor rooms, not just the direction the main façade faces. BERA’s guidance recommends using winter sun for natural warmth while preventing excessive summer exposure. In the southern hemisphere, a design may be able to admit useful low-angle winter sun on the northern side, but the correct arrangement still depends on local latitude, surrounding obstructions and the detailed brief.
Map the daily comfort problem
Ask when rooms are occupied and when they overheat or become cold. A bedroom with morning sun, a west-facing living room and a rarely used spare room should not automatically receive the same glazing or shading strategy. Give the assessor the actual room uses, preferred temperatures, window-opening habits and any accessibility or security constraints; these assumptions affect how the design is interpreted.
Control solar gain with shading and glazing
External shading first
Fixed overhangs, verandas, awnings, screens, shutters and carefully placed vegetation can stop unwanted solar radiation before it reaches the glass. Their effectiveness depends on orientation, projection, height, adjacent buildings and seasonal sun angles. A deep roof edge that shades a north-facing window may not solve late-afternoon heat entering from the west. Model each major opening rather than applying one standard detail to every elevation.

Use SHGC and U-value for different jobs
Two glazing properties are especially important:
- Solar heat gain coefficient (SHGC) describes the fraction of incident solar energy that enters through the glazing. A lower SHGC can reduce unwanted summer gains, while a higher value can help admit winter sun where the design can use it.
- U-value describes heat flow through the glazing assembly. A lower U-value generally reduces conductive heat transfer, but the relevant value is for the complete window or door assembly, including frames, not just the centre of the glass.
There is no universally “best” SHGC or U-value. Climate, orientation, window dimensions, external shading, frame material and the owner’s daylight and view requirements interact. A heavily shaded north window may need a different specification from an unshaded west window. Ask the assessor to test the proposed dimensions and shading, then specify products whose documented performance matches the model.

Balance glass area against the brief
Large areas of glass can provide daylight and outlook but increase both solar exposure and conductive losses. Treat each window as part of an elevation strategy: size it for the room, place it to support cross-ventilation where possible, and reserve higher-performance assemblies for openings that have the greatest thermal effect. Changing window dimensions late in documentation can invalidate earlier modelling.
Build a continuous, realistic insulation strategy
Insulation is most effective when it is designed with the entire construction assembly and installed continuously. Gaps at junctions, compressed batts, unsealed penetrations and uninsulated edges can undermine the nominal product rating. Coordinate the thermal envelope at wall-to-roof, wall-to-floor, window-reveal and service-penetration details before trades price the work.
Wall, floor and roof decisions
BERA gives examples of designs that may require 90 mm rather than 70 mm stud walls, thermal breaks in steel framing and insulation beneath exposed floors. These are design examples, not universal specifications. The required thickness and system depend on the climate, framing, cavity depth, moisture management, fire requirements and the assessor’s model.
For raised or exposed floors, include the underside and edge conditions in the thermal calculation. For slabs, coordinate insulation with termite management, drainage and the finished-floor build-up. Roof and ceiling insulation must be installed around downlights, ducts and access openings without creating unsafe clearances or discontinuities.

Resolve thermal bridges
Steel framing, balcony slabs, lintels, window reveals and fixing systems can bypass otherwise effective insulation. Thermal breaks, insulated junction details and careful frame selection can reduce those paths. Require the builder and relevant subcontractors to understand the specified detail; a compliant drawing that is not built as documented will not deliver the modelled performance.
Use ventilation for comfort, not as a substitute for envelope design
Openable windows and ceiling fans can support passive cooling when outdoor conditions are favourable. Window-opening area varies with the type of opening, so a nominal window size does not tell you how much effective ventilation the room receives. Check the actual clear opening, insect screens, safety restrictors, privacy and cross-flow path.
Ceiling fans move air across occupants and can improve perceived comfort, but they do not remove heat from the building. They should complement shading, insulation and night-purge opportunities rather than justify weaker envelope measures.
In hot climates, roof-cavity ventilation may sometimes reduce heat accumulation in the cavity. Its value depends on roof form, insulation location, weather sealing and local conditions; it is not a guaranteed star-rating measure. Mechanical ventilation, filtration, bushfire requirements and condensation control may also constrain how often windows can be opened. Have the assessor and mechanical designer coordinate the strategy.

Use thermal mass where the climate and operation support it
Thermal mass can absorb heat, delay temperature swings and release stored warmth later. Examples in BERA’s guidance include a north-facing concrete slab and thermal-mass walls. Their benefit depends on solar access, insulation, internal exposure, night cooling and whether occupants operate windows and shading as assumed.

Do not add heavy materials solely to chase a star number. A slab covered by thick carpet, isolated from sun and unable to cool overnight may contribute less than expected. Ask the assessor to model the proposed mass, surface exposure and operating assumptions against lighter alternatives.
Meet the Whole of Home requirement deliberately
Whole of Home is separate from the old idea that a product automatically earns nominal NatHERS “credits.” Under the current framework, the assessment considers household energy use across relevant systems. The ABCB handbook describes this as part of the NCC 2022 approach, while BERA specifically identifies solar photovoltaic generation as being assessed through Whole of Home rather than treated as an earlier star credit.
Coordinate the following before the design is locked:
- space-heating and cooling equipment, including efficiency and control assumptions;
- hot-water system type, storage and location;
- fixed lighting and appliance assumptions required by the applicable pathway;
- on-site generation such as solar PV, including roof orientation, shading and available area;
- any battery or control strategy the compliance method recognises; and
- the owner’s likely operating pattern and future equipment changes.
Solar PV is not a universal substitute for envelope improvements. A poorly shaded, leaky home can still have uncomfortable rooms even if annual energy use is offset. Conversely, an efficient envelope may reduce the size and running time of mechanical systems, changing the Whole of Home result and the equipment that is sensible to install.
Compare the main design levers
| Design lever | What it influences | Questions to test in the model | Typical design consequence |
|---|---|---|---|
| Orientation and shading | Seasonal solar gains and cooling load | Can winter sun enter where it is useful, and are summer angles blocked on each façade? | Changes plan arrangement, roof edges, screens and landscape coordination. |
| Glazing | Solar gain, conductive heat flow, daylight and views | Are SHGC and assembly U-value suited to each orientation and opening size? | May alter glass area, frame specification, shading and budget. |
| Insulation and construction | Heat flow through walls, roofs and floors | Are the specified layers continuous, buildable and protected from thermal bridges? | Can require deeper cavities, thermal breaks or revised junction details. |
| Ventilation and fans | Air movement and perceived cooling | Are openings usable, secure and aligned for cross-flow when outdoor conditions permit? | Influences window type, fan locations and controls. |
| Thermal mass | Temperature swing and heat storage | Is mass exposed to useful sun and able to release heat at night? | May favour slabs or masonry in selected zones, not everywhere. |
| Whole of Home systems | Annual regulated energy use | Do equipment efficiency, controls and PV assumptions match the actual specification? | Coordinates plant rooms, roof area, electrical capacity and capital cost. |
A practical 7-star design workflow
- Confirm the legal pathway. Ask the building authority which NCC edition, state or territory variation, building class and transition rule apply to the project.
- Appoint the assessor early. Provide the site survey, climate and orientation information, brief, preliminary plans and expected construction system before detailed selections are made.
- Test a simple massing scheme. Compare orientation, room zoning, window placement and shading before committing to complex forms or extensive glazing.
- Model envelope options. Test glazing dimensions and performance, insulation assemblies, exposed floors, thermal breaks, shading and thermal mass as coordinated packages.
- Check ventilation assumptions. Verify usable opening areas, fan locations, security, bushfire or weather constraints and the conditions under which windows can be opened.
- Run Whole of Home scenarios. Coordinate heating, cooling, hot water, lighting, appliances, PV and controls with the equipment schedule and electrical design.
- Document the buildable details. Draw insulation continuity, window junctions, slab edges, roof interfaces and service penetrations; assign responsibility for installation checks.
- Reassess after every material change. Re-run the assessment when window sizes, shading, wall thickness, frame type, plant, PV layout or room use changes.
- Verify construction. Use site inspections, photographs and commissioning records to confirm that the installed envelope and systems match the assessed design.
Cost, trade-offs and what the evidence can—and cannot—say
There is no universal premium for a 7-star outcome. Cost depends on the starting design, climate, labour market, structure, window area, site access, equipment choices and whether changes are made before or after documentation. Early design changes can be cheaper than retrofitting insulation, shading or services after approvals.

BERA reports that Sustainability Victoria case studies found upgrade costs as high as $15,000 for some homes seeking 7 stars. The surfaced passage does not identify the original report’s publication year, so treat this as a historical, case-study-based upper figure rather than a current price or standard allowance. Obtain project-specific quotations and ask what performance improvement each cost buys.
Trade-offs are unavoidable. More glazing may improve daylight but increase heat loads; deeper shading can affect views; thicker walls reduce internal area; thermal mass adds weight and coordination; high-performance windows can change frame sightlines; and PV needs suitable unshaded roof area. The correct choice is the package that meets the applicable rules and the owner’s comfort, appearance, maintenance and budget priorities.
Common failure modes and corrections
Choosing products before testing the design
Symptom: a window, insulation or heating product is selected from a generic “7-star” claim. Correction: have the assessor model the actual product, dimensions, orientation and assembly.
Leaving energy efficiency until documentation
Symptom: the plan is fixed and the assessor is asked to make it comply with substitutions. Correction: involve the assessor during massing and window studies. BERA quotes Tori Walker, Principal Consultant, saying: “Designers will need to incorporate Energy Efficiency factors into their design earlier.”
Assuming PV fixes an inefficient envelope
Symptom: solar generation is added while shading, air leakage or insulation gaps remain unresolved. Correction: improve passive performance first, then coordinate Whole of Home equipment and generation.
Ignoring local adoption
Symptom: a team relies on a national NCC date without checking the permit authority. Correction: confirm the jurisdiction’s adopted edition, variations and transition provisions in writing.
Building a different house from the assessed one
Symptom: window sizes, wall build-ups, shading or plant change after assessment. Correction: trigger a reassessment and update drawings, schedules and site instructions before construction proceeds.
Who should be involved
The owner, architect or designer, builder, NatHERS assessor, window supplier, insulation contractor and mechanical or electrical designer each control different inputs. Hold a coordinated review at concept, developed design, documentation and pre-construction stages. The assessor can explain which changes materially affect the result; the builder can identify details that are difficult to install; and the owner can decide whether comfort, views, daylight, appearance or operating cost takes priority when options conflict.
