You can turn a horizontal mini blind into a burlap Roman-style shade by keeping its headrail and lift mechanism, removing most slats, and bonding fabric to the slats you retain. The slats create the folds while the original mechanism raises and lowers the shade. This is a practical reuse project, but it is not a tested product design: fabric weight, adhesive, cord access, and the accuracy of your measurements determine whether the finished shade operates well.

Use the procedure below as a careful conversion method, test every bond on scrap fabric first, and treat cord safety as a separate decision. A handmade shade with accessible cords should never be described as certified child-safe or compliant with window-covering rules.

What a burlap Roman shade conversion actually does

A mini blind already contains a headrail, ladder or lift components, and a bottom bar. In this project, those parts become the operating hardware. You remove the slats you do not need, leave selected slats at fold locations, and attach burlap to the remaining structure. When the blind is raised, the slats pull the fabric into stacked horizontal folds; when lowered, the fabric hangs as a flat or softly gathered panel.

The approach is different from sewing a Roman shade with sewn channels and dedicated ribs. It also differs from simply hanging a burlap curtain, because the blind mechanism supplies the lifting action. The exact appearance depends on the fabric’s stiffness, opacity, thickness, and how evenly you space and attach the retained slats.

The original Burlap Roman Shades from Blinds project specifies green poly burlap. Poly burlap is a visual starting point, not a universal material requirement. A heavier or more open weave can change the fold depth, daylight leakage, and load on the blind mechanism.

Choose the right route before buying supplies

There are three sensible ways to get a Roman-style window covering. The available instructions establish the mini-blind conversion and separately document sewn construction; they do not provide an apples-to-apples cost or performance test. Compare the routes by the work and risk that matter to your room.

Route Skill and work Hardware and materials Lifting and fit Safety consideration
Mini-blind conversion Cutting, measuring, adhesive work, and careful alignment; sewing is optional. Horizontal mini blind, fabric, scissors, measuring tape, and tacky glue or adhesive seam tape. Reuses the blind’s operating mechanism; the finished fit is limited by the blind and your fabric measurements. Existing cords may remain accessible. A conversion is not automatically certified or compliant.
Sewn Roman shade Requires fabric construction and usually more precise sewing. Fabric plus conventional Roman-shade components; the exact component list varies by design. Can be tailored to a window, but construction and installation are more involved. Choose a cordless or professionally compliant operating system where children may be present.
Finished shade Little fabrication work; measure and install the selected product. Purchased shade and its supplied mounting hardware. Fit, operation, and specifications depend on the selected product and its installation instructions. Verify the product’s cord configuration and safety information before installation.

Measure the window and plan the folds

Measure the opening

Measure the inside width and height of the window in more than one place. Record the smallest width if the opening is not perfectly square, and note sill depth, trim, handles, and any obstruction that could catch a fold. Your blind must fit the mounting location before fabric is added.

A related HGTV no-sew method instructs the maker to add 2 inches to each side of the measured window dimensions for seams. That means adding 2 inches to the left and right as well as 2 inches to the top and bottom for that tutorial’s fabric allowance. It is a project-specific cutting instruction, not a guaranteed dimension for every burlap conversion. Confirm how your fabric will wrap around the headrail and bottom bar before cutting.

Estimate the number of retained slats

The Burlap Roman Shades from Blinds tutorial gives this rule of thumb: take the window height in inches and divide by 8 to estimate the number of slats. For example, a 48-inch opening produces an estimate of 6 slats. This is the tutorial author’s planning heuristic, not an independently validated pleat-spacing standard. Use it to make a first layout, then adjust the final positions so the bottom fold, top wrap, and available blind hardware all land cleanly.

Lay a paper or scrap-fabric mock-up against the window and mark the proposed fold centers. Wider spacing creates taller folds and fewer attachment points; closer spacing creates more, shorter folds and adds weight. Do not force an extra slat into a location where it would interfere with a lift cord.

Materials and tools

  • A horizontal mini blind sized for the window.
  • Green poly burlap or another fabric whose weight and opacity suit the room.
  • Measuring tape, ruler, pencil or fabric marker, and sharp scissors.
  • Tacky glue or adhesive seam tape for a no-sew finish. No cited source establishes a universally durable glue formulation for poly burlap.
  • Scrap fabric for an adhesive test.
  • A clean, flat work surface, clips or weights to hold hems, and a cloth for removing stray adhesive.

If the window faces bright sun, hold the fabric up to the glass before committing to the full cut. Open-weave burlap can admit more light and reveal silhouettes than a lined or tightly woven textile. A heavier fabric can also make a small blind harder to lift, so test the assembled mechanism rather than assuming the blind will carry any fabric.

Step-by-step: convert the blind

1. Photograph and inspect the blind

Before disassembly, photograph the front, back, cord routing, headrail, and bottom bar. Operate the blind several times and check that it raises, lowers, and locks normally. Replace or repair a blind that already sticks; fabric will not fix a failing mechanism.

2. Remove the bottom-bar caps and free the cords

Take off the caps at the ends of the bottom bar. Release the lift cords as needed so you can remove unwanted slats and retie the cords afterward. Work slowly and keep each cord in its original path. If the blind uses several lift cords, label their positions before pulling anything apart.

3. Remove most slats and retain the planned set

Remove the majority of the slats, leaving the number you planned for the folds. Keep the headrail and bottom bar. Do not cut a cord simply to make removal faster; a damaged lift line can prevent the shade from raising evenly. Clean dust from the retained slats so adhesive can contact a dry surface.

4. Cut and finish the fabric

Transfer your width and height measurements to the burlap, including the seam or wrap allowance you chose. Cut on a straight grain where possible. Fold and secure the side, top, and bottom edges with the no-sew method you selected. Tacky glue and adhesive seam tape are both listed for a related no-sew Roman-blind method; follow the product’s own curing directions and test a hidden scrap first.

Poly burlap can fray when cut. A neat folded edge keeps the weave from shedding into the mechanism. Do not let glue spread into a thick ridge where a cord must slide or where the fabric will wrap around the headrail.

5. Mark every slat position on the fabric

Place the blind mechanism over the back of the fabric in the orientation it will have when installed. Align the center and side edges, then mark the location of each retained slat. Check the marks from both ends so the fold lines are level. This dry layout is the best opportunity to correct uneven spacing before adhesive makes the arrangement permanent.

6. Attach the retained slats and headrail

Apply adhesive to the fabric contact area of each retained slat and press it onto its marked line. Attach the headrail in the same way if your layout calls for it. Keep every lift cord, ladder, tilt component, and moving section free of glue. Adhesive on a cord can lock the mechanism, while adhesive around a pivot can stop a slat from folding.

Use light, even pressure and wipe away squeeze-out immediately. Add clips or weights only where they will not flatten the intended fold. Let the adhesive reach its stated cure time before attempting to raise the shade.

7. Wrap the fabric around the headrail and bottom bar

Fold the prepared top edge around the headrail and secure it without covering the operating parts. Wrap the lower edge around the bottom bar so the bar remains straight and acts as the visual weight. Replace the bottom-bar caps and retie or reseat the lift cords exactly as they were routed. The fabric should be taut enough to hang neatly but not so tight that it pulls the bar out of alignment.

8. Cure, mount, and test

After the adhesive has cured, mount the shade according to the blind’s hardware instructions. Lower it fully, then raise it in small increments. Watch each fold, listen for rubbing, and stop immediately if a cord snags or the headrail twists. A smooth test with no fabric attached does not prove that the completed shade will operate smoothly; the added weight changes the load.

Make the folds consistent

Even fold lines matter more than perfectly identical slat counts. Measure from a common top reference, use a long straightedge, and verify the distance between marks at both side edges. If the bottom fold is too shallow, move the lowest retained slat before gluing. If the top fold collapses into the headrail, leave enough fabric for the headrail wrap and shift the first mark downward.

Eight-inch spacing is commonly mentioned in the related blind-conversion outline, but the exact spacing depends on the project. The height-divided-by-eight calculation should therefore remain an estimate. The final pattern must account for the actual blind length, the thickness of your fabric, and the way the bottom bar rests when lowered.

Adhesive and fabric decisions that affect operation

Test bonding before the full assembly

Cut a small burlap sample, bond it to a spare slat or a clean piece of similar material, and let it cure for the full stated time. Flex the sample and pull gently at the edge. If the weave lifts, the glue remains tacky, or the adhesive bleeds through visibly, choose a different method or fabric before committing the shade. This test cannot predict years of service, but it can expose an immediate incompatibility.

Balance privacy, light, and weight

Open-weave burlap gives a textured appearance and may filter light rather than block it. If the room needs privacy after dark, check the view from outside with the interior lights on; do not infer privacy from the fabric’s color. A lining can improve opacity but adds bulk and weight, so the blind should be tested again after any lining is added.

Installation checks and troubleshooting

The shade will not raise

  • Lower it fully and inspect for glue on a lift cord or inside the headrail.
  • Check that the bottom bar is level and that the fabric is not wrapped too tightly around it.
  • Remove excess fabric at the sides if it rubs the window frame.
  • Test the bare blind again. If it sticks without fabric, repair or replace the mechanism rather than adding more adhesive.

Folds are crooked

  • Confirm that the headrail was centered on the fabric before bonding.
  • Compare each mark at the left and right edges; a diagonal mark will produce a diagonal fold.
  • Check that retained slats were not bent during removal.

The fabric sags or the adhesive releases

  • Support the shade while the adhesive cures for the complete manufacturer-specified period.
  • Reduce unsupported fabric span or choose a lighter, more stable textile.
  • Remove loose adhesive and rebond only after the surface is clean and dry.
  • Do not compensate for a failed bond by adding glue near a moving cord.

Cord safety is a separate requirement

Window-covering cords can strangle young children. In a U.S. Consumer Product Safety Commission release dated October 5, 2021, the agency reported that about nine children age 5 and younger die on average each year from strangulation involving cords on blinds, shades, draperies, and other window coverings. That figure covers window coverings generally, not this particular burlap project.

CPSC Acting Chairman Robert Adler stated, “The safest option when young children are present is to go cordless.” The agency’s current consumer guidance is even more specific: “Cordless window coverings are the only option to eliminate the strangulation hazard.” Its recommended steps for corded coverings can reduce risk but do not eliminate it.

A converted mini blind may retain accessible lift or tilt cords. Keep corded coverings out of reach, move beds and furniture away from the window, and follow current CPSC placement and securing advice. CPSC business guidance summarizes U.S. window-covering provisions, but it does not certify a repurposed home project, and the available information does not determine how every handmade shade is classified under those rules. If a young child may use the room, select a genuinely cordless covering instead of relying on a DIY cord modification.

Care, removal, and when to stop using it

Dust the fabric with a soft brush or vacuum on low suction without pulling the folds. Avoid saturating burlap or adhesive seams; moisture can distort the weave and weaken a bond. Inspect the cords, slats, and glued edges whenever you clean the window. Stop using the shade if a cord frays, a slat detaches, the bottom bar tilts, or the mechanism requires force.

This project is most appropriate when you want the texture and color of burlap, already have a suitable horizontal blind, and can monitor the finished shade during testing. Choose a sewn or finished cordless shade when you need a precise lined fit, a high level of privacy, heavy fabric, or a documented safety configuration.
