Melbourne’s Flinders Street Station was not restored to the mustard-yellow appearance many people remembered. Conservation work used surviving paint layers to recreate the station’s 1910 scheme: red and cream exterior surfaces with blue-green doors and details. Dulux’s documented role was project management plus repair and restoration of structural and external finishes within a much larger, state-funded station upgrade.

What changed at Flinders Street Station?
The restoration returned the main administration building toward its original 1910 appearance. Higgins Coatings describes the restored exterior palette as red and cream, with blue-green doors. Lovell Chen, the project architect, likewise records the objective as restoration of the original 1910 colour scheme.
That decision replaced the later mustard-yellow impression associated with the station. The change was not a stylistic guess based on old photographs. Because most historic photographs are monochrome and the building had been repainted at least five times, the team examined physical paint evidence to determine which colours belonged to the earliest surviving scheme.
The colour work formed one visible part of a broader intervention. The upgrade also repaired the building fabric, strengthened the structure and improved passenger facilities while trains continued to run through the station.
Who was responsible for the work?
Dulux’s case study identifies the City of Melbourne and the Victorian Government as the developer, Lovell Chen as architect and Built as builder. Dulux says its own scope concentrated on project management and the repair and restoration of structural and external finishes.
Lovell Chen’s project record describes a wider package of conservation and engineering work:
- Structural repairs to the administration building.
- An insulated roof system.
- Repairs to dome and pavilion metalwork.
- Seismic reinforcement.
- Stormwater drainage work.
- Repairs to brickwork, render, pressed-metal elements and joinery.
All of these activities had to be coordinated around a fully operational railway station. Access, protection and sequencing were therefore as important as the final colour on the façade. Work crews had to separate construction zones from passengers, manage deliveries and protect finishes from vibration, dust and weather without shutting down the transport function.
How the original colours were identified
Paint chips provided the physical evidence
According to ABC News reporting published on 10 November 2017, architects supplied at least 20 paint chips to the University of Melbourne’s Grimwade Centre for Cultural Materials Conservation. The samples contained successive layers from different repainting campaigns.

Conservators embedded the chips in resin, cut through the hardened blocks and examined the exposed cross-sections under a microscope. Each layer could then be compared with the layers above and below it. The deepest appropriate layer supplied evidence for the early colour scheme, while later layers explained why the building’s appearance had changed over time.
This approach answered a practical heritage question: how can a team identify an original colour when surviving photographs show little or no colour? The building itself retained a chronological record. Areas with multiple coats revealed which finishes were older, where preparation layers occurred and how later maintenance had altered the public image.
X-ray fluorescence helped identify pigments
The team also used X-ray fluorescence (XRF), a non-destructive technique that detects elements in a sample. Conservator Cushla Hill explained to ABC News: “It’s a non-destructive technique … that will detect the elements in that sample.” Chromium was detected in the original green paint, a result consistent with chromium green oxide pigment.
XRF did not, by itself, produce a complete modern paint formula or a visual colour match. The result was interpreted alongside microscopy, the sequence of historic layers and knowledge of period paints. Hill described the earliest yellow layer as “a more subdued beigey yellow colour, which is what has been reinstated.” Project director Graeme Kay said the final colours “are as close as we could possibly get.”

The restored palette versus the later appearance
| Appearance or scheme | What the sources establish | Evidence basis |
|---|---|---|
| Original 1910 scheme | Red and cream exterior surfaces, with blue-green doors and details | Historic paint-layer investigation and conservation analysis |
| Later public impression | Mustard-yellow appearance that developed after subsequent repainting | Later paint campaigns and remembered/photographic appearance |
| Restored result | A recreation of the 1910 scheme, not a claim of an untouched original surface | Interpretation of surviving samples by the conservation team |
No source gives a retail colour code, laboratory formula or exact pigment recipe for the finished coatings. “Red,” “cream” and “blue-green” are the documented descriptive terms, and they should not be converted into an assumed consumer paint match.
What paint did Dulux use?
Higgins Coatings reports that more than 5,000 litres of Dulux AcraTex were used on the project. Dulux’s own case study also identifies AcraTex as the exterior coating range used for the restoration. A historical Public Transport Victoria project page separately reported more than 5,000 litres of paint; that legacy page now redirects, so it is best treated as a historical project claim rather than an independently measured total.
The wording “more than 5,000 litres” is not an exact 5,000-litre quantity. It is a project-reported volume, and the sources do not state a specific AcraTex SKU, tint formula, sheen or retail-pack configuration. The documentation therefore supports identifying the coating range, but not recommending a particular can of paint for another building.

AcraTex is an exterior coating family rather than one universally specified colour. On a heritage job, the selected system would also depend on the substrate, preparation, exposure and compatibility requirements. The station account does not publish a complete specification, coverage rate or maintenance schedule, so those details cannot be inferred from the litre figure.
How much did the upgrade cost?
Dulux describes the wider Flinders Street Station upgrade as a $100 million state-funded project completed in 2020. That figure covers the broad program, not a separately stated Dulux paint contract or a standalone colour-restoration budget. The cost context matters because the visible repaint was delivered alongside structural, roof, drainage, seismic, metalwork and passenger-experience improvements.
Similarly, the reported paint volume should not be used to calculate a price per square metre. The sources do not provide the façade area, number of coats, labour hours, access equipment or preparation costs needed for such a calculation.
When was the restoration completed?
Two completion dates appear because the sources describe different phases of work. They should not be collapsed into a single date.
| Date | Milestone | Scope described by the source |
|---|---|---|
| 1910 | Original colour scheme | The historic palette the conservation team sought to recover |
| 10 November 2017 | ABC News report | Named conservator and project-director explanations of the paint analysis and colour decision |
| 2018 | First restoration phase completed | Lovell Chen’s project record for the architect-led conservation phase |
| 2019 | Dulux Colour Awards recognition | Lovell Chen lists the Commercial & Multi Residential category; Higgins describes the project as a Commercial and Multi Residential Exterior winner |
| 2020 | Wider upgrade completed | Dulux describes the $100 million state-funded Flinders Street Station upgrade as complete |
The 2018 date refers to the first restoration phase documented by Lovell Chen. The 2020 date refers to completion of the wider upgrade described by Dulux, which combined building conservation with passenger-experience improvements.

Colour was not an isolated decorative choice. On a heritage landmark, a repaint can either preserve the evidence of a building’s history or obscure it beneath a plausible-looking modern finish. Flinders Street Station illustrates the difference between reproducing a familiar image and recovering an earlier documented scheme.
The mustard-yellow appearance was real as a later phase of the building’s history, but it was not the 1910 palette. Microscopic cross-sections made that distinction visible. The sequence of layers showed which colours had been applied first and which had been added during later maintenance cycles. That evidence allowed the project team to explain the change rather than simply assert that the station “looked” a certain way in the past.

What the project teaches about heritage painting
Start with the substrate and surviving layers
The Flinders Street investigation began with material from the building itself. Historic photographs supplied context, but paint chips supplied the layered evidence needed to separate an original finish from later repainting. For a heritage project, that is a stronger basis than selecting a colour from memory or from a modern photograph.
Use complementary conservation methods
Microscopy showed the order and appearance of paint layers. XRF supplied information about elements associated with historic pigments, including the chromium detected in the original green. Neither method should be presented as a complete substitute for the other. Together they supported a defensible interpretation of the palette.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsKeep colour work integrated with repairs
The station’s final appearance depended on work to brick, render, pressed metal, joinery, domes, pavilions, roofing and drainage as well as on the coating itself. A colour decision made without addressing those underlying materials would not have delivered the same conservation result.
Plan around an occupied building
Because the station remained fully operational, restoration had to be staged around passengers and rail services. The project is therefore an example of heritage painting carried out within an active transport facility, not an empty-building repaint in which every surface can be accessed at once.
Separate historical accuracy from product marketing
The evidence establishes a historic palette and identifies Dulux AcraTex as the reported exterior coating range. It does not establish that a particular retail tin reproduces the station finish, nor that the same system is suitable for every heritage wall. A responsible specification would require inspection, conservation approval, substrate testing and a project-specific colour schedule.
What is established—and what is not
- Established: the target was the original 1910 colour scheme.
- Established: the restored palette is described as red and cream, with blue-green doors and details.
- Established: at least 20 paint chips were examined, with resin cross-sections, microscopy and XRF contributing to the analysis.
- Established: Dulux’s documented role included project management and repair/restoration of structural and external finishes.
- Established: Higgins reports more than 5,000 litres of Dulux AcraTex used.
- Established: the wider upgrade was reported by Dulux as a $100 million state-funded program completed in 2020.
- Not stated: an exact paint formula, tint recipe, product SKU, coverage calculation or consumer-pack equivalent.
- Not stated: that every visible surface received the same coating system or colour.
Those limits matter when using the station as a reference. Its documented colours can guide historical understanding, but they do not constitute a universal specification for every heritage façade.

The result in context
Flinders Street Station’s “new lease of life” came from combining conservation science with a large construction program. The visible red, cream and blue-green palette communicates the 1910 design intent, while the less visible roof, structural, drainage, seismic and metalwork interventions address the building’s ongoing performance.

Dulux supplied the coating expertise and project-management role recorded in its case study, but the outcome was collaborative: government and city authorities commissioned the work, Lovell Chen led the architectural design, Built delivered construction, specialist conservators interpreted the paint evidence and contractors applied the exterior system. Distinguishing those contributions explains why the colour restoration cannot accurately be reduced to a simple repaint.
Frequently Asked Questions
What colours was Flinders Street Station originally painted?
The documented 1910 scheme is described as red and cream on the exterior, with blue-green doors and details. The restoration sought to reproduce that palette rather than the later mustard-yellow appearance.
Why was Flinders Street Station repainted red and cream?
Paint-layer investigation indicated that red, cream and blue-green belonged to the original 1910 scheme. The decision was based on physical samples and conservation analysis, not on colour guesses from black-and-white photographs.
