You can find free ocean imagery on NOAA, Unsplash, Pixabay, and Wikimedia Commons—but a listing on any of those sites does not guarantee that the download is a PNG, has a transparent background, or carries the same reuse rules as every other image there. Check the specific image page for its file format, credit instructions, license, and any restrictions before using it in artwork or a project.
Where to find free ocean images
These sources offer different kinds of ocean imagery and different reuse terms. Treat each image page, not just the platform name, as the final check.

- NOAA: NOAA’s National Ocean Service says most of its information, including images and infographics, is public domain unless a credit or caption says otherwise. It requests credit to the National Oceanic and Atmospheric Administration. NOAA image use [URL missing]
- NOAA Ocean Exploration: Selected image captions may link to high-resolution downloads when available. The site says to refer to the original source page and use the caption credit; selected copyrighted images require approval from the contributing source. How to check whether an image is really a PNG
PNG is a file format, not a promise of transparency. A PNG can still have an opaque background, and an image preview may not reveal the downloaded file type.
- Open the individual image or download page, rather than relying on a search-result thumbnail.
- Look for the available download formats or file details and confirm that PNG is offered.
- If you need transparency, inspect the downloaded file in an image viewer or editor that displays transparency; do not infer it from the “PNG” label.
- Check the image’s dimensions and whether the source provides a high-resolution original. NOAA Ocean Exploration says high-resolution downloads are linked in captions when available.
NOAA Ocean Exploration’s submission specifications accept PNG among several formats, but that describes material submitted for its website workflow; it does not establish that a particular ocean image is downloadable as PNG. NOAA Ocean Exploration multimedia specifications [URL missing]

Understand the reuse terms before using an image
NOAA images
NOAA’s public-domain guidance has important exceptions. Do not claim NOAA material as your own, imply government endorsement or affiliation, or modify it and present it as official government material. NOAA OMAO also cautions that the NOAA emblem, identifiable people in commercial uses, and third-party copyrighted material may involve additional restrictions. NOAA hosting a third-party image does not give you permission to reuse it. Follow the credit or caption on the specific image. NOAA image use [URL missing] NOAA OMAO image-use guidance [URL missing]
