GECA certification is an independently assessed ecolabel claim for a specific paint or coating, not a blanket guarantee that every product from a brand is “green”, non-toxic or suitable for every room. For Australian buyers, the useful test is to confirm the exact product in GECA’s live directory, read its intended-use and preparation instructions, and then check the requirements of the building rating tool or project specification.
GECA’s current Paints & Coatings standard is PC Gen 3.0. It addresses more than volatile organic compounds (VOCs): the criteria cover ingredients, air and water emissions, resource and waste use, product information and supply-chain worker protections. The certification can support informed product comparison, but it does not replace technical data, site conditions or professional advice.

What GECA certification means for paint
GECA is Australia’s voluntary ecolabelling program, operating according to ISO 14024 principles and assessing lifecycle impacts. A product carrying a GECA certification claim has been assessed against the applicable standard by an independent conformity-assessment process. The claim applies to the certified product or variant, not automatically to a manufacturer’s entire range.
For paints and coatings, the current standard is named Paints & Coatings (PC Gen 3.0). GECA gives the standard an issue date of 10 July 2021 and identifies its previous publication as PCv2.3i-2012. GECA says the change to the “Gen” naming did not alter the certification requirements or technical criteria. Certificates issued under the earlier reference remain valid and continue to show that earlier reference.

That history matters when a supplier, specification or certificate still uses a PCv2.3-series code. Do not treat the older reference as proof that a product is uncertified; instead, match the certificate and product name to the current GECA record.

What the standard covers
The scope text includes interior and exterior architectural paints, other water-based coatings, student and artist paints, and general-purpose building adhesives, fillers and joint sealants. The superseded PCv2.3-2012 page stated that solvent-based coatings were not eligible under that version. Because the current technical document should control any present eligibility decision, check the active scope rather than assuming every legacy wording is unchanged.
GECA describes the standard as setting requirements that aim to provide benefits across a product’s lifecycle. Those requirements include:
- minimising VOC content;
- managing air and water emissions;
- avoiding specified harmful ingredients, including carcinogenic, mutagenic or reproductive-toxic substances where the criteria apply;
- setting controls related to titanium dioxide;
- reducing waste and resource use;
- excluding ozone-depleting substances;
- providing useful information for preparation, application, care, storage and disposal; and
- protecting workers through relevant supply-chain requirements.
These are standard objectives and pass/fail requirements, not evidence that every environmental or health impact has been eliminated. Certification does not mean zero toxicity, zero emissions, carbon neutrality or universal suitability.

Is GECA paint low VOC?
GECA’s paint guide states: “GECA only certifies water-based paints with low VOC content.” This is a useful distinction: it describes the products GECA certifies under its paint program, rather than proving that every water-based or low-VOC paint on the market is GECA-certified.
VOC content is the amount of volatile organic material formulated into a product. VOC emissions describe what is released into the air during application and drying. They are related, but they are not interchangeable claims. A label saying “low VOC” does not by itself establish a particular emissions performance, room suitability or absence of odour.
GECA explains that solvent evaporates as paint dries and that organic-solvent paints release VOCs into surrounding air, which is why VOC minimisation is relevant to indoor-air-quality concerns. Low VOC should therefore be read as a reduction claim under the applicable product and standard criteria, not as “no VOC” or “safe for everyone”. Follow the product’s ventilation, drying and re-entry instructions, especially in bedrooms, nurseries, healthcare spaces and other occupied areas.
Titanium dioxide and ingredient controls
Titanium dioxide is a widely used pigment. GECA identifies its major environmental impact as occurring during manufacture, including energy use and air and water emissions, and the standard includes criteria related to its use. GECA also describes exclusion of carcinogenic or mutagenic chemicals in certified exterior and interior paints. The exact limits, definitions and evidence requirements come from the technical standard; a general “eco” description cannot be substituted for that product-level evidence.

Which paints are GECA-certified?
GECA’s live directory showed 40 Paints & Coatings results when observed on 13 October 2026. The directory is the practical place to verify a claim because it identifies the listed product and its certification reference. Listings can change, so check the entry at the time you specify or buy.
| Directory example | What the listing establishes | What you still need to check |
|---|---|---|
| Wattyl I.D Advanced interior paint — Matt | A named interior-paint variant appears in the GECA directory. | Current listing, colour and sheen availability, substrate, preparation, coverage, durability and project suitability. |
| Wattyl I.D Advanced interior paint — Low Sheen | A separate Low Sheen variant appears in the directory. | That exact variant’s certificate status and technical instructions; do not infer certification for other finishes. |
| Wattyl I.D Advanced interior paint — Satin | A named Satin variant appears in the directory. | Whether the finish and room application meet the specification. |
| Wattyl I.D Advanced interior paint — Ceiling | A named Ceiling variant appears in the directory. | Ceiling-substrate preparation, application conditions and current product documentation. |
| Wattyl I.D Advanced interior paint — Kitchen & Bathroom | A room-specific variant appears in the directory. | Moisture, cleaning, ventilation and substrate requirements for the actual room. |
| Wattyl Aqua Trim water-based enamels | Water-based trim products are included among the listed results. | Whether the exact sheen, colour and substrate are covered by the current entry. |
| Wattyl Water-Based Prep Acrylic Sealer Undercoat Low VOC | A water-based preparation product with “Low VOC” in its listed name appears. | Compatibility with the topcoat and substrate, sanding and drying instructions, and the current certificate reference. |
A directory result does not establish retail stock, price, current formula, colour availability, comparative durability or coverage. It also does not make every product sold by the same manufacturer certified. Record the exact product name, finish and certificate reference in the specification.
How to use the GECA directory for an Australian project
- Define the job before searching. Note whether the surface is an interior wall, ceiling, trim or an exterior substrate; whether the room is a kitchen, bathroom, bedroom or a general area; and whether you need a primer, sealer, undercoat or finish coat.
- Search the Paints & Coatings category. Use the product name or manufacturer, then open the individual result rather than relying on a brand-level search result.
- Match the exact variant. Confirm the finish (such as Matt, Low Sheen or Satin), room designation and product type. A certification record for one variant should not be extended to another variant without evidence.
- Capture the standard reference. Record whether the entry cites PC Gen 3.0 or a valid legacy PCv2.3-series certificate. If a certificate is old or the directory entry is unclear, ask GECA or the certifier for confirmation before procurement.
- Read the manufacturer’s technical data. Check substrate preparation, primer or sealer requirements, thinning, application tools, recoating time, drying, ventilation, clean-up and disposal. GECA certification does not replace those instructions.
- Check the project brief. Compare the product evidence with the required VOC limits, emissions testing, durability, washability, fire or moisture requirements and any client restrictions. A low-VOC claim alone cannot answer all of those questions.
- Verify availability at purchase. Recheck the live listing and the product label or technical data sheet because directory entries and formulations may change.
Choosing between two GECA-listed products
Certification is a screening and compliance input, not a performance ranking. When two listed products appear suitable, compare them on the points below and retain the evidence with the project records:
| Decision axis | Questions to ask |
|---|---|
| Intended use and substrate | Is it specified for interior or exterior use, wall, ceiling, trim, metal, masonry, timber or another substrate? |
| Finish and appearance | Is the exact Matt, Low Sheen, Satin or other finish appropriate for light reflection, touch-up and cleaning? |
| Certification evidence | Does the exact product entry show a current GECA certification and standard reference? |
| VOC and ingredients | What does the product documentation say about VOC content, emissions evidence and restricted ingredients? Distinguish a formulation claim from an emissions test. |
| Preparation and application | Is a listed primer or sealer required? Are there limits on temperature, humidity, ventilation, drying or recoating? |
| Project rating | Which Green Star credit or WELL feature is being targeted, and what version and documentation does the project require? |
| Practical performance | Are coverage, cleanability, colour, durability, lead time and cost acceptable? GECA’s directory alone does not provide a comparative answer. |
Do not name one directory product as “best” solely because it is listed. The available certification information establishes eligibility against the standard, not comparative application testing.

Does GECA certification count toward Green Star or WELL?
GECA says products certified under its Paints & Coatings standard meet the requirements of the Green Star indoor-environment-quality VOC credit. It also says the standard is recognised in WELL’s low-VOC reduction criterion. That recognition can simplify evidence collection, but it is not an automatic rating outcome.
The rating tool, project pathway, product scope and documentation rules in force at the time of assessment control. The WELL addenda reference reviewed for this topic specifically identified PCv2.2iii-2012 as an alternative for a particular WELL Feature 04 Part 1 requirement. That is narrower than a blanket statement that any GECA paint satisfies every WELL requirement.
Before claiming a point or feature, the project team should:
- identify the active Green Star or WELL tool and version;
- locate the exact VOC credit or feature and its product criteria;
- confirm that the paint’s current certificate and variant match the required scope;
- collect the directory record, certificate, technical data and any emissions documentation requested by the rating administrator; and
- ask the relevant administrator or assessor about substitutions, mixed systems and documentation gaps.
Common mistakes and how to avoid them
“Water-based” means GECA-certified
Water-based chemistry is not the same as certification. GECA’s statement concerns the paints it certifies; it does not certify every water-based product.

“Low VOC” means zero emissions
Low VOC is not zero VOC, zero odour or proof that emissions are harmless in every circumstance. Use the product’s instructions and any specified emissions evidence.
A certified brand means all products are certified
Certification follows the exact listed product and variant. Check the directory record rather than relying on a logo, retailer description or manufacturer-wide statement.
A listing proves suitability for every room
A GECA listing does not decide whether a coating is appropriate for a wet area, exterior exposure, high-touch trim, a particular substrate or a sensitive-occupant space. Those decisions require the product label, technical data and project specification.
Certification guarantees a rating point
Green Star and WELL requirements depend on the active tool, criterion and evidence package. Obtain confirmation for the actual project before counting the product toward a submission.
What GECA certification can—and cannot—tell you
For an Australian comparison, GECA is most useful as a verified starting filter. It indicates that the named product has been assessed against lifecycle-oriented requirements covering VOCs, emissions, ingredients, resources, information and supply-chain protections. It helps narrow a large market to products with a documented ecolabel claim.
It cannot, by itself, tell you which finish will last longest, whether a colour is in stock, how much paint a wall will require, whether a coating will adhere to a difficult substrate, or whether a particular room is safe to occupy immediately after painting. Those questions remain product- and project-specific.
The defensible purchasing record is therefore precise: product name, exact variant, current GECA directory entry, certificate reference, technical data sheet, preparation system and rating-tool evidence where applicable. That approach preserves the environmental benefit of an ecolabel without turning “eco-friendly” into an unsupported promise.
