The National Child Safety Council lists a Halloween safety bag measuring 11 by 15 inches, but that is one example—not a universal size recommendation. Consider how easily the child can carry the bag and whether it has enough room for the planned outing.

Useful comparisons include carrying style, durability and reusability, ease of decorating, and whether the bag can be made more visible.

Make the bag easier to see at night
The U.S. Consumer Product Safety Commission recommends brightly colored bags or sacks, or adding reflective tape. It also recommends that children carry flashlights so they can see and be seen. - Have the child carry a flashlight as well as the bag.
- Consider visibility when choosing or decorating a bag, rather than relying on a dark costume or bag to stand out on its own.
What to put in Halloween treat bags
Candy is traditional, but non-candy treats can work for hosts, teachers, and families who prefer alternatives or are accommodating food concerns. Health Canada suggests stickers and glow sticks. Check candy and other edible treats at home
Follow applicable local public-health advice and account for each child’s allergy needs. The FDA recommends checking ingredient labels when allergens are a concern, telling children not to accept or eat anything that is not commercially wrapped, and inspecting wrapped treats for unusual appearance, discoloration, tiny pinholes, or torn wrappers. Discard anything suspicious.
