A hotel floor is not made safe by a catalogue label alone. Safer specification starts with the people using each area, likely spills and cleaning methods, footwear, drainage, installation quality and expected wear. The pendulum test then provides a relevant, repeatable measurement of slip potential.

Under Health and Safety Executive (HSE) guidance, a Pendulum Test Value (PTV) of 36 or more falls in the low slip potential band. That is a classification, not a guarantee that nobody will slip, and PTV 36 is not a universal statutory threshold for every hotel or public building.
What the pendulum test and PTV actually measure
The pendulum test measures how much resistance a standardized rubber slider encounters as it sweeps across a floor surface. The slider is intended to represent the action of a heel striking and moving over the floor. The instrument records a Pendulum Test Value (PTV), which is used to classify slip potential.
HSE identifies the pendulum as its standard method for assessing floor slipperiness. Accurate operation and interpretation require a suitably trained and competent person; a casual on-site check or a supplier’s unqualified statement is not an equivalent assessment.

| PTV | HSE interpretation | What a specifier should understand |
|---|---|---|
| 0–24 | High slip potential | Unsuitable for many situations unless the use and controls are exceptional; investigate the surface, contamination and operating conditions. |
| 25–35 | Moderate slip potential | May be acceptable in some controlled, dry applications, but needs a documented risk assessment and appropriate management. |
| 36 or higher | Low slip potential | A favourable classification under the tested conditions, not a promise of zero slips or suitability for every hotel area. |
The number is meaningful only alongside the test conditions. A dry result for a shoe-worn corridor cannot automatically be applied to a wet spa changing room, a pool surround used barefoot, or a restaurant floor exposed to grease.

Slider choice and test conditions
HSE guidance distinguishes between sliders for different users. Slider 96 is used for shod pedestrian areas, while Slider 55 is used for barefoot areas. Wet and dry conditions can produce materially different results, and contamination should be included when it is foreseeable in the finished space.
Ask for the slider, surface condition, contamination (if any), number of readings and averaging method on every test sheet. “Slip resistant” without those details is not a specification.
Is PTV 36 a legal requirement for hotel floors?
No blanket rule in HSE guidance says that every new or refurbished hotel, restaurant or other public building must achieve PTV 36. HSE’s workplace guidance is outcome-based: floors should be suitable for the work, kept in good condition, free of obstructions and arranged so people can move safely.
That distinction matters in a project meeting. A design team can use PTV 36 or another project threshold as a prudent performance target, but it should not describe that number as a universal statutory requirement. The appropriate target depends on the activity, users, contamination, footwear, cleaning regime and environment. Building regulations, contract documents, insurer requirements or a client’s standards may add obligations, so check the requirements that apply to the specific project and jurisdiction.

How to choose slip-resistant flooring for a hotel
1. Map the risk by area
Start with a room-by-room schedule rather than selecting one finish for the whole property. Record who uses the space, whether people are barefoot or shod, where water or other contaminants come from, how quickly a spill can be removed, the slope and drainage, and whether guests may be distracted or carrying luggage.
- Guest bedrooms and dry corridors: Usually lower contamination risk, but housekeeping products, tracked-in rain and worn finishes still matter.
- Entrance lobbies: Rainwater, grit and wet footwear create a changing risk. Mats, drainage, cleaning response and the floor finish must work together.
- Restaurants and bars: Food oils, drinks and frequent cleaning can alter traction. Specify a surface that remains manageable when contaminated and can be cleaned without leaving a film.
- Kitchens and service routes: Grease, water, heavy traffic and wheeled equipment require a robust, cleanable system, not just a high dry PTV.
- Bathrooms, spas and pool surrounds: Bare feet, standing water and soaps point to Slider 55 testing and wet-condition assessment.
- External terraces and ramps: Rain, frost, algae, gradients and drainage must be considered, together with weathering and edge details.
2. Compare the actual products, not generic categories
Anti-slip porcelain is a commercially available category, and the 2022 Hotel Designs article cites supplier ranges that had undergone pendulum testing. Availability does not establish that a particular tile is suitable for your project. Compare the exact product, finish, thickness, format and surface treatment proposed for installation.
| Comparison point | Questions to ask |
|---|---|
| Slip data | What PTV was measured, under which wet, dry or contaminated condition, and using which slider? |
| Use case | Was the test for barefoot, shod or mixed use? Does it match this room’s foreseeable activity? |
| Installation | Does the result apply to the installed assembly, including grout joints, falls, trims and transitions? |
| Durability | How will traffic, grit, cleaning chemicals and mechanical cleaning affect the surface over time? |
| Cleanability | Can staff remove grease, soap and detergent residue without polishing or clogging the texture? |
| Practical delivery | What are the confirmed cost, batch consistency, lead time, replacement-stock and maintenance implications? |
| Inclusive use | Will texture, glare, joints and changes in level create problems for wheelchair users, people with limited vision or anyone using mobility aids? |
3. Request a complete technical pack
Ask the manufacturer or supplier for a report tied to the exact product code. It should identify the test method, instrument, slider, environmental condition, specimen preparation, readings and laboratory or operator. If the document reports only an R rating, request pendulum data relevant to the intended use; HSE warns that an R9 description alone indicates a floor may be slippery when wet.

Installation and maintenance determine real-world performance
Installation details
A tile with good laboratory data can perform poorly if the finished floor holds water, has abrupt transitions or is contaminated by grout and adhesive residue. Set falls toward drains where wet use is expected, coordinate thresholds and movement joints, and prevent lippage that catches footwear or mobility aids. Follow the manufacturer’s adhesive, grout and cleaning instructions; an aggressive post-installation clean that leaves a detergent film can change traction.
Sample the proposed build-up at realistic scale when the risk is high. Include the specified grout, trims, nosings, drains and adjacent materials. Confirm that visual variation and directional laying will not create confusing patterns or glare for guests.
Cleaning and contamination
Slip risk is often a management problem as well as a materials problem. HSE frames causes through contamination, cleaning, people, flooring, environment and footwear. Define who responds to spills, how warning signs are used, what dilution is required for detergents and how residue is rinsed away. A textured finish that traps grease may need a different cleaning method from a smooth tile, and a method that works in a kitchen may be inappropriate for a polished lobby.

Record recurring contamination by area. Rainwater at an entrance, sunscreen around a pool and cooking oil in a service corridor are different hazards and should not be treated as one generic “wet” condition.

Wear and maintenance
Texture can become smoother through abrasion, polishing or accumulated deposits. Include inspection intervals, replacement-stock arrangements and a trigger for retesting after refurbishment, deep cleaning, resurfacing or a change in use. Keep drainage clear and replace damaged tiles promptly; a high initial PTV does not compensate for broken edges, loose mats or standing water.

When testing the installed floor is justified
Seek competent testing when the consequence of a slip is significant, the floor will routinely be wet or contaminated, the specification evidence is incomplete, there is a dispute about performance, or the property is changing use. HSE notes that the pendulum is the best way to measure slip resistance when certainty is needed and that formal assessment is generally carried out by experienced specialists.
Prepare the test brief
- Define the areas, routes and representative locations to be tested, including transitions and gradients.
- Describe the actual users: shod guests, barefoot spa users, kitchen staff or a mixed population.
- List foreseeable contaminants and request wet, dry or contaminated conditions that reflect operation.
- Specify the appropriate slider, such as Slider 96 for shod use or Slider 55 for barefoot use.
- Ask the tester to document cleaning state, temperature, surface condition, readings, averages and any deviations.
- Have a competent person interpret the results against the risk assessment, not against a number in isolation.
Read the report critically
Confirm that the report identifies the installed product and location. A strong result from an uninstalled sample does not prove that every room, batch or transition performs the same way. If readings vary widely, investigate the cause rather than relying on a single average. Where a result falls in the moderate or high slip-potential bands, consider changing the finish, controlling contamination, improving drainage or restricting the activity until the risk is reduced.

Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →Why R ratings should not be your only filter
R ratings are commonly shown in tile literature, but HSE specifically cautions against relying on R9 when a surface will be wet. An R label does not tell you whether the test represented barefoot guests, shoe soles, grease, soapy water or the cleaning regime in your hotel. Use it as one piece of information and obtain a relevant pendulum assessment where certainty is required.
Claims about slip probabilities need caution
The 2022 Hotel Designs article reported supplier-associated comparisons in which PTV 36 or higher was described as approximately one slip in a million users, while PTV 19 was described as a one-in-two slip-accident risk. Those probability conversions are claims made in that article, not current HSE statistics established by the guidance cited here. HSE supports the PTV classification bands, but the cited HSE guidance does not substantiate those precise probabilities or identify the underlying study. Do not use them as a warranty, forecast or substitute for a site-specific assessment.
A practical hotel flooring specification workflow
- Survey the operation: Walk the hotel at busy and quiet times. Note water, grease, cleaning activity, footwear, queues, luggage routes and changes in level.
- Set area requirements: Define dry, wet, barefoot and contaminated scenarios for each zone.
- Shortlist products: Require product-specific technical data, not a generic “anti-slip” description.
- Check test relevance: Match slider and condition to the people and contamination expected in service.
- Coordinate the build-up: Detail falls, drains, grout, trims, thresholds, mats and transitions with the finish.
- Review cleaning: Trial the proposed detergents and equipment on a sample, checking that no slippery residue remains.
- Approve samples: Inspect full-size mock-ups for traction, glare, texture, accessibility and appearance under operating lighting.
- Verify installation: Check the completed floor, especially wet zones, gradients and transitions; arrange competent testing where risk warrants it.
- Manage the life cycle: Train housekeeping and food-service teams, log incidents and contamination, maintain drainage and retest after significant change.
Common specification failures and fixes
- Choosing one tile for every room: Create separate performance schedules for dry, wet, barefoot and grease-prone areas.
- Treating PTV 36 as a legal magic number: Use it as a contextual performance reference, then document why the selected floor is suitable for the activity.
- Accepting a catalogue adjective: Demand the test method, slider, conditions and product identity.
- Testing only when dry: Include the contamination and wetness guests and staff will actually encounter.
- Ignoring cleaning: Trial the complete cleaning regime and specify spill-response responsibilities.
- Forgetting wear: Plan inspections, replacement stock and retesting after heavy traffic or treatment.
- Overlooking transitions: Assess thresholds, mats, trims and adjacent surfaces as part of the route, not as isolated details.
Applying the approach to typical hotel areas
| Area | Primary exposure | Evidence and controls to prioritise |
|---|---|---|
| Lobby entrance | Rain, grit, wet shoes, luggage | Shod-use data, wet testing, effective matting, drainage and rapid spill response. |
| Guest bathroom | Bare feet, water, soap | Slider 55 data, wet and soapy-condition assessment, falls to drain and residue-free cleaning. |
| Pool or spa surround | Continuous water, barefoot traffic, lotions | Barefoot testing, contamination review, drainage, cleaning controls and close inspection of transitions. |
| Restaurant | Drinks, food and grease, frequent cleaning | Shod-use data under relevant contamination, cleanability trial and a documented spill procedure. |
| Kitchen or service route | Grease, water, heavy traffic, equipment | Robust, cleanable finish; competent installed-floor assessment; maintenance and replacement plan. |
| Dry bedroom corridor | Tracked moisture, cleaning products, wear | Shod-use performance, inspection of housekeeping residues, transitions and long-term abrasion. |
Bottom line for hotel designers and operators
Use PTV as evidence, not as a guarantee. HSE’s bands put 36 and above in the low-slip-potential category, but the relevant question is whether the installed floor remains suitable for the actual users, contamination, footwear, cleaning and environment. Match Slider 96 or Slider 55 to the people using the space, obtain product-specific data, coordinate installation and drainage, control cleaning and spills, and use a competent tester when the decision or consequence warrants certainty.
