Apartment kitchen design is not only a cabinetry exercise. The position of benches, appliances, storage, windows, doors and exhaust routes affects how comfortably residents move, cook, clean, receive visitors and share the rest of the dwelling. A successful kitchen therefore has to work as part of the apartment and the building’s services, not as an isolated room.

In New South Wales, the Apartment Design Guide places kitchen planning within a wider amenity framework covering room proportions, sunlight, ventilation, outlook, privacy, storage, efficient layouts, service areas and access for people of different ages and mobility. The same principles are useful elsewhere, but NSW rules should not be presented as an Australia-wide kitchen standard.

Why an apartment kitchen is a dwelling-wide amenity decision

Residents experience a kitchen through a chain of connected conditions. A narrow passage can make two-person cooking awkward. A poorly located refrigerator can force traffic through the work zone. Insufficient cupboards push appliances onto benches. A range hood that has no workable duct route can leave odours and moisture in the apartment. A window may provide daylight but also expose the kitchen to neighbours or street noise.

The NSW Apartment Design Guide defines good amenity as a combination of “appropriate room dimensions and shapes, access to sunlight, natural ventilation, outlook, visual and acoustic privacy, storage, indoor and outdoor space, efficient layouts and service areas and ease of access for all age groups and degrees of mobility.” That definition is important because it prevents a kitchen from being judged only by its appearance or the number of appliances it contains.

Design reviews should ask whether the kitchen improves everyday use of the whole dwelling: can a resident carry groceries from the entry without crossing a hazardous work area; can someone seated at a table communicate with the cook; can windows be opened without compromising privacy; and can building services be maintained without entering a neighbouring apartment?

The NSW planning framework and its limits

The NSW Apartment Design Guide (ADG) is the state’s consistent planning and design guidance for apartments. It explains how proposals can address applicable design quality principles and includes case studies illustrating high-quality NSW apartment buildings. The former SEPP 65 provisions were consolidated into the Housing SEPP and associated regulation on 14 December 2023. That consolidation did not change how the ADG operates.

Which projects may fall within the framework

The framework applies to specified residential flat buildings, mixed-use developments containing a residential component, and shop-top housing that is three or more storeys and contains four or more dwellings, subject to the stated rules and exceptions. A project must still be checked against its planning instrument, consent pathway and local controls; the title of a building alone does not establish every requirement.

How to use the guide on a real project

  1. Confirm scope. Establish the building type, storey count, dwelling count, mixed-use status and any exceptions before treating an ADG provision as applicable.
  2. Map the amenity objectives. Record how the kitchen contributes to sunlight, ventilation, outlook, privacy, storage, efficient planning, service access and inclusive use.
  3. Coordinate with the whole building. Test façade openings, risers, shafts, roof penetrations, plant rooms, fire separations and acoustic conditions at concept stage.
  4. Document departures and alternatives. If a standard solution cannot be used, explain how the proposed arrangement still delivers the relevant design quality outcome.

Assessment remains case by case. A compliant-looking kitchen plan can still create problems if its exhaust route, window position, access path or service zone conflicts with another part of the building.

Start with resident movement, not cabinet shapes

Trace the main journeys

Draw the route from the apartment entry to the refrigerator, pantry, sink, cooktop, dining area, balcony and waste-storage point. Then test simultaneous use: one person unloading groceries, another preparing food, a child passing through and a visitor seated nearby. The plan should avoid forcing those journeys through the narrowest part of the work zone.

Allow space for doors and drawers to open without blocking the only passage. Check the swing of the refrigerator, dishwasher and oven together rather than reviewing each appliance in isolation. Where a kitchen is open to a living room, preserve a clear edge between the cooking work area and the principal circulation path so that people are not walking behind someone handling hot cookware.

Choose a layout that fits the dwelling

A single-wall kitchen can preserve living-room area in a compact apartment, but it concentrates every task along one line and may provide less continuous preparation space. A galley arrangement can create an efficient sequence, yet its opposing runs need enough clearance for doors, drawers and two-way movement. An L-shaped plan can separate preparation from circulation and form a stronger connection to dining or living space. An island can add storage and seating, but it must not turn the only route to a balcony or bedroom into a pinch point.

These are planning choices rather than universal rankings. Compare each option by usable circulation, continuous work surface, storage capacity, accessibility, daylight and outlook, privacy, noise and the feasibility of the ventilation route. The best arrangement is the one that supports the apartment’s likely patterns of use while leaving services maintainable.

Coordinate doors, windows and appliances

Window locations should be tested against overhead cupboards, splashbacks and the open position of cabinet doors. A window that cannot be reached or opened because of a tall pantry is not delivering its full ventilation or outlook value. Likewise, placing the cooktop directly beside a doorway can expose passing residents to heat and splashes and can make a future safety modification difficult.

Keep wet services, electrical outlets and appliance locations coordinated with the structural grid. Moving a sink or cooktop late in documentation can require new penetrations, longer ducts or changes to fire-rated construction. Early coordination is usually less disruptive than trying to retrofit a service route after finishes are installed.

Make storage useful, not merely plentiful

Storage contributes to amenity when it is reachable, logically located and large enough for the objects residents actually use. Separate everyday items from occasional equipment: plates and glasses belong near the dishwasher or dining edge; cooking utensils should be close to the preparation zone; cleaning products need a secure location away from food; and recycling and general waste need a practical route out of the apartment.

Measure usable internal volume rather than counting cupboard fronts. Allow for shelf thickness, hinges, drawer hardware, plumbing traps and ventilation clearances. A deep corner cupboard may have a large nominal capacity but poor everyday access. Drawers, pull-outs or adjustable shelves can make the same footprint more useful, especially for residents who cannot comfortably reach low or high storage.

Plan appliance storage as part of the electrical and heat-load strategy. A microwave, coffee machine or air fryer placed permanently on the bench consumes preparation space and may require additional outlets. If an appliance is intended to be concealed, verify ventilation, door clearances and service access before specifying the cabinet.

Design for different ages and mobility levels

Inclusive access is part of the ADG’s amenity definition, not an optional upgrade. A kitchen should offer a clear approach to the sink, cooktop, refrigerator and principal storage. Avoid locating a frequently used control where a seated user cannot see or reach it. Check that handles, switches and waste bins can be operated without excessive force or awkward twisting.

Provide a realistic working zone rather than relying on a single theoretical circulation dimension. A resident using a walking aid, a carer assisting another person or two people working together need space to approach and turn. The final assessment should include the open position of doors and drawers, not just the line shown on a closed-plan drawing.

Future adaptability also matters. Continuous services, removable cabinetry components and accessible isolation points can make later changes less destructive. The correct solution depends on the project’s applicable accessibility obligations and consent conditions, so the design team should verify those requirements rather than treating a generic dimension as universal.

Use daylight and outlook without sacrificing privacy

Daylight can make a compact kitchen feel larger and reduce reliance on artificial lighting during the day. Outlook gives residents a visual connection beyond the room, but a window facing a close neighbour, circulation corridor or busy street may create privacy and acoustic problems. Assess the view from standing and seated positions and at different times of day.

Place preparation areas where daylight supports tasks without creating glare on glossy surfaces or screens. Consider how upper cabinets, blinds and splashbacks affect the amount of sky visible from the kitchen. If a kitchen opens directly to a living room, avoid placing the only useful window behind a tall run of cabinets; that arrangement can leave both spaces dependent on borrowed light.

Natural ventilation should be considered with daylight and privacy, not as a separate afterthought. A window that opens onto a noisy or polluted location may not be a satisfactory sole strategy for removing cooking moisture and odours. Conversely, a sealed kitchen relying entirely on mechanical extraction needs a dependable make-up-air and control strategy coordinated with the apartment envelope.

Kitchen ventilation in apartments: compare the available arrangements

NSW BASIX guidance recognises several ventilation arrangements for individual dwellings in multi-dwelling developments. The guidance says kitchens, bathrooms and laundries need adequate ventilation, and it identifies both natural and mechanical approaches. The options below are not a universal ranking; each must be tested against the building layout, code requirements, maintenance plan and façade or roof design.

Arrangement How it works Design questions to resolve
Natural ventilation Openable windows or other natural openings provide air movement. Can openings provide reliable airflow while maintaining privacy, weather protection, acoustic comfort and security?
Individual non-ducted fan A fan serves the dwelling without a duct run to the façade or roof. Where does extracted air discharge, and how are recirculated odours and moisture controlled?
Individual fan ducted to façade or roof A dedicated fan exhausts through a duct to an external façade or roof outlet. Is the route short, fire-safe, acoustically acceptable and coordinated with structure and waterproofing?
Central ducting A shared central duct system serves multiple dwellings. How are airflow, fire separation, noise, access for cleaning and responsibility for plant managed?
Individual fans connected to central ducting Each dwelling has its own fan connected to a shared duct, with specified controls. Are controls, non-return arrangements, balancing, commissioning and maintenance clearly documented?

The BASIX page was last updated on 17 June 2024. It states that all ventilation systems must be designed in accordance with the National Construction Code (NCC), and that mechanical ventilation must comply with Australian Standards 1668.1 and 1668.2. Confirm the current requirements and the project’s applicability before relying on any one arrangement.

Natural ventilation

Natural ventilation can reduce mechanical equipment and simplify maintenance, but its performance depends on opening size, wind, temperature, apartment orientation and resident behaviour. An openable kitchen window should not be treated as a guaranteed substitute for extraction where cooking loads, building configuration or the applicable code require mechanical ventilation. Keep opening hardware reachable and ensure the window does not conflict with cabinets, blinds or safety devices.

Individual ducted extraction

A dedicated duct to a façade or roof gives the apartment a direct exhaust path, but it consumes valuable coordination space. The route may pass through beams, fire compartments, acoustic treatments or waterproofed roof areas. Document access panels, discharge locations, backflow protection and replacement procedures before ceilings are closed.

Central systems

Central ducting can reduce the number of external penetrations, yet it makes kitchen performance a building-management issue. Designers need a clear responsibility matrix for fans, controls, filters, cleaning, balancing and faults. Noise transfer, odour migration and access to shared ducts should be tested at design review and commissioning, not discovered after residents move in.

Coordinate ventilation with the whole building

Begin with a vertical services diagram showing every kitchen exhaust route from apartment to discharge point. Reserve shafts and risers before structural and façade decisions are fixed. Check separation from bedrooms and neighbouring apartments, penetrations through fire-rated elements, condensate or weather protection, roof plant access and the location of discharge relative to windows and outdoor spaces.

Controls should be understandable to residents and visible to building management. Identify who can reset a fault, who arranges cleaning and how a replacement fan or motor can be removed. For shared systems, record balancing and commissioning requirements so that one apartment cannot receive excessive noise or inadequate extraction because another branch has been altered.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Code and approval checkpoints

NSW government guidance identifies NCC 2022 Amendment 2 as current in NSW from 29 July 2025 and says NSW-specific variations must also be considered. NCC 2025 adoption in NSW is scheduled for 1 May 2027. The applicable edition depends on the project’s application and certificate dates, so do not label a code edition as controlling without checking those dates and the relevant state or territory adoption.

  • Confirm whether the development is within the NSW apartment framework and identify local planning controls.
  • Check the applicable NCC edition, state variations and referenced ventilation standards.
  • Obtain mechanical-services advice for fan duty, duct sizing, discharge, noise, fire and maintenance.
  • Coordinate architectural, structural, hydraulic, electrical, fire and acoustic drawings before documentation is issued.
  • Record resident controls, building-management responsibilities and access for inspection and replacement.
  • Verify that windows, doors, cabinetry and appliances remain usable after all services and finishes are installed.

Finishes and painting decisions that support amenity

Painting does not correct a poor kitchen plan, but finish decisions influence how residents perceive and maintain the space. Light distribution, colour contrast at handles and switches, and the visual continuity between the kitchen and living area should be considered with the daylight and outlook strategy. A durable, cleanable finish is particularly important on walls near preparation and waste areas; the specification should match the substrate, exposure and cleaning method rather than relying on a generic product label.

Coordinate paint boundaries with splashbacks, joinery panels, access hatches and removable service covers. A neat, repairable transition makes future maintenance less visible and reduces the temptation to seal over inspection points. Where a shared corridor or open-plan living room meets the kitchen, consistent colour planning can make the apartment feel larger while still giving the work zone a clear visual identity.

A resident-focused review sequence

  1. Set the brief. Identify dwelling size, likely occupancy, cooking intensity, storage needs, accessibility goals and the relationship to living and outdoor areas.
  2. Draw the journeys. Trace groceries, preparation, cooking, serving, dishwashing, waste removal and maintenance access.
  3. Test the open plan. Open every appliance and cabinet door, then check two-person movement, visitor circulation and access to windows and balconies.
  4. Audit storage. Assign locations for food, cookware, tableware, cleaning supplies, small appliances and recycling; verify usable volume and reach.
  5. Test light, outlook and privacy. Review standing and seated views, glare, neighbouring sightlines, acoustic exposure and window operation.
  6. Select the ventilation strategy. Compare natural, individual and central arrangements against duct routes, discharge, controls, noise, maintenance and code.
  7. Coordinate and document. Freeze risers, penetrations, fire and acoustic treatments, access panels, controls and responsibilities before finishes are ordered.
  8. Commission and inspect. Confirm airflow, noise, controls, window operation, appliance clearances and maintenance access before handover.

The strongest apartment kitchen is therefore the one that quietly improves every adjacent space. It stores what residents need, leaves circulation understandable, admits useful light and outlook, protects privacy, accommodates different abilities and removes cooking air through a maintainable system. Treating those decisions as one amenity package produces a dwelling that works in daily life, not merely a kitchen that photographs well.
