Architects can cut a building’s climate impact by reducing energy demand first, using materials more sparingly, retaining sound existing fabric, and designing components that can be repaired, adapted and eventually separated for reuse. The reliable way to choose between those measures is a whole-life assessment that follows the project from brief to operation and end of life. Results depend on climate, occupancy, existing construction, supply chains and the local energy system, so no single material or technology is lowest carbon in every project.

Why energy, materials and circularity must be designed together

Buildings and construction account for around 37% of global carbon-dioxide emissions and nearly 50% of global material extraction, according to the United Nations Environment Programme’s Global Status Report for Buildings and Construction 2025–2026, published in May 2026. The figures describe the global sector, not the footprint of one building or of architects alone. The sector represents 11–13% of global GDP and employs about 9% of the world’s workforce across construction, renovation, demolition and engineering. Half of the buildings that will exist in 2050 are still to be built or renovated, making decisions made now unusually consequential.

The same report records an 8.5% fall in global building energy intensity over the decade it covers and nearly a threefold increase in green-building certifications. Progress is not yet sufficient: the report says energy-efficiency investment must more than double, reaching US$5.9 trillion by 2030, to keep climate goals within reach. A project therefore needs both immediate reductions and a design that remains useful as energy systems, regulations and user needs change.

Operational energy is only one part of the account. Manufacturing products, transporting them, constructing the building, maintaining and replacing components, and processing materials at demolition all carry impacts. Retaining a structure, extending its service life or enabling future reuse can avoid some new production, but those benefits are conditional on what actually happens later. Treat energy and material choices as one connected design problem rather than as separate sustainability checklists.

Set a whole-life carbon brief before the form is fixed

The IEA-hosted GlobalABC Roadmap for Buildings and Construction 2020–2050 describes decarbonisation across the full life cycle. RIBA’s guidance, Embodied and whole life carbon assessment for architects, recommends assessment for architects who want to understand and minimise emissions over a building’s life. It uses the RICS whole-life-carbon methodology as a detailed reference and discusses BS EN 15978 and BS EN 15804. Those references include earlier editions, so confirm the current standards, national rules and client requirements before treating them as compliance instructions.

Write the assessment requirement into the brief, define the boundary and decide which options must be compared. At strategic definition and preparation, test whether retaining the existing structure, changing the floor area, or selecting a different structural or servicing concept alters the result. As drawings, quantities and specifications become more reliable, replace assumptions with project data and revisit the assessment at each key design stage through completion.

Use the life-cycle modules consistently

Module What it covers How to use it in design decisions
A: product and construction Product manufacture and construction activities. Reduce quantities, avoid unnecessary finishes and compare structural, envelope and service options on the same functional basis.
B: use In-use energy, maintenance, repair, replacement and refurbishment. Model expected energy demand and supply, service lives, maintenance access and replacement cycles rather than assuming a component lasts forever.
C: end of life Deconstruction, transport, processing and disposal at the end of the reference life. Specify separable assemblies and realistic end-of-life routes; include the impacts of removing and processing materials.
D: benefits beyond the system boundary Potential future benefits from reuse, recycling or recovered energy. Report possible benefits separately from A, B and C. They are scenarios, not guaranteed credits.

Modules A, B and C record life-cycle carbon costs. Module D records a possible future benefit and should not be used to hide current emissions or to claim that an uncertain reuse market will definitely exist.

Reduce operational energy demand with climate-appropriate design

Start with site, orientation and form

Evaluate orientation, compactness, window-to-wall ratio, daylight and external shading together. A layout that admits useful daylight can reduce lighting demand, while shading and solar-control decisions can limit unwanted gains in warm periods. In a heating-dominated climate, useful solar exposure may support comfort; in a hot climate, the same exposure can increase cooling demand. Test the options with the project’s occupancy schedule, internal loads, local weather and comfort criteria rather than applying a universal rule.

Make the envelope do more work

Continuous insulation, controlled air leakage, appropriate glazing and thermal-bridge detailing reduce the energy needed to maintain indoor conditions. Check moisture risk, fire performance, acoustics, durability and buildability at the same time. An envelope upgrade that fails at junctions or cannot be maintained will not deliver its modelled performance. Efficient envelope measures are among the priorities identified in the GlobalABC roadmap; the specification still has to suit the site and the existing fabric.

Specify efficient systems after demand reduction

Size building services for the reduced loads, then compare efficient equipment, lighting and appliances with the energy source expected over the building’s life. Controls, commissioning and access for maintenance affect real performance as much as nominal efficiency. Record assumptions about occupancy, operating hours, tariffs and grid or fuel mix in the assessment so a change in those assumptions can be tested later. Do not present a system as inherently low carbon without stating where and how it operates.

Cut material demand and upfront embodied carbon

Retain and reuse existing fabric where it is safe and suitable

Make the carbon value of retaining foundations, frames, floors, façades and other serviceable elements visible in the option appraisal. Compare retention, partial reuse, refurbishment and replacement using the same functional requirements and life-cycle boundary. A new product with a lower manufacturing factor is not automatically preferable if replacing a sound element creates demolition, disposal and new-construction impacts. Structural capacity, contamination, fire safety, moisture, accessibility and future service life must be checked before retention is adopted.

Use only the area and strength the brief requires

Reducing unnecessary floor area, spans, finishes and tolerances can lower material quantities before a product is selected. Coordinate structure, architecture and services to avoid duplicated supports, oversized members and late penetrations. Material efficiency is a core measure in the GlobalABC roadmap, but efficiency must not compromise safety, accessibility, durability or the client’s actual requirements.

Compare products with evidence and context

Use environmental product data and project quantities where available, and state the declared life-cycle stages, reference unit, geography and data quality. Compare alternatives for equivalent function, fire and acoustic performance, service life, maintenance and replacement. Also record local availability, transport, construction capability, cost and applicable code. Current evidence does not establish one universally lowest-carbon material; the best choice can change with climate, supply chain, durability and the building’s use.

Design circularity as a practical future option

Prioritise durability, repair and adaptability

Choose robust assemblies and finishes that can be maintained rather than replaced at the first failure. Provide inspection routes, access panels and replaceable wear layers. Keep services, partitions and fittings accessible so a change of use does not require stripping out the entire building. Adaptable floor plates, regular structural grids and generous service zones can preserve options, but they should be justified against the project’s cost, area and performance requirements.

Make disassembly possible

Use reversible mechanical connections where they meet safety and durability needs, separate materials that may need different recovery processes, and document what is installed, where and how it can be removed. Avoid composite build-ups or inaccessible adhesives when a separable alternative can provide the required performance. A future material passport or model is useful only if the information is maintained and a party is responsible for it.

Do not count hypothetical reuse as guaranteed savings

Future reuse depends on demand, timing, ownership, testing, transport, storage and processing capacity. Show the assumptions behind any scenario and keep module D benefits separate from the project’s current carbon costs. Designing for dismantling improves the chance of reuse; it does not prove that reuse will occur.

Include retrofit and change of use in the decarbonisation strategy

For existing buildings, compare a carefully planned retrofit with replacement and with a do-minimum case. Assess fabric upgrades, services, moisture and ventilation together, and consider how occupants can remain safe and comfortable during works. The IEA’s Building chapter of the Breakthrough Agenda Report 2025 highlights retrofit opportunities, particularly in countries with large existing stocks. The applicable stock, incentives, skills and policy framework vary by country, so a global recommendation cannot substitute for local surveys and rules.

Design new work so it can be maintained and upgraded without major demolition. Allow routes and space for future services, keep equipment replaceable and avoid locking the building into one use when a modest planning change could extend its life.

A repeatable workflow from brief to handover

  1. Define the brief and boundary. State whether the assessment covers operational energy, embodied impacts, maintenance, replacement, end of life and module D scenarios. Record the reference study period, occupancy and energy assumptions.
  2. Establish a baseline. For a new building, document the brief-compliant reference scheme. For an existing building, survey structure, envelope, services, condition and constraints before assuming replacement.
  3. Compare high-impact options early. Test location and massing, retention versus replacement, structural systems, envelope concepts and service strategies before detailed specification. Keep function, area, performance and life-cycle modules consistent between options.
  4. Reduce demand before sizing systems. Iterate orientation, form, daylight, shading, envelope and airtightness, then size lighting, equipment and other services for the resulting loads.
  5. Refine quantities and data. Replace generic factors with product declarations, supplier information and measured quantities as the design develops. Record geography, declared unit, service life and uncertainty.
  6. Check buildability and future use. Confirm that details can be constructed, inspected, repaired, adapted and eventually dismantled. Assign responsibility for maintaining asset and material information.
  7. Verify at handover and operation. Commission systems, provide user guidance and compare actual operation with the assumptions used in the assessment. Feed lessons into maintenance and future refurbishment plans.

Use policy, procurement and finance as design levers

Design choices are shaped by the rules and markets around them. The IEA’s 2025 analysis identifies building codes and standards, public procurement, finance and retrofit rates as levers that can shift demand toward lower-emission practices and products. It also describes initiatives addressing low-emissions steel and cement and responsible timber construction. These are policy and market directions, not evidence that one product or initiative performs best in every location.

Clients can require whole-life carbon reporting, minimum data quality, option comparisons and post-occupancy feedback in appointments and tenders. Procurement can ask for repair information, take-back or recovery plans where they are credible, while still evaluating durability, safety, availability and cost. Finance terms and approval pathways should recognise that a higher-quality envelope, adaptable layout or retained structure may reduce future expenditure even when the initial budget does not capture every benefit.

Common failure modes and corrections

  • Optimising only operational energy: add product, construction, maintenance, replacement and end-of-life stages so efficiency measures do not conceal a large material burden.
  • Choosing a material by a single carbon factor: compare equivalent performance, service life, quantities, transport, maintenance and data quality.
  • Assuming retention is automatically best: test structural condition, safety, moisture, durability and the realistic remaining life against a replacement option.
  • Claiming circularity from a design intention: document connections and components, but report future reuse as a conditional scenario and keep module D separate.
  • Waiting until detailed design: assess strategic options early, when floor area, structure, envelope and servicing concepts can still change.
  • Ignoring operation after handover: commission systems, train users and revisit assumptions when occupancy, controls or energy supply changes.
