Circular steel framing can help keep building components in service longer by using screw-fixed connections, modular planning and designs that permit disassembly. Those choices create opportunities to reuse components, adapt buildings and recycle steel at end of life. They do not, by themselves, prove a quantified embodied-carbon saving: the accessible 2022 sources describe circularity benefits for TRUECORE® framing but provide no product-specific life-cycle assessment or comparative carbon result.

What the Architecture & Design feature is about
The Architecture & Design page dated 5 October 2022 was published in association with BlueScope. Its visible image description is “Screw fixed framing made from TRUECORE® steel.” That description points to the central design question: what happens when a building frame is assembled so that its parts can be separated, moved or used again instead of being permanently bonded into one structure?
A related article from the Green Building Council of Australia (GBCA), published on 31 August 2022, describes TRUECORE® frames as lightweight, durable and assembled with screws. It presents modular construction, design for disassembly and reuse as circular-design opportunities. The article also discusses recycling as another end-of-life route. These are opportunities created by design; they are not a measured carbon guarantee for every project using the framing system.

Why embodied carbon belongs in the discussion
Operational energy is the emissions produced while a building is occupied. Embodied carbon is associated with extracting, processing and manufacturing materials, transporting them, constructing the building, maintaining or replacing components, and dealing with them at the end of their service life. A frame can therefore influence emissions before anyone turns on the lights.
The GBCA article, writing in 2022, says embodied carbon represented 16 per cent of emissions from the built-environment sector. It also attributes approximately 7 per cent of global greenhouse-gas emissions to steel. Both are dated figures quoted by that article, not current estimates recalculated here. They show why designers examine material quantities, service life and end-of-life pathways, but they do not establish the footprint of a particular framing product.
Embodied-carbon accounting follows the material through defined life-cycle stages. Reusing a beam, stud or panel can avoid manufacturing a replacement, but the saving depends on what is displaced, how far the component travels, what alterations are needed and how the original and new projects are assessed. Recycling can recover material for new steel production, yet it still involves collection, processing and remanufacture. A credible claim therefore needs project-specific data and a stated assessment method.
How screw-fixed steel supports circular design
Traditional construction often combines components with wet trades, adhesives, welds or other connections that are difficult to reverse. A screw-assembled light-gauge frame can be taken apart more deliberately, provided the surrounding materials and the design documentation also allow access.
- Modular construction: Repeating dimensions and factory or off-site assembly can make sections easier to transport and install. Modules may be planned for a particular sequence of assembly and later removal.
- Design for disassembly: Accessible, reversible screw connections can allow members to be removed without destroying the entire frame. This requires coordination with linings, services, cladding, fire protection and finishes that might otherwise block the fasteners.
- Reuse: A component that remains structurally sound may be used in the same building after reconfiguration or in another building. Its dimensions, condition, load history and compliance documentation must be checked before a second use.
- Recycling: If direct reuse is not practical, steel can enter a recycling route at end of life. Recycling is a material-recovery option, not evidence that every other life-cycle impact has been eliminated.
Circular design is therefore a sequence of decisions. The screw is only one part. The project must preserve access to the connection, record what was installed, avoid unnecessary damage during removal and identify a realistic destination for the recovered parts.

Reuse, remanufacturing and recycling are different outcomes
| Strategy | What happens to the component | What the design must provide | What can be concluded about carbon |
|---|---|---|---|
| Reuse | The member or module is installed again with little or no change to its original form. | Reversible connections, safe removal, condition checks, dimensions and records that support a second application. | Potential to avoid producing a replacement, but the avoided impact must be demonstrated in a project assessment. |
| Remanufacturing | The component is inspected, repaired, resized or otherwise processed before being put back into service. | Access for removal, a process for grading and repairing parts, and a market or project that can accept the remanufactured item. | May retain more value than recycling, but processing energy, transport and wastage still need accounting. |
| Recycling | Steel is recovered as feedstock for new steel products rather than used as the same component. | Separation from other materials, collection logistics and a viable recycling route. | Recovers material but does not establish a product-specific embodied-carbon reduction without life-cycle calculations. |
These pathways are not interchangeable. A design that is easy to recycle may still be hard to reuse if every stud is cut to a unique length or buried behind finishes. Conversely, a reusable module can lose its advantage if it cannot be removed without demolishing adjacent work.
What the 2022 GBCA examples demonstrate
ACT COVID-19 surge centre
The GBCA article reports that an ACT COVID-19 surge centre had a five-week construction program. It describes a design in which nearly all of the building could be flat-packed and re-established elsewhere. This is a practical illustration of modularity and relocation: the building was conceived as something that could be taken apart and deployed again, rather than treated as a one-time assembly.
The five-week duration and the flat-pack capability are figures reported by the GBCA article in 2022. They do not constitute a measured comparison of embodied carbon against another construction method. The example is most useful for understanding how a project brief, connection strategy and future relocation plan can work together.
Melbourne adaptive reuse
The same article describes a Melbourne project that added eight storeys to a 50-year-old, 12-storey building using light-gauge TRUECORE® frames. Light-gauge construction can reduce the additional structural burden that an existing building must carry, while the adaptive-reuse approach retains the original structure rather than replacing it outright.
This is an example reported in 2022, not independent proof of carbon savings. Whether an extension produces a lower life-cycle impact depends on the existing building’s condition, the alternatives considered, construction impacts, future maintenance and the full accounting boundary.

What is—and is not—established about TRUECORE® framing
The accessible GBCA description supports several specific statements: TRUECORE® frames are presented as lightweight and durable; they are screw-assembled; and they can be designed for modular use, disassembly and reuse. Those characteristics explain why the system appears in a circular-design discussion.
The available sources do not provide a product Environmental Product Declaration, a verified life-cycle assessment, a comparative result against timber or another steel framing system, or a quantified embodied-carbon reduction for TRUECORE® framing. They also do not establish a current emissions target, a present-day recycling rate or a universal service life. A responsible specification should obtain the current product documentation and project-specific calculations before making a carbon claim.
Philippa Stone, Sustainability Manager with BlueScope, is quoted in the GBCA article as saying: “Steel has strong credentials to support a circular economy – especially in the context of keeping resources in use for as long as possible and then reusing, remanufacturing or recycling at end of life,” says Philippa. This is a statement of circular-economy potential, not a quantified performance result.

1. Set the intended loop before selecting details
Decide whether the priority is future relocation, internal reconfiguration, direct component reuse, remanufacturing or material recycling. A project that may move in five years needs different module sizes, lifting points and records from a permanent building designed only for eventual material recovery.
2. Map every interface, not just the frame
Show where screws can be reached and identify which finishes, membranes, services and cladding must be removed first. A reversible frame connection has little practical value if an inaccessible layer makes removal destructive.

3. Standardise where it helps a second use
Repeated member lengths, consistent module dimensions and a manageable range of connection details improve the chance that parts will fit another layout. Standardisation should be balanced against structural, fire, acoustic and architectural requirements; circularity does not remove those obligations.
4. Create a component record
Record profiles, dimensions, grades, coatings, connection locations, installation dates and any changes made during construction. At alteration or deconstruction, record condition and load history. Future designers need more than a generic statement that the building contains steel.
5. Plan removal and temporary storage
Define the sequence for loosening connections, protecting members, labelling parts and moving them without bending or contamination. Include a safe location for temporary storage and a decision point for parts that are unsuitable for direct reuse.

6. Test the preferred end-of-life route
Before construction, identify who could accept modules or members, what inspection evidence they require and how transport would work. If no realistic second-use route exists, design for efficient separation and recycling rather than claiming reuse by default.
7. Verify the carbon result separately
Use a life-cycle assessment or another recognised accounting method to compare the chosen design with a defined alternative. State the system boundary, assumed service life, transport, maintenance, replacement and end-of-life treatment. Circular-design features can be recorded as design benefits, but they should not be converted into a percentage reduction without this analysis.

Assembly decisions and the screw question
The image description for the Architecture & Design page identifies screw-fixed framing, but neither accessible source specifies screw type, diameter, coating, spacing, driver settings or a retail product. Those details must come from the current engineering and installation documentation for the particular framing system.
Do not treat a self-drilling screw purchase as a carbon solution. Compatibility with the steel thickness, corrosion environment, fire requirements, substrate and approved installation method matters more than the marketing label on a fastener. Using an unapproved screw can compromise structural performance or make later disassembly harder. Follow the project’s certified details and retain the installation record.

When circular steel framing is a sensible option
- Choose a circular-design brief when the building may be relocated, extended, reconfigured or deconstructed on a known time horizon.
- Prioritise adaptive reuse when retaining an existing structure can avoid the impacts of demolition and replacement, subject to engineering and safety checks.
- Demand documentation when future reuse is important; undocumented components are difficult to verify and often become waste even when physically sound.
- Ask for quantified carbon evidence when a project claims an emissions advantage. Circular potential and a verified embodied-carbon result answer different questions.
- Use recycling as a fallback, not the whole strategy when direct reuse or remanufacture is impractical. Separation and collection still need to be designed.
Common mistakes and how to avoid them
Calling recyclability a carbon reduction
Steel’s recyclability does not automatically mean a lower embodied footprint than another material or product. Require a stated comparison and life-cycle boundary.
Designing disassembly only at the frame
If services, linings and façades cannot be removed without damage, the frame may not be reusable. Coordinate all layers and provide an accessible removal sequence.
Assuming a project example proves universal performance
The ACT surge centre and Melbourne extension show particular applications reported by GBCA in 2022. Their schedules, structural conditions and future-use plans cannot be transferred unchanged to every building.
Ignoring the second owner
A component is not reusable merely because it can be unscrewed. The next project needs suitable dimensions, verified condition, regulatory acceptance, transport and a responsible party to manage the inventory.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteThe practical conclusion
Screw-assembled steel framing can be part of a circular building strategy when the whole building is designed for modular construction, careful disassembly and a credible second life. The 2022 GBCA examples show how that approach supported a relocatable ACT surge centre and a lightweight addition to an existing Melbourne building. They also illustrate the difference between a promising design pathway and a measured environmental result.
For a defensible embodied-carbon claim, document the frame and all interfaces, choose the intended reuse or recovery route, and complete a project-specific life-cycle assessment. Until those figures are available, describe TRUECORE® framing in the narrower, supportable terms established by the sources: lightweight, durable, screw-assembled and capable of being designed for modularity, disassembly and reuse, with recycling as another end-of-life option.
