Community pool projects can change a city because residents do more than comment on a finished design. In the strongest examples, they help originate the idea, build political and financial support, define operating requirements, shape architecture and art, and remain involved after opening. The pool then becomes civic infrastructure: a place for exercise and cooling, but also for trust, learning, gathering and local stewardship.

Projects in Melbourne, Sydney, Austin and Medellín show several workable models. Some are coalition-led proposals, some use structured residencies or design consultation, and others give residents formal roles in programming and operations. Together they show that participation has the greatest effect when it is tied to a real facility, a transparent decision process and resources for long-term care.

Why a public pool is a city-building project

A public pool concentrates many responsibilities that cities usually handle separately. It must be safe for children and older adults, accessible to people with disabilities, affordable to households with different incomes, efficient in its use of water and energy, and useful beyond a narrow fitness schedule. Its relationship with a park, street, school, transit stop or housing area can determine whether it feels welcoming or isolated.

That combination makes a pool a form of social infrastructure. The building offers a regular, low-cost setting where people meet across age, culture and income. The process of creating it can also strengthen civic capacity. Residents who help identify a need, negotiate priorities or monitor a budget gain practical knowledge of how their city works. Agencies, in turn, learn details that a conventional consultation can miss, such as when families need changing rooms, how staff actually supervise a deck, or which spaces feel unsafe at different times of day.

Historically, community groups have often supplied money and political pressure when public budgets were insufficient. Hannah Lewi, quoted by ArchitectureAu from Community: Building Modern Australia (2010), describes progress societies and local groups fundraising to supplement municipal, state and federal assistance that was too limited for a costly pool. Contemporary projects extend that tradition: citizens may still advocate and raise support, but they can also contribute operational knowledge, cultural programming and ongoing governance.

Five points where participation can change the result

1. Originating the need

A project can begin with residents identifying an unmet need rather than an agency announcing a predetermined building. That may mean documenting a closed pool, showing how far people travel for lessons, or proposing a new facility for a rapidly growing neighborhood. Early evidence gives a community a credible case when it approaches elected officials, utilities, philanthropies or private partners.

2. Building a coalition and a funding case

Pool construction is expensive, and operating costs continue after the ribbon-cutting. Peak bodies, neighborhood associations, sports clubs, disability advocates, cultural organizations and businesses can each contribute a different kind of support. A coalition is most useful when it states who will do what, what decisions remain public, and how future operating money will be secured instead of treating fundraising as a one-time campaign.

3. Setting the design brief

Residents can influence the brief before a design is fixed: the mix of lap, leisure and hydrotherapy water; family changing facilities; shade and seating; access routes; opening hours; public art; and connections to a park or transit. Designers can then test options with the people who will use and maintain them, rather than asking the public to choose between polished images that conceal operational consequences.

4. Shaping construction, programming and opening

Participation can continue through construction with site updates, youth training, local hiring or public-art commissions. Before opening, residents and staff can test wayfinding, booking systems, lessons and inclusive access. Performances, workshops and pool parties can introduce a facility to people who may not identify as swimmers.

5. Governing the everyday facility

The most durable model gives residents a role after completion. A community advisory group, neighborhood programming fund or named local stewards can propose activities, report problems and help resolve conflicts. Such roles need a defined remit, staff contact and modest resources; otherwise participation becomes unpaid labor with no influence.

What the major case studies show

Melbourne: Yarra Pools and the power of a coalition

ArchitectureAu’s 2018 account of Yarra Pools describes a proposal for a floating swimming pool on the Yarra River. The idea gained momentum through peak bodies and community organizations, then followed a long roadmap involving community groups, private firms and government organizations. The proposal demonstrates how citizens can move a speculative idea into a serious public conversation by assembling partners with different forms of authority.

Yarra Pools should be understood as an advocacy and coalition-building process, not as a completed facility. That distinction matters: a compelling concept still requires approvals, finance, technical studies, river responsibilities and an operator willing to carry the risk. The lesson for other communities is to make each next decision visible and assign responsibility for it, so enthusiasm is not mistaken for delivery.

Sydney: Prince Alfred Park Pool turns consultation into requirements

The Prince Alfred Park Pool upgrade formed part of the renewal of a 7.5-hectare park beside Central Station. The design team presented options to council and the community, then interviewed potential operators before the design was locked. Those conversations brought safety and maintenance requirements into the brief while changes were still affordable to make.

The project also connected architecture to public culture and environmental performance. Public art was incorporated into a functional ventilation element rather than added as a separate object. Passive design, energy- and water-saving technology and a City of Sydney-sponsored tri-generation plant addressed the facility’s long operating life. The practical lesson is to invite operators early, ask residents about the whole park rather than only the pool hall, and treat art and environmental systems as parts of the building’s everyday function.

Austin: My Park, My Pool, My City builds relationships through civic arts

My Park, My Pool, My City was a three-year residency running from 2017 to 2019. Forklift Danceworks worked with East Austin residents, city leadership and pool staff. Performances at Bartholomew, Dove Springs and Givens pools were paired with town halls, workshops, screenings and pool parties, giving people several ways to participate instead of relying on a single meeting.

A Civic Arts study led by Lynn Osgood reported improved relationships between residents and city employees, a stronger sense of resident agency, and activation of both residents and staff to improve the pools. The work did not substitute performance for policy; it created shared experiences that made difficult conversations about facilities and service possible. Steven Brown, chair of the Givens Park Working Group, described rebuilding trust as a work in progress and said the project became a catalyst for continued collaboration.

The civic energy was followed by a concrete financial decision. In 2018, Austin voters approved a bond package containing $40 million in capital funds, while the city increased annual operations and maintenance funding by $1 million. The sequence illustrates an important principle: engagement is more credible when the city can show how participation connects to capital investment and recurring operating money.

Medellín: UVA makes residents stewards of adapted infrastructure

Medellín’s Unidades de Vida Articulada, or UVA, program covered 20 sites. Twelve reused compounds containing water tanks, while eight were built from scratch. The projects removed enclosing walls, retained the tanks’ infrastructure function and added public spaces and buildings, turning formerly restricted sites into neighborhood destinations.

Residents, including children, contributed ideas from conception through completion and operation. Each UVA could appoint up to 25 local Guardians of UVA to propose and promote activities. This is more than consultation: the guardianship model creates a practical channel for programming and a recognizable group responsible for keeping community use active. The adaptive-reuse strategy also shows how civic value can come from opening existing infrastructure rather than always acquiring new land.

Sydney: Gunyama Park integrates a pool with a growing district

Gunyama Park Aquatic and Recreation Centre opened on 1 February 2021 after an open architecture competition for Green Square’s growing population. The complex includes a 50-metre heated outdoor pool within a beach pool, a 25-metre indoor program pool, an indoor leisure pool and a hydrotherapy pool. Its setting adds parkland, a playground, a sports field and public artwork, so people can use the precinct even when they are not swimming.

A co-generation system and rooftop solar array support energy management, with surplus electricity able to power neighboring buildings. The environmental systems are therefore part of a district strategy, not just a technical specification hidden from users. Architect Andrew Burges described the centre as a place for all people, including someone who wants to read in the sun and take an occasional dip. That broad invitation is a useful test for public design: a pool should serve spectators, carers, learners and casual visitors as well as lane swimmers.

Austin: Montopolis shows how engagement continues during delivery

Montopolis Pool, first completed in 1979, was targeted for renovation under Austin’s 2018 Aquatic Vision Plan. Community engagement began in summer 2022 through surveys and meetings. Austin Parks and Recreation listed construction as beginning in winter 2025 and ending in spring 2026; that schedule is subject to change. The plan adds family restroom and changing facilities and includes a permanent Art in Public Places installation.

This case illustrates a different participation stage from a new landmark project. Residents are helping define what an older neighborhood pool needs to remain useful, while the city manages a live construction program. Publishing a current timeline and the specific improvements gives participants a way to check whether the promised scope survives delivery.

New York: Roy Wilkins Park links pool investment to neighborhood equity

On 21 March 2023, the New York City Mayor’s Office announced $55 million for a new indoor pool and repairs to the existing pool at Roy Wilkins Park. The work formed part of a $147 million investment in Southeast Queens. Mayor Eric Adams said public pools and recreation centers give New Yorkers of all ages, especially young people and seniors, a place to grow, learn and build community.

The announcement is evidence of a substantial public commitment, though the figure alone does not describe the project’s participation process. For residents, the useful questions are how design decisions will be made, which access barriers will be addressed, and what operating budget and programming will follow the capital work.

What cities should copy—and what they should avoid

Define a decision, not just an invitation

Every engagement activity should state what residents can change, who decides, and when the decision closes. Asking for ideas after the budget, site and operating model are fixed creates frustration. A simple decision register can list each issue, the options under consideration, the public input received and the final rationale.

Bring the people who run the pool into the room early

Operators understand supervision lines, staffing, cleaning, chemical handling, storage, accessibility procedures and peak demand. Their input can prevent attractive but unmanageable layouts. Prospective operators should be interviewed while alternatives remain open, as at Prince Alfred Park.

Use several forms of participation

Town halls reach confident speakers; workshops can involve families and young people; performances and screenings can reach people who do not attend planning meetings; surveys can gather broad preferences. A mix is more inclusive than treating attendance at one evening meeting as a measure of public consent.

Budget for operations, not only construction

A new pool can fail through high fees, short opening hours or deferred maintenance even when the building is excellent. Austin’s separate capital and annual operations increases show why both budgets belong in the public conversation. Cities should publish expected staffing, energy, water, maintenance and programming costs alongside the capital estimate.

Make inclusion physical and procedural

Family changing rooms, hydrotherapy water, shade, seating, step-free routes, clear wayfinding and affordable lessons address physical barriers. Translation, child-friendly meetings, transport support and paid community roles address participation barriers. Residents should help define which barriers matter locally rather than receiving a generic accessibility checklist.

Give stewardship a mandate and a limit

Local guardians or advisory groups need a named staff contact, meeting schedule, access to information and a defined ability to propose activities or flag problems. They should not be expected to replace trained staff or absorb indefinite unpaid maintenance work. A written charter protects both volunteers and the agency.

How to move from consultation to long-term stewardship

  1. Map the need. Document existing pool conditions, travel distances, user groups, seasonal demand and barriers to access.
  2. Form a representative working group. Include residents, young people, older adults, disability advocates, aquatic staff, nearby institutions, artists and relevant utilities or environmental specialists.
  3. Publish the decision map. Separate non-negotiable safety or legal requirements from choices that residents can shape, and provide dates for each decision.
  4. Test options at full scale. Use temporary programming, mock-ups or pilot events to reveal circulation, shade, supervision and cultural issues before construction.
  5. Secure two budgets. Present capital funding together with a realistic multi-year operations and maintenance plan.
  6. Connect the site to its surroundings. Plan paths, park uses, public art, landscape, transit links and energy or water systems as one precinct rather than an isolated pool building.
  7. Write the post-opening role. Establish how residents can propose programs, receive responses, see performance data and renew or rotate stewardship positions.
  8. Measure public value. Track attendance by user group, lesson access, operating reliability, energy and water performance, resident trust and the number of community-led activities. Use the measures to adjust the service, not merely to promote the opening.

Are public pools social infrastructure?

Yes, when access and stewardship are designed into the project. The facilities in these examples provide places to learn water safety, exercise, recover, cool down and meet neighbors. Their civic value grows when the process gives residents agency and when the finished site welcomes people who are not there for intensive training.

The cases also show that no single participation formula works everywhere. A floating proposal needs coalition-building and technical validation; an old neighborhood pool needs a transparent renovation scope; an adapted water-tank compound needs a stewardship structure; a major new centre needs operational, environmental and precinct planning. What unites them is a shift from residents as consultees to residents as collaborators with a continuing stake in the result.

For cities, the practical test is straightforward: can people point to a decision they influenced, a resource committed because of that work, and a role they still hold after opening day? If the answer is yes, a pool is doing more than containing water. It is helping residents build the city itself.
