The Procuratie Vecchie reopened in Venice on 8 April 2022 after a five-year restoration commissioned by Generali and carried out by David Chipperfield Architects Milan. The project did not turn the entire sixteenth-century building into a museum. Instead, it repaired and reorganised a layered historic structure, retained Generali’s offices, introduced new vertical circulation, and made selected areas available for exhibitions, events, workspaces and civic programmes, including The Human Safety Net.

Visitors were welcomed into the Procuratie Vecchie on 8 April 2022, following work described by David Chipperfield Architects and Generali as a five-year restoration running from 2017 to 2022. The commission came from Generali, whose offices continue to occupy part of the building, and the design work was led by David Chipperfield Architects Milan.

Parts of the building that had not been publicly accessible were opened for public use, but the Procuratie Vecchie did not become an all-public institution. It remains a mixed building: company workplaces and co-working areas operate alongside galleries, an auditorium, event rooms and the headquarters of The Human Safety Net.

What is the Procuratie Vecchie?
The Procuratie Vecchie forms the long north side of Piazza San Marco. David Chipperfield Architects’ project account dates the façade’s beginning to 1517, when Bartolomeo Bon began the work, and its completion to 1538 under Jacopo Sansovino. It was built as residences for the procurators of Saint Mark, senior civic officials associated with the administration of the basilica and care for the city’s poor and orphans.

That civic history matters to the 2022 reopening. The building was not an empty shell awaiting a new cultural use; it had always been tied to public administration, even though its interior became inaccessible to ordinary visitors for long periods. Italia.it describes the Procuratie Vecchie as having been closed to the public for half a century before the spring 2022 reopening. That duration is a statement from the tourism authority, rather than a measurement supplied by the architects.
Its 150-metre frontage gives the building a powerful presence in the square, but the restoration had to deal with what lies behind that continuous face: rooms, circulation routes and finishes altered over several centuries.
Why the architects treated the building as layered history
David Chipperfield Architects describes the Procuratie Vecchie as a complex structure shaped by successive modifications. The design was not based on stripping away every later change to recover a single, supposedly pure Renaissance state. Instead, the studio presents the work as an integration of historic recovery, restoration, renovation and new intervention.
This distinction explains why the project can look restrained while still changing how the building works. Repairing historic fabric, improving movement through the floors and accommodating current uses were treated as connected tasks. The architects also describe a flexible design process in which decisions were refined as knowledge of the existing building accumulated during construction. In a monument with multiple phases, that approach avoids pretending that every condition can be understood from drawings made before the work begins.

Repair rather than theatrical replacement
The project’s central gesture was not a new object placed in the square. It was a series of adjustments inside an existing monument: recovering rooms, making routes legible, inserting vertical connections and adapting areas for public gathering. The result is a building that can support contemporary programmes without presenting the restoration as a return to one frozen date.
Access as an architectural problem
New vertical circulation reorganised accessibility through the building. The change is practical as well as symbolic: galleries and event areas can be reached as part of a coherent route instead of remaining isolated rooms in a private office complex. The sources do not publish a detailed description of every lift, stair or access standard, so the verified point is the creation and reorganisation of vertical connections, not a claim about a particular device or compliance rating.

The work was distributed across the building rather than concentrated in a single showpiece space. The architects’ project description identifies restoration of the first and second floors, renovation of the third floor, and a new public programme threaded through those areas.
First and second floors: recovering the historic interior
The first and second floors were restored as part of the broader repair of the sixteenth-century structure. The project account does not present them as a fully museumised sequence. Generali’s offices and other working functions remain part of the building’s programme, so restoration had to coexist with daily occupation.

Third floor: the principal public programme
The renovated third floor contains a public gallery, event spaces, workspaces and an auditorium. These rooms allow exhibitions, talks and gatherings to take place within the Procuratie Vecchie while preserving a working environment for the organisations based there.
The arrangement is significant because it makes public access an ongoing use rather than a one-time opening ceremony. A gallery can host an exhibition, an auditorium can support events, and workspaces can serve staff and partners; each use depends on circulation and servicing that a private office fit-out alone would not require.

How The Human Safety Net fits into the reopening
The Human Safety Net, Generali’s global social initiative, is housed in the reopened building. Its presence gives the public programme an institutional base rather than making the gallery an unrelated cultural tenant.
Generali describes the exhibition A World of Potential as an interactive experience about visitors’ character strengths. The exhibition is part of the building’s public offer as described by Generali and Italia.it, but programming can change. The same caution applies to visitor amenities: Italia.it lists a public café and a library containing books in five languages. Those descriptions establish the intended visitor facilities, not guaranteed opening hours or current access rules.

Is the Procuratie Vecchie a museum?
No. It is better understood as a restored historic workplace with a public cultural and social programme. The gallery, auditorium, events areas and The Human Safety Net are open-facing components, while Generali offices, co-working spaces and other operational areas continue to function in the same building. That mixed status is central to the project’s meaning: public access has been added without erasing the building’s contemporary working life.

Generali’s restoration account says the work drew on local construction techniques and artisanal craftsmanship. It names pastellone and terrazzo, marmorino and scialbatura, cocciopesto, and cotto among the materials and finishes used or referenced in the renovation.

- Marmorino and scialbatura: wall-finishing traditions used to recover and renew interior surfaces.
- Cocciopesto: a lime-and-crushed-brick material characteristic of historic Italian construction.
- Cotto: fired-clay flooring or tilework used in local architectural contexts.
Using these techniques does not mean every surface is an untouched historic survivor. In a building altered over centuries, compatible repairs and new work have to meet present requirements for use, maintenance and movement. The material strategy supports continuity with Venetian craft while allowing the building to operate as a contemporary workplace and public venue.
What does the project say about sustainability?
Generali states that the restored building is aligned with LEED Silver Core & Shell certification. That is a certification statement from the owner’s restoration account. It should not be read as a published measurement of energy savings, carbon reduction or overall environmental performance: the cited material supplies no such figures.

The more defensible environmental point is that adapting an existing, fully embedded urban building avoids treating demolition and replacement as the default. The project’s documented scope is restoration, renovation and new circulation within the Procuratie Vecchie; any wider performance claim would require separate operational data.
Can you visit the Procuratie Vecchie in Venice?
Public access is confirmed: the reopening made parts of the building available for visitors, and the official tourism description lists the exhibition, café and multilingual library. However, the available project accounts do not establish current opening hours, ticket prices, reservation requirements, capacity limits or which rooms are accessible on a particular day.

Why this reopening matters for Venice
The Procuratie Vecchie project demonstrates how a heavily modified historic building can gain a public role through many precise interventions. Its significance is not a dramatic new façade or a wholesale conversion into a museum. It lies in the negotiation between layers: Renaissance civic architecture, later alterations, Generali’s continuing offices, new accessibility routes, traditional finishes and rooms designed for public assembly.
That negotiation also reconnects the building with the civic idea embedded in its original purpose. The procurators once administered responsibilities tied to Saint Mark’s and the welfare of Venice. In 2022, the restored building began receiving visitors through exhibitions, events and social programming while remaining a place of work. Public life was added by adapting the existing institution, not by pretending the building had no history between 1538 and today.
