The upgraded sports amenities building used by Hurlstone Park Wanderers at Ewen Park in Hurlstone Park, Canterbury, NSW, opened in March 2024. Moddex’s project case study reports a package of disability handrails and commercial balustrade systems—Assistrail AR10, Conectabal CB30 and Conectabal CB35—selected for level, stair and ramp applications.
Those products are evidence of the access measures reported by the manufacturer, not independent proof that every part of the building complies with the Disability Discrimination Act (DDA), the National Construction Code (NCC) or AS 1428.1. Full compliance depends on the complete access route, dimensions, gradients, landings, tactile indicators, kerbs, circulation spaces, doors, amenities and the code edition adopted in NSW.

Which Ewen Park project is covered?
This article concerns the new sports amenities building for Hurlstone Park Wanderers at Ewen Park. Moddex identifies the client for its case study as RELD Group and says the facility opened in March 2024. Football NSW reported the opening event on 22 March 2024.
The building supports a football club whose membership, according to Moddex, has grown beyond 1,500 players. That scale makes an accessible arrival and circulation strategy important for players, families, volunteers, officials and visitors with different mobility, balance, vision or strength needs.

Three separate Ewen Park projects should not be merged into one description:
- The sports amenities upgrade opened in March 2024.
- The Ewen Park Outdoor Learning Centre was completed in 2023, according to Sam Crawford Architects.
- The Ewen Park play-space upgrade was reported complete in December 2025 by the City of Canterbury Bankstown.
The outdoor learning centre and later play-space work may improve access elsewhere in the park, but the available project accounts do not establish that either is part of the Wanderers’ sports amenities building.

Moddex’s 13 June 2024 case study names three systems used at the facility. The descriptions below are manufacturer-reported project information.
Assistrail AR10 disability handrails
Moddex identifies Assistrail AR10 as a disability handrail used for level and stair applications above one metre. A handrail on a stair or elevated route can provide a continuous gripping point and help users control balance and movement, but the product name alone does not establish the installed height, extensions, clearances, return details or continuity required on a particular stair.
Conectabal CB30 commercial balustrade and handrail
Moddex reports Conectabal CB30 in level and stair applications above one metre. A balustrade may provide edge protection where a change in level creates a fall risk, while an associated handrail supports movement. Whether the completed installation meets the applicable performance and dimensional requirements depends on the site configuration and detailing, not simply on selecting CB30.

Conectabal CB35 commercial balustrade and handrail
The case study assigns Conectabal CB35 to level and ramp applications above one metre. On an accessible route, a ramp handrail is only one element of the route: users also need a compliant gradient, appropriate landings, edge protection where required, safe transitions and enough space to approach, pass and turn.

The “above one metre” wording is part of Moddex’s project description. It should not be read as a universal trigger that determines every handrail or balustrade requirement in Australian building law.
What does DDA-compliant access mean for a sporting facility?
In Australia, the Disability Discrimination Act 1992 (DDA) makes unlawful discrimination on the basis of disability. For a sports building, practical access is broader than adding a rail to a stair or ramp. A person should be able to identify the entrance, reach it from the site boundary or accessible parking, enter without an avoidable barrier, move through public areas and use the services provided on an equitable basis.
The NCC supplies the building-code framework used by approval authorities. NCC access provisions refer to accessible ramps and to relevant AS 1428.1 requirements, including gradients, landings, tactile indicators, handrails and kerbing where appropriate. The NCC also calls for suitable handrails where they are needed to help people move safely.
The exact obligations depend on the NCC edition and the provisions adopted in the relevant NSW approval. A team assessing current work should confirm the jurisdictionally adopted code rather than assuming that a rule from NCC 2019 or NCC 2022 automatically governs every alteration or inspection.

Why a handrail product is only one part of compliance
A compliant access route is a linked system. A ramp can have a suitable handrail and still fail if its gradient is too steep, its landings are too short, its surface is unsafe when wet, or its edge protection does not prevent a wheel from slipping off. A stair can have a robust rail yet remain difficult to use if nosings, contrast, lighting, width or handrail continuity are unsuitable.
Likewise, a level route can be interrupted by a threshold, door closer, gate, protruding object or poorly placed furniture. Accessible amenities require their own clearances and fittings. The DDA assessment therefore considers the user’s journey and the service being offered, while the NCC and referenced standards provide technical benchmarks for building work.
How the reported systems map to the building journey
The case study does not publish drawings or an independent access audit, so the following is a way to interpret the reported applications without treating them as verified as-built conditions.
Approach and entry
Visitors need a legible route from the park, parking or drop-off point to the building entrance. The route should avoid abrupt level changes and provide enough width for mobility devices and people walking together. At the door, the threshold, opening force, circulation space and hardware must work for users with limited reach or strength. The named AR10, CB30 and CB35 products do not by themselves confirm any of these conditions.
Level circulation
Moddex reports AR10 and CB30 in level applications above one metre, and CB35 in level applications above one metre. In practical terms, level areas can include elevated paths, platforms or edges where a person needs guidance or fall protection. Verification should check the rail’s height, graspability, clearance from adjacent surfaces, continuity and termination, as well as whether the balustrade prevents falls without creating an obstruction.

Stairs
For stairs, Moddex reports AR10 and CB30. A reviewer should inspect both sides where required, handrail extensions, returns, continuity across landings, stair width, nosing treatment, visual contrast and lighting. The stair should connect to an accessible alternative route when stairs are not usable by everyone; a rail does not make a stair itself an accessible route for a wheelchair user.
Ramps
Moddex reports CB35 for level and ramp applications above one metre. The ramp assessment must include the running slope, crossfall, landing intervals, turning areas, edge protection, surface, drainage, handrail arrangement and tactile indicators where required. The NCC’s references to AS 1428.1 are the appropriate starting point for checking those details in the approved design.

The strongest project-specific evidence is a manufacturer case study. It establishes that Moddex says the three systems were used and associates them with the listed applications. It does not constitute an independent certification of the building.

Those omissions matter because compliance is determined by the complete design and built work.
Documents an owner or project team should request
- Approved architectural and access drawings showing the continuous accessible path of travel.
- The NCC edition and NSW provisions used for the approval, with referenced AS 1428.1 clauses identified.
- Product specifications and installation details for AR10, CB30 and CB35, including fixing and termination details.
- As-built measurements for ramp gradients, landings, handrail heights, clearances, thresholds and circulation spaces.
- An independent access inspection covering the building entrance, public areas, amenities, spectator interfaces and emergency egress.
- A maintenance schedule addressing loose fixings, damaged rails, surface wear, obstructions and changes made after opening.
This process distinguishes “a specified product was installed” from “the facility provides a compliant, usable route.” It also gives the operator a record to use when the building is altered or new equipment is added.

Why the project matters to community football
Football facilities serve more than the players on the field. Parents and carers may use the building while supervising children; volunteers and officials may have temporary or permanent mobility limitations; and spectators may need a stable route, seating access or accessible amenities. Designing for those users reduces the chance that a person is excluded from registration, changing, meeting or match-day activities.
Football NSW’s 22 March 2024 opening report quoted NSW Minister for Sport Steve Kamper saying: “The new amenities building for the Hurlstone Park Wanderers Football Club is a fantastic facility which now compliments the upgraded fields and floodlighting at Ewen Park.” The same report said the Greater Cities Sport Facility Fund had provided $50 million to improve community sports facilities and recreational spaces across Greater Sydney.
That $50 million figure is a fund-wide amount. The available report does not identify it as the grant value for Ewen Park, so it should not be presented as the cost or funding allocation for this building.
How to evaluate an accessibility claim about Ewen Park
- Identify the exact asset. Confirm that the claim concerns the Hurlstone Park Wanderers sports amenities building, not the 2023 Outdoor Learning Centre or the play-space work completed in 2025.
- Separate supplier reporting from certification. Treat AR10, CB30 and CB35 as products Moddex reports using at the project, then look for independent approval and inspection records.
- Trace the whole route. Start at the site arrival point and follow the route through entrances, changing or public areas, amenities and relevant spectator spaces.
- Measure against the adopted rules. Check the current NSW-adopted NCC provisions and the applicable AS 1428.1 requirements for gradients, landings, tactile indicators, kerbs, handrails, clearances and surfaces.
- Check usability after opening. Look for obstructions, damaged rails, slippery surfaces, furniture migration, locked accessible doors or maintenance changes that can undermine the original design.
- Record corrective action. Assign an owner, deadline and verification method for each defect, and retain updated drawings or inspection notes after work is completed.
What readers can reasonably conclude
Ewen Park’s new sports amenities building includes access hardware that Moddex identifies as Assistrail AR10 and Conectabal CB30 and CB35. The manufacturer links those systems to level, stair and ramp applications and describes use above one metre. The facility opened in March 2024 and serves a club with more than 1,500 players.
Those facts support describing the project as using DDA-focused access measures. They do not, without independent documentation, support a blanket claim that the entire building is DDA-compliant. A reliable conclusion requires the approved design, the code edition applied in NSW, and an inspection of the completed access route.
