Microsoft Paint does not document a dedicated Blur, Gaussian Blur, or Blur Brush tool. You can, however, create a blocky pixelation effect by shrinking a selected area and enlarging it again. For a genuine background blur, use the Windows Photos app. For a face, license plate, or private text, an opaque rectangle or a more capable editor is usually safer than a weak blur.
What Paint can—and cannot—do
Microsoft’s current Paint feature list covers selection, resizing, cropping, drawing, shapes, text, rotation and zoom. Newer Windows 11 builds may also include Layers and Background Removal, but those features are not a general blur filter. Microsoft does not document a conventional blur control in Paint’s current feature list (Microsoft Paint).
That distinction matters: the Paint workaround below creates pixelation, not smooth optical or Gaussian blur. Pixelation replaces detail with larger blocks. Blur smooths neighboring pixels.

Before you start
- Open the original, then choose File → Save as and work on a copy.
- Decide whether you want a softer-looking background or reliable privacy masking.
- For names, addresses, account numbers and other highly sensitive text, plan to use a solid opaque block rather than a subtle blur.
How to pixelate part of a picture in Paint
- Select the area. Choose Select and drag a rectangular selection around the face, plate, text or object. Include a small margin so an identifying edge is not left exposed.
- Reduce the selection. With the selection active, open Resize. Choose Percentage when available and keep the aspect ratio locked. Try 10% as a starting point; use 5% for larger, more obvious blocks.
- Enlarge it again. Resize the reduced area back by the inverse amount: 10% becomes 1000%, while 5% becomes 2000%. If the dialog uses pixels, note the original dimensions and restore those dimensions after reducing the selection.
- Check the image at normal size. Return to roughly 100% zoom. The result should look blocky. Make sure the information cannot be read or recognized in the saved-size view, not just while zoomed in.
- Save a new file. Keep the original separate. PNG is often a predictable choice for screenshots and graphics; JPEG recompression can alter edges and block patterns.
The percentages above are practical starting points, not Microsoft-prescribed settings. The right strength depends on the size of the selected object and the risk involved.
If Resize changes the whole image
Paint versions differ in how they handle a selection, the image and the canvas. Microsoft Q&A discussions describe cases where resizing affects the canvas or entire image rather than the selected region (canvas and image resizing).

- Press Ctrl+Z immediately.
- Confirm that the target is still actively selected before opening Resize.
- If selection resizing is unreliable, copy the selected region, paste it into a temporary Paint document, resize the pasted image down and back up, then copy it over the original region.
- If alignment is poor, undo and use a solid rectangle instead.
Do not confuse an image resize with a canvas-size command. Menu labels and behavior can vary by Windows version and Paint build.
Does this create blur or pixelation?
It creates pixelation. Reducing an area to a few percent discards much of its detail; enlarging it cannot restore that detail, so the result appears as blocks. It does not apply a standard blur kernel.

Pixelation can be useful because it visibly signals that information has been masked. It can still fail when blocks are too small, the selection is too tight, or the surrounding hair, clothing, text shape or scene identifies the subject.
How to blur a background in Microsoft Photos
For a portrait or scene where the background is the part you want softened, Microsoft documents this workflow in Photos:

- Open the image in Photos.
- Select Edit image.
- Open the Background panel.
- Let Photos identify the subject and background.
- Choose Blur, adjust the Blur intensity slider, and select Apply.
- Save the result as a copy when that option is offered.
Photos uses AI to separate subject and background, and Microsoft says this background processing occurs locally on the device (Microsoft Photos editing instructions). The workflow is designed for the background; it is not a dependable manual tool for an arbitrary face, license plate, Social Security number or small text block. App interfaces and availability may vary by Windows update.

- Choose the Rectangle shape.
- Set a solid fill and make the outline the same color, or remove the outline if your version offers that option.
- Cover the entire sensitive field with a margin.
- Save a new copy, reopen it and verify that no characters show through.
A translucent shape, weak blur or rough freehand strokes can leave enough letter structure to read or infer. Cropping is safer only when the sensitive area is completely outside the exported image.
Which method should you choose?

If you need more control, an offline editor such as GIMP or Paint.NET supports more capable selection and filter workflows. You do not need Photoshop for a simple mask, and confidential images should not be uploaded casually to online blur services.
Troubleshooting
- No visible change: the wrong region may be selected, Resize may have acted on the canvas, or the reduction was too mild. Undo, isolate the copied selection in a temporary document, or use an opaque rectangle.
- The whole image is pixelated: press Ctrl+Z and repeat using a confirmed selection or the temporary-document method.
- Edges remain recognizable: undo, select a slightly larger area and repeat.
- The result is still readable: use a stronger reduction, a larger mask or a solid fill.
- The area is distorted: keep the aspect-ratio lock enabled and use proportional dimensions.
- Expected Windows 11 features are missing: check whether you are on Windows 10 or an older Paint build, and update Paint through the Microsoft Store when appropriate. Microsoft notes that newer features such as Layers and Background Removal vary by device, market and rollout (Paint availability information).
Privacy checks before sharing
Reopen the exported file rather than trusting the editing view. Inspect browser tabs, notifications, usernames, file paths and other areas outside your intended mask. Pixelation or blur does not guarantee anonymity, and editing visible pixels does not by itself prove that EXIF, GPS, author data or embedded thumbnails were removed.
The practical answer
Use Paint when a quick, visibly pixelated mask is sufficient. Use Photos when you want its documented automatic background-blur workflow. For highly sensitive information, cover it with an opaque rectangle; for a smooth, precisely controlled local blur, use an editor with manual selections and a real blur filter.
