Shutterstock works by licensing creative assets rather than selling copyright ownership. Customers search its marketplace, choose an eligible plan or license, and download images, footage, music, editorial content, or other assets. Contributors submit original work with metadata and required releases, and earn a percentage when that work is licensed. The exact rights depend on the asset, plan, license, geography, and intended use.

The platform also offers tools for creating or managing content, as well as enterprise and API arrangements for larger or integrated workflows.

It is better understood as a rights-managed marketplace than as a digital shop selling ownership. A customer pays for access to specified uses of an asset. The creator or rights holder generally retains copyright, while Shutterstock makes the licensed use available under its terms.

2. How does Shutterstock work for a customer?

The ordinary customer workflow is:

  1. Search or browse for an image, video, audio file, editorial asset, or other content.
  2. Check the asset type, available license, and any visible restrictions.
  3. Choose an eligible subscription, on-demand pack, team plan, enterprise arrangement, or separate license.
  4. Download the asset.
  5. Use it only in ways permitted by the applicable license.

The download is evidence that the account obtained the asset, but it is not a transfer of copyright. Keep the relevant invoice, account record, and license information, particularly if the asset will be used in advertising, a client project, merchandise, a printed publication, or a commercial production.

The available library, plan combinations, pricing, and rights can vary by asset type, geography, account, and current Shutterstock terms. Do not assume that a plan covering images also covers footage, music, or enhanced uses.

3. What can you find on Shutterstock?

Depending on the market and account, Shutterstock offers:

  • Stock photographs and other raster images
  • Illustrations and vectors
  • Video footage
  • Music and sound effects
  • Editorial photographs and footage
  • 3D-related content
  • AI-generated images
  • Creative, search, and generative tools

These categories are not interchangeable. Editorial content can have different usage rules from commercial stock. A video license can differ from an image license, and AI-generated content has additional ownership and protected-content cautions. Before downloading, identify both the asset category and the intended use.

4. How do Shutterstock subscriptions work?

Most subscriptions provide a recurring monthly download allotment for content covered by the relevant Standard license. The allotment normally resets at the start of each billing month, so it should not be treated as a permanent bank of downloads.

Shutterstock also describes Unlimited plans covering combinations of images, video, music, sound effects, and AI generations. “Unlimited” does not mean unlimited legal uses or unlimited activity without conditions: Shutterstock states a daily fair-use limit of 100 assets for these plans. The exact combination of content types and availability depends on the plan shown to your account and region.

If you are comparing Shutterstock plans, check the current checkout terms for the asset categories included, the billing schedule, renewal conditions, and the license offered for the use you actually need. Shutterstock also documents a referral program in which an eligible referred customer can generate 20% of their first payment for the referrer, up to $200; contributor referrals follow separate, time-limited rules. Those are referral-program terms rather than a promise of a discount, approval, or earnings, and they should be verified before relying on them.

5. What are Shutterstock on-demand packs?

On-demand packs are one-off purchases for customers whose needs fluctuate or who do not want a recurring subscription. They can be more appropriate than a monthly plan when you need a small number of assets occasionally.

Shutterstock states that pack downloads are generally available for 12 months from the purchase date. Its billing FAQ also describes automatic refilling after the pack is depleted or after 12 months when that feature applies. Because refill behavior can depend on the purchase arrangement, review the checkout and account settings rather than assuming every pack works identically.

6. Do unused Shutterstock downloads roll over?

Subscription downloads generally must be used during the applicable billing month and do not roll over into the next month. On-demand pack downloads are different: they generally remain available for 12 months from purchase.

That difference matters when choosing a plan. A subscription may suit a predictable, regular publishing schedule. An on-demand pack may be less wasteful for an occasional project, provided you can use the downloads before the pack expires.

7. What is the difference between a Standard and Enhanced license?

Both Standard and Enhanced licenses provide non-exclusive, worldwide rights that can remain perpetual for the licensed use, subject to the applicable terms. They are not the same level of permission, however.

Enhanced licensing is not automatically included with every subscription. Shutterstock’s help material describes it as a separate transaction for relevant uses. If the asset will appear on products for sale, in a template that customers will reuse, in large-scale print, or in unrestricted out-of-home advertising, check whether Enhanced licensing or another specialized arrangement is required before publishing.

8. Can a Shutterstock image be used commercially?

Often, yes. Standard licensing covers many ordinary commercial uses such as a business website, app, advertisement, social post, email, e-publication, or smaller production. But “commercial use” is too broad to answer the question by itself.

Check all of the following:

  • Whether the asset is commercial stock or editorial content
  • Whether the intended use falls within Standard or requires Enhanced licensing
  • Whether you are printing, selling merchandise, creating a reusable template, or placing the image in a commercial space
  • Whether a recognizable person, property, brand, artwork, or other protected subject creates additional risk
  • Whether the plan and license cover the asset category

For a painter, for example, the relevant question is not simply whether an image looks suitable as a reference or website background. Consider whether you are using it on a portfolio site, in a paid advertisement, in a printed exhibition catalog, as part of a product design, or inside a work that will be sold. Those contexts can raise different licensing questions. When in doubt, read the license attached to the specific asset and purchase rather than relying on the phrase “royalty-free.”

9. Do you own a Shutterstock image after downloading it?

No. You receive a non-exclusive license to use the asset under the applicable Shutterstock terms. The photographer, artist, filmmaker, musician, or other rights holder does not generally give up copyright merely because you downloaded the work.

“Royalty-free” does not mean free of charge, public domain, or unrestricted. It usually describes how additional royalties are handled after the permitted license is obtained. You still need the appropriate license, and you must follow its restrictions.

Already downloaded assets can generally remain usable after a subscription ends, but only within the license that applied when they were downloaded. Ending a subscription does not grant new rights, and it does not erase restrictions on an existing use.

10. Can Shutterstock plans be canceled, and are refunds available?

Auto-renewal can generally be turned off in the account settings. That prevents future renewal, but it is not necessarily the same as an immediate termination or refund.

If an annual subscription is billed monthly and you cancel before the contract ends, Shutterstock states that a charge equal to 50% of the remaining subscription cost may apply, unless local law provides otherwise. Check the specific contract shown to your account before canceling.

Shutterstock generally does not refund completed purchases. Its current FAQ identifies a 14-day refund rule for eligible customers in the European Union and United Kingdom who have not used downloads or credits. Eligibility, local consumer law, the type of purchase, and whether anything was downloaded can affect the result. Do not assume that an unused month or an accidental renewal automatically qualifies for a refund.

11. How do you download a Shutterstock asset?

  1. Sign in to an account with an eligible active plan, credit pack, or other purchase.
  2. Select the asset and choose the relevant plan or license.
  3. For a JPEG, select an available size if Shutterstock presents size choices.
  4. Click the download control and confirm the transaction or deduction shown.
  5. Save the asset and retain the associated purchase and license records.

An Enhanced license is a separate transaction when required; it does not consume Standard-plan downloads. Choosing a plan that provides downloads therefore does not automatically upgrade every asset to Enhanced rights.

12. How do you become a Shutterstock contributor?

Contributor registration and submission are free. A prospective contributor creates a contributor account, submits an initial set of work for review, and can begin building a portfolio after approval.

Shutterstock describes the contributor model as non-exclusive, meaning contributors may generally sell their work elsewhere, subject to the rules of those other platforms and any separate agreement they accept. Non-exclusive does not mean every platform will accept the same file, metadata, release, or subject matter.

Uploading work does not guarantee approval, search visibility, downloads, or income. A contributor should treat Shutterstock as one distribution channel rather than as a guaranteed source of sales. The Shutterstock contributor program also has referral terms separate from customer referrals, so anyone promoting contributor registration should check the current conditions instead of promising a payout.

13. How do contributors submit work?

Shutterstock provides several submission routes:

  • The Shutterstock contributor website
  • FTP or FTPS
  • The Shutterstock mobile app

Footage has specific web or FTPS requirements, so a video contributor should not assume that the mobile workflow or image-upload process applies to every file type.

Before submitting, the contributor normally adds:

  • A title or description
  • Relevant keywords
  • Categories
  • Model releases, property releases, or other required documentation

Shutterstock reviews submissions against technical, legal, metadata, and content standards. A technically sharp file can still be rejected for weak or misleading metadata, missing documentation, recognizable protected property, or content that does not meet the platform’s current standards. Read the rejection reason and correct the underlying problem rather than repeatedly resubmitting an unchanged file.

14. When are model or property releases required?

Commercial content generally requires a model release for each recognizable person. That includes the contributor when the contributor appears in a self-portrait. A property release may also be needed for recognizable protected property or intellectual property, depending on the subject and intended licensing category.

Editorial content is different. It can generally depict recognizable people without commercial model releases because the purpose is documentary or news-related rather than advertising. However, event credentials, location permissions, or other documentation may be required in particular circumstances.

When deciding how to submit a file, ask whether a reasonable viewer could identify a person, private location, branded object, artwork, building, or other protected subject. If the answer is yes, investigate the applicable release or editorial route before submission. A release does not guarantee acceptance, but missing documentation can prevent commercial licensing.

15. How much do Shutterstock contributors earn?

Contributor earnings are percentage-based. Shutterstock states that contributors can earn up to 40% of the price per asset paid by the customer, but the actual amount varies according to factors such as:

  • The contributor’s current earnings level
  • The content type
  • The customer’s plan
  • The license used
  • The price paid for that particular download or transaction

There is no universal fixed amount per download. A portfolio can receive many views without producing a sale, and acceptance alone does not guarantee visibility or income. Contributors should evaluate the platform using the current earnings schedule in their account and realistic portfolio performance, not the maximum percentage as an expected return.

16. How and when are contributors paid?

Shutterstock calculates prior-month contributor earnings at the beginning of each month and issues payments by the 15th to eligible accounts that meet the applicable minimum and payment requirements.

Payment methods, tax information, minimum thresholds, account eligibility, and jurisdictional requirements can vary. Check the payment section of the contributor account for the methods available to you and complete any required verification before expecting a payout. Uploading work or recording a sale does not necessarily mean the account is immediately eligible for payment.

17. How do Shutterstock AI images and data licensing work?

Shutterstock’s AI-generation tool lets users create images from text prompts and license the results under Standard or Enhanced image licensing. The user does not receive copyright ownership of the generated image; the result is licensed under the applicable terms.

There is an additional practical issue: Shutterstock says generated content may be searchable and licensable by other customers. That means a generated result should not be treated as automatically exclusive. It is also accompanied by a warning that it may not have been reviewed for protected likenesses, brands, or other protected content. A prompt does not clear a trademark, a person’s likeness, a character, or another party’s rights.

Contributors can separately control permissions relating to image and video data licensing. Shutterstock describes a Contributor Fund intended to compensate contributors when their content contributes to licensed datasets or generative-AI development. The fund does not make every contributor’s earnings predictable, and data-licensing choices should be reviewed in the contributor account because permissions and programs can change.

Three mistakes to avoid

Assuming royalty-free means free

Royalty-free is a licensing model, not a public-domain designation. Obtain the asset through an eligible purchase and follow the restrictions.

Confusing download volume with usage rights

A subscription can provide a monthly allotment or, on some plans, a stated daily fair-use allowance. Neither changes the license. Unlimited downloads are not unlimited legal rights.

Using Standard licensing for an Enhanced use

Merchandise, reusable templates, large-scale print, unrestricted out-of-home advertising, and decoration in commercial spaces deserve a specific license check. Enhanced licensing may be needed and is not automatically included in every subscription.

A practical checklist before you use an asset

  • Record the asset ID, download date, account, and purchase or subscription details.
  • Identify whether the content is commercial, editorial, AI-generated, image, video, audio, or another category.
  • Describe the actual use: website, advertisement, social post, product, template, print publication, commercial space, or broadcast.
  • Confirm that the plan covers the asset and that Standard licensing is sufficient.
  • Check model, property, trademark, artwork, and editorial considerations.
  • Keep the license and payment record with the project files.
  • For AI-generated content, assume that protected-content review may not have occurred and avoid implying exclusivity.

For a contributor, the equivalent checklist is to confirm originality, prepare accurate metadata, secure releases before upload, choose the right commercial or editorial route, and check the current earnings and payment rules. That process gives the submission the best chance of being usable; it does not guarantee acceptance or sales.
