How Earthquake-Ready Are Australian Buildings? The Code Gap for Older Stock

Australia’s earthquake framework is real but unevenly applied: new buildings follow NCC seismic provisions, while older stock—especially unreinforced masonry—often requires separate assessment and retrofit decisions.

Australia does have earthquake risk, and its national building framework does include seismic design. The sharper problem is the divide between new building work—which is designed under the National Construction Code (NCC) and referenced structural standards—and the large stock of existing buildings that are not automatically upgraded when the code changes. That gap makes building age, construction type, occupancy and local ground-shaking hazard more important than a simple “safe” or “unsafe” label.

Australia’s earthquake hazard is real, but it is not uniform

Earthquakes occur across Australia. Their likelihood and expected ground motion vary by location, and local site conditions can change how strongly shaking affects a particular building. Geoscience Australia’s National Seismic Hazard Assessment (NSHA) maps those variations and their uncertainties. The assessment is used to inform building standards, emergency planning, insurance and mitigation decisions.

The existence of a national hazard model does not mean every building has been inspected, assessed or upgraded. It provides the hazard information that engineers and regulators use when setting design requirements. A building’s actual performance still depends on its structural system, detailing, materials, alterations, maintenance, site conditions and the behaviour of non-structural components.

Geoscience Australia describes the policy pathway plainly: “Australian Standards use seismic hazard information to ensure all applicable new buildings and infrastructure are built to withstand likely earthquake ground motions.” The qualifying word is applicable. The standards-to-code pathway is strongest for new work and does not create a nationwide, automatic retrofit program for existing buildings.

What the National Construction Code requires

NCC 2022’s structural provisions refer to AS 1170.4 for earthquake actions where that standard applies. The NCC also uses building importance levels. A building designed to hold large numbers of people, or one needed for post-disaster recovery, can have different design considerations from an ordinary low-occupancy building because failure would have wider consequences.

Question What the framework establishes What it does not establish
Is seismic design part of Australian regulation? NCC structural provisions reference AS 1170.4 for earthquake actions and classify building importance. That every building in Australia has the same level of earthquake resistance.
Does the NCC apply to existing buildings? It applies primarily to new buildings and generally becomes relevant to existing buildings when they are altered, extended or changed in use. Automatic compliance of an older building with the newest edition.
Is there one national adoption date? Each state and territory gives the NCC legal effect through its own system and may make variations. A single building-code date that applies identically in every jurisdiction.
Does a hazard map assess an individual property? It supplies regional hazard information and uncertainty for planning and engineering decisions. A property-specific structural safety certificate.

The Australian Building Codes Board (ABCB) explains that states and territories adopt the NCC through their own regulatory frameworks and can modify it. The ABCB’s NCC 2025 FAQ described that edition as a preview and said jurisdictions could consider adoption from 1 May 2026. The date is therefore not a universal commencement date: owners, designers and builders must check the applicable state or territory edition and any local variations.

AS 1170.4 is a technical standard rather than a consumer checklist. Referenced standards are generally obtained from commercial standards suppliers, often by purchase or subscription. A project team should confirm the current edition and the version legally referenced for the jurisdiction and building approval in question.

The central policy gap: new buildings versus existing stock

The NCC is principally a code for new buildings. An existing building is generally not required to be rebuilt to the latest code simply because a new edition has been published. Requirements can be triggered by an alteration, extension or change of use, but the precise trigger and extent of work depend on the project and the relevant state or territory rules.

This distinction matters in cities with older masonry buildings, schools, public halls, shops and apartment blocks. A structure may have been legal when constructed yet contain brittle materials, weak connections or heavy appendages that perform poorly under shaking. A later code improvement benefits new construction without automatically resolving those weaknesses.

Calling this a failure of “planning policy” without qualification blurs separate instruments. The NCC is a technical building code. Land-use planning schemes, development approvals, heritage controls, emergency management, infrastructure policy and retrofit funding are different policy areas. A defensible criticism is narrower: Australia has a recognised design framework for new work, while the code’s limited retroactive reach leaves decisions about existing buildings to specific triggers, owners, regulators and programs.

Why non-structural elements can decide the outcome

Earthquake safety is not limited to the main frame. ABCB guidance identifies components that may need restraint or earthquake design even when they are not part of the primary seismic force-resisting system:

  • internal partitions and walls outside the main resisting system;
  • suspended ceilings and their connections;
  • mechanical, electrical and hydraulic services;
  • parapets, chimneys and other appendages;
  • equipment, fixtures and building elements that can fall or become detached.

Failure of these items can injure occupants without a dramatic collapse of the structure. A falling ceiling can block an exit. A displaced partition can prevent evacuation. Damaged services can interrupt sprinklers, create electrical fire risks or make a building unusable. Detached parapets and chimneys can endanger people outside. Mechanical and electrical failures can also delay recovery after the shaking stops.

For architects, this makes connection design and coordination essential. Ceiling grids, pipework, cable trays, equipment supports and façade or parapet details need a clear load path and adequate clearance where the applicable design requires it. A building that remains standing but loses fire protection, access or essential services has not achieved full functional resilience.

Are Australian houses designed for earthquakes?

Class 1 houses should not be described as having no seismic provisions. ABCB guidance on the residential provisions in Appendix A of AS 1170.4 generally considers houses designed and detailed for lateral wind forces under the relevant standards capable of resisting earthquake forces, subject to the guidance’s limitations and conditions.

That is a general design relationship, not a property-specific assessment. Performance can be affected by irregular layouts, additions, poor connections, deteriorated materials, steep or unusual sites and heavy unreinforced masonry features. Brick chimneys, parapets and other unreinforced masonry elements deserve particular attention because they can fail even when the main house frame remains intact.

Homeowners should therefore avoid two opposite assumptions: that a detached house automatically needs a major seismic rebuild, or that wind design guarantees every element is safe in an earthquake. A qualified building professional or structural engineer must assess the actual construction, drawings, alterations and site.

Why older unreinforced masonry is a priority

Geoscience Australia notes that earthquake risk was included in building codes before the 1990s, but identifies older unreinforced masonry—especially heritage masonry—as a retrofit concern. Unreinforced brick or stone walls have limited ability to accommodate lateral movement. Their vulnerability can extend to parapets, gables, chimneys, connections between walls and floors, and heavy ornamentation.

Age alone is not a complete diagnosis. Construction quality, subsequent alterations, maintenance, wall-to-floor ties, roof configuration and local ground conditions all matter. Nevertheless, an older masonry building warrants a deliberate screening process rather than an assumption that its original approval reflects current seismic knowledge.

Geoscience Australia’s retrofit resources include booklets developed in 2022 with the Western Australian Government, the WA Department of Fire and Emergency Services, the University of Adelaide and the Shire of York. They focus particularly on heritage masonry built before 1945 and provide a route to practical information. They do not replace a building-specific engineering design.

York Shire President Cr. Denese Smythe described the intended value of that work this way: “The result will not only be useful for York, they will enable the refinement and adaption of the retrofit information for wider application to similar buildings elsewhere in the State and nation.” The statement describes knowledge transfer, not a guarantee that every similar building has already been made safe.

A bounded example: schools near Goulburn

A 2019 Australian Earthquake Engineering Society conference paper hosted on the NSW Planning Portal illustrates how existing-building risk can emerge through targeted assessment. The study initially identified 15 schools around Goulburn for review because of heavy masonry construction. Follow-up site inspections found vulnerable elements at seven of those schools.

Those figures describe that particular assessment; they are not a national prevalence rate. No national count or percentage of Australian buildings vulnerable to earthquake damage is established by the official material discussed here. The case does, however, show the value of staged work: desktop screening can identify buildings for closer inspection, and site assessment can reveal hazards that drawings or broad age categories miss.

The same paper notes that AS 3826-1998, an earlier standard for strengthening existing buildings, was withdrawn in June 2019. That history is a reminder to verify current technical guidance rather than rely on an old document or an online summary. An engineer specifying work today should identify the standards and approval pathway currently recognised by the relevant authority.

How to assess an existing building responsibly

Owners and design teams can use a staged process to decide whether further investigation is justified. The sequence below is a decision framework, not a substitute for engineering advice.

  1. Identify the building and its use. Record construction year, occupancy, importance to community services, heritage status, number of storeys and any change of use. A school, hospital, emergency facility or crowded assembly building may warrant a higher priority because consequences of failure are greater.
  2. Collect documents. Gather original drawings, approvals, engineering reports, records of additions, roof or façade work, and evidence of water damage, corrosion or other deterioration.
  3. Screen the construction. Look for unreinforced masonry walls, parapets, chimneys, heavy façade elements, suspended ceilings, vulnerable services, irregular additions and weak connections between walls, floors and roofs.
  4. Check the local hazard and site. Use the applicable hazard information and obtain site-specific geotechnical or engineering advice where soil conditions, slope or nearby ground hazards could affect the response.
  5. Commission a qualified assessment. A structural engineer should determine whether the building warrants detailed analysis, immediate securing of falling hazards, staged strengthening or monitoring.
  6. Coordinate approvals and heritage constraints. Strengthening may require building approval, planning consent or heritage approval. Fire safety, accessibility and services upgrades should be coordinated so that one intervention does not create another risk.
  7. Plan for function after shaking. Review emergency access, fire suppression, power, water, communications, safe egress and the ability to reopen the building. Structural survival alone is not the same as operational recovery.

What retrofit can and cannot promise

Retrofit is not one universal technique. Depending on the building, an engineer might investigate connections, wall restraint, parapet or chimney stability, diaphragm action, façade anchorage, ceiling restraint and service supports. The appropriate intervention depends on the existing load path, materials, heritage significance, desired performance level, budget and construction access.

Do not select a method from a generic checklist or assume that adding one visible brace resolves the building’s seismic weaknesses. Altering one component can change force paths elsewhere. Heritage work also requires careful treatment of significant fabric and approval conditions. The practical objective may be life safety, protection of critical functions, reduced falling hazards or a broader performance target; those objectives should be stated before design begins.

What the policy question should be

The evidence supports a focused question rather than a blanket verdict that Australian planning policies have not adapted. Australia has a national hazard assessment and seismic provisions for new construction. The unresolved policy challenge is how jurisdictions and owners identify, prioritise and fund risk reduction in existing buildings, particularly older unreinforced masonry and buildings needed for community recovery.

Useful policy measures would need to distinguish between code adoption and retrofit delivery. They could include consistent screening guidance, clear triggers during alterations or change of use, inventories of critical and vulnerable buildings, technical support for heritage owners, funding priorities based on consequence and hazard, and transparent public reporting of completed assessments and upgrades. Whether any particular measure exists or is effective must be established for the named state, territory or local program; it cannot be inferred from the NCC alone.

A practical decision guide for owners and designers

Situation Reasonable next step Do not assume
New building or major new work Confirm the applicable NCC edition, state or territory variations, building importance and AS 1170.4 requirements with the project team. That a national code reference removes the need for site-specific design.
Existing building with no proposed work Screen age, construction, occupancy, falling hazards and critical functions; seek professional advice if risk indicators are present. That the latest NCC automatically applies.
Alteration, extension or change of use Ask the certifier and engineer which existing-building provisions and upgrade triggers apply before design is fixed. That only the new extension matters.
Older unreinforced masonry or heritage building Use established retrofit guidance and commission a heritage-aware structural assessment. That a generic repair or cosmetic renovation provides seismic protection.
School, emergency facility or crowded building Prioritise staged screening, non-structural checks, continuity planning and documented risk reduction. That a limited visual inspection proves national-level safety.

Bottom line for Australian architecture and policy

Australia is not starting from zero: seismic hazard is modelled nationally, and the NCC provides earthquake design pathways for new buildings. The weakness is reach. New-building rules do not automatically retrofit the existing stock, and non-structural failures can still injure people or disable essential functions. Older unreinforced masonry deserves particular attention, while any claim about “planning policy failure” should name the jurisdiction, instrument and evidence involved. For an individual building, the responsible answer comes from its construction, use, site and a current professional assessment—not from a nationwide safe-or-unsafe label.
